Arokiaswamy blessed the Blood donation camp conducted on 10th Oct 2021 at St. Lourdes Church, Halasuru, Organized by Salve Regina Charitable Trust, with the support of Hosmat Hospital, Rotary Metro, Catholic Doctors Association & the Indian Red Cross Society. The drive was successful with around 250 participated in the divine blood donation camp.

“Home” is a place that can be wholeheartedly called as one’s own keeping alive memories that are made along with family is something cannot be accessed by all due to social & economic deprivation. Homeless are the ones who live in “the open or roadside, pavements, in hume-pipes, under fly-over and staircases or in the open in places of worship, mandaps, railway platforms etc”. But the amount of contribution the homeless population makes is incredible for they work as Cleaners in food industry, construction workers, waste pickers, street vendors, Head loaders, etc. hence we call them Citymakers who are invisible to the mainstream of society & often fall under unorganized sector.
There are 1.77 million homeless people in India, or 0.15% of the country’s total population, according to the 2011 census consisting of single men, women, mothers, the elderly, and the disabled. A recent survey of the homeless commissioned by BBMP in partnership with civil society organisations in November 2019 identified 4128 homeless (of who 22% are women and 3% are children). Now with Covid 19 pandemic the number of unemployed people and the homeless have increased.
Acknowledging their presence they are recognized all over the world on 10th of Oetober every year with the intention that the society can start recognizing their contribution. And therefore it is organized in the Bengaluru city to draw the attention of Government, ULB & the society.
We would like to draw the attention of the government and the general society through this press release:
The recent High Court order of 22d July’2021 to put up 84 shelters in Bengaluru & another 82 in other cities of Kamataka are welcomed as the Homeless can get a dignified life. Along with numbers quality of shelters and Rights of the Homeless are equally important.
The CSOS working on the issue demand the following points to be followed by the Government.
1. Government to frame guidelines to run the DAY-SUH program effectively by adopting NULM revised (2018) guidelines. 2 Need to form the Executive Committee under the chairpersonship of Municipal Commissioner for płanning and overseeing the working of shelters. In the cities less than a Million Deputy Commissioner may be given the lead. 3. Shelters shoukd be with rehabilitative services as per the NULM guidelines. NULM provides for range of services. However, most shelters are not yet offering those rehabilitative services. Our goal is to pursue not only for shelters but for shelters with rehabilitative services as per the already available provisions. 4. National Policy on Urban Homelessness. We require an all-inclusive poliey on Urban Homelessness. Any response as tokenism is not acceptable. It must be organized formal response and it is critical that there is a national policy that guides and drives all goverment interventions, programs and schemes 5. One third of the shelters should be dedicated to the old, sick and mentally ill homeless.
6. The shelters should be located near their work sites as far as possible or transportation facility should be arranged. 7. Need shelters attached to every Government hospital for the caretakers of poor patients. At present the care takers sleep on corridors and foot paths. 8. 10th October should be Declared as World Homeless Day. 9. Inclusion of Homeless citizens in voting Rights & Aadhar card & other government entitlement. Process should be simplified for the Homeless as they do not have a permanent address. 10. Enumeration of urban homeless in the coming census should be made without fail. 11. Repeal of Beggary Laws that criminalize homelessness in multiple ways. Several states in the country have beggary prevention legislations. All these laws are more or less similar in their approach towards the poor and homeless; they criminalize and punish people for being on the streets, being a destitute or having mental health issues. Informal sectors workers, daily wage laborer, ete. are all vulnerable for punitive action against them. The way Beggary has been defined under the law; it risks every homeless citizen. Unless we get these laws repealed, we will have our homeless citizens getting arrested and detained for years.

