ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆಯಲ್ಲಿ (ಬಿ.ಬಿ.ಎಂ.ಪಿ) 2005 ರಿಂದ 2017ರ ಅವಧಿಯಲ್ಲಿ ಗುತ್ತಿಗೆ ಆಧಾರದ ಮೇಲೆ ಸೇವೆ ಸಲ್ಲಿಸಿದ ಪೌರಕಾರ್ಮಿಕರ ಇ.ಎಸ್.ಐ. ಮತ್ತು ಪಿ.ಎಫ್. ನಿಧಿಗಳ ಬಗ್ಗೆ ಉಂಟಾಗಿರುವ ಭಾರಿ ಅವ್ಯವಹಾರ ಕುರಿತು ಭ್ರಷ್ಟಾಚಾರ ನಿರ್ಮೂಲನೆ ಕಾಯಿದೆಯಡಿ ಪ್ರಕರಣ ದಾಖಲಾಗಿದ್ದು (ACB/ಬೆಂ.ನರಾ/ಮೊ.ಸಂಖ್ಯೆ 40/2017), ಪ್ರಸ್ತುತ ತನಿಖೆ ನಡೆಯುತ್ತಿದೆ. ಈ ಪ್ರಕರಣದಲ್ಲಿ ಸುಮಾರು ₹384 ಕೋಟಿ ಮೌಲ್ಯದ ಇ.ಎಸ್.ಐ. ಮತ್ತು ಪಿ.ಎಫ್. ನಿಧಿ, ಹಾಗೂ 6,600 ನಕಲಿ ಪೌರಕಾರ್ಮಿಕರ ವೇತನದ ರೂಪದಲ್ಲಿ ₹550 ಕೋಟಿ ಮೊತ್ತದ ವಂಚನೆಯ ಆರೋಪ ಕೇಳಿಬಂದಿದೆ.

ಈ ಸಂಬಂಧ ಈಗಾಗಲೇ ಬಿ.ಬಿ.ಎಂ.ಪಿಯಿಂದ ತಾತ್ಕಾಲಿಕ ತನಿಖಾ ತಂಡ ರಚನೆಗೊಂಡಿದ್ದು, ತನಿಖೆಗೆ ಸಹಕಾರ ನೀಡಲಾಗುತ್ತಿದೆ. ಆದರೆ, ನಕಲಿ ಪೌರಕಾರ್ಮಿಕರ ಪಟ್ಟಿ ಇನ್ನೂ ಅಧಿಕೃತವಾಗಿ ಪ್ರಕಟವಾಗಿಲ್ಲ. ಈ ಸಂದರ್ಭದಲ್ಲಿ ಪೌರಕಾರ್ಮಿಕರ ಖಾಯಂಗೊಳಿಸುವ ಪ್ರಕ್ರಿಯೆ ಆರಂಭಿಸಿದ್ದರೆ, ನೈಜವಾಗಿ ದುಡಿದ ಕಾರ್ಮಿಕರು ವಂಚಿತರಾಗುವ ಭೀತಿ ಇದೆ ಎಂದು ಕೆ.ಜಿ. ಶ್ರೀನಿವಾಸ್ ಅವರು ತಿಳಿಸಿದರು.

ಅವರು ಬೆಂಗ್ಳೂರಿನ ಪ್ರೆಸ್ ಕ್ಲಬ್‌ನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾ ಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡುತ್ತಾ, “ಅನಧಿಕೃತವಾಗಿ ಗೈರುಹಾಜರಿರುವವರು ಮತ್ತು ಒಂದುವರ್ಷದೊಳಗಿನ ನೇರ ಪಾವತಿ ಪೌರಕಾರ್ಮಿಕರನ್ನೂ ಖಾಯಂಗೊಳಿಸುವ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಪರಿಗಣಿಸುವ ತೀರ್ಮಾನ ತೆಗೆದುಕೊಳ್ಳಲಾಗಿದೆ. ಇದು ನ್ಯಾಯೋಚಿತವಲ್ಲ. ಪ್ರಕರಣದ ತನಿಖೆ ಮುಕ್ತಾಯವಾಗಿ, ನಕಲಿ ಪೌರಕಾರ್ಮಿಕರ ಪಟ್ಟಿ ಅಧಿಕೃತವಾಗಿ ಪ್ರಕಟವಾಗುವವರೆಗೆ ಪೌರಕಾರ್ಮಿಕರ ಖಾಯಂ ಪ್ರಕ್ರಿಯೆಯನ್ನು ತಕ್ಷಣ ತಡೆಹಿಡಿಯಬೇಕು,” ಎಂದು ಆಗ್ರಹಿಸಿದರು.

ಇದಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ತಾತ್ಕಾಲಿಕ ತನಿಖಾ ತಂಡ ಹಾಗೂ ಬಿ.ಬಿ.ಎಂ.ಪಿಯ ಕಾನೂನು ವಿಭಾಗದ ಮುಖ್ಯಸ್ಥರೊಂದಿಗೆ ತಕ್ಷಣ ಜಂಟಿ ಸಭೆ ಕರೆಯಬೇಕು ಮತ್ತು ಖಾಯಂಗೊಳಿಸುವ ಪ್ರಕ್ರಿಯೆಯ ಬಗ್ಗೆ ಸೂಕ್ತ ತೀರ್ಮಾನ ಕೈಗೊಳ್ಳಬೇಕೆಂದು ಅವರು ಮನವಿ ಸಲ್ಲಿಸಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಮಾದಿಗ ಸಮುದಾಯದ ಒಳಮೀಸಲಾತಿ ಜಾರಿಗಾಗಿ ಮತ್ತು ಇತರ ಬೇಡಿಕೆಗಳ ಅನುಷ್ಠಾನಕ್ಕೆ ಒತ್ತಾಯಿಸಿ, ಮೇ 24ರಂದು ಬೆಂಗಳೂರಿನ ಸ್ವಾತಂತ್ರ್ಯ ಉದ್ಯಾನವನದ ಫ್ರೀಡಂ ಪಾರ್ಕ್‌ನಲ್ಲಿ “ಸಂವಿಧಾನ ಜಾಗೃತಿ ಸಮಾವೇಶ”ವನ್ನು ಹಮ್ಮಿಕೊಳ್ಳಲಾಗಿದೆ ಎಂದು ಕರ್ನಾಟಕ ಆದಿಜಾಂಬವ/ಮಾದಿಗ ಪೌರಕಾರ್ಮಿಕ ಸಂಘಟನೆಗಳ ಒಕ್ಕೂಟ ಪ್ರಕಟಿಸಿದೆ.

ಇಂದು ನಡೆದ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಪಾಲನಹಳ್ಳಿ ಮಠದ ಸಿದ್ಧರಾಜು ಸ್ವಾಮೀಜಿ, ಆದಿಜಾಂಬವ ಸಮುದಾಯದ ಅಧ್ಯಕ್ಷ ಸಿದ್ಧರಾಜು,ಸಂತೋಷ ಸವಣೂರ ರಾಜ್ಯ ಅಧ್ಯಕ್ಷರು ಅಖೀಲ ಕರ್ನಾಟಕ ಢೋಹರ ಕಕ್ಕಯ್ಯಾ ಸಮಾಜ, ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ರಮೇಶ್ ಮೊದಲಾದವರು ಭಾಗವಹಿಸಿದ್ದರು.
ಒಕ್ಕೂಟವು ರಾಜ್ಯಾದ್ಯಂತ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಕರ್ನಾಟಕ ರಾಜ್ಯ ಆದಿಜಾಂಬವ ಸಂಘ, ಮಾದಿಗ ಮೀಸಲಾತಿ ಹೋರಾಟ ಸಮಿತಿ, ಮಾದಿಗ ದಂಡೋರ, ಜಗಜೀವನರಾಮ್ ಸಂಘ, ಮಾತಂಗ ಪರಿವಾರ, ಮಾದಿಗ ಮಹಾಸಭಾ, ಹರಳಯ್ಯ ಸಮಾಜ, ಪೌರಕಾರ್ಮಿಕರ ಸಂಘ ಹಾಗೂ ಅನೇಕ ಸಂಘಟನೆಗಳನ್ನು ಒಳಗೊಂಡಿದೆ.

