ಬೆಂಗಳೂರು ನಗರ ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ಪ್ರಾಧಿಕಾರ ಮಂಡಳಿಯವರು ಬಿಡಿಎ /ಬಿಸಿಎಚ್ ಎನ್ / ಬಿಸಿಎ/ಬಿಸಿಎಲ್ಎಸ್/ಬಿಸಿಟಿಟಿ/ಬಿಸಿಡಿಎ ಯ ಮೊದಲನೇ ಸೆಮಿಸ್ಟ‌ರ್ , ಕನ್ನಡ ಭಾಷಾ ಪಠ್ಯ ಪುಸ್ತಕ ವಾಣಿಜ್ಯ ವಿಶ್ಲೇಷಣಾ ಸಂಪದ ೧ ( ಆಧುನಿಕ ಕನ್ನಡ ಸಾಹಿತ್ಯ) ಈ ಪುಸ್ತಕದ ರೂಪದಲ್ಲಿ ಕಥಾ ಭಾಗದ 2 ರ ಕುರುಡು ಕಾಂಚಾಣ ಪಠ್ಯದಲ್ಲಿ ಸವಿತಾ ಸಮುದಾಯದ ಜಾತಿ ನಿಂದನೆಯ ಪದವನ್ನು ( ಸರ್ಕಾರ ಜಾತಿ ಪದವನ್ನು ತೆಗೆದು ಆದೇಶ ಮಾಡಿರುವ ಪದ ) ಮತ್ತು ಅವಮಾನಿಸುವ ವಿವರಣೆಯನ್ನು ಮುದ್ರಣ ಮಾಡಿ ಸಂಬಂಧಪಟ್ಟ ವಿಧ್ಯಾರ್ಥಿಗಳಿಗೆ ಬೋಧನೆ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಇದರಿಂದ ಸವಿತಾ ಸಮುದಾಯಕ್ಕೆ ಮತ್ತು ವೃತ್ತಿ ಮಾಡುವ ಕ್ಷೌರಿಕರಿಗೆ ಅತೀವವಾದ ಮಾನಸಿಕ ನೋವು ಹಾಗೂ ಸ್ವಾಭಿಮಾನಕ್ಕೆ ಧಕ್ಕೆ ಉಂಟಾಗಿದೆ. ಸಂವಿಧಾನದಲ್ಲಿ ಎಲ್ಲಾ ಸಮುದಾಯದವರಿಗೆ ಗೌರವ ನೀಡಬೇಕು ಎಂಬ ನಿಯಮ ಇದೆ. ಇದರನ್ವಯ ಸವಿತಾ ಸಮುದಾಯದ ಜಾತಿ ನಿಂದನ ಪದವನ್ನು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸರ್ಕಾರ ಸರ್ಕಾರದ ಆದೇಶ ಸಂಖ್ಯೆ ಹಿಂವಕ 78 ಬಿಸಿಎ 2016 ದಿನಾಂಕ 28- 06-2016 ರ ಪ್ರಕಾರ ಜಾತಿ ಕಲಂನಲ್ಲಿ ತೆಗೆದಿರುತ್ತಾರೆ.

ಸರ್ಕಾರ ಆ ಜಾತಿ ಪದವನ್ನು ತೆಗೆದಿದ್ದರೂ ಬೆಂಗಳೂರು ನಗರ ವಿಶ್ವವಿದ್ಯಾಲಯದ ವರು ಈ ಪದವನ್ನು ಕ್ಷೌರಿಕ ವೃತ್ತಿ ಮಾಡುವವರಿಗೆ ಉದ್ದೇಶ ಪೂರ್ವಕವಾಗಿ ನಮ್ಮ ಸಮಾಜದ ನಿಷೇಧಿತ ಪದವನ್ನು ಮುದ್ರಿಸಿ ವಿಧ್ಯಾರ್ಥಿಗಳಿಗೆ ಬೋಧನೆ ಮಾಡಿರುವುದು ಸರ್ಕಾರದ ಆದೇಶ ಉಲ್ಲಂಘನೆ ಮಾಡಿರುತ್ತಾರೆ. ಈ ಪಠ್ಯವನ್ನು ಓದುವಾಗ ಉದ್ದೇಶ ಪೂರ್ವಕವಾಗಿ 18 ಬಾರಿ ಕ್ಷೌರಿಕನನ್ನು ಜಾತಿ ನಿಂದನೆಯ ಪದವನ್ನು ಬಳಸಿ ವಿದ್ಯಾರ್ಥಿಗೆ ಬೋಧನೆ ಮಾಡಿದ್ದಾರೆ. ಇಂತಹ ಪದವನ್ನು ಬಳಸಿ ಶಿಕ್ಷಕರು ಉಚ್ಛಾರಣೆ ಮಾಡುವಾಗ ನಮ್ಮ ಸಮುದಾಯದ ವಿದ್ಯಾರ್ಥಿಗೆ ಯಾವ ರೀತಿ ಖಿನ್ನತೆ ಮುಜುಗರ ಮನಸ್ಸಿಗೆ ಘಾಸಿ ಆಗಬಾರದು. ಈ ರೀತಿ ಕ್ಷೌರಿಕ ವೃತ್ತಿ ಮಾಡುವವನಿಗೆ ಈ ರೀತಿ ಸರ್ಕಾರದ ಗೆಜೆಟ್ ನಲ್ಲಿ ತೆಗೆದಿರುವ ಪದವನ್ನು ಬಹಿರಂಗವಾಗಿ ಬಳಸಿ ಮುಂದಿನ ವಿಧ್ಯಾರ್ಥಿಗಳು ಈ ನಾಗರಿಕ ಪ್ರಪಂಚದಲ್ಲಿ ನಮ್ಮ ಸಮುದಾಯವನ್ನು ಕೀಳಾಗಿ ನೋಡುವ ರೀತಿ ಮೂಡಿಸಿದ್ದಾರೆ. ಶೈಕ್ಷಣಿಕ ಮಂಡಳಿ, ಪ್ರಾಧಿಕಾರ, ವಿಶ್ವವಿದ್ಯಾಲಯ ಶಿಕ್ಷಕರು, ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಸಾಂವಿಧಾನಿಕ ರೂಪದಲ್ಲಿ ಬೆಳೆಸಬೇಕು. ಆದರೆ ಬೆಂಗಳೂರು ವಿಶ್ವವಿದ್ಯಾನಿಲಯದ ಪ್ರಾಧಿಕಾರದವರು ಕ್ಷೌರಿಕ ವೃತ್ತಿಯನ್ನು ಬಹಳ ನೀಚವಾಗಿ ತೋರಿಸಲು ಪ್ರಯತ್ನ ಪಟ್ಟಿದ್ದಾರೆ. ಆದರೆ ಸಂವಿಧಾನದ ವಿರುದ್ಧ ಒಂದು ಜಾತಿಯ ವ್ಯಕ್ತಿಯನ್ನು ಮೈಲಿಗೆ ಮುಖದವನನ್ನು, ಹಜಾಮ, ಹಜಾಮನು, ಹಜಾಮರು, ಹಜಾಮರ, ಹಜಾಮನಿಗೆ, ಹಜಾಮನ, ಹಜಾಮನೇ, ಕ್ಷೌರಿಕ ತೆರನಾದ ಮೋಸ, ತಲೆಪ್ರತಿಷ್ಠೆಯ ಹಜಾಮರು, ಹೆಚ್ಚಾಗಿ ಮಾತಾನಾಡುತ್ತಾನೆ, ಕ್ಷೌರಿಕನ ನಡತೆ ಎಂದು ಬಹಳ ಹೀನಾಯವಾಗಿ ಕ್ಷೌರಿಕ ವ್ಯತ್ತಿಯನ್ನು ಬಳಸಿ ಈ ವೃತ್ತಿಯನ್ನು ಮಾಡುವವರಿಗೆ ಘಾಸಿ ಮಾಡಿದ್ದಾರೆ. ಈ ಪಠ್ಯವನ್ನು ಪ್ರಕಟ ಮಾಡುವ ಮುನ್ನ ಒಬ್ಬ ಕ್ಷೌರಿಕ ಅಥವಾ ಹೆಸರು ಹೇಳಿ ಕಥೆಯನ್ನು ಬರೆಯಬಹುದಿತ್ತು. ಆದರೆ ಈ ಪಠ್ಯವನ್ನು ಅತಿ ಹಿಂದುಳಿದ ವರ್ಗದ ಜಾತಿಯನ್ನು ಅವಮಾನಿಸಿಲೇಂದು 18 ಬಾರಿ ಬಳಸಿ ಮತ್ತು ವೃತ್ತಿಯನ್ನು ಅವಮಾನಿಸಲು ಈ ಪಠ್ಯವನ್ನು ಮುದ್ರಣ ಮಾಡಿ ವಿಧ್ಯಾರ್ಥಿಗಳಿಗೆ ಕ್ಷೌರಿಕ ವೃತ್ತಿಯನ್ನು ಕೀಳಾಗಿ ಕಾಣಲು ಪ್ರೇರಣೆ ಮಾಡಿದ್ದಾರೆ, ಜಾತಿ ನಿಂದನೆಯನ್ನು ಹೀಗೆ ಮುಂದುವರೆದರೆ ನಮ್ಮ ಸವಿತಾ ಸಮಾಜದ ಶಿಕ್ಷಣದ ಮೂಲಕ ಮುಂದಿನ ಪೀಳಿಗೆಗೆ ಜಾತಿ ನಿಂದನೆಯ ಪದವನ್ನು ಇನ್ನು ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಸಮಾಜದಲ್ಲಿ ವಿಷ ಬೀಜವನ್ನು ಬಿತ್ತಿ ಕ್ಷೌರಿಕ ವೃತ್ತಿಯನ್ನು ಕೇವಲವಾಗಿ • ನೋಡುವಂತಹ ವಾತಾವರಣ ನಿರ್ಮಾಣವಾಗುತ್ತದೆ.

ಇದೇ ರೀತಿ ಜನಸಂಖ್ಯೆ ಹೆಚ್ಚಿರುವ ಸಮುದಾಯವನ್ನು ಅವಮಾನ, ಜಾತಿ ನಿಂದನೆ ಪದ, ಕಿರಿಕಿರಿ : ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಅತಿ ಅಮಾನುಷವಾಗಿ ಬರೆದು ವುಸ್ತಕ ಬಿಡುಗಡೆ ಮಾಡಿದರೆ, ಆ ಸಮೂದಯ ಸುಮ್ಮನ್ನೆ ಇರುತ್ತಿತಾಗಿ ಆ ಸಮೂದಯ ಹೋರಟ ಮಾಡುವ ಮುನ್ನವೇ * ಸರ್ಕಾರವೇ ಸುಮೋಟೊ ಕೇಸ್ ದಾಖಲು ಮಾಡುತ್ತಿದ್ದರು . ನಮ್ಮಂತಹ ಚಿಕ್ಕ ಸಮುದಾಯಕ್ಕೆ ಅಂತಹ ಸುಮೋಟೊ ಕೇಸ್ ಹಾಕಲು ಸರ್ಕಾರ ಏಕೆ ಮುಂದಾಗುವುದಿಲ್ಲ?. ಪ್ರತಿದಿನ ಸರ್ವಾಜನಿಕರು ಬೈಗುಳವಾಗಿ ನಮ್ಮ ಜಾತಿಯ ಪದವನ್ನು ಉಪಯೋಗಿಸುತ್ತಿದ್ದರು ರಾಜ್ಯದಲ್ಲಿ ಆದಿಕಾರಕ್ಕೆ ಬಂದಂತಹ ಎಲ್ಲಾ ಸರಕಾರಗಳು ಕಣ್ಮುಚಿ ಕೂಳಿತಿರುವುದು ನಿಜಕ್ಕೂ ದುರಂತ. ಪ್ರಜಾಪ್ರಭುತ್ವ ವ್ಯವಸ್ಥೆಯಲ್ಲಿ ಗೌರವಯುತವಾಗಿ ಬದಕಲು ಸರಕಾರವನ್ನು ಅಂಗಲಾಚುತ್ತಿರುವುದು ಪ್ರಜಾ ಪ್ರಭುತ್ವ ವ್ಯವಸ್ಥೆಗೆ ಮಾರಕ ನಮ್ಮ ಸಮೂದಯ ನಮಗೆ ಹಣ ಕೂಡಿ, ಜಾಗ ಕೂಡಿ ಎಂದು ಕೇಳುತ್ತಿಲ್ಲ. ಮೆಲ್ಮಾತಿಯ ವ್ಯವಸ್ಥೆಯಡಿ ಬದಕುತ್ತಿರುವ ನಾವು ನಮ್ಮ ಸಮೂದಯದ ಜನರನ್ನು ಹೆಸರಿಸದೇ ಕರೆಯುವುದಕ್ಕೂ ಜನ ಹಿಂಜರೆಯುತ್ತಿದ್ದಾರೆ. ಬೇರೆ ಊರಿನಿಂದ ಹಳ್ಳಿಗೆ ನಮ್ಮ ಸಮೂದಯದ ಮನೆಯವನ ಅಡ್ರಸ್ ಕೇಳಿದಾಗ, ಆ ಊರಿನ ಮೇಲ್ಮಾತಿಯ ವ್ಯಕ್ತಿ ಹೇಳುವುದು ಹಜಾಮರ ಮನೆನಾ?. ನೆನೆಯಬಾರದವರ ಮನೆನಾ? ಎಂದು ಕೇಳಿದಾಗ ನಾವು ಎನೂ ಮಾಡಬೇಕು?.ಅತನನ್ನು ನಾವು ಮೇಲ್ಮಾತಿಯವರೇ ಹೆಚ್ಚಾಗಿರುವ ಜಾಗದಲ್ಲಿ ಎಕೆ ಹೀಗೆ ಹೇಳುತ್ತಿರಾ ಎಂದು ಕೇಳುವ ಧೈರ್ಯವು ನಮಗೆ ಇರುವುದಿಲ್ಲ. ಇಂತಹ ಹಳ್ಳಿಗಳಲ್ಲಿ ನಮ್ಮ ಸವಿತಾ ಸಮಾಜದವರು ಯಾವ ಸ್ಥಿತಿಯಲ್ಲಿ ಬಾಳುತ್ತಿದ್ದರೆ ಎಂದು ಅರ್ಥ ಮಾಡಿಕೊಳ್ಳಿ1. ಊರಿನಲ್ಲಿ ಸವರ್ಣಿಯರ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಜಾತಿಯವರ ನಡುವೆ ಅಡಕೆ ಕತ್ತರಿಯಾಗಿ ನಾವು ಜೀವನ ಮಾಡುತ್ತಿದ್ದೆವೆ. ಇದಕ್ಕೆಲ್ಲ ಪರಿಹಾರ ಒಂದೇ ಸರಕಾರ ಜಾತಿ ನಿಂದನೆ ಕಾಯ್ದೆ / ಸವಿತಾ ಸಮೂದಯದ ದೌರ್ಜನ್ಯ ಕಾಯ್ದೆಯನ್ನು ಜಾರಿಗೆ ತರಬೇಕು

ಇಂತಹ ಪ್ರಜಾಪ್ರಭುತ್ವದಲ್ಲಿ ನಮ್ಮಂತಹ ಚಿಕ್ಕ ಸಮುದಾಯ ಸಮಾನಾಗಿ ಬದಕಲು ನಾಗರೀಕ ಪ್ರಪಂಚದಲ್ಲಿ ವ್ಯವಸ್ಥೆ ಮಾಡಿಕೊಡುವುದು ಸರ್ಕಾರದ ಆದ್ಯ ಕರ್ತ್ಯವ್ಯ ಅಲ್ಲವೇ?. ಅದನ್ನೆ ನಮ್ಮ ಸಮಾಜ ನಿರಂತರವಾಗಿ ಸರ್ಕಾರವನ್ನು ಅಗ್ರಹಿಸುತ್ತಿರುವುದು?. ಈಗಾಗಲೇ ಸವಿತಾ ಸಮಾಜ ನಿರಂತರ ಹೋರಟದಿಂದ ಹಿಂದುಳಿದ ವರ್ಗದ ಆಯೋಗ ಸರ್ಕಾರ ಕ್ಕೆ ಸಲ್ಲಿಸಿರವ ಪ್ರತ್ಯಕ ವರದಿಯಾದ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಜಾತಿ ನಿಂದನೆ ನಿಯಂತ್ರಣ ಶಿರ್ಷಿಕೆ ಆಡಿ ನೀಡಿರುವ ವರದಿಯನ್ನು ಜಾರಿಗೊಳಿಸಿದಾಗ ಇಂತಹ ವಿಷಯಗಳಿಗೆ ತಾನಾಗೀಯ ಕಡಿವಾಣ ಬೀಳುತ್ತದೆ.