ಕಾಂಗ್ರೆಸ್ ನಾಯಕ ಮಲ್ಲಿಕಾರ್ಜುನ ಖರ್ಗೆ ತಮ್ಮ ರಾಜಕೀಯ ಸಂಧ್ಯಾಕಾಲದಲ್ಲಿದ್ದಾರೆ. ವೈಯಕ್ತಿಕವಾಗಿ ಅವರ ಬಗ್ಗೆ ನನಗೆ ಗೌರವವಿದೆ. ಆದರೆ ಅವರು ದಲಿತರಾಗಿ ಹುಟ್ಟಿದರೂ ದಲಿತರೊಂದಿಗೆ ಎಂದಿಗೂ ಗುರುತಿಸಿಕೊಳ್ಳದ ಬಲಿತ (ಎಲೈಟ್) ದಲಿತ ದಲಿತರಾಗಿದ್ದಾರೆ. ಕೇವಲ ರಾಜಕೀಯಕ್ಕಾಗಿ ದಲಿತತ್ವ ಮತ್ತು ಮೀಸಲಾತಿ ಬಳಸಿಕೊಂಡು ಅವರ ಜೀವನಪೂರ ಚುನಾವಣೆಗಳನ್ನು ಗೆದ್ದಿದ್ದಾರೆ. ಅವರ ಜೀವನದಲ್ಲಿ ದಲಿತರ ಕಲ್ಯಾಣಕ್ಕೆ ಯಾವತ್ತೂ ಏನನ್ನೂ ಮಾಡಿಲ್ಲ. ನನಗೆ ದಲಿತ ನಾಯಕ ಅಂತ ಹುದ್ದೆ ಕೊಡಬೇಡಿ ಪಕ್ಷ ನಿಷ್ಠೆ ನೋಡಿ ಕೊಡುವುದಾದರೆ ಮಾತ್ರ ಕೊಡಿ ಅನ್ನುತ್ತಾರೆ. ಅಂದರೆ ದಲಿತ ಕುಲದ ಬಗ್ಗೆ, ಆ ಕುಲದ ಜೊತೆ ಗುರುತಿಸಿಕೊಳ್ಳಲು ಅವರಿಗಿರುವ ಹಿಂಜರಿಕೆ, ಹೇವರಿಕೆ ಎಂತದ್ದು ಅನೇಕ ಸಲ ಸಾಬೀತಾಗುತ್ತಲೇ ಬಂದಿದೆ. ಇದೀಗ ಅವರು ತಮ್ಮ ಜೀವಮಾನದ ಪ್ರಮಾದವೊಂದನ್ನು ಮಾಡಿದ್ದಾರೆ. “ಕಲಬುರಗಿಯಲ್ಲಿ ಕಳೆದ ಲೋಕಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ನಾನು ಸೋಲಲು ಆರೆಸ್ಸೆಸ್ ಕಾರಣ” ಎಂದು ಹಲುಬಿದ್ದಾರೆ. ಅವರಿಗೆ ನಾನೊಂದು ಸವಾಲನ್ನು ಹಾಕುತ್ತಿದ್ದೇನೆ. ಬಿಜೆಪಿ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೋರ್ಚಾ ರಾಷ್ಟ್ರೀಯ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ, ದಕ್ಷಿಣ ರಾಜ್ಯಗಳ ಉಸ್ತುವಾರಿ ಸೇರಿದಂತೆ ಪಕ್ಷದ ಅನೇಕ ಹುದ್ದೆಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿರುವ ನನಗೆ ಇರುವ ರಾಜಕೀಯ ಮಾಹಿತಿ ಆಧರಿಸಿ ಈ ಸವಾಲು ಹಾಕುತ್ತಿದ್ದೇನೆ. ರಾಷ್ಟ ಚಿಂತನೆ, ದೇಶ ಪ್ರೇಮ, ಸಶಕ್ತ ದೇಶ ನಿರ್ಮಾಣ, ಎಲ್ಲಾ ಜನರ ಅಭ್ಯುದಯವನ್ನೇ ಉಸಿರಾಗಿಸಿಕೊಂಡಿರುವ ಆರೆಸ್ಸೆಸ್ ವಿರುದ್ಧ ಸುಳ್ಳು ಆರೋಪ ಸುರಿದು ತಮ್ಮಲ್ಲಿನ ಕ್ಷುಲ್ಲಕ ವ್ಯಕ್ತಿತ್ವದ ಚಹರೆ ತೋರಿರುವ ಖರ್ಗೆಯವರಿಗೆ ಬಹಿರಂಗ ಸವಾಲು ಹಾಕುತ್ತಿದ್ದೇನೆ. ತಮ್ಮ ಸೋಲಿಗೆ ಆರೆಸ್ಸೆಸ್ ಕಾರಣ ಎಂಬುದನ್ನು ಅವರು ಸಾಕ್ಷಿ ಸಮೇತ ನಿರೂಪಿಸಲಿ. ಇಲ್ಲವೇ ಭೇಷರತ್ ಕ್ಷಮೆ ಕೋರಲಿ.
