“ಗಾಂಧಿ ಕನಸಿನ ‘ಗ್ರಾಮ ಸ್ವರಾಜ್ಯ ಸಾಕಾರಗೊಳಿಸಲು ಒತ್ತಾಯ”

ಸ್ವರಾಜ್ಯದ ಪರಿಕಲ್ಪನೆಯ ಮೂಲಕ ಭಾರತದಲ್ಲಿ ಕ್ಯಾಬಾನ ಗ್ರಾಮಗಳ ಸ್ವಾಗತ ಗಾಂಧೀಜಿಯವರ ಕ್ಕಾಗಿ ಅವರು ಗ್ರಾಮಾಗಳಲ್ಲಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿಗಳ ಸ್ಥಾಪನೆಗೆ ಕರೆ ನೀಡಿದ್ದರು. “mos ಪಂಚಾಯತ್ ರಾಜ್ ವ್ಯವಸ್ಥೆಯ ಮೂಲಕ ದೇಶದ ಕಟ್ಟಕಡೆಯ ಪ್ರಶ್ನೆಯನ್ನು ಈ ದೇಶದ ಪ್ರಧುವನ್ನಾಗಿಸುತ್ತೇನೆ”

ಗಾಂಧೀಜಿಯವರ ಗ್ರಾಮ ಸ್ವರಾಜ್ಯದ ಕನಸನ್ನು ನನಸು ಮಾಡಲು ಸಂವಿಧಾನದ ಪ್ರಕರಣ 10 ರಲ್ಲಿ ಗ್ರಾಮ ಪಂಚಾಯಿತಿಗಳ ಸ್ಥಾಪನೆಗೆ ಒತ್ತು ನೀಡಲಾಯಿತು. ಮುಂದೆ 1992 ರಲ್ಲಿ ಸಂವಿಧಾನದ 73ನೇ ಮತ್ತು 74ನೇ ತಿದ್ದುಪಡಿಯ ಮೂಲಕ ಸ್ಥಳೀಯ ಸ್ವಯಂ ಸರ್ಕಾರಗಳಾದ ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳನ್ನು ಹಾಗೂ ನಗರ కళం సంశగళ్ళన్ను సంవిధానం అధక్కక భాగఉన్నా లయకు.

1993 ರಲ್ಲಿ ಸಂವಿಧಾನದ ತಿದ್ದುಪಡಿಯ ನಂತರದಲ್ಲಿ ಪಂಚಾಯತ್ ರಾಜ್ ಕಾಯ್ದೆಯನ್ನು ಅಧಿಕೃತವಾಗಿ ದೇಶದಲ್ಲೇ ಮೊದಲು ಜಾರಿಗೆ ತಂದ ರಾಜ್ಯ ಕರ್ನಾಟಕ, ನಂತರ 2016 ರಲ್ಲಿ ಮಾನ್ಯ ಸಿದ್ದರಾಮಯ್ಯನವರ ನೇತೃತ್ವದ ಅಂದಿನ ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಶ್ರೀ ಕೆ. ಆರ್. ರಮೇಶ್ ಕುಮಾರ್ ರವರ ನೇತೃತ್ವದಲ್ಲಿ ಸಮಿತಿ ರಚಿಸಿ. ಗಾಂಧೀಜಿಯವರ ಗ್ರಾಮ ಸ್ವರಾಜ್ಯದ ಕನಸನ್ನು ಸಂಪೂರ್ಣವಾಗಿ ಕರ್ನಾಟಕದ ನೆಲದಲ್ಲಿ ಜಾರಿಗೊಳಿಸಲು ಕರ್ನಾಟಕ ಗ್ರಾಮ ಸ್ವರಾಜ್ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಅಧಿನಿಯಮ 1993ರನ್ನು ಜಾರಿಗೆ ತಂದಿತು. ಇದು ದೇಶದಲ್ಲೇ ಮಾದರಿ ಮತ್ತು ಕ್ರಾಂತಿಕಾರಿ ಕಾಯ್ದೆಯಾಗಿದೆ. ಕಾಯ್ದೆ ಕೇವಲ ಪುಸ್ತಕದಲ್ಲೇ ಉಳಿದಿದ್ದು ಕಾಯ್ದೆಯ ಅನುಷ್ಠಾನ ನಿಧಾನಗತಿಯಲ್ಲಿ ಸಾಗುತ್ತಿದೆ.

