Bengaluru: Swimming and taekwondo athletes of VIBGYOR High bagged 9 gold medals and a silver medal in the state and national championships held in December 2019.
Monya Kousumi from VIBGYOR High – Bannerghatta won 7 Gold Medals, 1 Silver Medal and bagged 5th place in the 200 meter Medley in the Group-4 A Girls State Level Swimming Championship held at PET Aquatic Centre Mandya. Monya is a Grade 4 student.
Rathan K N from VIBGYOR High Horamavu bagged a Gold Medal in the Individual Pattern and another Gold Medal in Sparring in the 34th National ITF Taekwondo Championship 2019 held in Peddam Indoor Stadium, Mapusa Goa in December 2019. Around 982 participants participated from 18 states all over India. VIBGYOR High spokesperson said, At VIBGYOR, we provide various platforms which encourage students to explore, experiment, express and enhance their skills. ಉಚ್ಚ ನ್ಯಾಯಾಲಯದ ತೀರ್ಪು :
These writ petition succeed. A declaration is made to the effect that the entities registered under the Karnataka Souharda Sahakari Act 1997 fit in to the definition of “Co operative Society” as enacted in Sec.2(19) of the Income Tax Act, 1961 and therefore subject to all just exceptions, petitioners are, entitled to stake their claim for the benefit sec.80P of the said act; a writ of certiorari issues quashing the impugned notice dated 30.03.2018 in W.P.No.48414/2018; other legal consequences accordingly do follow. It is needless to mention that the other provisions of sec.80P of 1961 act and their effect on the claim of the petitioner like societies have been left to be addressed by the concerned authorities.

ಕೇಂದ್ರ ಹಣಕಾಸು ಸಚಿವರಾದ ಶ್ರೀ ನಿರ್ಮಲಾ ಸೀತಾರಾಮನ್ ಇವರ ಭೇಟಿ : ಈ ಮೇಲೆ ತಿಳಿಸಿದ ತೊಂದರೆ ಕೇವಲ ಸೌಹಾರ್ದ ಸಹಕಾರ ಕ್ಷೇತ್ರಕ್ಕೆ ಮೀಸಲಾಗಿತ್ತು . ಆದರೆ ಇದನ್ನು ಹೊರತುಪಡಿಸಿ ) ಸಮಗ್ರ ಸಹಕಾರ ಕ್ಷೇತ್ರಕ್ಕೆ ಅನೇಕ ಆದಾಯ ತೆರಿಗೆ ತೊಂದರೆಗಳು ಎದುರಾಗಿವೆ . ಅವುಗಳೆಂದರೆ > ಸಹಕಾರ ಸಂಸ್ಥೆಗಳಿಗೆ 80ಸಿ ಅಡಿಯಲ್ಲಿ ತೆರಿಗೆ ವಿನಾಯಿತಿ ಇದ್ದರೂ ಆದಾಯ ತೆರಿಗೆ ಅಧಿಕಾರಿಗಳು ನೋಟೀಸ್ ನೀಡುವ ಮೂಲಕ ಗೊಂದಲ ಮೂಡಿಸುತ್ತಿರುವುದು , > ರಾಜ್ಯ ಕಾಯ್ದೆಯಲ್ಲಿರುವ ಸಹ ಸದಸ್ಯರು ಹಾಗೂ ನಾಮ ಮಾತ್ರ ಸದಸ್ಯರ ಅವಕಾಶವನ್ನು ಪರಿಗಣಿಸದೆ ಇವರೊಂದಿಗಿನ ವ್ಯವಹಾರಕ್ಕೆ ತೆರಿಗೆ ವಿಧಿಸುತ್ತಿರುವುದು , > ಸಹಕಾರ ಬ್ಯಾಂಕುಗಳಿಗೆ ಅನ್ವಯವಾಗುವ ಪ್ರಾವಧಾನವನ್ನು ಸಹಕಾರ ಸಂಸ್ಥೆಗಳಿಗೂ ಅನ್ವಯಿಸುತ್ತಿರುವುದು . > ಸಹಕಾರಿಗಳು ಬ್ಯಾಂಕಿನಲ್ಲಿಟ್ಟಿರುವ ಮೀಸಲು ನಿಧಿಗಳ ಮೇಲಿನ ಬಡ್ಡಿಗೆ ತೆರಿಗೆ ಪಾವತಿಸಲು ಸೂಚಿಸುತ್ತಿರುವುದು . > ಸಹಕಾರ ಕ್ಷೇತ್ರಕ್ಕೆ ಮಾರಕವಾಗುವಂತಹ ಸೆಕ್ಷನ್ಗಳಾದ 269ಎಸ್ಟಿ , 194ಎನ್ ಮೂಲಕ ನಗದು ವ್ಯವಹಾರಕ್ಕೆ ಕಡಿವಾಣ ಎಧಿಸುತ್ತಿರುವುದು . > 269ಎಸ್ ಎಸ್ ಹಾಗೂ 269ಟಿ ಮೂಲಕ ಸಾಲ ಹಾಗೂ ಠೇವಣಿ ವ್ಯವಹಾರಗಳಿಗೆ ರೂ . 20 , 000 / – ಗಳ ನಗದು ಮಿತಿ ವಿಧಿಸಿರುವುದು . > ಅಪನಗದೀಕರಣದ ಸಂದರ್ಭದಲ್ಲಿ ಸದಸ್ಯರಿಂದ ಪಡೆದು ಬ್ಯಾಂಕಿಗೆ ಜಮಾ ಮಾಡಲಾದ ಕರೆನ್ಸಿ ನೋಟುಗಳ ಮೊತ್ತಕ್ಕೆ ಸಮನಾದ ಮೊತ್ತವನ್ನು ದಂಡ ಮತ್ತು ಬಡ್ಡಿಯಾಗಿ ವಿಧಿಸುವ ಬಗ್ಗೆ ನೋಟೀಸ್ ನೀಡುತ್ತಿರುವುದು.
ಈ ಎಲ್ಲ ತೊಂದರೆಗಳ ನಿವಾರಣೆಯಲ್ಲಿ ಕೂಡ ಸಂಯುಕ್ತ ಸಹಕಾರಿಯು , ರಾಷ್ಟ್ರಮಟ್ಟದ ಸಂಸ್ಥೆಯಾದ ಸಹಕಾರ ಭಾರತಿಯೊಂದಿಗೆ ಸಮನ್ವಯ ಸಾಧಿಸಿಕೊಂಡು ಅಗತ್ಯ ಪ್ರಯತ್ನಗಳನ್ನು ನಡೆಸುತ್ತಿದೆ . ಪ್ರಸ್ತುತ 20 ಜನವರಿ 2020ರಂದು ಮಾನ್ಯ ಹಣಕಾಸು ಸಚಿವರು ಬಡ್ಡೆಟ್ ಪೂರ್ವ ಸಿದ್ಧತೆ ಹಾಗೂ ಸಹಕಾರ ಕ್ಷೇತ್ರದ ಆದಾಯ ತೆರಿಗೆ ತೊಂದರೆಗಳ ನಿವಾರಣೆ ಕುರಿತಂತೆ ಸಹಕಾರ ಭಾರತಿಯ ಸಭೆ ನಡೆಸಿದ್ದು , ಇದರಲ್ಲಿ ಸಂಯುಕ್ತ ಸಹಕಾರಿಯ ಅಧ್ಯಕ್ಷರು ಹಾಗೂ ಸಹಕಾರ ಭಾರತಿಯ ರಾಜ್ಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿಯಾದ ಶ್ರೀ ಬಿ ಹೆಚ್ ಕೃಷ್ಣಾರೆಡ್ಡಿಯವರು ಕೂಡ ಭಾಗವಹಿಸಿದ್ದಾರೆ . ಮೇಲ್ಕಂಡ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಸಮಗ್ರವಾದ ಮನವಿಯನ್ನು ಈ ಸಂದರ್ಭದಲ್ಲಿ ಮಾನ್ಯ ಹಣಕಾಸು ಸಚಿವರಿಗೆ ಸಲ್ಲಿಸಿ ಸಹಕಾರ ಕ್ಷೇತ್ರದ ಆದಾಯ ತೆರಿಗೆ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಮಾನ್ಯ ಹಣಕಾಸು ಸಚಿವರಿಗೆ ಮನವರಿಕೆ ಮಾಡಿಕೊಡಲು ಪ್ರಯತ್ನಿಸಲಾಗಿದೆ . ಮಾನ್ಯ ಹಣಕಾಸು ಸಚಿವರು ಈ ಬಗ್ಗೆ ಪೂರಕವಾಗಿ ಸ್ಪಂದಿಸಿದ್ದು , ಸಮಸ್ಯೆಗಳ ನಿವಾರಣೆಗೆ ಅಗತ್ಯ ಕ್ರಮವಿಡುವ ಭರವಸೆ ನೀಡಿರುತ್ತಾರೆ.
