ಕಳೆದ ನೂರಾರು ವರ್ಷಗಳಿಂದ ಕರ್ನಾಟಕ ರಾಜ್ಯಾದ್ಯಾಂತ ಬೀದಿಬದಿ ವ್ಯಾಪಾರಸ್ಥರ ಸಮುದಾಯವು ಮತ್ತು ಮಾದಿಗ ಸಮುದಾಯದ ಚರ್ಮಕುಶಲ ಕರ್ಮಿಗಳು ಕೇವಲ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿಯನ್ನೆ ಅವಲಂಬಿಸಿ ಸಣ್ಣಮಟ್ಟ ವ್ಯಾಪಾರ ಮಾಡಿಕೊಂಡು ಅದರಿಂದ ಬರುವ ಆದಾಯದಿಂದಲೇ ಕುಟುಂಬ ನಿರ್ವಹಣೆ, ಆಯಾ ಹೊತ್ತಿನ ಊಟ, ಮಕ್ಕಳ ವಿದ್ಯಾಭ್ಯಾಸ ಇನ್ನತ್ಯಾದಿಗಳು ಸೇರಿದಂತೆ ಸಮಾಜದಲ್ಲಿ ಅವರೂ ಸಹಾ ಸ್ವಾವಲಂಭಿಗಳಾಗಿ ಜೀವನ ನಡೆಸಲು ತಮ್ಮ ಬಡತನದ ಬದುಕಿನ ಹೋರಾಟದ ಜೀವನವನ್ನು ನಡೆಸಿಕೊಂಡು ಬದುಕುತ್ತಿರುತ್ತಾರೆ.

ಇದನ್ನು ಮನಗಂಡ ಘನ ಕೇಂದ್ರ ಸರ್ಕಾರವು 2014ನೇ ಸಾಲಿನಲ್ಲಿ ನಗರ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಿಗಳ ಹಕ್ಕುಗಳನ್ನು ರಕ್ಷಿಸಲು ಕಾಯ್ದೆಯನ್ನು ಸಹ ರಚಿಸಿ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಸ್ಥರಿಗೆ ಪಟ್ಟಣ/ನಗರ ಪ್ರದೇಶಗಳಲ್ಲಿ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಸ್ಥರನ್ನು ಗುರುತಿಸಿ ಅವರಿಗೆ ವ್ಯಾಪಾರ ಸ್ಥಳದ ಗುರುತಿನ ಚೀಟಿಯನ್ನು ವಿತರಿಸಿ ಆರ್ಥಿಕವಾಗಿ ಸಧೃಡರಾಗಲು ಪ್ರಧಾನ ಮಂತ್ರಿ ಸ್ವ-ನಿಧಿ ಯೋಜನೆಯಡಿಯಲ್ಲಿ ಸಾಲ ಸೌಲಭ್ಯಗಳನ್ನು ಸಹ ನೀಡಿ ಉತ್ತೇಜಸಲಾಗುತ್ತಿದೆ. ಅದರಂತೆಯೇ ಪರಿಶಿಷ್ಟ ಜಾತಿಗೆ ಸೇರಿದ ಮಾದಿಗ ಸಮುದಾಯದ ಚರ್ಮಕುಶಲಕರ್ಮಿಗಳಿಗೆ ರಾಜ್ಯ ಸರ್ಕಾರದ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ಅಡಿಯಲ್ಲಿ ಬರುವ ಲಿಡ್ಕರ್ ನಿಗಮದಿಂದ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿಯ ಚರ್ಮಕುಟೀರವನ್ನು ವಿತರಿಸಿ ಸದರಿ ಕುಟೀರಗಳಿಗೆ ಪಾಲಿಕೆ ವತಿಯಿಂದ ಪರವಾನಗೆಯನ್ನು ನೀಡಿ ಇವರು ಸಹ ಸಾಮಾಜಿಕವಾಗಿ ಹಾಗೂ ಆರ್ಥಿಕವಾಗಿ ಸಧೃಡರಾಗಲು ನೆರವು ನೀಡುತ್ತಿರುವುದು ಸರಿಯಷ್ಟೆ.

