बेंगलुरु, 29 मई — जैन समुदाय के सदस्यों ने जैन डेवलपमेंट फोरम के बैनर तले बुधवार को बेंगलुरु के फ्रीडम पार्क में एक शांतिपूर्ण उपवास सत्याग्रह की शुरुआत की। इस आंदोलन का उद्देश्य कर्नाटक सरकार से लंबे समय से लंबित मांगों को पूरा करवाना है।
इस सत्याग्रह का नेतृत्व बाबूभाई मेहता (अध्यक्ष), इंदर कुमार नाहर (चेयरमैन), ललित डाकलिया (सचिव), कविता जैन, सुशील तलेसरा, और अन्य वरिष्ठ सदस्यों द्वारा किया जा रहा है। फोरम का कहना है कि राज्य में अल्पसंख्यक मामलों में जैन समुदाय की अनदेखी लगातार हो रही है और इसे अब खत्म किया जाना चाहिए।
फोरम ने सात मुख्य मांगें रखी हैं, जिनमें विकासात्मक सहायता, संस्थागत प्रतिनिधित्व और धार्मिक-सांस्कृतिक विरासत की रक्षा शामिल है।
जैन डेवलपमेंट फोरम की प्रमुख मांगें:
1. जैन डेवलपमेंट कॉर्पोरेशन की स्थापना जैन समुदाय ने एक स्वतंत्र जैन विकास निगम की स्थापना की मांग की है, जिसे ₹200 करोड़ वार्षिक बजट या अल्पसंख्यक कल्याण विभाग के कुल बजट का 20% आवंटित किया जाए।
2. अल्पसंख्यक छात्रावासों में आरक्षण प्रत्येक जिले में जैन छात्रों के लिए एक छात्रावास, और जहां जैन जनसंख्या अधिक है या शैक्षिक केंद्र हैं, वहां दो छात्रावास आरक्षित किए जाएं। शुद्ध शाकाहारी छात्रावासों में 50% सीटें जैन छात्रों के लिए आरक्षित की जाएं।
3. कर्नाटक अल्पसंख्यक विकास निगम (KMDC) में प्रतिनिधित्व फोरम ने कहा कि अब तक KMDC के चेयरमैन पद पर किसी जैन की नियुक्ति नहीं हुई है, और न ही कोई जैन निदेशक बनाया गया है। उन्होंने दो जैन निदेशकों की तत्काल नियुक्ति और चेयरमैन पद को अल्पसंख्यक समुदायों के बीच चक्रीय रूप से साझा करने की नीति लागू करने की मांग की है।
4. राज्य अल्पसंख्यक आयोग में प्रतिनिधित्व इसी प्रकार, फोरम ने कर्नाटक राज्य अल्पसंख्यक आयोग में जैन सदस्यों की नियुक्ति की मांग की है। साथ ही चेयरमैन पद को भी सभी मान्यता प्राप्त अल्पसंख्यक समुदायों में रोटेशन के आधार पर देने की नीति बनाई जाए।
5. आरक्षण में वृद्धि जैन समुदाय को वर्तमान में अल्पसंख्यक विभाग के तहत 5% आरक्षण प्राप्त है, जिसे फोरम ने अपर्याप्त बताया है। उन्होंने इसे बढ़ाकर 20% करने की मांग की है, ताकि समुदाय की शैक्षणिक और आर्थिक आवश्यकताओं को पूरा किया जा सके।
6. जैन मंदिरों और विरासत संपत्तियों की सुरक्षा फोरम ने सरकार से प्राचीन जैन मंदिरों और उनकी संपत्तियों की रक्षा के लिए सख्त कानून बनाने की मांग की है। इसके अलावा, एक व्यापक सर्वेक्षण कर सभी ऐतिहासिक स्थलों की पहचान कर अवैध अतिक्रमण हटाए जाने की आवश्यकता भी जताई गई है।
7. जैन मंदिरों में सुरक्षा और आधारभूत सुविधाएं प्राचीन जैन मंदिरों की सुरक्षा हेतु, फोरम ने सीसीटीवी कैमरे, सौर ऊर्जा आधारित लाइटिंग, बिजली की आपूर्ति, और सुरक्षा कर्मियों की नियुक्ति की मांग की है।
समानता और न्याय की शांतिपूर्ण पुकार
प्रदर्शन के दौरान फोरम नेताओं ने कहा कि जैन समुदाय राज्य की सांस्कृतिक और आर्थिक प्रगति में लगातार योगदान देता रहा है, लेकिन उसे आज तक निर्णय लेने वाली संस्थाओं में पर्याप्त प्रतिनिधित्व नहीं मिला है।
“हम हमेशा अहिंसा और विकास में विश्वास करते हैं, लेकिन आज तक हमारी बातों को अनसुना किया गया,” फोरम अध्यक्ष बाबूभाई मेहता ने कहा। “हम कोई विशेषाधिकार नहीं, बल्कि केवल न्याय और मान्यता की मांग कर रहे हैं।”
फोरम ने स्पष्ट किया कि जब तक सरकार इन मुद्दों पर गंभीर और सकारात्मक कदम नहीं उठाती, उनका आंदोलन शांतिपूर्वक जारी रहेगा। उन्होंने कर्नाटक सरकार से आग्रह किया कि वह अल्पसंख्यक कल्याण संसाधनों का न्यायसंगत वितरण, संस्थागत भागीदारी, और धार्मिक स्थलों की सुरक्षा सुनिश्चित करे।
