Medical Education Minister fulfills his promise; addresses the demand of medicos which has been pending since 5 years
Bengaluru – May 18, 2020: The state government has issued an order revising the stipend of the resident doctors, PG medical students and fellowship students studying in Government institutions. This has become possible due to the efforts by Medical Education Minister K Sudhakar. With this revision, the proposal which has been in vogue for the past five years, has finally come to an end. Given that several state governments have cut salaries of doctors due to financial crunch faced during this Covid crisis, doctors have lauded the Karnataka government’s decision to revise the stipend considering the selfless service of doctors.
On February 26, a delegation of Karnataka Resident Doctors Association had met Minister Sudhakar and submitted their appeal for pay revision. Responding positively for their proposal, the Minister had assured them to take a decision on this in 3-4 months. The Minister had instructed the department to prepare a detailed proposal. During his quarantine period Dr.Sudhakar held a video conference with ACS Javed Akhthar, and VC RGUHS Dr.Sachidanand and Director Medical Education Dr.Girish and the proposal was sent for clearance by the finance department. The Minister had convinced the Chief Minister Shri B.S.Yediyuarappa regarding the proposed stipend hike and told these doctors are working tirelessly during this war against Covid-19. The hike will boost their morale and make them work with more enthusiasm.
The following hike has been approved: Resident Doctors – 30,000, PG students 1st year – 45,000, PG students 2nd year – 50,000, PG students 3rd year – 55,000, Super Specialty students 1st year – 55,000, 2nd year – 60,000, 3rd year 65,000, Compulsory government service doctors will get 60,000/-. This will benefit more than 6,000 medical students across the state.
Speaking on the occasion, Medical Education Minister Dr.K.Sudhakar expressed his gratitude towards Chief Minister Shri B.S.Yediyurappa for responding positively for his request and hiking the stipends of Medical students. The Minister said, that the revision has given me great satisfaction, as Doctors are leading from the front in this fight against Covid 19. The revision of stipend would boost their morale and encourage them to work with more enthusiasm.
Acknowledging the hike Dr.Dayanand Sagar, member of Karnataka Resident doctors association has said – ” For the past five years, our successive appeals have been turned down several times by the government. Thanks to Dr.K.Sudhakar who understood the situation and responded positively for our appeal just 3 months back. We welcome the the government order to increase the stipend by 40 per cent”.
Dear Sir, India is being seen as a solid alternate global manufacturing destination worldwide going forward, that also recently pointed out by Honorable Union Minister Shri Ravishankar Prasad Ji. In this regard, in addition to his point, I would like to express my views that there are other niche and emerging fields to consider, such as Semiconductor Technology, Digital Electronics, Artificial Intelligence, Aerospace Engineering, Embedded Systems and Medical Devices. Under the “Make in India” movement, I would like to kindly request you to extend the scope of this initiative which is coming under your purview for the above mentioned fields as well, by which India can produce electronic products and self sustained instead of importing them, even can be exported and theirby improve the Indian economy significantly. In addition to this, it will also create huge opportunities of employment and will induce the usage of Swadeshi Electronic Products. To materialize this new intiative, there are ample of resources available in India as listed below: Technically qualified highly skilled and well-experienced talent pool. Knowledge centers like IISc, IITs, NITs, IIITs, Premier Engineering colleges, Semiconductor Technology firms and Aerospace Technology Industries can be used as CoE (Center of Excellence) for the support of Technology and resources. Taking a step further, I propose two locations in Karnataka, which I feel, are the most suitable for this initiative. 1) Alamatti outskirt area and 2) Mysore
The above mentioned locations have advantages as below. Alamatti outskirt area (located In between Vijayapura and Bagalakot districts of Karnataka state) is the potential destination for establishing Global Electronics Manaufacturing Hub as Almatti Dam is the main reservoir of the Upper Krishna Irrigation Project located at Nidgundi, Vijayapura district, Karnataka – Can provide surplus of water. Kudgi(NTPC) – Super Thermal Power Station is a power station located at Kudgi village of Basavana Bagewadi Taluk in Vijayapura district, Karnataka – Can provide continuous power supply. Alamatti outskirt area is central place for Belagavi, Hubli-Dharwad and Kalaburgi districts. Land availability at a reasonable price, and lower operating cost, less area constraint, least pollution, enough talent pool, this place has a location advantage as it is in the neighborhood cities like Hyderabad, Goa, well connectivity with Bombay and Pune. Mysore city– It is also the potential destination for large scale electronics manufacturing units as the small and medium scale electronics manufacturing industries already functioning there; also has well-built infrastructure, land availability at a reasonable price, airport availability, enough talent pool and lower operating cost, less area constraint, least pollution and second biggest city for IT & BT in Karnataka. These points are the key attractive points to consider Almatti outskirt area (located In between Vijayapura and Bagalakot districts) or Mysore as a Global Electronics Manufacturing Hub. The above specified resources can act as a catalyst for the fast growth of the electronics manufacturing hub; CoEs can be used for active collaboration between industries and universities for more productivity. The Government has to play an important role to identify Investment opportunities through enabling attractive facilities and also encourage Investors by bringing out favorable policies, provide incentives and tax benefits to bringin more startups. This initiative can be best implemented by taking inputs from Intellectuals – IISC, IIT, NIT professors, Scientists, Semiconductor Technology Industry Veterans, Renowned Senior Marketing professionals, Senior Economists, Law Experts for having detailed technical discussions to devise the strategies to implement this smart initiative.