ಆದರೆ ಅಭಿವೃದ್ಧಿಯ ನೆಪವನ್ನು ನೀಡಿ ಹಲವು ಬಾರಿ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ಸಮುದಾಯವನ್ನು ಗುರಿಯಾಗಿಸಿಕೊಂಡು ಯಾವುದೇ ಮುನ್ಸೂಚನೆ/ನೋಟಿಸ್‌ ನೀಡದೆ ಇದ್ದಕಿದ್ದ ಹಾಗೆ ಬಂದು ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರ ಸಾಮಾಗ್ರಿ ಹಾಗೂ ಸಲಕರಣೆಗಳನ್ನು ಜಪ್ತಿ ಮಾಡಿ, ಮಾದಿಗ ಸಮುದಾಯದ ಅಧಿಕೃತವಾಗಿ ಸರ್ಕಾರವೇ ಕೊಟ್ಟ ಪರವಾನಗೆ ಹೊಂದಿರುವ ಚರ್ಮಕುಟೀರಗಳನ್ನು ಜೆ.ಸಿ.ಬಿ.ಯಿಂದ ಜಕ್ಕಂಗೊಳಿಸಿ ತೆರವುಗೊಳಿಸಿ ಅವರ ಬಡತನದ ಜೀವನವನ್ನು ಬೀದಿ ಪಾಲಾಗುವಂತೆ ಮಾಡಿರುತ್ತಾರೆ.

ಉದಾ:04-04-2017ರಂದು ಜಯನಗರ, ರಾಜಾಜಿನಗರ, ಯಶವಂತಪುರ, ಶಿವಾಜಿನಗರ,17-02-2020ರಂದು ಎಂ.ಜಿ.ರಸ್ತೆ, ಕೋರಮಂಗಲ ಮತ್ತು ಜಯನಗರ, 05-11-2023ರಂದು ಬೊಮ್ಮನಹಳ್ಳಿ, ಮಲ್ಲೇಶ್ವರಂ, ಕಮ್ಮನಹಳ್ಳಿ, ಅದರಂತೆಯೇ ದಿನಾಂಕ:07-11-2023ರಂದು ಜಯನಗರ, ಬಿ.ಟಿ.ಎಂ.ಲೇಔಟ್, ರಾಜಾಜಿನಗರ, ಶಿವಾಜಿನಗರ ಇನ್ನಿತ್ಯಾದಿ ಕಡೆಗಳಲ್ಲಿ ಸುಮಾರು 8-30ಘಂಟೆಗೆ ಬೀದಿಬದಿ ರಸ್ತೆಬದಿಯ ನೂರೈವತ್ತಕ್ಕೂ ಹೆಚ್ಚು ವ್ಯಾಪಾರಸ್ಥರನ್ನು ಹಾಗೂ ಮಾದಿಗ ಸಮುದಾಯದ 35 ಚರ್ಮಕುಶಲಕರ್ಮಿಗಳನ್ನು ಯಾವುದೇ ಮುನ್ಸೂಚನೆ/ನೋಟಿಸ್‌ ನೀಡದೆ, ಚರ್ಮಕುಟೀರಗಳ ಮೇಲೆ ಡಾ|| ಬಾಬಾ ಸಾಹೇಬ್ ಅಂಬೇಡ್ಕರವರ ಭಾವಚಿತ್ರ ಮತ್ತು ಡಾ| ಬಾಬೂಜಗಜೀವನ್‌ ರಾಮ್ ರವರ ಭಾವಚಿತ್ರವಿದ್ದರೂ ಸಹ ಏಕಾಏಕೀ ಬುಲ್ಲೋಜರ್, ಜೆ.ಸಿ.ಬಿ, ಟಾಕ್ಟರ್‌ಗಳೊಂದಿಗೆ ಒಂದು ಪರಿಶಿಷ್ಟ ಜಾತಿಯ ಮಾದಿಗ ಜನಾಂಗಕ್ಕೆ ಸೇರಿದ ಸರಿ ಸುಮಾರು 35 ಚರ್ಮಕುಟೀರಗಳನ್ನು ಜಕ್ಕಂ ಮಾಡಿ ಸದರೀ ಕುಟೀರದ ಮೇಲೆ ಲಗತ್ತಿಸಿದ್ದ ಸಂವಿಧಾನ ಶಿಲ್ಪಿ ಡಾ|| ಬಾಬಾ ಸಾಹೇಬ್ ಅಂಬೇಡ್ಕರ್ ಹಾಗೂ ಭಾರತದ ಮಾಜಿ ಉಪ ಪ್ರಧಾನಿಗಳಾದ ಹಸಿರು ಕ್ರಾಂತಿ ಹರಿಕಾರರಾದ ಡಾ| ಬಾಬೂ ಜಗಜೀವನ್‌ ರಾಮ್ ರವರ ಭಾವಚಿತ್ರವನ್ನೂ ಲೆಕ್ಕಿಸದೆ ಅವರಿಗೆ ಅಗೌರವ ತೋರಿ ಅವಮಾನ ಮಾಡಿ ಚರ್ಮಕುಟೀರಗಳನ್ನು ಕೆಳಗೆ ತಳ್ಳಿ ನಾಶಪಡಿಸಿ, ಸದರಿ 35 ಜನ ಪರಿಶಿಷ್ಟ ಜಾತಿಗೆ ಸೇರಿದ ಮಾದಿಗ ಸಮುದಾಯದವರ ಸ್ವಾವಲಂಬನಾ ಜೀವನಕ್ಕೆ ಹಾನಿಮಾಡಿ 35 ಕುಟುಂಬಗಳನ್ನು ಬೀದಿ ಪಾಲು ಮಾಡಿರುತ್ತಾರೆ.

