ಈ ನಮ್ಮ ಪತ್ರಕ್ಕೆ ಲಗತ್ತಿಸಿರುವ ಎನ್.ಹೆಚ್.ಎಮ್.ಒಳಗುತ್ತಿಗೆ ನೌಕರರು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುವ ಮನವಿ ಪತ್ರವನ್ನು ಲಗತ್ತಿಸಿದ್ದು ಇದರ ವಿವರಗಳು ಸ್ವಯಂವೇದ್ಯವಾಗಿದೆ. ಸುಮಾರು ಮುವತ್ತು ಸಾವಿರಕ್ಕು ಮಿಗಿಲಾದ ಸಂಖ್ಯೆಯಲ್ಲಿ ರಾಜ್ಯಾದ್ಯಂತ ತಮ್ಮ ಪಾಣ, ಆರೋಗ್ಯಗಳನ್ನು ಲೆಕ್ಕಸಿದ ಸೇವೆ ಮಾಡುತ್ತಿರುವ ಈ ನೌಕರರು ಇದೀಗ ಕಳೆದ 16(13.02.2023)ದಿನಗಳಿಂದ ಬೆಂಗಳೂರಿನ ಫ್ರೀಡಂ ಪಾರ್ಕ್‌ನಲ್ಲಿ ನಡೆಸುತ್ತಿರುವ ಹೋರಾಟದ ಬಗ್ಗೆ ತಮ್ಮ ಗಮನವನ್ನು ಸೆಳೆಯಬಯಸುತ್ತೇವೆ. ಈ ಹೋರಾಟವನ್ನು ಆರ್.ಪಿ.ಐ. ಸಕ್ರಿಯವಾಗಿ ಬೆಂಬಲಿಸುತ್ತದೆ. ಈ ಕೆಳಗೆ ಕಾಣಿಸಿರುವ ಸಂಘಟನೆಗಳೂ ಸಹ ಈ ನೌಕರರ ಹೋರಾಟವನ್ನು ಬೆಂಬಲಿಸುತ್ತವೆ. ಈ ನೌಕರರ ಪೈಕಿ ಬಹುತೇಕರು ಎಸ್ಸಿ/ಎಸ್ಟಿ ಮತ್ತಿತರೆ ಹಿಂದುಳಿದ ಶೋಷಿತ ಸಮುದಾಯಗಳಿಗೆ ಸೇರಿದವರಾಗಿದ್ದು ಇದು ಗಮನಾರ್ಹ ಸಂಗತಿ.

ಬೇಡಿಕೆಗಳು ನ್ಯಾಯೋಚಿತವಾಗಿದ್ದು ಸರ್ಕಾರವು ಕುರಿತು ಉದಾಸೀನ ಭಾವನೆ ತಳೆದಿದೆ. ಈ ಕುರಿತು ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಮಂತ್ರಿಗಳು ಅಥವಾ ಇಲಾಖೆಯ ವರಿಷ್ಠ ಅಧಿಕಾರಿಗಳು ಯಾವ ಕ್ರಮ ಜರುಗಿಸಿದ್ದಾರೆಂಬ ಮಾಹಿತಿಯೂ ಸಹ ಲಭ್ಯವಿಲ್ಲ. ಇವರ ಸೇವೆಯನ್ನು ಇತರೆ ಆರು ರಾಜ್ಯಗಳಲ್ಲಿ ಖಾಯಂಗೊಳಿಸಿರುವಂತೆ ಮತ್ತು ವಿನಾಂಕ: 27.02.2023ರಂದು ತೆಲಂಗಾಣ ರಾಜ್ಯದಲ್ಲಿ ಖಾಯಂ ಮಾಡಲು ಸಚಿವ ಸಂಪುಟದಲ್ಲಿ ತೀರ್ಮಾನ ಮಾಡಿರುತ್ತಾರೆ. ನಮ್ಮ ರಾಜ್ಯದಲ್ಲಿಯೂ ಸಹ ಖಾಯಂಗೊಳಿಸಲು ಸೂಕ್ತ ಕಾನೂನು ಕ್ರಮ ಜರುಗಿಸಲು ಆದೇಶಿಸಬೇಕೆಂದು ಒತ್ತಾಯಪೂರ್ವಕವಾಗಿ ಮನವಿ ಮಾಡುತ್ತಿದ್ದೇವೆ.