ಮೇಲು ತಿಳಿಸಿದ ಪ್ರಮುಖ ಅಂಶಗಳು:

1992ರಿಂದ ಮಾದಿಗ ಸಮುದಾಯವು ಪರಿಶಿಷ್ಟ ಜಾತಿಗಳ ಶೇ.15ರ ಮೀಸಲಾತಿಯಲ್ಲಿ ಪ್ರತ್ಯೇಕ ಮೀಸಲಾತಿಗಾಗಿ ಹೋರಾಟ ನಡೆಸುತ್ತಿದೆ.

ಎಸ್.ಎಂ. ಕೃಷ್ಣ ಸರ್ಕಾರದ ಕಾಲದಲ್ಲಿ (2005) ರಚಿಸಲಾದ ಏಕಸದಸ್ಯ ಆಯೋಗ 2012ರಲ್ಲಿ ವರದಿ ಸಲ್ಲಿಸಿದ್ದು, ಅದರ ಆಧಾರದ ಮೇಲೆ ನ್ಯಾಯಮೂರ್ತಿ ಎ.ಜೆ. ಸದಾಶಿವ ಸಮೀಕ್ಷಾ ವರದಿಯೂ ಸಿದ್ಧವಾಗಿದೆ.

ಇದೀಗ ಸರ್ಕಾರ ನ್ಯಾಯಮೂರ್ತಿ ನಾಗಮೋಹನದಾಸ್ ಆಯೋಗವನ್ನು ರಚಿಸಿ, ಮೇ 5ರಿಂದ 17ರವರೆಗೆ ಮನೆಮನೆ ಸಮೀಕ್ಷೆ ಮತ್ತು ಮೇ 19ರಿಂದ 21ರವರೆಗೆ ಬೂತ್ ಮಟ್ಟದ ಸಮೀಕ್ಷೆ ನಡೆಸುತ್ತಿದೆ. ಮೇ 19ರಿಂದ 23ರವರೆಗೆ ಆನ್‌ಲೈನ್ ದಾಖಲೆ ಅವಕಾಶ ನೀಡಲಾಗಿದೆ.

ಸಮುದಾಯದವರು ಸಮೀಕ್ಷೆಯಲ್ಲಿ ತಮ್ಮನ್ನು “ಮಾದಿಗ” ಎಂದು ಸ್ಪಷ್ಟವಾಗಿ ನೊಂದಾಯಿಸಲು ಒಕ್ಕೂಟದಿಂದ ಜಾಗೃತಿ ಮೂಡಿಸಲಾಗುತ್ತಿದೆ.


ಹೋರಾಟದ ಉದ್ದೇಶ:

ಮಾದಿಗ ಸಮುದಾಯಕ್ಕೆ ಆಧುನಿಕ ಭಾರತದ ಎಲ್ಲಾ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಸಮಾನ ಹಕ್ಕುಗಳ ಅವಕಾಶ ಒದಗಿಸಲು ಒತ್ತಾಯ.

ಸಮಾಜದ ಆರ್ಥಿಕ, ಶೈಕ್ಷಣಿಕ, ರಾಜಕೀಯ ಮತ್ತು ಸಾಮಾಜಿಕ ಮಟ್ಟದಲ್ಲಿ ಸಮುದಾಯದ ಸ್ವಾಭಿಮಾನವನ್ನು ಪ್ರತಿಷ್ಠಾಪಿಸುವ ಗುರಿ.

52ಕ್ಕೂ ಹೆಚ್ಚು ಉಪನಾಮಗಳಲ್ಲಿ ಪಡಿದು ಬಾಳುತ್ತಿರುವ ಸಮುದಾಯದವರು ಒಂದಾಗಿ ಒಟ್ಟುಗೂಡಲು ಪ್ರೇರಣೆ.