ಆದಾಗಿ ಈ ಮೇಲಿನ ವಿಷಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ ಕೂಡಲೇ ಶ್ರೀಮತಿ ವಿನೋತ್ ಪ್ರಿಯಾ.ಆರ್., ವಲಯ ಆಯುಕ್ತರು ಬಿ.ಬಿ.ಎಂ.ಪಿ(ದಕ್ಷಿಣ), ಡಾ|ಜಗದೀಶ್‌ ನಾಯಕ್‌, ಜಂಟಿ ಆಯಕ್ತರು ಬಿ.ಬಿ.ಎಂ.ಪಿ(ದಕ್ಷಿಣ), ಶ್ರೀ ಸೋಮಶೇಖರ್ ಪಾಟೀಲ್ (ಮಾರ್ಷಲ್ ಟೀಂನ ಮುಖ್ಯಸ್ಥ) ಬಿ.ಬಿ.ಎಂ.ಪಿ ಮತ್ತು ಮಂಜುನಾಥ್-ಎ.ಇ ಬಿ.ಬಿ.ಎಂ.ಪಿ ರವರುಗಳ ವಿರುದ್ಧ ಪ.ಜಾ/ ಪ.ಪಂಗಡಗಳ ದೌರ್ಜನ್ಯ ಪ.ಜಾತಿ/ಪ.ಪಂಗಡಕ್ಕೆ ಸೇರಿದ ಆಸ್ತಿ ನಾಶ ಸಂವಿಧಾನ ಶಿಲ್ಪಿ ಡಾ| ಬಾಬಾ ಸಾಹೇಬ್ ಅಂಬೇಡ್ಕರ್ ಮತ್ತು ಭಾರತದ ಮಾಜಿ ಉಪ ಪ್ರಧಾನಿಗಳಾದ ಹಸಿರು ಕ್ರಾಂತಿಯ ಹರಿಕಾರ ಡಾ| ಬಾಬೂ ಜಗಜೀವನ್‌ ರಾಮ್‌ರವರುಗಳ ಭಾವಚಿತ್ರಕ್ಕೆ ಅವಮಾನ/ ಅಗೌರವ ಮಾಡಿರುವ ಪರಿಶಿಷ್ಟ ಜಾತಿಗೆ ಸೇರಿದ ಸ್ವಾವಲಂಬನಾ ಬದುಕಿಗೆ ಅಡ್ಡಿಪಡಿಸಿ ನಾಶಪಡಿಸಿ ಅವರನ್ನು ಬೀದಿಗೆ ತಳ್ಳಿದ ಪ್ರಕರಣವನ್ನು ಗಂಭೀರವೆಂದು ಪರಿಗಣಿಸಿ, ಸದರಿಯವರನ್ನು ಸರ್ಕಾರಿ ಸೇವೆಯಿಂದ ಅಮಾನತ್ತು ಮಾಡಿ, ಸದರೀ ರವರ ಮೇಲೆ ಎಫ್.ಐ.ಆರ್ ದಾಖಲಿಸಬೇಕು.

ಬೀದಿಪಾಲಾದ ಎಲ್ಲಾ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಸ್ಥರಿಗೆ ಮತ್ತು ಮಾದಿಗ ಸಮುದಾಯದ ಚರ್ಮಕುಶಲಕರ್ಮಿಗಳಿಗೆ ಪಾಲಿಕೆ ವತಿಯಿಂದಲೇ ಪುನರ್ವಸತಿ ಕಲ್ಪಿಸಿಕೊಡಬೇಕು.

