ಬೆಂಗಳೂರು: ಪೆರಿಫರಲ್ ರಿಂಗ್ ರಸ್ತೆ-2 (PRR-2) ಯೋಜನೆಗೆ ಸಂಬಂಧಿಸಿದಂತೆ, ಹೊಸೂರು ರಸ್ತೆ, ಮೈಸೂರು ರಸ್ತೆ, ತುಮಕೂರು ರಸ್ತೆಯ (ಬಿಎಂಟಿಸಿ ಡಿಪೋ, ಟ್ರಕ್ ಟರ್ಮಿನಲ್) ಭಾಗದಲ್ಲಿ ಭೂಸ್ವಾಧೀನ ಮಾಡಿ ರಸ್ತೆ ನಿರ್ಮಾಣ ಮಾಡುವುದನ್ನು 2005ರಲ್ಲಿ ಕರ್ನಾಟಕ ಸರ್ಕಾರ ರದ್ದುಪಡಿಸಿತ್ತು. ಆದರೆ 20 ವರ್ಷಗಳ ಬಳಿಕ, ದಿನಾಂಕ 20-01-2025 ರಂದು, ಅದೇ ಭೂಭಾಗದ ಮೇಲೆ ಮತ್ತೆ ಭೂಸ್ವಾಧೀನ ನೋಟೀಸ್ ನೀಡಲಾಗಿದೆ. ಈ ನಿರ್ಧಾರದಿಂದಾಗಿ 400ಕ್ಕೂ ಹೆಚ್ಚು ಕುಟುಂಬಗಳು ವಾಸವಿರುವ ಪ್ರದೇಶ ಅಪಾಯಕ್ಕೆ ಸಿಲುಕಿದೆ.

ಹಿನ್ನಲೆ:
2005 ಮತ್ತು 2006ರಲ್ಲಿ, ಬಿಎಡಿಎ (BDA) ಈ ಯೋಜನೆಗೆ ಭೂಸ್ವಾಧೀನ ನೋಟೀಸ್ ಹೊರಡಿಸಿತ್ತು. ಆದರೆ, ಹಲವಾರು ಗ್ರಾಮಸ್ಥರು, ಹಿಂದುಳಿದ ವರ್ಗದ ಜನರು, ದಲಿತರು ಮತ್ತು ದೈನಂದಿನ ಕೂಲಿಕಾರ್ಮಿಕರು ಈ ಭೂಮಿಯಲ್ಲಿ ವಾಸಸ್ಥಾಪನೆ ಮಾಡಿಕೊಂಡು ತಮ್ಮ ಜೀವನೋಪಾಯವನ್ನು ಕಟ್ಟಿಕೊಂಡಿದ್ದಾರೆ. ಸರ್ಕಾರದ ಆದೇಶದಂತೆ, 2005ರಲ್ಲಿ ರಸ್ತೆ ಮಾರ್ಗ ಬದಲಾಯಿಸಲಾಗಿತ್ತು. ಇದರಿಂದಾಗಿ, ಸ್ಥಳೀಯರು ತಮ್ಮ ಜೀವನ ಕಟ್ಟಿಕೊಳ್ಳಲು ಪ್ರಾರಂಭಿಸಿದರು.

ಪ್ರಸ್ತುತ ಸ್ಥಿತಿ:
20 ವರ್ಷಗಳ ಬಳಿಕ, ಮೊದಲಗಾದ ನೋಟೀಸ್‌ಗಳನ್ನು ಪುನಃ ಜಾರಿಗೊಳಿಸುವ ಮೂಲಕ, ಈ ಪ್ರದೇಶದ ನಿವಾಸಿಗಳಿಗೆ ಗಂಭೀರ ಸಮಸ್ಯೆ ಎದುರಾಗಲಿದೆ. ಈ ಪ್ರದೇಶದಲ್ಲಿ ಬಡವರು, ಅಲ್ಪಸಂಖ್ಯಾತರು, ಹಾಗೂ ಹಿಂದುಳಿದ ವರ್ಗದ ಜನರು ತಮ್ಮ ದುಡಿಮೆಯ ಆದಾಯದಿಂದ ಮನೆಗಳನ್ನು ನಿರ್ಮಿಸಿಕೊಂಡಿದ್ದಾರೆ. ಇದೀಗ, ಹೊಸ ನೋಟೀಸ್ ನೀಡುವುದರಿಂದ ಅವರ ಮನೆ ಮತ್ತು ಜೀವನ ಅಪಾಯದಲ್ಲಿದೆ.

