India has witnessed significant advancement in cardiac care with its novel surgical techniques and preventive programs

Cardiovascular disease (CVD) is dreaded by many as it happens to be the top killer worldwide among several age groups, especially among the middle-aged adults for quite a couple of years now. Not just that, it is held responsible for causing 40% of all deaths across the world, reveals a recent report published in the Lancet medical journal. Heart-related disorders have also started affecting teens and children these days. The trend in the incidence of cardiovascular disease in India has gone through significant changes and so is the pattern of cardiac care and surgeries in the country.  
 While we are nowhere in a position to ignore the burden of cardiovascular disease in the country with India having a whopping incidence of the disease, cardiac care, over the last few years, has seen remarkable breakthroughs, starting from innovations in cardiac surgeries to adaptation of novel techniques to a new approach towards preventive cardiac care.

How cardiac surgery, one of the prime focus of cardiac care, has progressed over the years

Although the word ‘cardiac surgery’ seems to be a very well-known word among most people, it happens to be the youngest among other surgical specialties. Why? This is because back in the days, people were scared to touch the heart, the most important human organ. While neurosurgery, plastic surgery and orthopaedics surgery has been practiced for centuries, nobody dared to venture into cardiac surgery. There was a constant fear that when the heart is continuously beating and pumping blood, how do you operate on it? Interestingly, on Sept 1, 1986 in Germany, the first stitch was put on a wound in the heart (wound caused by a knife in the heart), by Ludwig Rehn and the patient survived. In all the previous attempts the patient had died. 

Bypass surgery, the most common type of heart surgery performed today was popularised by a Brazilian surgeon, Rene Favaloro. It was much later that this surgery was used to correct valves and holes in the heart. However, bypass surgery had its own complications and was not completely risk-free. There was also an extensive research conducted to develop the first heart-lung machine and it finally was discovered by John Gibbon. The heart-lung machine was first used in 1945-47 with the help of which the doctors could stop the heart without affecting the patient. And this is when the era of surgery took off, bringing in absolutely stunning avenues. Open heart surgery was born and it is just 70-years-old. At present, cardiac surgery is moving towards complex dissections and minimally invasive surgeries and India has shown considerable efforts in adapting a wide range of technovation in the area of heart surgeries.  

 India’s adoption novel breakthroughs in cardiac surgeries 

With better equipped infrastructure and more specialised cardiologists, India has seen rapid advancements in cardiac surgery. The novel and new minimally invasive cardiac surgeries and ventricular remodelling surgical therapeutics to treat congenital heart disease, coronary artery disease, valvular disease and atrial fibrillation highlight India’s achievements in the field of cardiac care. Innovative methods like ventricular remodelling surgeries, heart valve repair, awake cardiac surgery and hybrid cardiac surgeries have opened new avenues for treating extremely complicated conditions, providing a comprehensive cure for adults as well as paediatric cardiac conditions, reducing hospital stays and minimizing pain and suffering among the patients. 

Robotics is revolutionising cardiac care in India 

 By introducing robot-assisted heart surgeries, India has lived to the promise of providing the best treatment to those suffering from cardiac disorders. Robot-assisted cardiac surgeries have been found to conduct very complex heart surgeries with absolute ease that has increased the success rates of surgery and reduced the risk of errors. There is less loss of blood and reduced chance of blood transfusion as well.  

India is gearing up for an enhanced preventive cardiology and rehabilitation program 

 Although it is a newly emerging discipline in the country, India has made considerable effort towards preventive cardiology and rehabilitation. In order to provide a sufficient cardiac care system, it is not just important to adopt unique detection and surgical methods but is also vital to have a full-fledged preventive and rehabilitation program as well. The objective of the preventive program is prevention of heart disease much before the occurrence of a heart attack or any other heart-related condition. This can be done by spreading awareness on the ways of reducing the burden of associated disorders like obesity and hypertension and enable people make relevant lifestyle changes that may help in preventing an attack. Rehabilitation refers to post-surgical care that includes close monitoring of the patient after a heart procedure and regular follow-ups with the doctor.
 
With these advancements and continuous progress in cardiac care, India will be able to cope with the extensive burden of cardiovascular disease in days to come. However, there is a lot that is needed to be done to provide easy access to treatment for all, irrespective of their financial status. And to achieve this, a rigorous attempt by both public and private sectors is the need of the hour.