ಪದೇಪದೇ ಬೀದೀಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಸ್ಥರನ್ನು ಹಾಗೂ ಚರ್ಮಕುಶಲ ಕರ್ಮಿಗಳನ್ನು ಒಕ್ಕಲೆಬ್ಬಿಸದ ಹಾಗೆ ಎಲ್ಲಾ ವಲಯ ಆಯುಕ್ತರುಗಳಿಗೆ, ಜಂಟಿ ಆಯುಕ್ತರುಗಳಿಗೆ ಮತ್ತು ಪೋಲಿಸ್ ಇಲಾಖೆಗೆ ನಿರ್ದೇಶನ ನೀಡಬೇಕು.

ಎಲ್ಲಾ ಚರ್ಮಕಾರ್ಮಿಕರಿಗೆ ಕೆ.ಎಸ್.ಆರ್.ಟಿ.ಸಿ, ಬಿ.ಎಂ.ಟಿ.ಸಿ, ಮೆಟ್ರೋ ನಿಲ್ದಾಣಗಳಲ್ಲಿ ಕುಠೀರಗಳನ್ನು ನಿರ್ಮಿಸಿಕೊಡಬೇಕು.

ನಗರ ಬೀದಿಬದಿ/ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಿಗಳ ಕಾಯ್ದೆಯನ್ನು ಯತಾವತ್ತಾಗಿ ಜಾರಿಗೊಳಿಸಬೇಕು.

ಆದಾಗಿ ಈ ಮೇಲ್ಕಂಡ ಎಲ್ಲಾ ಹಕ್ಕೊತ್ತಾಯಗಳು ಕೂಡಲೇ ಜಾರಿಗೆ ಬರುವಂತೆ ಕ್ರಮವಹಿಸಲು ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿ, ಮಾನ್ಯ ಉಪಮುಖ್ಯಮಂತ್ರಿ, ಮಾನ್ಯ ಸಮಾಜ ಕಲ್ಯಾಣ ಇಲಾಖೆ ಸಚಿವರು ಹಾಗೂ ಪಾಲಿಕೆ ಆಯುಕ್ತರನ್ನು ಈ ಸುದ್ದಿಗೋಷ್ಠಿ/ ಪತ್ರಿಕಾಗೋಷ್ಠಿ ಮೂಲಕ ಒತ್ತಾಯ ಪೂರ್ವಕವಾಗಿ ಸರ್ಕಾರವನ್ನು ಅಗ್ರಹಿಸುತ್ತೇವೆ.

ವಿಳಂಭವಾದಲ್ಲಿ ರಾಜ್ಯಾದ್ಯಂತ ಬೀದಿಬದಿ ರಸ್ತೆಬದಿ ವ್ಯಾಪಾರಸ್ತರನ್ನು ಹಾಗೂ ಮಾದಿಗ ಸಮುದಾಯದ ಚರ್ಮ ಕುಶಲಕರ್ಮಿಗಳನ್ನು ಜಾಗೃತಿ ಮೂಡಿಸಿ ಮುಂದಿನ ಹೋರಾಟ ರಾಜ್ಯಾದ್ಯಾಂತ ನಡೆಸಲಾಗುವುದು ಎಂದು ಪ್ರೆಸ್ಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರಿನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾ ಘೋಷ್ಠಿಯಲ್ಲಿ ಸಂಘದ ವತಿಯಿಂದ ತಿಳಿಸಲಾಯಿತು.

All India Central Council of Trade Unions (AICCTU) and the Karnataka State Municipal Corporations,Municipal Councils, Municipalities, Town Panchayat Outsourced Workers Organization, jointly demand that the Congress government should keep its election promises and bring under direct payment system aall the pourakarmikas including garbage vehicle drivers, helpers, cleaners and loaders as also water supply department workers. In support of this demand a protest will be held in front of the office of the -District In-charge Ministers in all districts on 15h November the slogan “Keep your promises – Act like you promised”.