ಕಾಯ್ದೆಯ ಪರಿಣಾಮಕಾರಿ ಅನುಷ್ಠಾನಕ್ಕೆ ಬೇಕಾದ ಜವಾಬ್ದಾರಿ ನಕ್ಷೆ ರಚನೆ. ವಿವಿಧ ಸ್ಥಾಯಿ ಸಮಿತಿಗಳ ನಿಯಮಗಳು ಜನರ ಬೇಡಿಕೆಗನುಗುಣವಾಗಿ ಯೋಜನೆ ರೂಪಿಸಲು ಬೇಕಾದ ಪ್ರಕರಣ 3 ಇ ಅನ್ವಯ ಗ್ರಾಮ ಸಭಾ ನಿಯಮಗಳ ರಚನೆ, ಸ್ಥಳೀಯ ಸ್ವಯಂ ಸರ್ಕಾರಗಳಾದ ಪಂಚಾಯತ್ ರಾಜ್ ಆಡಳಿತದಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ಮತ್ತು ಮೇಲಿನ ಸರ್ಕಾರಗಳ ಹಸ್ತಕ್ಷೇಪ ತಡೆಯಲು ಬೇಕಾದ ಕಛೇರಿ ನಿರ್ವಾಹಣಾ ಕೈಪಿಡಿ ರಚನೆ, ಜನಪ್ರತಿನಿಧಿಗಳಿಗೆ ಬೇಕಾದ ಶಿಷ್ಟಾಚಾರ ರಚನೆ, ಮುಂತಾದ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುವಲ್ಲಿ ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆ ಸಂಪೂರ್ಣವಾಗಿ ವಿಫಲವಾಗಿದೆ. ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆಯ ಆಡಳಿತ ಅಧಿಕಾರಿ ಕೇಂದ್ರಿತವಾಗಿದೆ. ಪಂಚಾಯತ್ ರಾಜ್ ಸಂಸ್ಥೆಗಳು ಸ್ಥಳೀಯ ಸ್ವಯಂ ಸರ್ಕಾರಗಳಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಮೂಲಕ ಗಾಂಧೀಜಿಯವರ ಗ್ರಾಮ ಸ್ವರಾಜ್ಯದ ಕನಸು ನನಸು ಮಾಡುವಂತ ಪೂರಕ ವಾತಾವರಣವನ್ನು ಸೃ4 ಮಾಡಬೇಕಾದ ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆ ಅಧಿಕಾರಿಯೋರ್ವರ ಕನಸಿನ ಯೋಜನೆಗಳನ್ನು ರೂಪಿಸಿ ಅನುಷ್ಠಾನಗೊಳಿಸುವ ಇಲಾಖೆಯಾಗಿ ಮಾರ್ಪಟ್ಟಿದೆ.

ಗಾಂಧೀಜಿಯವರು ಬೆಳಗಾವಿ ಕಾಂಗ್ರೆಸ್ ಅಧಿವೇಶನದ ಅಧ್ಯಕ್ಷತೆ ವಹಿಸಿದ ಶತಮಾನೋತ್ಸವವನ್ನು “ಗಾಂಧಿ ಭಾರತ” ಎಂಬ ಹೆಸರಿನಲ್ಲಿ ಸರ್ಕಾರ ಆಚರಿಸುತ್ತಿದೆ. ಹಾಗೂ ಗಾಂಧಿ ಕನಸಿನ ಗ್ರಾಮ ಸ್ವರಾಜ್ಯವನ್ನು ಕರ್ನಾಟಕದಲ್ಲಿ ಸಾಕಾರಗೊಳಿಸಲಾಗುವುದೆಂದು ಘೋಷಿಸಿದೆ.

ಆದ್ದರಿಂದ ಸರ್ಕಾರವು ಘೋಷಣೆಗಳಿಗೆ ಬದ್ಧವಾಗಿರಬೇಕು. ಕರ್ನಾಟಕ ಗ್ರಾಮ ಸ್ವರಾಜ್ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಕಾಯ್ದೆಯ ಎಲ್ಲಾ ಅಂಶಗಳನ್ನು ಕಡ್ಡಾಯವಾಗಿ ಜಾರಿಗೆ ತರಬೇಕು.