ಆರೋಗ್ಯ ಸಚಿವರಾದ ಡಾ.ಕೆ.ಸುಧಾಕರ್ ಅವರು ಈ ಒಳಗುತ್ತಿಗೆ ನೌಕರರ ಹೋರಾಟವನ್ನು ಬಹಳ ಹಗುರವಾಗಿ ಪರಿಗಣಿಸಿದ್ದಾರೆ. ವಿಧಾನಸಭೆಯಲ್ಲಿ ಶಾಸಕರೊಬ್ಬರು ಈ ಹೋರಾಟ ಕುರಿತು ಕೇಳಿದ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರಕೊಟ್ಟಿರುವ ಸಚಿವರು ಶೇ.15 ರಷ್ಟು ಸಂಬಳ ಹೆಚ್ಚುಸುತ್ತೇವೆಯೇ ಹೊರತು ಇವರ ಸೇವೆಯನ್ನು ಖಾಯಂಗೊಳಿಸುವುದಿಲ್ಲ ಉದ್ಧಟತನದ ಹೇಳಿಕೆ ನೀಡಿರುವುದನ್ನು ಆರ್.ಪಿ.ಐ. ತೀವ್ರವಾಗಿ ಖಂಡಿಸುವುದಲ್ಲದೆ ಇವರ

ಒಳಗುತ್ತಿಗೆ ನೌಕರರ ವಿರೋಧಿ ಧೋರಣೆಯ ವಿರುದ್ಧ ಹೋರಾಟ ನಡೆಸದೆ ಅನ್ಯಮಾರ್ಗವಿಲ್ಲ. ರಾಜ್ಯದ ಎಲ್ಲಾ ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳ ಮುಂದೆ 02.03.2023ಂದು ಏಕಕಾಲಕ್ಕೆ ಶಾಂತಿಯುತ ಧರಣಿ ಸತ್ಯಾಗ್ರಹ ನಡೆಸಿ ಸಚಿವರ ಉದಾಸೀನತೆಯನ್ನು ಖಂಡಿಸಲಾಗುವುದು. ಇದೇ ಸಂದರ್ಭದಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರವು ಈ ಒಳಗುತ್ತಿಗೆ ನೌಕರರನ್ನು ಖಾಯಂಗೊಳಿಸಲು ಸಕಾರಾತ್ಮಕ ಭರವಸೆ ನೀಡಲು ರಾಜ್ಯದ ಎಲ್ಲಾ ಆರೋಗ್ಯ ಕೇಂದ್ರಗಳ ಮುಖ್ಯಸ್ಥರ ಮೂಲಕ ಮುಖ್ಯಮಂತ್ರಿಗಳಿಗೆ ಮನವಿಪತ್ರ ರವಾನಿಸಲಾಗುವುದು, ಆರೋಗ್ಯ ಇಲಾಖೆಯ ಈ ಒಳಗುತ್ತಿಗೆ ನೌಕರರ ಹೋರಾಟವು ಮಾನವೀಯತೆಯ ಹೋರಾಟವಾಗಿದ್ದು ಇದನ್ನು ಮುಖ್ಯಮಂತ್ರಿಗಳು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಬೇಕೆಂದು ಒತ್ತಾಯಿಸುತ್ತೇವೆ.

ದೇಶದ ಆರು ರಾಜ್ಯಗಳಲ್ಲಿ (ರಾಜಸ್ಥಾನ, ಪಂಜಾಬ್, ಹಿಮಾಚಲಪ್ರದೇಶ, ಓರಿಸ್ಸಾ, ಮಣಿಪುರ, ಹರಿಯಾಣ) ಇವರ ಸೇವೆಯನ್ನು ಖಾಯಂಗೊಳಿಸಿರುವಾಗ ಕರ್ನಾಟಕದಲ್ಲಿ ಇವರನ್ನು ಖಾಯಂಗೊಳಿಸಲು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಬಹಳ ದೊಡ್ಡ ಹಣಕಾಸಿನ ಹೊರ ಆಗಲಾರದು.ನಮ್ಮ ರಾಜ್ಯ ಸರ್ಕಾರದ ಇಂದನ ಇಲಾಖೆಯಲ್ಲಿನ ಇಂತಹದೇ ಒಳಗುತ್ತಿಗೆ ನೌಕರರನ್ನು ಮತ್ತು ಪೌರ ಕಾರ್ಮಿಕರನ್ನು ಖಾಯಂಗೊಳಿಸಿರುವಷ್ಟು ಆರ್ಥಿಕ ಹೊರೆ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಇದರಿಂದ ಆಗಲಾರದು. ಶೇ 15%ರಷ್ಟು ವೇತನ ಹೆಚ್ಚಳವು 10-15 ಸಾವಿರ ವೇತನ ಪಡೆಯುವ ನೌಕರರಿಗೆ ಯಾವುದೇ ರೀತಿಯಲ್ಲಿ ಅನುಕೂಲವಾಗಿರುವುದಿಲ್ಲ ಎಂದು ರಿಪಬ್ಲಿಕನ್ ಪಾರ್ಟಿ ಆಫ್ ಇಂಡಿಯಾ ರಾಷ್ಟ್ರೀಯ ಕಾರ್ಯಾಧ್ಯಕ್ಷರಾದ ಡಾ.ಎಂ.ವೆಂಕಟಸ್ವಾಮಿ ಅವರು ಪತ್ರಿಕಾ ಗೋಷ್ಠಿಯಲ್ಲಿ ತಿಳಿಸಿದರು.