The proposed initiative is of great significance because of current global and Indian scenarios. On the global front, major electronic conglomerates are shifting their production bases from “Republic of China” to other Asian countries, and India needs to act on war-foot to take the advantage of current scenario. The second most important factor is, as mentioned by our honorable Prime Minister Shri Narendra Modi ji, it is high time that we become self-reliant and convert this COVID-19 crisis into our opportunity and take the advantage for betterment of this country.
I strongly affirm, establishing “Global Electronics Manufacturing Hub” in India by acting swiftly, we can bring the great benefits to our nation. “It is a humble request from me, who has worked as Semiconductor Industry Technology professional for more than 20 years and am ready to serve in whatever little way I can for this great intiative. ಐಐಎಸ್ಸಿ, ಐಐಟಿಗಳು, ಎನ್ ಐಟಿಗಳು, ಐಐಐಗಳು, ಪ್ರೀಮಿಯರ್ ಎಂಜಿನಿಯರಿಂಗ್ ಕಾಲೇಜುಗಳು, ಸೆಮಿಕಂಡಕ್ಟರ್ ಟೆಕ್ನಾಲಜಿ ಸಂಸ್ಥೆಗಳು ಮತ್ತು ಏರೋಸ್ಪೇಸ್ ಟೆಕ್ನಾಲಜಿ ಇಂಡಸ್ಟ್ರೀಸ್ ನಂತಹ ನಾಲೆಡ್ಜ್ ಸೆಂಟರ್ ಗಳನ್ನು ತಂತ್ರಜ್ಞಾನ ಮತ್ತು ಸಂಪನ್ಮೂಲಗಳ ಬೆಂಬಲಕ್ಕಾಗಿ ಕೋಲೆ (ಸೆಂಟರ್ ಆಫ್ ಎಕ್ಸಲೆನ್ಸ್) ಆಗಿ ಬಳಸಬಹುದಾಗಿದೆ. ಇನ್ನೂ ಒಂದು ಹೆಜ್ಜೆ ಮುಂದೆ ಹೋದರೆ, ಈ ಉಪಕ್ರಮಕ್ಕೆ ಅತ್ಯಂತ ಸೂಕ್ತವಾಗಿದೆ ಎಂದು ನಾನು ಭಾವಿಸುವ ಕರ್ನಾಟಕದ ಎರಡು ಸ್ಥಳಗಳನ್ನು ಪ್ರಸ್ತಾಪಿಸುತ್ತೇನೆ. ಆಲಮಟ್ಟಿ ಔಟ್ ಸ್ಕರ್ಟ್ ಏರಿಯಾ ಮತ್ತು 2) ಮೈಸೂರು. ಮೇಲೆ ಹೇಳಿದ ಸ್ಥಳಗಳಲ್ಲಿ ಈ ಕೆಳಗಿನಂತೆ ಅನುಕೂಲತೆಗಳಿವೆ. ಆಲಮಟ್ಟಿ ಔಟ್ ಸ್ಕರ್ಟ್ ಪ್ರದೇಶ (ಕರ್ನಾಟಕ ರಾಜ್ಯದ ವಿಜಯಪುರ ಮತ್ತು ಬಾಗಲಕೋಟ್ ಜಿಲ್ಲೆಗಳ ನಡುವೆ ಇರುವ), ಜಾಗತಿಕ ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ಮಾನೋಫೇರಿಂಗ್ ಹಬ್ ಅನ್ನು ಆಲಮಟ್ಟಿ ಆಣೆಕಟ್ಟು ಕೃಷ್ಣಾ ಮೇಲ್ದಂಡೆ ನೀರಾವರಿ ಯೋಜನೆಯ ಪ್ರಮುಖ ಜಲಾಶಯವಾಗಿದ್ದು, ವಿಜಯಪುರ ಜಿಲ್ಲೆ, ಕರ್ನಾಟಕ-ಹೆಚ್ಚುವರಿ ನೀರನ್ನು ಒದಗಿಸಬಹುದು. ಕುಡಗಿ (ಎನ್ ಟಿಪಿಸಿ)-ಸೂಪರ್ ಥರ್ಮಲ್ ಪವರ್ ಸ್ಟೇಷನ್ ಕರ್ನಾಟಕದ ವಿಜಯಪುರ ಜಿಲ್ಲೆಯ ಬಸವನ ಬಾಗೇವಾಡಿ ತಾಲ್ಲೂಕಿನ ಕುಡಗಿ ಗ್ರಾಮದಲ್ಲಿ ನೆಲೆಗೊಂಡಿರುವ ಒಂದು ವಿದ್ಯುತ್ ಸ್ಥಾವರ-ಇದು ನಿರಂತರ ವಿದ್ಯುತ್ ಪೂರೈಕೆಯನ್ನು ಒದಗಿಸಬಹುದು. ಆಲಮಟ್ಟಿ ಔಟ್ ಸ್ಕರ್ಟ್ ಪ್ರದೇಶ ಬೆಳಗಾವಿ, ಹುಬ್ಬಳ್ಳಿ-ಧಾರವಾಡ ಮತ್ತು ಕಲ್ಬುರ್ಗಿ ಜಿಲ್ಲೆಗಳಿಗೆ ಕೇಂದ್ರ ಸ್ಥಳವಾಗಿದೆ. ಯೋಗ್ಯ ಬೆಲೆಯಲ್ಲಿ ಭೂಮಿ ಲಭ್ಯತೆ, ಮತ್ತು ಕಡಿಮೆ ಕಾರ್ಯಾಚರಣೆ ವೆಚ್ಚ, ಕಡಿಮೆ ವಿಸ್ತೀರ್ಣದ ನಿರ್ಬಂಧನೆ, ಕನಿಷ್ಠ ಮಾಲಿನ್ಯ, ಸಾಕಷ್ಟು ಪ್ರತಿಭಾ ಕೊಳ, ಈ ಸ್ಥಳ ಹೈದರಾಬಾದ್, ಗೋವಾ, ಮುಂಬಯಿ ಮತ್ತು ಪುಣೆಯೊಂದಿಗೆ ಉತ್ತಮ ಸಂಪರ್ಕವನ್ನು ಹೊಂದಿರುವ ಪರಿಸರ ನಗರಗಳಲ್ಲಿ ಈ ಸ್ಥಳದ ಅನುಕೂಲವನ್ನು ಹೊಂದಿದೆ. ಮೈಸೂರು ನಗರ – ಇಲ್ಲಿ ಈಗಾಗಲೇ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಸಣ್ಣ ಮತ್ತು ಮಧ್ಯಮ ಪ್ರಮಾಣದ ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ತಯಾರಿಕಾ ಘಟಕಗಳಾಗಿ ದೊಡ್ಡ ಪ್ರಮಾಣದ ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ತಯಾರಿಕಾ ಘಟಕಗಳಿಗೆ ಸಂಭಾವ್ಯ ಗಮ್ಯಸ್ಥಾನವೂ ಆಗಿದೆ; ಸಹ ಸುಸಜ್ಜಿತ ಮೂಲಸೌಕರ್ಯ, ಯೋಗ್ಯ ಬೆಲೆಯಲ್ಲಿ ಭೂಮಿ ಲಭ್ಯತೆ, ವಿಮಾನ ನಿಲ್ದಾಣ ಲಭ್ಯತೆ, ಸಾಕಷ್ಟು ಟ್ಯಾಲೆಂಟ್ ಪೂಲ್ ಮತ್ತು ಕಡಿಮೆ ಕಾರ್ಯಾಚರಣೆ ವೆಚ್ಚ, ಕಡಿಮೆ ವಿಸ್ತೀರ್ಣದ ನಿರ್ಬಂಧನೆ, ಕನಿಷ್ಠ ಮಾಲಿನ್ಯ ಮತ್ತು ಕರ್ನಾಟಕದಲ್ಲಿ ಐಟಿ ಮತ್ತು ಬಿಟಿ ಎರಡನೇ ದೊಡ್ಡ ನಗರ. ಈ ಅಂಶಗಳು ಆಲಮಟ್ಟಿ ಔಟ್ ಸ್ಕರ್ಟ್ ಪ್ರದೇಶವನ್ನು (ವಿಜಯಪುರ ಮತ್ತು ಬಾಗಲಕೋಟ್ ಜಿಲ್ಲೆಗಳ ನಡುವೆ ಇರುವ) ಅಥವಾ ಮೈಸೂರನ್ನು ಜಾಗತಿಕ ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ತಯಾರಿಕಾ ಕೇಂದ್ರವಾಗಿ ಪರಿಗಣಿಸುವ ಪ್ರಮುಖ ಆಕರ್ಷಕ ಬಿಂದುವೆಗಳಾಗಿವೆ. ಮೇಲಿನ ನಿರ್ದಿಷ್ಟಪಡಿಸಿದ ಸಂಪನ್ಮೂಲಗಳು ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ತಯಾರಿಕಾ ಹಬ್ ನ ತ್ವರಿತ ಬೆಳವಣಿಗೆಗೆ ಪ್ರೇರಕ ಶಕ್ತಿಯಾಗಿ ಕಾರ್ಯ ಮಾಡಬಹುದು;. ಹೆಚ್ಚು ಉತ್ಪಾದಕತೆಗೆ ಕೈಗಾರಿಕೆಗಳು ಮತ್ತು ವಿಶ್ವವಿದ್ಯಾಲಯಗಳ ನಡುವೆ ಸಕ್ರಿಯ ಸಹಯೋಗಕ್ಕಾಗಿ, ಅವುಗಳನ್ನು ಬಳಸಲಾಗುತ್ತದೆ. ಆಕರ್ಷಕ ಸೌಲಭ್ಯಗಳನ್ನು ಸಕ್ರಿಯಗೊಳಿಸುವ ಮೂಲಕ ಹೂಡಿಕೆಯ ಅವಕಾಶಗಳನ್ನು ಗುರುತಿಸಲು ಸರ್ಕಾರ ಪ್ರಮುಖ ಪಾತ್ರ ವಹಿಸುವುದರ ಜೊತೆಗೆ ಹೂಡಿಕೆದಾರರಿಗೆ ಅನುಕೂಲಕರ ನೀತಿಗಳನ್ನು ಜಾರಿಗೆ ತರುವ ಮೂಲಕ, ಹೆಚ್ಚಿನ ಸ್ಟಾರ್ಟ್ಅಪ್ ಗಳನ್ನು ಬ್ರ್ಯಾಂಗಿಸಲು ಪ್ರೋತ್ಸಾಹಧನ ಮತ್ತು ತೆರಿಗೆ ಪ್ರಯೋಜನಗಳನ್ನು ಒದಗಿಸುತ್ತವೆ.
ಬುದ್ಧಿಜೀವಿಗಳು-ಐಐಎಸ್ಸಿ, ಐಐಟಿ, ಎನ್ ಐಟಿ ಪ್ರಾಧ್ಯಾಪಕರು, ವಿಜ್ಞಾನಿಗಳು, ಅರೆವಾಹಕ ತಂತ್ರಜ್ಞಾನ ಉದ್ಯಮದ ಮುತ್ಸದ್ಧಿಗಳು, ಖ್ಯಾತ ಹಿರಿಯ ಮಾರ್ಕೆಟಿಂಗ್ ವೃತ್ತಿಪರರು, ಹಿರಿಯ ಅರ್ಥಶಾಸ್ತ್ರಜ್ಞರು, ಕಾನೂನು ತಜ್ಞರು ಈ ಸ್ಮಾರ್ಟ್ ಇನಿಷಿಯೇಟಿವ್ ಅನ್ನು ಕಾರ್ಯರೂಪಕ್ಕೆ ತರುವ ಕಾರ್ಯತಂತ್ರಗಳನ್ನು