BENGALURU : ಸಿಎಎ / ಎನ್‌ಆರ್‌ಸಿ ವಿರುದ್ದ ದೇಶದಾದ್ಯಂತ ಭುಗಿಲೆದ್ದಿರುವ ಅಭೂತಪೂರ್ವ ಪ್ರತಿಭಟನೆಗಳಿಂದ ಕಂಗೆಟ್ಟ ಬಿಜೆಪಿ ದೇಶದ ಜನತೆಯ ಗಮನವನ್ನು ಬೇರೆಡೆಗೆ ಸೆಳೆಯಲು ಇನ್ನಿಲ್ಲದ ಹತಾಶ ಪ್ರಯತ್ನ ನಡೆಸುತ್ತಿದೆ . ಬಿಜೆಪಿ ಸರಕಾರವಿರುವ ರಾಜ್ಯಗಳಲ್ಲಿ ಅಲ್ಲಿನ ರಾಜ್ಯ ಸರಕಾರ ಪೊಲೀಸರನ್ನು ಉಪಯೋಗಿಸಿಕೊಂಡು ಪ್ರತಿಭಟನಾಕಾರರ ಮೇಲೆ ಅಮಾನುಷ ದೌರ್ಜನ್ಯ ನಡೆಸಿವೆ . ಕರ್ನಾಟಕ , ಉತ್ತರ ಪ್ರದೇಶ ಹಾಗೂ ಅಸ್ಸಾಂ ರಾಜ್ಯಗಳಲ್ಲಿ ಒಟ್ಟು 31 ಜೀವ ಬಲಿಯಾಗಿದ್ದು ನೂರಾರು ಮಂದಿ ತೀವ್ರವಾಗಿ ಗಾಯಗೊಂಡು ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ನರಳುವಂತೆ ಮಾಡಿವೆ . ಕರ್ನಾಟಕ ಸೇರಿದಂತೆ ದೇಶದೆಲ್ಲೆಡೆ ನಿರಂತರವಾಗಿ ವ್ಯಕ್ತವಾಗುತ್ತಿರುವ ಪ್ರತಿಭಟನೆಗಳನ್ನು ಕಂಡು ವಿಚಲಿತಗೊಂಡಿರುವ ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಬಿಜೆಪಿ ಸರಕಾರ ಇದೀಗ ಸೋಶಿಯಲ್ ಡೆಮಾಕ್ರಟಿಕ್ ಪಾರ್ಟಿ ಆಫ್ ಇಂಡಿಯಾ – ಎಸ್‌ಡಿಪಿಐ ಪಕ್ಷ ಮತ್ತು ಪಾಪ್ಯುಲರ್ ಫ್ರಂಟ್ ಆಫ್ ಇಂಡಿಯಾ ( ಪಿಎಫ್‌ಐ ) ಸಂಘಟನೆಯನ್ನು ನಿಷೇಧಿಸಬೇಕೆಂದು ಹೇಳಿಕೆ ನೀಡುತ್ತಿರುವುದು ಖಂಡನೀಯ . ಪೊಲೀಸರ ಶೋಚನೀಯ ವೈಫಲ್ಯ , ಶೌರ್ಯ ಮತ್ತು ಪಕ್ಷಪಾತೀಯ ಮನೋಭಾವನೆ , ಉತ್ತರ ಪ್ರದೇಶ ಸರಕಾರದ ಸೇಡು ಹಾಗೂ ದ್ವೇಷಭರಿತ ಷಡ್ಯಂತ್ರಗಳೇ ಈ ಮೂರು ರಾಜ್ಯಗಳಲ್ಲಿ ಹಿಂಸೆ ತಾಂಡವಾಡಲು ಕಾರಣವೆನ್ನುವುದು ಸಾಕ್ಷ್ಯಗಳ ಸಮೇತ ಸಾಬೀತಾಗಿವೆ . ಕರ್ನಾಟಕ ರಾಜ್ಯದ ಕೆಲ ಬಿಜೆಪಿ ಸಚಿವರು , ಶಾಸಕರು ಹಾಗೂ ಸಂಸದರು ಹಿಂಸೆಗೆ ಪ್ರಚೋದನೆ ನೀಡುವ ಹಾಗೂ ದ್ವೇಷ ಹುಟ್ಟಿಸುವ ಪ್ರಚೋದನಾತ್ಮಕ ಹೇಳಿಕೆಗಳನ್ನು ನಿರಂತರವಾಗಿ ನೀಡುತ್ತಿದ್ದಾರೆ . ಅಂತಹವರ ಮೇಲೆ ಕರ್ನಾಟಕ ಸರಕಾರ ಯಾವುದೇ ಕಾನೂನು ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ . ಎಸ್‌ಡಿಪಿಐ ಪಕ್ಷ ಹಾಗೂ ಪಿಎಫ್‌ಐ ಸಂಘಟನೆಯ ಮೇಲೆ ನಿರಾಧಾರ ಹಾಗೂ ಬಾಲಿಶ ಆರೋಪಗಳನ್ನು ಹಾಗೂ ಅಪಪ್ರಚಾರಗಳನ್ನು ಮಾಡುತ್ತಿರುವ ರಾಜ್ಯ ಸರಕಾರದ ನಿಲುವನ್ನು ವಿರೋಧಿಸುತ್ತೇವೆ . ಈ ಬಗ್ಗೆ ಸೂಕ್ತ ಕಾನೂನು ಹೋರಾಟವನ್ನು ನಡೆಸಲಾಗುವುದು . ಸಿಎಎ ಮತ್ತು ಎನ್‌ಆರ್‌ಸಿ ವಿರುದ್ಧ ಪ್ರತಿಭಟಿಸುತ್ತಿದ್ದ ಜನರ ಮೇಲೆ ಮಂಗಳೂರಿನಲ್ಲಿ ಪೊಲೀಸರು ನಡೆಸಿದ ಲಾಠಿಚಾರ್ಜ್ ಹಾಗೂ ಗೋಲಿಬಾರ್‌ನಲ್ಲಿ ಇಬ್ಬರು ಜೀವ ಕಳೆದುಕೊಂಡಿದ್ದು ಹಲವಾರು ಜನರು ಗಾಯಗೊಂಡಿರುವ ಘಟನೆ ನಾಗರಿಕ ಸಮಾಜವನ್ನು ತೀವ್ರವಾಗಿ ಘಾಸಿಗೊಳಿಸಿದೆ . ಸುಮಾರು 100 – 150ರಷ್ಟು ಪ್ರತಿಭಟನಾಕಾರರ ಮೇಲೆ ವಿನಾಕಾರಣ ದೌರ್ಜನ್ಯ ನಡೆಸಿದ ಪೊಲೀಸರ ಕ್ರಮ ಎಲ್ಲಾ ಅನಾಹುತಗಳಿಗೆ ಕಾರಣ . ಗಂಭೀರ ಗಾಯಗೊಂಡ ಹಲವು ಮಂದಿ ಮಂಗಳೂರು ನಗರದ ಆಸ್ಪತ್ರೆಗಳಲ್ಲಿ ಚಿಕಿತ್ಸೆ ಪಡೆಯುತ್ತಿದ್ದಾರೆ . ಆಸ್ಪತ್ರೆಯೊಳಗೆ ಆಶ್ರುವಾಯು ಸಿಡಿಸಿರುವುದು ಹಾಗೂ ಪೊಲೀಸರು ಆಸ್ಪತ್ರೆಯ ಐಸಿಯು ಘಟಕದ ಬಾಗಿಲನ್ನು ಒಡೆದು ಒಳ ನುಗ್ಗಿ ಅಲ್ಲಿದ್ದ ವೈದ್ಯರು , ನರ್ಸ್‌ಗಳಿಗೂ ಲಾಠಿ ಬೀಸಿರುವುದು ಕೂಡಾ ಮಂಗಳೂರು ಪೊಲೀಸರ ಮನಸ್ಥಿತಿಗೆ ಹಿಡಿದ ಕನ್ನಡಿಯಾಗಿದೆ . ಅಲ್ಲಿನ ಪೊಲೀಸರ ಕ್ರೌರ್ಯ ಮನೋಸ್ಥಿತಿ ಎಷ್ಟು ಮಿತಿಮೀರಿದೆ ಎನ್ನುವುದಕ್ಕೆ ಗಲಭೆಗೆ ಸಂಬಂಧಪಟ್ಟ ಕೆಲವು ವೀಡಿಯೋ ದೃಶ್ಯಗಳೇ ಸಾಕ್ಷಿ .

ಆದರೆ ಇದುವರೆಗೂ ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳ ಮೇಲೆ ಯಾವುದೇ ಕ್ರಮಗಳನ್ನು ರಾಜ್ಯ ಸರಕಾರ ಕೈಗೊಳ್ಳದಿರುವುದು ದೊಡ್ಡ ದುರಂತವಾಗಿದೆ . ಕಾರಣವಿಲ್ಲದೆ ಲಾಠಿಚಾರ್ಜ್ ಹಾಗೂ ಗೋಲಿಬಾರ್ ನಡೆಸಿದ ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳು ಈಗಲೂ ತಮ್ಮ ಸ್ಥಾನದಲ್ಲಿ ಮುಂದುವರಿಯುತ್ತಿರುವುದು ಹಾಗೂ ಸುಳ್ಳು ಪ್ರಕರಣಗಳನ್ನು ದಾಖಲಿಸುತ್ತಿರುವುದು ಅತ್ಯಂತ ಖಂಡನೀಯ , ಇದೀಗ ಸರಕಾರ ಇಡೀ ಪ್ರಕರಣವನ್ನು ಸಿಐಡಿ ಮತ್ತು ಮ್ಯಾಜಿಸ್ಟ್ರೇಟ್ ತನಿಖೆಗೆ ಆದೇಶ ನೀಡಿದ್ದು ಇದರಿಂದ ಕಿಂಚಿತ್ತೂ ನ್ಯಾಯ ಸಿಗುವ ಭರವಸೆ ಉಳಿದಿಲ್ಲ . ಆದುದರಿಂದ ರಾಜ್ಯ ಸರಕಾರ ತಪ್ಪಿತಸ್ಥ ಅಧಿಕಾರಿಗಳನ್ನು ತಕ್ಷಣವೇ ಹುದ್ದೆಯಿಂದ ಅಮಾನತುಗೊಳಿಸಬೇಕು ಹಾಗೂ ಕರ್ನಾಟಕ ಹೈಕೋರ್ಟ್‌ನ ಹಾಲಿ ನ್ಯಾಯಾಧೀಶರಿಂದ ತನಿಖೆ ನಡೆಸಬೇಕು . ಈ ನಡುವೆ ರಾಜ್ಯ ಬಿಜೆಪಿ ಸರಕಾರವು ಮಂಗಳೂರಿನಲ್ಲಿ ಪೊಲೀಸ್ ಗೋಲಿಬಾರ್‌ನಲ್ಲಿ ಮೃತಪಟ್ಟ ಕುಟುಂಬಕ್ಕೆ ಘೋಷಿಸಿದ್ದ ಪರಿಹಾರವನ್ನು ವಾಪಾಸ್ ಪಡೆದಿರುವುದು ಅತ್ಯಂತ ನಾಚಿಕೆಗೇಡು ಮಾತ್ರವಲ್ಲ ರಾಜ್ಯಕ್ಕೆ ಮಾಡಿದ ಅಪಮಾನವಾಗಿದೆ . ದೇಶದಾದ್ಯಂತ ಸಿಎಎ / ಎನ್‌ಆರ್‌ಸಿ ವಿರುದ್ದ ಪ್ರತಿಭಟನೆಗಳು ವ್ಯಾಪಕವಾಗಿ ನಿರಂತರವಾಗಿ ನಡೆಯುತ್ತಿದೆ . ಆದರೆ ಬಿಜೆಪಿ ಸರಕಾರಗಳಿರುವ ರಾಜ್ಯಗಳಲ್ಲಿ ಮಾತ್ರ ಹಿಂಸಾ ಕೃತ್ಯಗಳು ಹಾಗೂ ಪೊಲೀಸ್ ದೌರ್ಜನ್ಯಗಳು ಭೀಕರವಾಗಿ ನಡೆಯುತ್ತಿವೆ . ಕರ್ನಾಟಕ ಮತ್ತು ಉತ್ತರ ಪ್ರದೇಶಗಳಲ್ಲಿ ಪ್ರತಿಭಟನಾಕಾರರ ಮೇಲೆ ಮಹಿಳೆಯರು , ವಿದ್ಯಾರ್ಥಿಗಳು , ವೃದ್ಧರು , ಮಕ್ಕಳನ್ನದೆ . ನಡೆಸಿದ ಪೊಲೀಸರ ದೌರ್ಜನ್ಯ ಅತ್ಯಂತ ಭಯಾನಕವಾಗಿದೆ . ಬಿಜೆಪಿ ಸರಕಾರಗಳಿರುವ ಮೂರು ರಾಜ್ಯಗಳಾದ ಉತ್ತರ ಪ್ರದೇಶದಲ್ಲಿ 23 ಜನರನ್ನು , ಅಸ್ಲಾಮ್ ನಲ್ಲಿ 6 ಜನರನ್ನು ಹಾಗೂ ಕರ್ನಾಟಕದಲ್ಲಿ ಇಬ್ಬರನ್ನು ಪೊಲೀಸರು ಕೊಂದಿದ್ದು , ನೂರಾರು ಜನರು ಆಸ್ಪತ್ರೆಯಲ್ಲಿ ನರಳುತ್ತಿದ್ದಾರೆ . ಬಿಜೆಪಿಯೇತರ ಸರಕಾರವಿರುವ ಇತರ ರಾಜ್ಯಗಳಲ್ಲಿ ಹಿಂಸಾ ಸನ್ನಿವೇಶಗಳು ಉದ್ಬವಾಗದಿರುವುದು ಹಾಗೂ ಬಿಜೆಪಿ ಸರಕಾರಗಳಿರುವ ರಾಜ್ಯಗಳಲ್ಲಿ ಭೀಕರ ಕ್ರೌರ್ಯ ಮರೆದಿರುವುದು ಹಿಂಸಾ ಕೃತ್ಯಗಳಲ್ಲಿ ಬಿಜೆಪಿ ಸರಕಾರ ಹಾಗೂ ಪೊಲೀಸರ ನೇರ ಕೈವಾಡವನ್ನು ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದೆ . ಉತ್ತರ ಪ್ರದೇಶ ಮುಖ್ಯಮಂತ್ರಿ ಪ್ರತಿಭಟನಾಕಾರರ ವಿರುದ್ದ ಪ್ರತೀಕಾರ ‘ ( ಬದ್ಲಾ ) ನಡೆಸಲಾಗುವುದು ಎಂದಿರುವುದು ಪ್ರತಿಭಟನಾಕಾರರ ಮೇಲೆ ಪೊಲೀಸರು ಪಿಸ್ತೂಲ್‌ಗಳಿಂದ ಗುಂಡು ಹೊಡೆಯುವುದು , ಪೊಲೀಸರು ಗುಂಪು ಗುಂಪಾಗಿ ಮನೆಗಳಿಗೆ ನುಗ್ಗಿ ದಾಂಧಲೆ ಎಬ್ಬಿಸಿ ಮಸೀಳೆಯರು , ಮಕ್ಕಳು , ವೃದ್ದರ ಮೇಲೆ ಹಲ್ಲೆ ನಡೆಸಿರುವುದು ಮುಂತಾದವುಗಳ ವೀಡಿಯೋ ಚಿರ್ತಣಗಳು ಬಿಜೆಪಿ ಸರಕಾರವಿರುವ ರಾಜ್ಯಗಳ ಕ್ರೌರ್ಯತೆಗೆ ಸಾಕ್ಷಿಯಾಗಿದೆ . ಬಿಜೆಪಿ ಸರಕಾರವಿರುವ ರಾಜ್ಯಗಳಲ್ಲಿ ಈ ತರಹದ ಭಯೋತ್ಪಾದನಾ ಸನ್ನಿವೇಶ ನಡೆಯುವುದಕ್ಕೆ ಆಯಾಯ ಬಿಜೆಪಿ ಸರಕಾರಗಳು ಹಾಗೂ ಪೊಲೀಸರೇ ಕಾರಣ . ಈ ಎಲ್ಲಾ ಗಲಭೆಗಳು ಬಿಜೆಪಿ ಸರಕಾರದ ಮತ್ತು ಪೊಲೀಸರ ಪೂರ್ವಯೋಜಿತ ಸಂಚು ಹಾಗೂ ಕೋಮುವಾದಿ ಮನೋಭಾವನೆಯೇ ಕಾರಣವಾಗಿದೆ . ಹಿಂಸೆ ಹಾಗೂ ಬಲಪ್ರಯೋಗದಿಂದ ಪ್ರತಿಭಟನೆಗಳನ್ನು ಹತ್ತಿಕ್ಕಬಹುದು ಎಂದು ಯೋಚಿಸಿರುವ ಇಂತಹ ಸರಕಾರಗಳು ಪ್ರಜಾಪ್ರಭುತ್ವಕ್ಕೆ ಮಾತ್ರವಲ್ಲ ನಮ್ಮ ದೇಶದ ಭವಿಷ್ಯಕ್ಕೆ ಮಾರಕವಾಗಿದೆ . ಕೇಂದ್ರ ಸರಕಾರ ಇದೀಗ ಎನ್‌ಪಿಆರ್‌ನ್ನು ನಡೆಸಲು ಹೊರಟಿರುವುದನ್ನು ವಿರೋಧಿಸುತ್ತಿದ್ದೇವೆ . ಗೃಹ ಮಂತ್ರಿ ಅಮಿತ್ ಶಾ ಹೇಳಿದ ಹಾಗೆ ಇದೊಂದು ಎನ್‌ಆರ್‌ಸಿಯ ಮೊದಲ ಹಂತವಾಗಿದೆ . ದೇಶವನ್ನು ಧರ್ಮದ ಆಧಾರದಲ್ಲಿ ವಿಭಜಿಸುವ ಯಾವುದೇ ಕ್ರಮಗಳನ್ನು ನಾಗರಿಕ ಜನತೆ ಒಕ್ಕೊರಲಿನಿಂದ ಐಕ್ಯರಾಗಿ ವಿರೋಧಿಸುತ್ತಿದೆ . ನಾವೆಲ್ಲರೂ ಸಿಎಎ / ಎನ್‌ಆರ್ ಸಿ / ಎನ್‌ಪಿಆರ್ ನ್ನು ಬಹಿಷ್ಕರಿಸುತ್ತೇವೆ ಹಾಗೂ ತಿರಸ್ಕರಿಸುತ್ತೇವೆ . ಈ ಎಲ್ಲಾ ನಿರ್ಧಾರ / ಕಾನೂನುಗಳನ್ನು ಹಿಂಪಡೆಯುವ ತನಕ ನಾಗರಿಕ ಸಮಾಜದ ಹೋರಾಟ ನಿರಂತರವಾಗಿ ಮುಂದುವರಿಯಲಿದೆ .

ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಉಪಸ್ಥಿತಿ :

೧ . ಅಮರಶಿಲ್ಪಿ ಜಕಣಾಚಾರಿಯವರ ಸಂಸ್ಕಾರಣಾ ದಿನಾಚರಣೆಯನ್ನು ಸರ್ಕಾರದ ಈ ಕಾರ್ಯಕ್ರಮವನ್ನಾಗಿ ಆಚರಿಸುವುದು . ೨ . ಕರ್ನಾಟಕ ಸರ್ಕಾರದ ಯಾವುದಾದರೊಂದು ವಿಶ್ವವಿದ್ಯಾಲಯಕ್ಕೆ ಅಮರಶಿಲ್ಪಿ ಜಕಣಾಚಾರಿಯವರ ಹೆಸರನ್ನು ಇಡುವುದು . ೩ . ಅಮರಶಿಲ್ಪಿ ಜಕಣಾಚಾರಿಯವರ ಪುತ್ತಳಿಯನ್ನು ಬೇಲೂರಿನ ಚೆನ್ನಕೇಶವ ದೇವಸ್ಥಾನದ ಆವರಣದಲ್ಲಿ ಸ್ಥಾಪಿಸುವುದು . ೪ . ಕಲಬುರಗಿ ಜಿಲ್ಲೆಯ ವಿಮಾನ ನಿಲ್ದಾಣಕ್ಕೆ ಜಕಣಾಚಾರಿಯವರ ಹೆಸರನ್ನು ಇಡುವುದು , ೫ . ವಿಶ್ವಕರ್ಮ ಅಭಿಎಸೃದ್ದಿ ನಿಗಮಕ್ಕೆ ಸಮಾಜದವರು ಸಾಲಕ್ಕಾಗಿ ಅರ್ಜಿ ಸಲ್ಲಿಸಿದವರ ಸಂಖ್ಯೆ : ೧ ಲಕ್ಷ ೨ ಸಾವಿರ ( ಒಂದು ಲಕ್ಷದ ಎರಡು ಸಾವಿರ ) ಇದನ್ನು ಪೂರೈಸಲು ೨೦೦ ಕೋಟಿ ರೂ . ಗಳ ಹಣವನ್ನು ತಕ್ಷಣ ಬಿಡುಗಡೆ ಮಾಡುವುದು . ೬ . ಗ್ರಾಮಾಂತರ ಪ್ರದೇಶದಲ್ಲಿರುವ ಕಬ್ಬಿಣ ಮತ್ತು ಮರಗೆಲಸದವರಿಗೆ ಸರ್ಕಾರದ ಅನೇಕ ಯೋಜನೆಗಳ ಮೂಲಕ ಜಿಲ್ಲಾ , ತಾಲ್ಲೂಕು ಮತ್ತು ಗ್ರಾಮ ಪಂಚಾಯಿತಿಗಳ ಮುಖಾಂತರ ವಿಶೇಷ ಆರ್ಥಿಕ ನೆರವು ಜಾರಿಗೆ ತರುವುದು . ೭ ಚಿನ್ನ – ಬೆಳ್ಳಿ ಕೆಲಸಗಾರರ ಮೇಲೆ ಸರ್ಕಾರದ ಆದೇಶವಿದ್ದರೂ ಪೊಲೀಸರಿಂದ ನಿರಂತರ ದೌರ್ಜನ್ಯ ನಡೆಯದಂತೆ ಸೂಕ್ತ ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದು , ೮ . ಪಂಚ ಕಸಬುಗಳಿಗೆ ಅನುಸಾರವಾಗಿ ಪಂಚ ಪೀಠಗಳಾದ ವರವಿಯ ಮೌನೇಶ್ವರ , ಶಿರಸಂಗಿಯ ಕಾಳಿಕಾದೇವಿ , ಚಿಕ್ಕಲ್ಲೂರಿನ ಶ್ರೀ ಸಿದ್ದಪ್ಪಾಜಿಯ ದೇವಾಲಯ ಮತ್ತು ಚಿಕ್ಕಬಳ್ಳಾಪುರ ತಾಲ್ಲೂಕು ಪೋತಲೂರು ಶ್ರೀ ವೀರಬ್ರಹೇಂದ್ರಸ್ವಾಮಿ ದೇವಾಲಯ ( ಪಾಪಾಗ್ನಿ ಮಠ ) ಅಲ್ಲದೇ ತಿಂಥಣಿಯ ಶ್ರೀ ಮೌನೇಶ್ವರ ದೇವಾಲಯಗಳನ್ನು ಅಭಿವೃದ್ದಿ ಪಡಿಸಲು ಪ್ರಾಧಿಕಾರ ರಚಿಸುವುದು . ೯ . ಇತಿಹಾಸ ಉಳಿಸುವ ಮತ್ತು ಬೆಳೆಸುವ ವೃತ್ತಿಗಳಾದ ಪಂಚ ಕಸುಬುಗಳಿಗೆ ಸಂಬಂಧಪಟ್ಟಂತೆ ವಿಶ್ವವಿದ್ಯಾಲಯವನ್ನು ಸ್ಥಾಪಿಸುವುದು .