Solid waste management is an obligatory duty of urban local bodies. It is an essential service and work of continuous nature. Due to the massive struggle, pourakarmikas employed as sweepers have beenbrought under direct payment system in 2017. However, other pourakarmikas like drivers, helpers,loaders and cleaners who collect, transport and dispose of garbage are hired under sham contract systems. Everyone is aware of the gross injustice and harassment meted out to these workers by theofficials and contractors. Workers are not even paid minimum wages, and even these low wages are not paid on time regularly. Sometimes wages are not paid 3-6 months. These workers have no socialsecurity facilities and are denied decent working conditions and basic amenities. If the workers rais their voice demanding their rights, they are fired or other threats are made. Although outsourcing of core and continuous nature of work is illegal under the Contract Labour (Regulation and Abolition) Act,1970, the urban local bodies are using bogus contracting system and denying these workers their legitimate rights.

All India Central Council of Trade Unions (AICCTU), Karnataka State Municipal Corporations, Municipal Councils, Municipalities, Town Panchayat Outsourced Workers Organization and other organizations had gone on an indefinite strike from 01.07.2022 across Karnataka, demanding that all pourakarmikasbe made permanent. Shri Siddaramaiah also came to this protest and assured that all demands would be met when Congress came to power. As the strike continued the then Chief Minister Shri Bommai held a meeting with the organisations and assured, in writing, that all pourakarmikas would be made permanent and the drivers/cleaners/loaders/helpers would be brought under direct payment system.

Thereafter in March 2023, another protest was carried out in Freedom Park, Bengaluru demanding that drivers/cleaners/loaders/helpers would be brought under direct payment system. Shri Shashikant Senthil came to the protest as a representative of the Congress party and assured that all demands would be met when Congress came to power. This is also reflected in the manifesto of the Congress forthe 2023 elections. However, so far the Congress government has not fulfilled its promise.

Therefore we demand that the contract labour system should be completely abolished and all powrakarmikas working as drivers, helpers, loaders and cleaners in solid waste management, andcontract workers in water supply department, should be brought under the direct payment system and should be made permanent.

ಕರ್ನಾಟಕ ರಾಜ್ಯದಲ್ಲಿ ಪಡಿತರ ವಿತರಕರ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ, ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಮನವಿ ಮಾಡಿಕೊಳ್ಳುವುದು ಎನೆಂದರೆ, ರಾಜ್ಯದಲ್ಲಿ ತಮ್ಮ ಸರ್ಕಾರ ಬಂದ ಮೇಲೆ, 10 ಕೆ.ಜಿ. ಅಕ್ಕಿ ಕೊಡುವುದಾಗಿ ಭರವಸೆ ನೀಡಿರುವುದು ಸರಿ ಅಷ್ಟೇ, ರಾಜ್ಯ ಪಡಿತರ ವಿತರಕರ ಕ್ಷೇಮಾಭಿವೃದ್ಧಿ ಸಂಘ ತಾವು ಅಧಿಕಾರಕ್ಕೆ ಬಂದ ನಂತರ, ಜೂನ್ ತಿಂಗಳಲ್ಲಿ ಆಹಾರ ಸಚಿವರಾದ ಮಾನ್ಯ ಶ್ರೀ K.H. ಮುನಿಯಪ್ಪ ಅವರನ್ನು ಭೇಟಿ ಮಾಡಿ, ನಮ್ಮ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ, ಸವಿವರವಾಗಿ ತಿಳಿಸಲಾಗಿತ್ತು. ಅದರಲ್ಲಿ ಬಹಳ ಮುಖ್ಯವಾಗಿ ಪ್ರತಿ ಚೀಟಿದಾರರಿಗೆ 10 ಕೆ.ಜಿ. ಅಕ್ಕಿ ನೀಡಬೇಕೆಂದು ಮನವಿ ಮಾಡಿದ್ದೆವು ಮತ್ತು ನಾವು ಕಳೆದ ನಾಲ್ಕು ವರ್ಷಗಳಿಂದ ಈ ಕೆ.ವೈ.ಸಿ. ಮಾಡಿರುವ ಹಣವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲು ಕೋರಿರುತ್ತೇವೆ. ಆದರೆ, ಐದು ತಿಂಗಳಾದರೂ ನಮ್ಮ ಸಮಸ್ಯೆಗಳು ಯಾವುದೇ ರೀತಿ ಪರಿಹಾರ ಆಗಿರುವುದಿಲ್ಲ, ಇಲಾಖೆ ಅಧೀನ ಕಾರ್ಯದರ್ಶಿಯವರು ಆಗಸ್ಟ್ 18 ರಂದು ಎಲ್ಲಾ ನ್ಯಾಯ ಬೆಲೆ ಅಂಗಡಿಗಳಲ್ಲಿ ಸರ್ಕಾರದಿಂದ ನೀಡುವ ಆಹಾರ ಧಾನ್ಯಗಳ ಬಗ್ಗೆ ರಸೀದಿ ನೀಡಲು ಎಲ್ಲಾ ನ್ಯಾಯ ಬೆಲೆ ಅಂಗಡಿ ವಿತರಕರು ಪ್ರಿಂಟರನ್ನು ಖರೀದಿ ಮಾಡಬೇಕೆಂದು ಆದೇಶ ಮಾಡಿರುತ್ತಾರೆ. ಆದರೆ ನಾವು ಖರೀದಿ ಮಾಡಲು ಬಹಳ ಕಷ್ಟಕರವಾಗಿದೆ.

