ಬೆಂಗಳೂರು, ಏಪ್ರಿಲ್ 16: ಕರ್ನಾಟಕ ರಾಜ್ಯ ಹಿಂದುಳಿದ ಜಾತಿಗಳ ಒಕ್ಕೂಟ ಹಾಗೂ ಕರ್ನಾಟಕ ಶೋಷಿತ ಸಮುದಾಯಗಳ ಮಹಾಒಕ್ಕೂಟದ ವತಿಯಿಂದ, ಸಾಮಾಜಿಕ, ಆರ್ಥಿಕ ಹಾಗೂ ಶೈಕ್ಷಣಿಕ ಸಮೀಕ್ಷೆಯ ಜಾರಿ ಸಂಬಂಧಿಸಿದ ಸಾಧಕ-ಬಾಧಕ ಅಂಶಗಳ ಕುರಿತು ಪ್ರಮುಖ ಮುಖಂಡರ ಸಭೆ ಇಂದು ನಡೆಯಿತು.
ಸಭೆಯಲ್ಲಿ ಮಹಾಒಕ್ಕೂಟದ ಪ್ರಧಾನ ಸಂಚಾಲಕರಾದ ಕೆ.ಎಂ. ರಾಮಚಂದ್ರಪ್ಪ, ಮಾವಳ್ಳಿ ಶಂಕರ್, ಇಂದೂಧರ ಹೊನ್ನಾಪುರ, ಅನಂತ ನಾಯ್ಕ್ ಮತ್ತು ಇತರರು ಭಾಗವಹಿಸಿ ಸಮೀಕ್ಷಾ ವರದಿಯ ಮಹತ್ವ ಮತ್ತು ಅದರ ಜಾರಿಗೆ ಎದುರಾಗುತ್ತಿರುವ ಅಡೆತಡೆಗಳ ಕುರಿತು ವಿವರವಾಗಿ ಮಾತನಾಡಿದರು.
ಮಹಾಒಕ್ಕೂಟದ ಹೇಳಿಕೆಯಲ್ಲಿ, “ರಾಜ್ಯದಲ್ಲಿನ ಯಾವುದೇ ಆಯೋಗಗಳು ಈ ವರದಿಯನ್ನು ನಿಗದಿಪಡಿಸಿಲ್ಲ. ಇನ್ನು ಮುಂದೆ ನಾವು ಜಾಗೃತರಾಗಿದ್ದು, ನಮ್ಮ ಹಕ್ಕುಗಳಿಗಾಗಿ ಶಕ್ತಿಯನ್ನು ಪ್ರದರ್ಶಿಸಬೇಕಾಗಿದೆ. ಯಾವುದೇ ಕಾರಣಕ್ಕೂ ಜಾತಿ ಸಮೀಕ್ಷಾ ವರದಿಯನ್ನು ತಡೆಯುವುದು ನ್ಯಾಯಸಮ್ಮತವಲ್ಲ. ಈ ವಿಷಯವನ್ನು ಸಾರ್ವಜನಿಕ ಚರ್ಚೆಗೆ ಒಳಪಡಿಸಬೇಕಾಗಿದೆ,” ಎಂದು ತಿಳಿಸಲಾಗಿದೆ.
ಪ್ರಧಾನ ಸಂಚಾಲಕ ಕೆ.ಎಂ. ರಾಮಚಂದ್ರಪ್ಪ ಅವರು ಮಾತನಾಡುತ್ತಾ, “ಈ ಜಾತಿ ಸಮೀಕ್ಷಾ ವರದಿಗೆ ಸುಮಾರು 165 ಕೋಟಿ ರೂಪಾಯಿ ವೆಚ್ಚವಾಗಿದ್ದು, ಅದನ್ನು ಅವೈಜ್ಞಾನಿಕ ಎಂದು ಖಾತರಿಪಡಿಸುವುದು ಅನ್ಯಾಯವಾಗಿದೆ. ಈ ವರದಿಯನ್ನು ವಿರೋಧಿಸುವ ಜನಪ್ರತಿನಿಧಿಗಳನ್ನು ಮನವೊಲಿಸಲು ಪ್ರಯತ್ನಿಸಲಾಗುವುದು. ಅವು ಫಲ ನೀಡದಿದ್ದಲ್ಲಿ, ಅವರ ನಿವಾಸಗಳ ಮುಂದೆ ಶಾಂತಿಯುತ ಪ್ರತಿಭಟನೆ ನಡೆಸಲಾಗುವುದು,” ಎಂದು ಎಚ್ಚರಿಸಿದರು.