ಭಾರತೀಯ ನ್ಯಾಯ ಸಂಹಿತೆಯ ಕಲಂ 356 ರ 1,2,3,4 ರ ಪ್ರಕಾರ ಅವಮಾನ ಮತ್ತು ಕಿರಿಕಿರಿ ಮತ್ತು ಭಾರತೀಯ ನ್ಯಾಯ ಸಂಹಿತೆ 352 ರ ಪ್ರಕಾರ ಯಾರಾದರೂ ಉದ್ದೇಶಪೂರ್ವಕವಾಗಿ ಯಾವುದೇ ರೀತಿಯಲ್ಲಿ ಅವಮಾನಿಸಿದರೆ ಮತ್ತು ಆ ಮೂಲಕ ಯಾವುದೇ ವ್ಯಕ್ತಿಗೆ ಪ್ರಚೋದನೆಯನ್ನು ನೀಡಿದರೆ, ಅಂತಹ ಪ್ರಚೋದನೆಯು ಸಾರ್ವಜನಿಕ ಶಾಂತಿಯನ್ನು ಮುರಿಯಲು ಅಥವಾ ಇನ್ನಾವುದೇ ಅಪರಾಧವನ್ನು ಮಾಡಲು ಕಾರಣವಾಗಬಹುದು ಎಂದು ಉದ್ದೇಶಿಸಿ ಅಥವಾ ತಿಳಿದಿದ್ದರೆ, ಅವರ ಮೇಲೆ ಕಾನೂನು ರೀತಿಯ ಕ್ರಮ ಕೈಗೊಂಡು ಶಿಕ್ಷಿಸಬಹುದಾಗಿದೆ.

ಈ ವಿಚಾರಕ್ಕೆ ಸಂಬಂದಿಸದಂತೆ ನಮ್ಮ ಸಮಾಜ ದಿನಾಂಕ 19-10-2024 ರಂದು ಹಲಸೂರು ಪೋಲಿಸ್ ಠಾಣೆ ದೂರು ನೀಡಿದವ ಮತ್ತು ಕೂಡಲೇ ಭಾರತೀಯ ನ್ಯಾಯ ಸಂಹಿತೆಯ ಕಲಂ 356 ರ 1,2,3,4 ರ ಪ್ರಕಾರ ಮತ್ತು ಭಾರತೀಯ ನ್ಯಾಯ ಸಂಹಿತೆ 352 ರ ಪ್ರಕಾರ ಈ ಪುಸ್ತಕ ಬಿಡುಗಡೆ ಮಾಡಲು ಕಾರಣರಾದ ಬೆಂಗಳೂರು ನಗರ ವಿಶ್ವವಿದ್ಯಾಲಯ ದ ಕುಲಪತಿಗಳು, ರಿಜಿಸ್ಟ್ರಾರ್, ಪ್ರಧಾನ ಸಂಪಾದಕರಾದ ಡಾ. ಎಂ.ಜಿ.ಮಂಜುನಾಥ್ ಸಂಪಾದಕರು ಡಾ. ರುದ್ರೇಶ ಅದರಂಗಿ, ಡಾ. ಶೀಲವಂತ ಸಂಜೀವಕುಮಾರ್, ಡಾ.ಪ್ರೇಮಾವತಿ ಎಸ್.ಕೆ ಡಾ.ವಾದಿರಾಜ, ಸಲಹಾ ಸಮಿತಿ ಯವರಾದ ಡಾ. ಎಸ್. ಎಲ್ ಮಂಜುನಾಥ, ಡಾ. ಪೂರ್ಣಿಮ, ಡಾ.ಸುವರ್ಣ ಸಂಗಣ್ಣ ಹುಡೇದ, ಪೂ ಬೋಮ್ಮೆ ಗೌಡ,ಡಾ ಮನೋನ್ಮನಿ, ಡಾ. ಪಿ. ಬೆಟ್ಟೆಗೌಡ, ಡಾ. ಎನ್. ಆರ್ ಚಂದ್ರಗೌಡ ರವರು ಇವರ ಮೇಲೆ ಕಾನೂನು ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ದೂರು ನೀಡಿರುತ್ತೇವೆ.
