Allegations of Corruption Against Karnataka Backward Classes Welfare Minister Shivraj Tangadagi in Grant Disbursement Delay

Bangalore: Serious allegations of corruption and administrative misconduct have been levelled against Karnataka’s Backward Classes Welfare Minister, Shri Shivraj Sangappa Tangadagi, over the delay in releasing government grants sanctioned for the development of a community religious institution.

During a press conference held at the Bangalore Press Club, Sri Sri Sri Poornanandapuri Swamiji of Sri Kshetra Shaileshwara Ganigara Mutt accused the minister of deliberately withholding the sanctioned funds unless illegal commissions are paid. The Swamiji stated that despite multiple government orders approving the release of ₹3.5 crore towards the overall development of the religious institution, ₹1.5 crore still remains unreleased.

Details of the Grant:

On October 18, 2022, the Karnataka Government approved a ₹3.5 crore grant for the overall development of Vishwa Ganigara Samudaya Charitable Trust (R) and Sri Kshetra Shaileshwara Ganigara Mahasansthana Mutt.

Subsequent approvals from the Finance Department and Chief Minister followed, with ₹2 crore released in initial phases.

However, the remaining ₹1.5 crore, although cleared for release by the Finance Department, continues to be held up by the Minister, allegedly pending illegal demands.


Allegations of Bribery:

Swamiji claims that there have been repeated demands for a 20%–25% commission by individuals allegedly close to Minister Tangadagi. “We were told that unless this commission is paid, the grant file will not be cleared,” he alleged. He further stated that despite over 15 official attempts to meet and appeal to the Minister, the file was intentionally kept pending without justification.

Swamiji’s Personal Sacrifice:

Highlighting his commitment, Swamiji revealed that he sold his only legally owned property to fund the institution’s development, spending over ₹1 crore from personal resources. “We beg for donations to build, while the Minister demands bribes to release government-sanctioned grants,” he said.

Legal Action and Government Orders:

Following a legal petition, the court issued directives on March 26, 2025, instructing the government to release the pending ₹1.5 crore. Despite orders dated April 23 and May 2, 2025, the Minister allegedly continues to defy compliance.

Demand for Minister’s Removal:

Swamiji called upon the Chief Minister to immediately dismiss Minister Tangadagi from the Cabinet, stating that such corrupt practices endanger the progress and welfare of backward communities. “We do not seek charity, we seek justice,” he concluded.

Dalit Sangharsha Samiti Demands Criminal Action Against Minister Zameer Ahmad Khan, Former Wakf Board Chief

Bengaluru, July 2, 2025 — Alleging large-scale corruption and political vendetta in the disbursal of government grants to religious institutions, the Karnataka Dalit Sangharsha Samiti (Bhima Gharjane Neelisene State Committee) has demanded the immediate dismissal of Wakf, Housing, and Minority Welfare Minister B.Z. Zameer Ahmad Khan and criminal proceedings against K. Anwar Basha, former chairman of the Karnataka State Wakf Board.

Addressing a press conference at the Press Club of Bengaluru, the committee alleged that despite the Karnataka government releasing ₹150 crore on May 31, 2025 (under budget head 2225-04-102-0-03), no funds were allocated to religious institutions in Surpur constituency, while other constituencies across the state received grants.

The allocation was intended for the repair, restoration, and development of mosques, ashurkhanas, graveyards, and related institutions. Legislators from across the state were instructed to submit priority works, and most received funds—except Surpur, the committee said.

Despite submitting a proposal in October 2024 for 8 urgent works estimated at ₹3.19 crore, Surpur received “not even a single paisa,” the committee noted. The reason, they allege, is the refusal to pay a 25% commission (kickback) allegedly demanded by Minister Zameer Ahmad Khan and former Wakf Board chief K. Anwar Basha.

Election Manipulation Alleged

The committee also accused Anwar Basha of misusing his position during the Wakf Committee chairman elections by promising increased funding and lower commission percentages in exchange for votes. It is alleged that areas that voted for Basha received substantial funding, while those that did not — including Surpur — were deliberately denied.

They further claimed that even though funds were not disbursed in 2022–23, selective release took place this year. Notably, supporters of Sajjad Ali Al Hussaini Khwaja Bande Nawaz Dargah, who is now the current Wakf Board President and hails from Kalaburagi, were also excluded from funding because they backed a different candidate.

“This is clear political vendetta and misuse of public office to punish poor religious institutions in Surpur, many of which are affiliated with Sajjad Naseen. It is unjust and communal in nature,” said Dr. Jaffar Hussain (State Vice President), Naganna Kalladevanahalli (State Convener), T.M. Muniraju (Bengaluru District Convener), and others.

An independent investigation by a retired High Court judge

The removal of Zameer Ahmad Khan from the Cabinet

Filing of criminal cases against both Zameer Ahmad Khan and K. Anwar Basha


A delegation from the organization is set to submit a formal complaint to the Hon’ble Governor of Karnataka, seeking his intervention.

Bangalore, June 30, 2025: In a commendable act of community service, educational materials including notebooks and essential utensils were distributed to students from Classes 1 to 7 at Sri Maruthi Higher Primary School, Wilson Garden, Bangalore. The initiative was organized by the Ulema (Islamic scholars) associated with the humanitarian movement “Payam-e-Insaniyat” — The Message of Humanity.

The event witnessed the presence of several distinguished guests. Maulana Shabbir Nadvi Sahab, the head of Payam-e-Insaniyat, presided over the program, accompanied by Syed Shafiulla Sahab, the coordinator of the organization.