ಇಂದೂಧರ ಹೊನ್ನಾಪುರ ಅವರು, “ಸಮೀಕ್ಷಾ ವರದಿಯನ್ನು ಕುಲಕೂಷವಾಗಿ ಒದಡದೆ ವಿರೋಧಿಸುವುದು ಅಚಿಂತನೀಯ. ಜಾತಿ ಗಣತಿ ಪರವಾಗಿ ಮಾತನಾಡುತ್ತಿರುವ ರಾಹುಲ್ ಗಾಂಧಿಯವರ ಬೆನ್ನಿಗೆ ನಿಲ್ಲದೇ, ಅದೇ ಪಕ್ಷದ ಕೆಲವು ನಾಯಕರು ವಿರೋಧಿಸುತ್ತಿರುವುದು ವಿಪರ್ಯಾಸವಾಗಿದೆ,” ಎಂದು ತೀವ್ರ ವಾಗ್ದಾಳಿ ನಡೆಸಿದರು.
ಮಾವಳ್ಳಿ ಶಂಕರ್ ಅವರು, “ಸಮೀಕ್ಷಾ ವರದಿಯ ಬಗ್ಗೆ ಸಚಿವ ಸಂಪುಟದ ಚರ್ಚೆಗೆ ಮುನ್ನ ನಿರ್ಧಾರ ಪ್ರಕಟಿಸುವ ಪ್ರಯತ್ನ ಸಿದ್ದರಾಮಯ್ಯ ಅವರ ನಾಯಕತ್ವವನ್ನು ದುರ್ಬಲಗೊಳಿಸಲು ನಡೆದಿದೆ. ದುರ್ಬಲ ಜಾತಿಗಳ ಮೇಲೆ ಈ ರೀತಿಯ ದಬ್ಬಾಳಿಕೆ ಅಸಹ್ಯ,” ಎಂದು ಹೇಳಿದರು.
ಅನಂತ ನಾಯ್ಕ್ ಅವರು, “ರಾಜಕೀಯ ಲಾಭಕ್ಕಾಗಿ ವರದಿಯ ಜಾರಿಗೆ ಅಡ್ಡಿಪಡಿಸುವುದಾದರೆ, ಶೋಷಿತ ಸಮುದಾಯಗಳು ಬೃಹತ್ ಹೋರಾಟಕ್ಕೆ ತಯಾರಾಗುತ್ತವೆ,” ಎಂದು ಎಚ್ಚರಿಕೆ ನೀಡಿದರು.
ಬೆಂಗಳೂರು: ರಾಜ್ಯದ ಹಿಂದುಳಿದ ವರ್ಗದ ಪ್ರವರ್ಗ-1ಕ್ಕೆ ಸೇರಿದ ಅಲೆಮಾರಿ ಹಾಗೂ ಅರೆ ಅಲೆಮಾರಿ ಜನಾಂಗದ ಸಮುದಾಯಗಳು ಹಲವು ವರ್ಷಗಳಿಂದ ಬೀದಿಬದಿಗಳು ಹಾಗೂ ಖಾಲಿ ಸರ್ಕಾರಿ ಜಾಗಗಳಲ್ಲಿ ಗುಡಿಸಲು-ಡೇರೆಗಳಲ್ಲಿ ವಾಸವಿದ್ದು, ಸೂಜಿ-ದಾರ, ಪಿನ್ನು, ಬೀಗ ರಿಪೇರಿ, ಬಾಂಡೆ ವ್ಯಾಪಾರ, ಧಾರ್ಮಿಕ ಭಿಕ್ಷಾಟನೆ, ಭವಿಷ್ಯವಾಣಿ, ಗಿಣಿ ಭವಿಷ್ಯ, ಮೀನುಗಾರಿಕೆ, ಬಲೆ ಹೆಣೆದು ಮಾರಾಟ, ದನ-ಮೇಕೆ ಸಾಕಾಣಿಕೆ ಇತ್ಯಾದಿ ಮೂಲಕ ತಮ್ಮ ಜೀವನ ನಿರ್ವಹಿಸುತ್ತಿದ್ದಾರೆ. ಇವರು ಅತ್ಯಂತ ಕಷ್ಟಕರ ಹಾಗೂ ಶೋಚನೀಯ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿ ಬದುಕು ಸಾಗಿಸುತ್ತಿರುವ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಈ ಸಮುದಾಯದ ಸಮಗ್ರ ಅಭಿವೃದ್ಧಿಗೆ ಸರ್ಕಾರ ತ್ವರಿತ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕೆಂದು ಅಲೆಮಾರಿ ಹಾಗೂ ಅರೆ ಅಲೆಮಾರಿ ಸಮುದಾಯ ಒಕ್ಕೂಟ ಒತ್ತಾಯಿಸಿದೆ.

