provident Welworth City is second largest apartment condominium in Bengaluru. It has 3360 apartments and appxly 10 to 15,000 future population reside in this apartment. As per approved layout plan, no religious structures to be constructed inside PWC. As per Gok order, all illegal structures which encroach road margin or road centre circles have been demolished 10 years back as per Supreme Court Order. But, inside PWC, a Tulasi katte has been placed and plan for construction of a temple is in the offing against the wishes of owners of PWC.
Smt Vidya Mishra, Sri Rajesh Kavure, Sri Shantha Gowda, (owner resident Contractor of PWC Security and Housekeeping etc with conflict of interest )and others are behind this. illegal construction on the centre of the road circle space against Govt rules. But, Hon MLA SR Viswanath has forwarded a representation to PDO, Arakere Grama Panchayath enabling illegal construction. Provident Welworth City Residents Welfare Assocation (Regd) is fighting for rights of owners and residents inside PWC for the past 7 to 8 years. Now, today Muslim Community has demanded permission for construction of a mosque in AJ circle, another road centre space. But Smt Vidya Mishra has refused permission for mosque construction. This has added to communal colour and any time a situation like DJ KG Hallia can happen in future. PWCRWA had written to Hon MLA to diffuse the situation. But not responded and is bent upon construction. Meanwhile, Smt Vidya Mishra is involved in corruption, mis use of office and mismanagement in handling the society.
District Magistrate Bengaluru has passed THREE Orders against Smt Vidya Mishra with regard to naked electric wires and garbage issue etc. But Smt Vidya Mishra is not bothered to implement the orders of Dist Magistrate. Dist Magistrate ordered spot inspection by Tahsildar Yelahanka. But Tahsildar is refusing to visit the spot due to political pressure. A complaint was lodged to register FIR against Smt Vidya Mishra and team before Inspector Dileep of Rajanukunte pol Stn. Police are not taking action due to political pressure.
3360 resident owners in PWC apartment condominium demand following for immediate implementation :
(a) PHL must fulfil
(b) its dutles of framing proper accountable bye laws for PWCAOA,
(c) set up proper STP and proper Water Treatment Plants,a
Establish BESCOM Sub Station as assured to flat buyers, and
(e) then register PWCAOA under appropriate Acts and Rules.
(f) Then conduct proper Elections to PWCAOA and handover to elected BOMs. (g) PHL must also carryout all those things as ordered by RERA recently.
Tahsildar Yelahanka Sri Anil who has refused to implement Dist Magistrate order to conduct spot inspection of PWC and report is acting as PA to politicians must be transferred to non executive posts.
(1) Police Inspector Dileep who had refused to register FIR for spreading communala tension which affects peace and transquility inside PWC should be transferred out of Rajanakunte police Stn to some rural areas. His presence in Rajanukunte will create further communal sensitive issues inside PWC. () Though complaint was lodged against accused persons, police team was sent by
Inspector Dileep secretly at night only to meet accused Smt Vidya Mishra and a Sri Shantha Gowda without informing complainants for “collection ?” of what is known to him only with the intention of fabricating evidence against the complainants?.Police must register FIR against CDEFG road centre encroachers.
(k) Since owners are suffering for the past 8 years of mismanagement at the hands of few vested interest members of the society, Govt must intervene and appoint a honest ADMINISTRATOR FOR PWC for doing the following important things.
(a) Formulate proper bye laws without any flaws and get the approval of all owners. (b) Then register the bye laws for association under appropriate laws/rules.
(c) Then conduct free and fair elections to the association..

Sir to kindly direct Deputy Commissioner and District Magistrate Bengaluru Urban to
conduct a spot inspection and confirm all pending orders pertaining to naked electrich wire spread across swimming pool and Garbade dump inside the STP building as wella as order Doddaballapur Town Planning Authority to demolish the illegal road centre construction carried out in violation of BIAPPA rules, Govt Rules and Open Spaces Act under the influence of Sri SR Vishwanath, Hon MLA of Yelahanka which if not demolished will lead to serious communal problems worst than KG Halli and DJ Halli cases happened recently.
We also request Hon Home Minister to kindly instruct all concerned police officers to give protection to office bearers of PWCRWA and owners of PWC by posting 2 policemen from DR at PWC premises till demolition is completed said Shru.K.Mathai KAS, Advocate Bengaluru and Hon President of PWCRWA at a press meet held at Press club of Bengaluru.