ರೂಪಿಸಲು ವಿವರವಾದ ತಾಂತ್ರಿಕ ಚರ್ಚೆಗಳನ್ನು ಹೊಂದಿರುವುದರ ಮೂಲಕ ಈ ಉಪಕ್ರಮವನ್ನು ಅತ್ಯುತ್ತಮವಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸಬಹುದಾಗಿದೆ. ಪ್ರಸ್ತುತ ಜಾಗತಿಕ ಮತ್ತು ಭಾರತೀಯ ಸನ್ನಿವೇಶಗಳಿಂದಾಗಿ ಉದ್ದೇಶಿತ ಉಪಕ್ರಮವು ಅತ್ಯಂತ ಮಹತ್ವವುಳ್ಳದ್ದು. ಜಾಗತಿಕ ನೆಲೆಗಟ್ಟಿನಲ್ಲಿ, ಪ್ರಮುಖ ವಿದ್ಯುನ್ಮಾನ conglomerates ಗಳು ತಮ್ಮ ಉತ್ಪಾದನಾ ನೆಲೆಗಳನ್ನು “ರಿಪಬ್ಲಿಕ್ ಆಫ್ ಚೀನಾ” ದಿಂದ ಇತರ ಏಷ್ಯಾ ರಾಷ್ಟ್ರಗಳಿಗೆ ಸ್ಥಳಾಂತರಿಸುತ್ತಿವೆ, ಮತ್ತು ಪ್ರಸಕ್ತ ಸನ್ನಿವೇಶದ ಅನುಕೂಲವನ್ನು ಪಡೆಯಲು ಯುದ್ಧ-ಪಾದದ ಮೇಲೆ ಭಾರತ ನಡೆದುಕೊಳ್ಳಬೇಕಾಗಿದೆ.ಎರಡನೆಯ ಬಹುಮುಖ್ಯ ಅಂಶವೆಂದರೆ, ನಮ್ಮ ಘನತೆವೆತ್ತ ಪ್ರಧಾನ ಮಂತ್ರಿ ಶ್ರೀ ನರೇಂದ್ರ ಮೋದಿ ಅವರು ತಿಳಿಸಿದಂತೆ, ನಾವು ಸ್ವಾವಲಂಬಿಗಳಾಗಿ ಈ ಕೋವಿಡ-೧೯ ಬಿಕ್ಕಟ್ಟನ್ನು ನಮ್ಮ ಅವಕಾಶದೊಳಕ್ಕೆ ಪರಿವರ್ತಿಸಿ, ಈ ದೇಶದ ಉನ್ನತಿಗೆ ಅನುಕೂಲವನ್ನು ತೆಗೆದುಕೊಳ್ಳುವುದು ಅಧಿಕ ಸಮಯ.
“ಗ್ಲೋಬಲ್ ಎಲೆಕ್ಟ್ರಾನಿಕ್ಸ್ ಮ್ಯಾನುಫ್ಯಾಕ್ಚರಿಂಗ್ ಹಬ್” ಅನ್ನು ಭಾರತದಲ್ಲಿ ತ್ವರಿತವಾಗಿ ಕಾರ್ಯನಿರ್ವಹಿಸುವ ಮೂಲಕ ಸ್ಥಾಪಿಸಲು ನಾನು ಬಲವಾಗಿ ಪ್ರತಿಜ್ಞೆ ಮಾಡುತ್ತೇನೆ, ನಮ್ಮ ರಾಷ್ಟ್ರಕ್ಕೆ ಮಹತ್ತರವಾದ ಪ್ರಯೋಜನಗಳನ್ನು ನಾವು ತರಬಹುದು. “ಸುಮಾರು 20 ವರ್ಷಗಳಿಗೂ ಹೆಚ್ಚು ಕಾಲ ಅರೆವಾಹಕ ಉದ್ಯಮ ತಂತ್ರಜ್ಞಾನ ವೃತ್ತಿಪರರಾಗಿ ಕೆಲಸ ಮಾಡಿರುವ ನನ್ನಿಂದ ವಿನಯಪೂರ್ವಕ ವಿನಂತಿ, ಈ ಮಹಾನ್ ಹುದ್ದೆಗೆ ನಾನು ಯಾವ ಸಣ್ಣ ರೀತಿಯಲ್ಲೂ ಸೇವೆ ಸಲ್ಲಿಸಲು ಸಿದ್ಧನಿದ್ದೇನೆ. ಈ ಮೇಲಿನ ಚಿಂತನೆಯನ್ನು ಅತ್ಯಂತ ವೈಭವೀಕೃತ ಕೇಂದ್ರ ಸಚಿವ ಶ್ರೀ ರವಿಶಂಕರ್ ಪ್ರಸಾದ್ ಜಿ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಕಾರ್ಯಗತಮಾಡಬಹುದು ಎಂದು ನಾನು ದೃಢವಾಗಿ ನಂಬುತ್ತೇನೆ “.