ಸರಕಾರದ & ಸಹಕಾರಿಗಳ ಮನಸ್ಸಿನಲ್ಲಿ ಸಹಕಾರ ಕ್ಷೇತ್ರ ಅದರಲ್ಲೂ ಪ್ರಮುಖವಾಗಿ ಸೌಹಾರ್ದ ಸಹಕಾರಿ ಕ್ಷೇತ್ರದ ಬಗ್ಗೆ ಸಕಾರಾತ್ಮಕ ಉತ್ತಮ ಭಾವನೆಗಳನ್ನು ಬೆಳೆಸುವುದು , ಸರಕಾರ ಹಾಗೂ ಸಹಕಾರಿಗಳೊಡನೆ ನಿರಂತರ ಉತ್ತಮ ಬಾಂಧವ್ಯವನ್ನು ಹೊಂದುವುದು , ಸೌಹಾರ್ದ ಸಹಕಾರಿಗಳ ಸಮಸ್ಯೆಗಳಿಗೆ ತಕ್ಷಣ ಸ್ಪಂದಿಸುವುದು ನಮ್ಮ ಪ್ರಮುಖ ಉದ್ದೇಶ . ರಾಜ್ಯದಲ್ಲಿ ಸೌಹಾರ್ದ ಸಹಕಾರಿಗಳ ಸಂಖ್ಯಾತ್ಮಕ ಬೆಳವಣಿಗೆಯ ಜೊತೆಗೆ ಗುಣಾತ್ಮಕ ಬೆಳವಣಿಗೆಯೂ ಸಹ ಸಂಯುಕ್ತ ಸಹಕಾರಿಯ ಆಡಳಿತ ಮಂಡಳಿಯ ಆದ್ಯತಾ ವಲಯವಾಗಿದೆ . ಆದಾಯ ತೆರಿಗೆ ತೊಂದರೆಗಳಿಂದಾಗಿ ಸಹಕಾರ ಕ್ಷೇತ್ರಕ್ಕೆ ಆಗುತ್ತಿರುವ ಹಿನ್ನಡೆಗಳನ್ನು ಮೀರಿ ಸಹಕಾರಿಗಳು ಗುಣಾತ್ಮಕವಾಗಿ ಬೆಳವಣಿಗೆ ಸಾಧಿಸಬೇಕಾದ ಅಗತ್ಯವಿದೆ .
ಈ ನಿಟ್ಟಿನಲ್ಲಿ ನಾವೆಲ್ಲ ಶ್ರಮಿಸೋಣ , ಇದಕ್ಕೆ ರಾಜ್ಯದ ಎಲ್ಲ ಸೌಹಾರ್ದ ಸಹಕಾರಿಗಳ , ಸಹಕಾರಿ ತಜ್ಞರ , ಸರ್ಕಾರ , ಇಲಾಖೆಯ ಅಧಿಕಾರಿಗಳು , ಮಾಧ್ಯಮ ಮಿತ್ರರಾದ ತಮ್ಮೆಲ್ಲರ ಸಲಹೆ ಸಹಕಾರ ಹಾಗೂ ಮಾರ್ಗದರ್ಶನ ನಿರಂತರವಾಗಿ ನಮ್ಮಗಳ ಮೇಲೆ ಸದಾ ಇರಲಿ ಎಂದು ಅಪೇಕ್ಷಿಸುತ್ತೇವೆ . ಇಂದಿನ ಪತ್ರಿಕಾಗೋಷ್ಠಿಗೆ ಆಗಮಿಸಿದ ತಾವೆಲ್ಲ ಮೇಲ್ಕಂಡ ವಿಷಯಗಳಿಗೆ ಹೆಚ್ಚಿನ ಪ್ರಚಾರ ನೀಡುವ ಮೂಲಕ ಹಾಗೂ ಮುಂಬರುವ ದಿನಗಳಲ್ಲಿ ಸಹಕಾರ ಕ್ಷೇತ್ರದ ಬಗ್ಗೆ ಹೆಚ್ಚಿನ ಧನಾತ್ಮಕ ವಿಷಯಗಳನ್ನು ಪ್ರಚುರಪಡಿಸುವ ಮೂಲಕ ಸಹಕಾರ ಕ್ಷೇತ್ರವನ್ನು ಬೆಳಸಲು ಸಹಕರಿಸಿ ಎಂದು ವಿನಂತಿಸುತ್ತೇವೆ .