ಆದ್ದರಿಂದ, ಸರ್ಕಾರದಿಂದ ಪ್ರಿಂಟರನ್ನು ನೀಡಬೇಕೆಂದು ಒತ್ತಾಯಿಸುತ್ತಿದ್ದೇವೆ. ಅದರ ಜೊತೆಗೆ ಸರ್ಕಾರದಲ್ಲಿ ಕಳೆದ ಮಾಹೆಯಿಂದ ಗೋಣಿ ಚೀಲದ ಬದಲು ಪ್ಲಾಸ್ಟಿಕ್ ಚೀಲವನ್ನು ನೀಡುತ್ತಿದ್ದೀರ ಇದರಿಂದ ವಿತರಕರಿಗೆ ಇನ್ನಷ್ಟು ತೊಂದರೆಯಾಗಿದೆ ಒಂದು ಕಡೆ ಅಕ್ಕಿಯನ್ನು ಕಡಿಮೆ ಮಾಡಿ ನಮಗೆ ಲಾಭಾಂಶ ಕಡಿಮೆಯಾಗಿದೆ ಮತ್ತೊಂದು ಕಡೆ ಗೋಣಿ ಚೀಲದಿಂದ ನಮಗೆ ನಷ್ಟವಾಗುತ್ತಿದೆ, ಅದ್ದರಿಂದ ತಾವುಗಳು ನಮ್ಮ ಸಮಸ್ಯೆಗಳ ಬಗ್ಗೆ ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿ, ನಾವು ಮಾಡಿರುವ ಇ.ಕೆ.ವೈ.ಸಿ ಹಣವನ್ನು ನೀಡಬೇಕು, ನಮಗೆ ಬರಬೇಕಾದ ಕಮೀಶನ್ ಹಣ ಪ್ರತಿ ತಿಂಗಳು ಬರಬೇಕು. ಮತ್ತು ಪ್ಲಾಸ್ಟಿಕ್ ಚೀಲವನ್ನು ರದ್ದುಗೊಳಿಸಬೇಕು ಮತ್ತು ನಮಗೆ ಪ್ರತಿ ಕ್ವಿಂಟಾಲ್‌ಗೆ 250 ರೂಪಾಯಿ ಕಮೀಷನ್ ನೀಡಬೇಕೆಂದು ಈ ಮೂಲಕ ಸರ್ಕಾರಕ್ಕೆ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದೇವೆ.

ಬೇಡಿಕೆಗಳು

1. ಪ್ರತಿ ಕ್ವಿಂಟಾಲಿಗೆ 250 ರೂಪಾಯಿ ಕಮೀಶನ್ ನೀಡಬೇಕು.

2 ತಾಂಡವಾಡುತ್ತಿರುವ ಸರ್ವರ್ ಸಮಸ್ಯೆಯನ್ನು ಬಗೆಹರಿಸಬೇಕು.

3. ಪಡಿತರ ವಿತರಕರಿಗೆ ಪ್ರತಿ ತಿಂಗಳು ಕಮೀಶನ್ ಬರುವಂತೆ ಆದೇಶ ಮಾಡಬೇಕು.

.4. 65 ವರ್ಷ ಮೇಲ್ಪಟ್ಟ ವಿತರಕರು ಮರಣ ಹೊಂದಿದರೆ, ಅವರ ಕುಟುಂಬದವರಿಗೆ ಅನುಕಂಪದ ಆಧಾರದ ಮೇಲೆ ಅಂಗಡಿ ಮಂಜೂರು ಮಾಡಿ ಪ್ರಾಧಿಕಾರ ನೀಡಬೇಕು.

5. 4 ವರ್ಷಗಳಿಂದ ಮಾಡಿರುವ ಇ.ಕೈ.ವೈ.ಸಿ ಹಣವನ್ನು ಅತಿ ಜರೂರಾಗಿ ಬಿಡುಗಡೆ ಮಾಡಬೇಕು.