ರಾಜ್ಯದ ಅಭಿವೃದ್ಧಿ ಆಯುಕ್ತರಾಗಿ ರಾಜ್ಯದ ಎಲ್ಲಾ ಅಭಿವೃದ್ಧಿ ಇಲಾಖೆಗಳ ನಿರ್ವಹಣೆ ಮಾಡುತ್ತಿರುವ ಹಿರಿಯ ಅಧಿಕಾರಿಗಳೇ ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆಯ ಮುಖ್ಯಸ್ಥರಾಗಿಯೇ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವುದು ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆಯ ಸಮರ್ಪಕ ಕಾರ್ಯನಿರ್ವಹಣೆಗೆ ತೊಡಕಾಗಿದ್ದು, ಕೂಡಲೇ ಸರ್ಕಾರ: ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆಗೆ ಪೂರ್ಣಾವಧಿ ಅಧಿಕಾರಿಯೊಬ್ಬರನ್ನು ನೇಮಿಸಬೇಕು.

Indian Educator Pens Open Letter to President Trump, Advocating for Humane Immigration Policies

Having once lived in the United States on an F1 visa before returning to India, Dr. Jeevan expressed gratitude for the opportunities America provided him while advocating for dignity and humane treatment for all immigrants.

In his letter, Dr. Jeevan acknowledged Trump’s vision of “Making America Great Again” but emphasized the importance of balancing enforcement with empathy. He cited disturbing reports of inhumane deportation practices, such as a recent flight to Colombia where passengers were allegedly handcuffed and denied basic necessities.

ಇತ್ತೀಚಿಗೆ ಲೋಕಸಭೆಯಲ್ಲಿ ಕೇಂದ್ರ ಗೃಹ ಸಚಿವ ಅಮಿತ್ ಶಾ ರವರು ನಮ್ಮ ಭಾರತದ ಸಂವಿಧಾನ ಶಿಲ್ಪಿ ಬಾಬಾ ಸಾಹೇಬ್ ಡಾ।। ಬಿ ಆರ್ ಅಂಬೇಡ್ಕರ್ ರವರ ಕುರಿತು ವಿವಾದಾತ್ಮಕ ಹೇಳಿಕೆ ನೀಡಿದ್ದು, ಅವರ ಹೇಳಿಕೆಯನ್ನು ಖಂಡಿಸಿ ಕರ್ನಾಟಕ ರಾಜ್ಯ ದಲಿತ ಮತ್ತು ಹಿಂದುಳಿದವರ ವಿಚಾರ ಸಮಿತಿ(ರಿ) ರಾಜ್ಯಾದಂತ ಉಗ್ರ ಹೋರಾಟವನ್ನು ನಡೆಸುತ್ತಿದ್ದು ಈ ಮೂಲಕ ಅಮಿತ್ ಶಾ ತಮ್ಮ ಸಂಸದ ಸ್ಥಾನಕ್ಕೆ ರಾಜೀನಾಮೆ ನೀಡಬೇಕೆಂದು ಆಗ್ರಹಿಸುತ್ತಿದ್ದೇವೆ.

1). ದೇಶದಲ್ಲಿ ಯಾವುದೇ ಹುದ್ದೆಯಲ್ಲಿರುವ ವ್ಯಕ್ತಿ ಬಾಬಾ ಸಾಹೇಬ್ ಡಾ।। ಬಿ ಆರ್ ಅಂಬೇಡ್ಕರ್, ಭಗವಾನ್ ಬುದ್ಧ, ಬಸವಣ್ಣ ರವರ ಹೆಸರುಗಳನ್ನು ದುರುಪಯೋಗಪಡಿಸಕೊಂಡರೆ ಪೋಲಿಸ್ ಇಲಾಖೆ ಸ್ವಯಂ ಕೇಸ್ ದಾಖಲಿಸಿಕೊಳ್ಳಬೇಕು ಅಂತಹವರ ವಿರುದ್ಧ ನಿರ್ದಾಕ್ಷಿಣ್ಯ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು.