ನಿವಾಸಿಗಳ ಆಗ್ರಹ:
ರಾಜ್ಯಾದ್ಯಕ್ಷ ಯಶೋಧ ಪಿ ನೇತೃತ್ವದಲ್ಲಿ ನಡೆದ ಪ್ರೆಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರು ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ, ಸ್ಥಳೀಯರು ತಮ್ಮ ಸಮಸ್ಯೆಗಳನ್ನು ವ್ಯಕ್ತಪಡಿಸಿದರು. ಜನರ ಜೀವನದ ಬಗ್ಗೆ ಯಾವುದೇ ಕಾಳಜಿ ಇಲ್ಲದಂತೆ ವರ್ತಿಸುತ್ತಿದೆ. 2005ರಲ್ಲಿ ರದ್ದುಗೊಂಡಿದ್ದ ಭೂಸ್ವಾಧೀನವನ್ನು ಮತ್ತೆ ಜಾರಿಗೆ ತರಬಾರದು” ಎಂದು ಅವರು ಒತ್ತಾಯಿಸಿದರು.

ನ್ಯಾಯಕ್ಕಾಗಿ ಹೋರಾಟ:
ನಿವಾಸಿಗಳು ಮತ್ತು ಹಕ್ಕುಪಾಲಕರ ಸಂಘಗಳು ಸರ್ಕಾರವನ್ನು ಈ ನಿರ್ಧಾರವನ್ನು ಹಿಂತೆಗೆದುಕೊಳ್ಳುವಂತೆ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದು, ವಕೀಲರ ನೆರವಿನಿಂದ ಹೈಕೋರ್ಟ್‌ನಲ್ಲಿ ಸಾರ್ವಜನಿಕ ಹಿತಾಸಕ್ತಿ ಅರ್ಜಿ (PIL) ಸಲ್ಲಿಸಲು ಸಿದ್ಧತೆ ನಡೆಸುತ್ತಿದ್ದಾರೆ.

ಸರ್ಕಾರದ ಸ್ಪಂದನೆ:
ಈ ಕುರಿತು ಅಧಿಕಾರಿಗಳ ಪ್ರತಿಕ್ರಿಯೆ ಇನ್ನೂ ಲಭ್ಯವಿಲ್ಲ. ಆದರೆ, ಸ್ಥಳೀಯರು ಸರ್ಕಾರ ಈ ನಿರ್ಧಾರವನ್ನು ಪುನರ್ ಪರಿಶೀಲಿಸಿ, ಬಡಜನರ ಹಕ್ಕುಗಳನ್ನು ಕಾಪಾಡಬೇಕೆಂದು ಆಗ್ರಹಿಸುತ್ತಿದ್ದಾರೆ.

Alliance Literary Festival 4.0 Explores the Rise of the Asian Century

Bengaluru, February 13, 2025: The fourth edition of the Alliance Literary Festival, organized by Alliance University, Bengaluru, commenced with thought-provoking discussions on Asia’s growing influence in global affairs. Themed The Asian Century, the festival brings together over 120 speakers from 25 countries, celebrating Asian culture, literature, politics, and innovation.

Inaugurating the event, former Union Minister Mani Shankar Aiyar highlighted the shift of global influence from the West to Asia. “The 21st century is poised to become the Asian century, not through domination but through dialogue, not through conquest but through collaboration. It is time for us to reclaim the Asian legacy of innovation, resilience, and intellectual achievement,” he stated.

Aiyar emphasized that the Asian century is not about constructing a new future from scratch but about reviving a rich and shared past. He pointed out that despite its growing influence, Asia lacks a pan-continental framework akin to the European Union. However, he expressed optimism that Asia’s history of collaboration and creativity could pave the way for a more unified future.

Dutch anthropologist Michiel Baas, speaking at the event, underscored the role of speculative fiction and vernacular literature in shaping perspectives on Asia’s future. “To understand the future of the Asian century, we need to read speculative fiction from the Global South and explore vernacular literature, which is increasingly gaining recognition worldwide,” he said.

The festival was also marked by the launch of Suburbian, a new magazine by the MA (Creative Writing) department of Alliance University, unveiled by renowned Japanese authors Asako Yuzuki, Kananko Nishi, and Erika Kobayashi.

Prominent figures participating in the event include Javed Akhtar, celebrated Indian screenwriter and lyricist; Anil Kumble, legendary cricketer; Sanjay Patel, Indian American animator and Oscar nominee; Rajdeep Sardesai, noted journalist; Perumal Murugan, acclaimed author; Aiyyo Shraddha, comedian and internet sensation; and Arun Yogiraj, renowned sculptor.

Abhay G. Chebbi, Pro-Chancellor of Alliance University, highlighted the festival’s mission of fostering intellectual exchange. “This festival offers a dynamic space for learning, dialogue, and discovery, bridging academic insights with real-world relevance,” he said.