ಒಕ್ಕೂಟದಿಂದ ಪ್ರಸ್ತಾಪಿಸಲಾದ ಪ್ರಮುಖ ಬೇಡಿಕೆಗಳು ಹೀಗಿವೆ:
1. ನೆಲಮಾಲಿಕೆ ಹಕ್ಕು:
ಕಳೆದ 10 ವರ್ಷಗಳಿಂದ ಸರ್ಕಾರಿ ಜಾಗಗಳಲ್ಲಿ ವಾಸಿಸುತ್ತಿರುವ ಅಲೆಮಾರಿ ಕುಟುಂಬಗಳಿಗೆ ಆ ಜಾಗಗಳನ್ನು ಪಹಣಿ ಪತ್ರದ ಆಧಾರದ ಮೇಲೆ ಹಕ್ಕು ನೀಡಬೇಕು.
ಈ ಸಮುದಾಯದವರಿಗಾಗಿ ರುದ್ರಭೂಮಿಗಾಗಿ ಸರ್ಕಾರಿ ಜಾಗವನ್ನು ಮೀಸಲಿಡಬೇಕು.
2. ಸಮುದಾಯ ಸೌಕರ್ಯಗಳು ಹಾಗೂ ಶಿಕ್ಷಣ:
ಅಲೆಮಾರಿ ಜನಾಂಗವಾಸವಿರುವ ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಸಮುದಾಯ ಭವನಗಳನ್ನು ನಿರ್ಮಿಸಬೇಕು.
ಮಕ್ಕಳಿಗಾಗಿ ವಸತಿ ಶಾಲೆಗಳನ್ನು ಪ್ರಾರಂಭಿಸಬೇಕು.
ಖಾಸಗಿ ಹಾಗೂ ಸರ್ಕಾರಿ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಈ ಮಕ್ಕಳಿಗೆ ನೇರ ಪ್ರವೇಶಕ್ಕೆ ಅವಕಾಶ ಕಲ್ಪಿಸಬೇಕು.
3. ದಾಖಲೆಗಳು ಹಾಗೂ ಪ್ರಮಾಣಪತ್ರಗಳು:
ವಿದ್ಯಾರ್ಥಿಗಳ ವರ್ಗಾವಣೆ ಪತ್ರ, ಜಾತಿ ಮತ್ತು ಆದಾಯ ಪ್ರಮಾಣಪತ್ರಗಳಲ್ಲಿ ಜಾತಿ ಮತ್ತು ಪ್ರವರ್ಗದ ಸ್ಪಷ್ಟ ಉಲ್ಲೇಖ ಇರಬೇಕು.
ಪಡಿತರ ಚೀಟಿ ಸೇರಿದಂತೆ ಎಲ್ಲ ಸರ್ಕಾರಿ ದಾಖಲೆಗಳಿಗಾಗಿ ವಿಶೇಷ ಕೋಶ ಸ್ಥಾಪಿಸಬೇಕು.
4. ಶೈಕ್ಷಣಿಕ ಮೀಸಲಾತಿ ಮತ್ತು ಅವಕಾಶಗಳು:
NEET ಮತ್ತು CET ಪರೀಕ್ಷೆಗಳಲ್ಲಿ ಈ ಸಮುದಾಯದವರಿಗೆ SC/ST ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ಇರುವ ಅವಕಾಶಗಳನ್ನು ನೀಡಬೇಕು.
5. ನಿಗಮ ಹಾಗೂ ಆಯೋಗ ರಚನೆ:
ಅಲೆಮಾರಿ ಅಭಿವೃದ್ಧಿ ನಿಗಮದ ಅಧ್ಯಕ್ಷರನ್ನು ಕೂಡಲೇ ನೇಮಿಸಿ ನಿಗಮಕ್ಕೆ ಹೆಚ್ಚಿನ ಅನುದಾನ ನೀಡಬೇಕು.