ಒಕ್ಕೂಟದ ಆಶಯ:
“ಸ್ವಾಭಿಮಾನದಿಂದ ಬಾಳೋಣ, ಹಕ್ಕಿಗಾಗಿ ಹೋರಿಸೋಣ” ಎಂಬ ಧ್ಯೇಯದೊಂದಿಗೆ, ರಾಜ್ಯದ ಮಾದಿಗ ಸಮುದಾಯಕ್ಕೆ ನ್ಯಾಯಯುತ ಸ್ಥಾನಮಾನ ಒದಗಿಸಲು ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸುವುದು.

ಮಾಹಿತಿ ಪ್ರಕಾರ, ಮೇ 24ರಂದು ನಡೆಯಲಿರುವ ಸಮಾವೇಶದಲ್ಲಿ ರಾಜ್ಯದಾದ್ಯಂತ ಸಾವಿರಾರು ಜನರು ಪಾಲ್ಗೊಳ್ಳುವ ನಿರೀಕ್ಷೆಯಿದೆ.
ಒಕ್ಕೂಟದ ಮುಖಂಡರು, ಸಮುದಾಯದ ಸದಸ್ಯರು ಮತ್ತು ಹೋರಾಟಗಾರರು ಸೇರಿ ಆ ದಿನ ಸರ್ಕಾರದ ಗಮನ ಸೆಳೆಯಲು ಬೃಹತ್ ಸಮಾವೇಶದ ಮೂಲಕ ತಮ್ಮ ಹಕ್ಕುಬದ್ಧ ಬೇಡಿಕೆಗಳನ್ನು ಪ್ರಸ್ತಾಪಿಸಲಿದ್ದಾರೆ ಎಂದು ಹೇಳಿದರು.

Kammavari Sangham Rejects Caste Census 2025 Figures, Demands Reclassification and Accurate Enumeration

Bengaluru, April 24, 2025 — The Kammavari Sangham of Karnataka has raised serious concerns over the recently released Caste Census Report 2025, alleging significant discrepancies in the enumeration of the Kamma and Kammavari communities. At a press conference held at the Press Club of Bengaluru today, the Sangham’s leadership categorically rejected the census findings and called upon the state government to initiate a comprehensive review of the data.

Addressing the media, Sri Rajagopala Naidu, President of the Kammavari Sangham, along with committee members and district-level representatives, stated that the figures published in the report were grossly understated. According to the census, the community populations are listed as follows:

Kamma: 1,11,739

Kamma Naidu: 18,361

Kammavari: 1,745

Naidus: 1,50,601


The Sangham, however, contends that the actual population of the Kamma and Kammavari communities exceeds 20 lakh, spread across more than ten districts in Karnataka.

“The figures presented in the census are not only erroneous but have serious implications for the socio-political standing of our community,” said Sri Rajagopala Naidu. “Such misrepresentation could result in inadequate political representation, reduced access to welfare schemes, and diminished opportunities in education and employment.”

The community is currently classified under Category 3A of the state’s reservation system, as per Government Order No. SWD 255 BCA 2000 dated March 30, 2002, which allots 4% reservation to 35 castes, including the Kamma community. The Sangham argues that within this category, several castes are economically and educationally better placed, making it difficult for the Kammavari community to compete on equal terms.

“Despite repeated appeals over the years, our community continues to face systemic challenges in securing government jobs and educational opportunities,” said a Sangham spokesperson. “We strongly urge the government to consider reclassifying the Kammavari community under Category 1B to ensure equitable access to affirmative action benefits.”

Calling the caste census “unscientific and flawed,” the Sangham has demanded that the Karnataka government undertake a transparent review of the enumeration process and rectify the discrepancies to ensure accurate representation of the community in official records.

The press conference concluded with a collective appeal to the state authorities for justice, proper classification, and inclusion. Senior community leaders, elders, and members of the media were present at the event, which also marked the beginning of a broader campaign for recognition and equitable treatment.