6. ಪ್ಲಾಸ್ಟಿಕ್ ಚೀಲ ರದ್ದು ಮಾಡಿ ಗೋಣಿ ಚೀಲದಲ್ಲಿ ಅಕ್ಕಿಯನ್ನು ನೀಡಬೇಕು.

7. ಪಡಿತರ ಚೀಟಿದಾರರಿಗೆ ಪಡಿತರ ವಿತರಣೆ ಮಾಡಿದ ರಶೀದಿ ನೀಡಲು ಸರ್ಕಾರದಿಂದ ಪ್ರಿಂಟರ್ ನೀಡಬೇಕು,

8. ಜಿ.ಎಸ್.ಸಿ. ಕಾರ್ಯವನ್ನು ಕರ್ನಾಟಕ ಒನ್, ಗ್ರಾಮ ಒನ್ ಗೆ ಸರ್ಕಾರ ಅಧಿಕಾರ ನೀಡಿದೆ, ಅದರ ಬದಲಾಗಿ ನ್ಯಾಯಬೆಲೆ ಅಂಗಡಿಗಳಿಗೆ ನೀಡಬೇಕು ಎಂದು ಸಂಘದ ವತಿಯಿಂದ ತಿಳಿಸಲಾಯಿತು.

ಮನವಿಯಲ್ಲಿನ ವಿವರ:

1. ರಾಜ್ಯದಲ್ಲಿ ಖಾಲಿ ಇರುವ ಅಂಗನವಾಡಿ ಕಾರ್ಯಕರ್ತೆ ಮತ್ತು ಸಹಾಯಕಿಯರ ಹುದ್ದೆಗಳ 2ವರ್ಷಗಳಿಂದ ಖಾಲಿ ಇದ್ದು ಅವರುಗಳು ಕೇಂದ್ರದ ಕರ್ತವ್ಯಗಳನ್ನು ಮಾಡಲು ತುಂಬಾ ತೊಂದರೆಯಾಗುತ್ತಿದೆ ಆದ ಕಾರಣ ತಾವುಗಳು ತಕ್ಷಣವೇ ಖಾಲಿ ಹುದ್ದೆಯನ್ನು ಭರ್ತಿಮಾಡಬೇಕಾಗಿ ಕೇಳಿಕೊಳ್ಳುತ್ತೇವೆ.

2. ರಾಜ್ಯದಲ್ಲಿ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಕಾರ್ಯಕರ್ತೆ & ಸಹಾಯಕಿಯರಿಗೆ ಕನಿಷ್ಠ ವೇತನ ಕೊಡಬೇಕಾಗಿ ಕೇಳಿಕೊಳ್ಳುತ್ತೇವೆ ಮತ್ತು ಕಾಂಗ್ರೆಸ್ ಸರ್ಕಾರ ಘೋಷಣೆ ಮಾಡಿರುವ 6ನೇ ವೇತನವನ್ನು ಜಾರಿಮಾಡಿಸಿಕೊಡಬೇಕು.

3. ಅಂಗನವಾಡಿ ಕಾರ್ಯಕರ್ತೆಯರ & ಸಹಾಕಿಯರ ಮುಂಬಡ್ತಿಯ ಸ್ಥಾನ ಪಲ್ಲಟ (ವರ್ಗಾವಣೆ) ಇವುಗಳಿಗೆ ಸರ್ಕಾರದ ಮಾನದಂಡ 3ಕಿ.ಮಿ. ವ್ಯಾಪ್ತಿ ಇದ್ದು ಆದರೆ ತಾಲ್ಲೂಕ್‌ಗಳಲ್ಲಿ ಇವುಗಳ ಸಮಸ್ಯೆಯನ್ನು ಹೇಳುತ್ತಾರೆ ಆದಕಾರಣ ಯೋಜನೆಯ ವ್ಯಾಪ್ತಿ ಒಳಗೆ 3 ಕಿ.ಮೀ. ಎಂದು ಆದೇಶವನ್ನು ಮಾಡಿಕೊಡಬೇಕಾಗಿ ಕೇಳಿಕೊಳ್ಳುತ್ತೇವೆ.