ಅಲೆಮಾರಿ ಮತ್ತು ಅರೆ ಅಲೆಮಾರಿ ಸಮುದಾಯಗಳ ಸ್ಥಿತಿಗತಿ ಅಧ್ಯಯನ ಮತ್ತು ಅಭಿವೃದ್ಧಿಗಾಗಿ ಅಲೆಮಾರಿ ಆಯೋಗವನ್ನು ಶೀಘ್ರದಲ್ಲೇ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ರಚಿಸಬೇಕು.
6. ಆಯವ್ಯಯದ ಅಂಶಗಳ ಅನುಷ್ಠಾನ:
2024-25ನೇ ಸಾಲಿನ ರಾಜ್ಯ ಬಜೆಟ್ನ ಪುಟ ಸಂಖ್ಯೆ 14 ರಲ್ಲಿನ ಚುಕ್ಕೆ ಗುರುತು 2 ಮತ್ತು 5ರಲ್ಲಿ ಅಲೆಮಾರಿ ಸಮುದಾಯದ ಅಭಿವೃದ್ಧಿಗೆ ಸೂಚಿಸಿದ ಕ್ರಮಗಳನ್ನು ತಕ್ಷಣವೇ ಜಾರಿಗೆ ತರಬೇಕು.
“ಈ ಎಲ್ಲ ಬೇಡಿಕೆಗಳು ಹಲವಾರು ವರ್ಷಗಳಿಂದ ಅನುದಿಗೊಂಡಿರುವ ಅಲೆಮಾರಿ ಮತ್ತು ಅರೆ ಅಲೆಮಾರಿ ಸಮುದಾಯಗಳ ನ್ಯಾಯಬದ್ಧ ಹಕ್ಕುಗಳನ್ನು ಪರಿಹರಿಸಲು ಸರ್ಕಾರ ತಕ್ಷಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು” ಎಂದು ಒಕ್ಕೂಟದ ಪದಾಧಿಕಾರಿಗಳು ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಒತ್ತಾಯಿಸಿದರು.
Bengaluru: The BBMP head office, which serves as the administrative hub of Bengaluru’s civic body, has been grappling with a severe water shortage for more than five months, with the existing water bank running completely dry.
Highlighting the issue, G.S. Gopal Raaj, Editor of City Today News, questioned the state of civic infrastructure and the accountability of the administration. “If the BBMP’s own head office is struggling for water, where should the common public go to seek help for their grievances? When the headquarters itself needs assistance, it reflects a deeper systemic failure,” he said.
The situation has also triggered public outrage over the usage of taxpayers’ money. “Where is our tax money going?” asked Raaj, echoing the sentiments of many residents frustrated with the lack of basic services.
As the crisis continues, citizens are urging immediate intervention and transparency in resource management.

ಬೆಂಗಳೂರು: ನಗರದ ನಾಗರಿಕ ಆಡಳಿತ ಕೇಂದ್ರವಾಗಿರುವ ಬೃಹತ್ ಬೆಂಗಳೂರು ಮಹಾನಗರ ಪಾಲಿಕೆ (ಬಿಬಿಎಂಪಿ) ಮುಖ್ಯ ಕಚೇರಿಯೇ ಕಳೆದ ಐದು ತಿಂಗಳಿಂದ ನೀರಿನ ಕೊರತೆಯನ್ನು ಎದುರಿಸುತ್ತಿದೆ. ಕಚೇರಿಯೊಳಗಿನ ನೀರಿನ ಬ್ಯಾಂಕ್ ಸಂಪೂರ್ಣ ಖಾಲಿಯಾಗಿರುವುದು ಈ ದುಸ್ಥಿತಿಗೆ ಸಾಕ್ಷಿಯಾಗಿದೆ.

ಇದರಿಂದ ತೆರಿಗೆದಾರರಲ್ಲಿ ಕೆನಕೆಯ ಭಾವನೆ ಮೂಡಿದ್ದು, “ನಮ್ಮ ತೆರಿಗೆ ಹಣ ಎಲ್ಲಿಗೆ ಹೋಗುತ್ತಿದೆ?” ಎಂಬ ಗಂಭೀರ ಪ್ರಶ್ನೆ ಎದ್ದಿದೆ.
ಈ ಬಿಕ್ಕಟ್ಟಿನ ನಡುವೆ ಸಾರ್ವಜನಿಕರು ತಕ್ಷಣದ ಕ್ರಮ ಮತ್ತು ಜವಾಬ್ದಾರಿತನದ ಆಡಳಿತಕ್ಕೆ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದಾರೆ.