The statement was officially released by Sri Rajagopala Naidu, President of the Kammavari Sangham, on behalf of the community leadership.

ಬೆಂಗಳೂರು: ಇತ್ತೀಚೆಗಷ್ಟೇ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗದ ಮಾಜಿ ಅಧ್ಯಕ್ಷ ಜಯಪ್ರಕಾಶ ಹೆಗ್ಡೆ ನೇತೃತ್ವದಲ್ಲಿ ತಯಾರಾದ ಜಾತಿಗಣತಿ ವರದಿಯನ್ನು ನಾಥಪಂಥ ಜೋಗಿ ಮಹಾಸಭಾ ತಿರಸ್ಕರಿಸಿದ್ದು, ರಾಜ್ಯದ ನಿಜವಾದ ಜೋಗಿ ಜನಸಂಖ್ಯೆಯನ್ನು ತೋರಿಸದೆ ತಪ್ಪು ಅಂಕಿ ಅಂಶಗಳನ್ನು ಒಳಗೊಂಡಿದೆ ಎಂದು ಆರೋಪಿಸಿದೆ.

ಮಹಾಸಭೆಯ ಅಧ್ಯಕ್ಷ ಹೆಚ್.ಎಸ್. ಕುಮಾರಸ್ವಾಮಿ, ಗೌರವಾಧ್ಯಕ್ಷ ವಿಜಯಕುಮಾರ್ ಕುಲಶೇಖರ್, ಮಾಜಿ ಅಧ್ಯಕ್ಷ ಕೆ.ಎನ್.ರಾಜಶೇಖರ ಜೋಗಿ ಹಾಗೂ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಗಣೇಶ ಪ್ರಸಾದ್ ಅವರು ಪ್ರೆಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರು ಯಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದರು.

“ಕರ್ನಾಟಕದಲ್ಲಿ ಸುಮಾರು 3 ಲಕ್ಷಕ್ಕೂ ಅಧಿಕ ಜನಸಂಖ್ಯೆ ಹೊಂದಿರುವ ಜೋಗಿ ಜನಾಂಗವನ್ನು ಕೇವಲ 25,546 ಎಂದು ವರದಿಯಲ್ಲಿ ಸೂಚಿಸಿರುವುದು ಹಾಸ್ಯಾಸ್ಪದವಾಗಿದೆ. ಇದನ್ನು ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಒಪ್ಪಲು ಸಾಧ್ಯವಿಲ್ಲ. 1931ರ ಮೈಸೂರು ರಾಜ್ಯದ ಜಾತಿಗಣತಿಯಲ್ಲಿ 14,909 ಜೋಗಿ ಜನಸಂಖ್ಯೆ ದಾಖಲಾಗಿತ್ತು. ಆದರೆ 94 ವರ್ಷಗಳ ನಂತರವೂ ಅಂಕಿ ಅಂಶಗಳು ವೈಜ್ಞಾನಿಕತೆ ಇಲ್ಲದ ರೀತಿಯಲ್ಲಿ ನೀಡಲಾಗಿದೆ” ಎಂದು ಅವರು ಹೇಳಿದರು.

ಅತಿಹಿಂದುಳಿದ ವರ್ಗ-1ರ ಅಂತರ್ಗತ ಜೋಗಿ ಜನಾಂಗವು 46 ಅಲೆಮಾರಿ ಮತ್ತು ಅರೆಅಲೆಮಾರಿ ಜಾತಿಗಳಲ್ಲಿ ಒಂದು. ಈ ಜನಾಂಗಕ್ಕೆ ಸರ್ಕಾರದಿಂದ ಶೈಕ್ಷಣಿಕ, ಆರ್ಥಿಕ ಹಾಗೂ ಸಾಮಾಜಿಕ ಸಹಾಯ ಅಗತ್ಯವಿರುವ ಈ ಸಂದರ್ಭದಲ್ಲಿ ಈ ರೀತಿಯ ತಪ್ಪು ಅಂಕಿ ಅಂಶಗಳು ಮಾರಕವಾಗಲಿವೆ ಎಂದು ಮಹಾಸಭೆಯವರು ಎಚ್ಚರಿಸಿದ್ದಾರೆ.