4. ಸರ್ಕಾರ ವಿತರಿಸಿರುವ ಮೊಬೈಲ್‌ಗಳ ಕರೆನ್ಸಿ ಮುಗಿದಿದ್ದು ತಾಲ್ಲೂಕ್‌ಗಳಲ್ಲಿ ಸ್ವಂತ ಕರೆನ್ಸಿಯಲ್ಲಿ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಲು ಒತ್ತಾಯಸುತ್ತಾರೆ ಇದು ನಮಗೆ ಸಾದ್ಯವಾಗುವುದಿಲ್ಲ

5. ರಾಜ್ಯದಲ್ಲಿ ನಿವೃತ್ತಿ ಆದ ಕಾರ್ಯಕರ್ತೆ & ಸಹಾಯಕಿಯರಿಗೆ ಎನ್.ಪಿ.ಎಸ್. ಹಣವನ್ನು 2-3 ತಿಂಗಳಲ್ಲಿ ಅವರ ಖಾತೆಗೆ ಹಣವನ್ನು ಕೊಡಿಸುವ ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಡಬೇಕು ನಿವೃತ್ತಿ ಆದವರಿಗೆ ಹಣಬರುವುದು ತುಂಬ ತಡವಾಗುತ್ತಿದೆ ಈ ಅವಧಿಯಲ್ಲಿ ಕೆಲವು ಕಾರ್ಯಕರ್ತೆಯರು ಮತ್ತು ಸಹಯಾಕಿಯರು ಕಾಯಿಲೆಗಳಿಂದ ಮರಣ ಹೊಂದಿದ್ದಾರೆ. ಅವರುಗಳಿಗೆ ಹಣವಿಲ್ಲದೇ ತುಂಬ ತೊಂದರೆ ಆಗುತ್ತದೆ.

6. ಅಂಗನವಾಡಿ ಕೇಂದ್ರಗಳನ್ನು ಮೇಲ್ದರ್ಜೆಗೆ ಏರಿಸಬೇಕು ಅಲ್ಲಿಯವರೆಗೆ ಕಾರ್ಯಕರ್ತೆಯರಿಗೆ ನೀಡುವ ಗೌರವಧನ ಭರಿಸಬೇಕು.

7. ರಾಜ್ಯದಲ್ಲಿ ಬಿಸಿಊಟ ತಯಾರಿಸಲು ಕೊಡುವ ಗ್ಯಾಸ್‌ ಸಿಲಿಂಡರನ್ನು ಏಕರೂಪದಲ್ಲಿ ಇಲಾಖೆಯವರೇ ತುಂಬಿಸಿಕೊಡಬೇಕು.

8. ರಾಜ್ಯದ ಕೆಲವು ಜಿಲ್ಲೆ ತಾಲ್ಲೂಕ್‌ಗಳಲ್ಲಿ 10 ತಿಂಗಳಿಂದ ಬಾಡಿಗೆ ಹಣ, ಮೊಟ್ಟೆ ಹಣ ವಿದ್ಯುತ್ ಬಿಲ್ ಸಿಲಿಂಡರ್ ತುಂಬಿಸಲು ಹಣ ಸಾದಿಲ್‌ವಾರು 2 ವರ್ಷಗಳಿಂದ ಕೊಟ್ಟಿರುವುದಿಲ್ಲ. ಇದರಿಂದ ಕಾರ್ಯಕರ್ತೆಯರಿಗೆ ಕರ್ತವ್ಯ ನಿರ್ವಹಿಸಲು ತುಂಬಾ ತೊಂದರೆ ಆಗುತ್ತದೆ ಆದ ಕಾರಣ ತಾವುಗಳು ಇದನ್ನು ಸರಿಪಡಿಸಿಕೊಡಬೇಕಾಗಿ ಕೇಳಿಕೊಳ್ಳುತ್ತೇವೆ.

9. ರಾಜ್ಯದ ಕೆಲವು ತಾಲ್ಲುಕಿನಲ್ಲಿ ಅಂಗನವಾಡಿ ಕೇಂದ್ರಗಳ ಸ್ವಚ್ಛತೆಗೆ ಕೊಡುವ ಸಾದಿಲ್‌ವಾರು 83 ರೂ.ಗಳನ್ನು ಆದೇಶ ಇಲ್ಲದ ಕಾರಣ ಕಡಿತಗೊಳಿಸಿದ್ದಾರೆ ಇದನ್ನು ಸರಿಪಡಿಸಿಕೊಡಬೇಕಾಗಿ ತಮ್ಮಲ್ಲಿ ಕೇಳಿಕೊಳ್ಳುತ್ತೇವೆ.