2)ಬುದ್ಧ ಬಸವ ಅಂಬೇಡ್ಕರ್ ರವರ ಭಾವಚಿತ್ರ ಹಾಗೂ ಪುತ್ತಳಿ ನಿರ್ಮಿಸುವುದಕ್ಕೆ ಅನುಮತಿ ಪಡೆಯಬೇಕೆಂಬ ನಿರ್ಧಾರ ಸರ್ಕಾರ ಕೈಗೊಂಡಿದ್ದು ಇದನ್ನು ನಾವು ಖಂಡಿಸುತ್ತೇವೆ, ದೇಶಕ್ಕಾಗಿ ಅಪಾರ ಸೇವೆ ಸಲ್ಲಿಸಿದ ಮಹನೀಯರ ಪುತ್ತಳಿಗಳನ್ನು ನಿರ್ಮಿಸುವುದಕ್ಕೆ ಯಾವುದೇ ಅನುಮತಿ ಬೇಡವಾಗಿದ್ದರಿಂದ ಈ ಕೂಡಲೇ ಆದೇಶವನ್ನು ರದ್ದುಗೊಳಿಸಬೇಕು ಎಂದು ಆಗ್ರಹಿಸುತ್ತಾ.

ಈ ಮೇಲ್ಕಂಡ ಎರಡು ಬೇಡಿಕೆಗಳನ್ನು ಕೇಂದ್ರ ಸರ್ಕಾರಕ್ಕೆ ತಲುಪಿಸಿ ನಮ್ಮ ಹೋರಾಟಕ್ಕೆ ಸ್ಪಂದಿಸಬೇಕೆಂದು ಮಾನ್ಯ ರಾಜ್ಯಪಾಲರ ಮೂಲಕ ಮನವಿ ಪತ್ರವನ್ನು ನೀಡುತ್ತಿದ್ದೇವೆ ಎಂದು ಡಾ||. ಜಿ ಎನ್ ಸಿದ್ದಲಿಂಗಯ್ಯ

Global Business increased by 9.30% (y.o.y) to ₹24,19,171 Cr as at December 2024, Global Deposits increased by 8.44% (y.o.y) to ₹13,69,465 Cr and Global Advance (gross) increased by 10.45% (y.o.y) to ₹10,49,706 Cr.
Domestic Deposit of the Bank stood at ₹12,57,426 Cr as at December 2024 with growth of 7.76% (y.o.y).
Domestic Advances(gross) of the Bank stood at ₹9,87,591 Cr as at December 2024 grew by 9.55% (y.o.y).
RAM credit increased by 12.32% (y.o.y) to ₹ 5,95,789 Cr
Retail lending Portfolio increased to ₹2,08,116 Cr i.e., grew by 35.46% (y.o.y).
Housing Loan Portfolio increased by 12.26% (y.o.y) to ₹1,03,053 Cr.

Asset Quality
Gross Non-Performing Assets (GNPA) ratio improved at 3.34% as at December 2024 reduced from 3.73% as at September 2024, 4.39% as at December 2023.
Net Non-Performing Assets (NNPA) ratio improved to 0.89% as at December 2024 reduced from 0.99% as at September 2024, 1.32% as at December 2023.
Provision Coverage Ratio (PCR) stood to 91.26% as at December 2024 against 90.89% as at September 2024, 89.01% as at December 2023.
Capital Adequacy CRAR stood at 16.44% as at December 2024. Out of which CET1 is 11.97%, Tier-I is 14.55% and Tier-II is 1.89%.

Priority Sector & Financial Inclusion
The Bank has achieved Targets in Priority Sector at 44.33% and Agricultural Credit at 21.04% of ANBC as at December 2024, as against the norm of 40% and 18% respectively.
Credit to Small and Marginal Farmers stood at 14.35% of ANBC, against the norm of 10.00%.
Credit to Weaker Sections stood at 20.43% of ANBC, against the norm of 12.00%.
Credit to Micro Enterprises stood at 10.23% of ANBC, against the norm of 7.50%.
Credit to Non-Corporate Farmers stood at 17.12% of ANBC, against the norm of 13.78%.