“ಜಾತಿಗಣತಿ ವರದಿ ತಯಾರಿಸುವಾಗ ಜೋಗಿ ಸಮಾಜದ ಯಾವುದೇ ಹಿರಿಯ ಮುಖಂಡರನ್ನೂ ಸಂಪರ್ಕಿಸದೆ, ಅವರಿಂದ ಮಾಹಿತಿ ಪಡೆಯದೆ ಸಲ್ಲಿಸಲಾಗಿರುವ ಈ ವರದಿ ಸಂಪೂರ್ಣ ತಪ್ಪು ಹಾಗೂ ದ್ರೋಹಾತ್ಮಕವಾಗಿದೆ” ಎಂಬ ಆರೋಪವನ್ನು ಅವರು ಮುಂದಿಟ್ಟಿದ್ದಾರೆ.

ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ವರದಿಯನ್ನು ತಾತ್ಕಾಲಿಕವಾಗಿ ಜಾರಿಗೊಳಿಸದೆ, ಜೋಗಿ ಸಮಾಜದ ಹಿರಿಯ ಮುಖಂಡರ ಸಲಹೆ-ಸಹಕಾರದೊಂದಿಗೆ ಮತ್ತೊಮ್ಮೆ ನಿಖರ ಜಾತಿಗಣತಿ ನಡೆಸುವಂತೆ ಅವರು ಮುಖ್ಯಮಂತ್ರಿ ಸಿದ್ದರಾಮಯ್ಯನವರನ್ನು ಮನವಿಮಾಡಲಿದ್ದಾರೆ. ಈ ಬಗ್ಗೆ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಮೂಲಕ ಅಧಿಕೃತವಾಗಿ ಮನವಿ ಸಲ್ಲಿಸಲಾಗುವುದು ಎಂದು ಅವರು ತಿಳಿಸಿದ್ದಾರೆ.

Bengaluru: The Karnataka State Bar Council, in association with the Bangalore Advocates’ Association, organized a silent protest march on April 21, 2025, condemning the brutal assault and attack on Senior Advocate and former President of the Bar Council of India, Shri Sadashiva Reddy, which took place at his office on April 16, 2025.

The protest march commenced at 11:00 AM from the premises of the Karnataka State Bar Council office and concluded at the City Civil Court complex. Hundreds of advocates participated in the march, wearing red bands on their right arms as a symbolic gesture of protest against the inhuman and deplorable act.

The silent protest saw the participation of several dignitaries, including the President of the State Bar Council, Shri Mittalkod S.S., Vice President Shri Vinay B. Mangalekar, and Members Shri Muniyappa, K.B. Naidu, G.M. Anil Kumar, L. Srinivas Babu, H.L. Vishal Raghu, R. Rajanna, B.V. Srinivas, Gowtham Chand S.F., Asif Ali S.H., N. Shivakumar, and N. Madhusudhan.

Office bearers of the Bangalore Advocates’ Association also actively participated, including President Shri Vivek S. Reddy, Secretary Shri Praveen Gowda, Vice President Shri Girish Kumar, and other key members.

Speaking on behalf of the Bar Council, President Shri Mittalkod S.S. expressed deep anguish and strong condemnation of the incident, stating, “The attack on Shri Sadashiva Reddy is absolutely unacceptable. The Council strongly denounces this inhuman act and has submitted a formal representation to the Home Minister and concerned police authorities, demanding strict action against the perpetrators. We have also urged a judicial inquiry to ensure a thorough, impartial investigation and swift justice to prevent recurrence of such incidents.”

The State Bar Council has extended heartfelt gratitude and appreciation to the Presidents, Vice Presidents, Secretaries, and office bearers of all Bar Associations across the state for their support and participation in the silent protest.