Bangalore, May 29 — Members of the Jain community, under the banner of the Jain Development Forum, began a “Fasting Satyagraha” at Freedom Park in Bengaluru, raising a series of long-pending demands to the Karnataka government. The peaceful protest is being led by Babubhai Mehta (President), Inder Kumar Nahar (Chairman), Lalit Dakliya (Secretary), Kavita Jain, Sushil Talesara, and other forum members.
The protesters are calling attention to what they describe as a consistent neglect of the Jain community’s needs and representation in state minority affairs. They have put forth seven major demands aimed at securing developmental support, institutional representation, and protection of their religious and cultural heritage.
Key Demands Raised by the Jain Development Forum:
1. Creation of a Jain Development Corporation The community has demanded the establishment of a dedicated Jain Development Corporation, with an annual allocation of ₹200 crore, or 20% of the Minority Welfare Department’s budget.
2. Reservation in Minority Hostels The Forum is seeking reservation of hostels for Jain students across all districts. They are asking for at least one hostel per district, and two in areas with larger Jain populations or educational centers. If hostels are vegetarian-only, half the seats should be reserved for Jain students, they said.
3. Inclusion in the Karnataka Minority Development Corporation (KMDC) Protesters pointed out that the Jain community has never been given the Chairman’s post in KMDC, nor has any Jain been appointed as Director. They demand two Jain directors be appointed immediately, and call for a rotation policy for the Chairman’s position among all minority groups.
4. Representation in the State Minority Commission Highlighting a similar lack of inclusion, the community is demanding appointment of Jain members to the Karnataka State Minorities Commission, and for the Chairman’s post to be rotated among all recognized minorities.
5. Enhanced Reservation Quota The Jain community currently receives 5% reservation under minority provisions, which the Forum says is inadequate. They are demanding this be raised to 20%, reflecting their educational and economic needs.
6. Protection of Jain Temples and Heritage Properties The community is urging the government to enact stringent legislation for the protection of ancient Jain temples and properties. They are also calling for a comprehensive survey to identify and secure these heritage sites, along with steps to eliminate encroachments.
7. Security and Infrastructure at Jain Temples To safeguard religious sites, the Forum is demanding the installation of CCTV cameras, solar lighting, electricity, and the deployment of security personnel at ancient Jain temples throughout Karnataka.
A Call for Equal Recognition
Speaking at the protest, Forum leaders emphasized that the Jain community continues to contribute significantly to the state’s cultural and economic landscape, yet remains underrepresented in key policy-making and development bodies. They warned that unless these issues are addressed, the community will continue its peaceful agitation until justice is served.
The Forum urged the Karnataka government to take immediate action, ensuring equitable distribution of minority welfare resources and fair representation across institutions.