CAA uses religion as legal criterion for determining Indian citizenship

1. We, denounce the communally inspired Citizenship Amendment Bill 2019. It uses religion as legal criterion for determining Indian citizenship. The stated intent of the Bill to provide refuge to persecuted minorities from Pakistan, Bangladesh and Afghanistan seems to camouflage the discrimination and division on the basis of religion. It violates the pluralistic fabric of the country.

2. The idea of India that emerged from the independence movement, architects of the nation, and as enshrined in our constitution, is that of a country that aspires to treat people of all faiths equally. The use of religion as a criterion for citizenship in the concerned bill would mark a radical break with this history and would be inconsistent with the basic structure of the constitution.

3. The articles 14 & 15 of the Indian constitution prohibit the State from denying “to any person equality before the law and from discrimination on the basis of religion, caste and creed. The Bill passed by both the houses of parliament violates the spirit of the Constitution and its basic structure.

4.The bill also violates Assam Accord 1985 which fixes 25.03.1971 as the cut-off date for the detection of foreigners in Assam. As such arbitrarily nullifying this Accord will disturb the peaceful atmosphere in the Northern East regions. We reject this unconstitutional and draconian bill.

5. We appeal to the honorable President of India to use his good office to stop the injustice and communal targeting of people through such draconian law. We also appeal to the honorable Supreme Court of India to take suo moto notice of the condemnable majoritarian legislation whereby the basic structure of the constitution will be destroyed.

Ms. Jayamala has been misguided in her attempt to help sex workers. She has taken the view that sex work should be either abolished or rehabilitated

On December 15th 2019 an article was published in Praja Vani on sex workers which has-a lot of false information that would further marginalize sex workers and more jmportantly adversely affect HIV prevention work in Karnataka. . The article mentions KSAPS as encouraging sex work through distributing condoms and recruiting minor girls for such distribution which converts such minors also as sex workers. This is a statement of defamation as KSAPS has a clear recruitment policy and no minors are employed by any NGOS/CBOS in any of the projects across all districts of Karnataka. Such false allegations only undermine the HIV prevention work which is critical ås in the past two decades Karnataka has shown remarkable results in bringing infection rates across all populations of the State. Ashodaya Samithi as a sex workers’ organization wishes to point out that NACO and KSAPS are part of the government which would never encourage sex work but is mandated to control HIV infections and provide therapeutic treatment to all those who are already infected to prolong and improve the quality of their lives. The purported study that is mentioned in the article seems mere arbitrary aggregation of data with little or no scientific basis. The article also provides some data on human trafficking for sex work which is also not factual. We wish to bring to your notice that as per Supreme Court guidelines most of the community based organizations have installed a self regulatory board in the organization comprising of sex workers and representatives from CWC, WCD, police, etc, to address the issue of trafficking and each new individual found in the field is brought before the board and counseled. If it is found that the individual is a minor or does not wish to continue sex work, then such a person is reintegrated to their families or placed in government shelter homes for skills building and employment placement. It is a moot point to note here that it is a sex worker in the field who would recognize a minor and hence her help and assistance is solicited to prevent minors from entering into sex work. All CBOS vehemently oppose minors entering into sex work. The article further states that KSAPS has been distributing huge funds which encourage sex workers to continue to do the work instead of being rehabilitated. KSAPS has not been distributing funds on time, ever, and records would throw it up. Despite delays ranging from six months to one and half years in fund disbursements, projects are continued to be implemented because the community cares for themselves and knows they need to do it to prevent their sisters from getting infected. The research team should have done an audit on disbursements before making such an incorrect statement. It is important to identify populations that are vulnerable to HIV such as Female sex workers, homosexual persons, Transgender persons and injecting drug users. Hence the outreach is not only to provide safe measurers to these populations but also to ensure HIV is not transmitted through them. Karnataka has a HIV prevalence of less that 1% among the general population which speaks volumes about the success of NACO/KSAPS program and hence the article in Praja Vani is only attempting to further marginalize sex workers and not really stating Facts. The study by Ms Jayamala needs to be scrutinized under scientific and public health related experts for it to be published. But this newspaper has jumped the gun without consulting CBOS. In conclusion it is important to note that Ms. Jayamala has been misguided in her attempt to help sex workers. She has taken the view that sex work should be either abolished or rehabilitated. While it may work for a few thousand women, for lakhs of women who have preferred to do sex work for a living it does not apply. While rehabilitation as an idea is good, it will work only for aged sex workers and hence defeat the very purpose of the thinking. As sex workers says, “My body, my right” and please don’t decide about us without bring us to the table. The articles are poorly written and do not present the right picture at all besides being highly judgmental about the government, about the communities and about HIV prevention.