ಖರ್ಗೆ ಅವರ ಸೋಲಿಗೆ ಸಿದ್ದರಾಮಯ್ಯ ಮತ್ತು ಅವರ ಪಟಾಲಂ ಕಾರಣ ಎಂಬುದು ಎಲ್ಲರಿಗೂ ಗೊತ್ತಿರುವ ಸತ್ಯ. ತಮ್ಮ ಪಕ್ಷದೊಳಗಿನ ಸಂಚಿನಿಂದ ಸೋತ ಅವರು ರಾಜಕೀಯ ರಹಿತ ಸಂಘಟನೆ ಆರೆಸ್ಸೆಸ್ ಮೇಲೆ ಧೂಳೆತ್ತಿ ಹಾಕಲು ಹೊರಟಿರುವುದನ್ನು ನಾನು ಉಗ್ರವಾಗಿ ಖಂಡಿಸುತ್ತೇನೆ. ಖರ್ಗೆ ಅವರನ್ನು ಸೋಲಿಸಲು ಸಿದ್ದರಾಮಯ್ಯ ಕಾಂಗ್ರೆಸ್ ಶಾಸಕರಾಗಿದ್ದ ಉಮೇಶ್ ಜಾಧವ್ ಅವರಿಂದ ರಾಜೀನಾಮೆ ಕೊಡಿಸಿ ಅವರ ರಾಜೀನಾಮೆಯನ್ನು ಆಗಿನ ಸ್ಪೀಕರ್ ರಮೇಶ್ ಕುಮಾರ್ ಅಂಗೀಕರಿಸುವಂತೆ ಮಾಡಿದರು, ಮಾಲೀಕಯ್ಯ ಗುತ್ತೇದಾರ್ , ಬಾಬುರಾವ್ ಚಿಂಚನಸೂರ್ ಸೇರಿದಂತೆ ಖರ್ಗೆ ವಿರೋಧಿಗಳನ್ನು ಒಂದು ಮಾಡಿ ಕಲಬುರಗಿ ಜಿಲ್ಲೆಯಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ನಿರ್ನಾಮ ಮಾಡಿದರು. ಖರ್ಗೆ ಸರ್ವಾಧಿಕಾರದಿಂದ ರೋಸತ್ತಿದ್ದ ನಾಯಕರು ಸಿದ್ದು ಮಾತು ಕೇಳಿ ಆ ಪಕ್ಷ ಬಿಟ್ಟರು. ನಂತರದ ಬೆಳವಣಿಗೆಯಲ್ಲಿ ಬಿಜೆಪಿ ತತ್ವ ಸಿದ್ದಾಂತ ಒಪ್ಪಿ ನಮ್ಮ ಪಕ್ಷಕ್ಕೆ ಸೇರ್ಪಡೆಯಾದರು. ತಮ್ಮದೇ ತಪ್ಪುಗಳಿಂದ ಎಲ್ಲರನ್ನೂ ಕಳೆದುಕೊಂಡ ಖರ್ಗೆ ಚುನಾವಣೆಯಲ್ಲಿ ಸೋಲುವಂತಾಯಿತು. ಸಿದ್ದರಾಮಯ್ಯ ಅವರೇ ಈ ಸೋಲಿಗೆ ವೇದಿಕೆ ಸಿದ್ಧಪಡಿಸಿದ್ದರು. ಈಗ ಸಿದ್ದರಾಮಯ್ಯ ಜತೆ ಸಂಬಂಧ ಸುಧಾರಣೆ ಮಾಡಿಕೊಂಡಿರುವ ಖರ್ಗೆ ಅವರು, ಅವರನ್ನು ಮೆಚ್ಚಿಸಲು ನಿಸ್ವಾರ್ಥ ಆರೆಸ್ಸೆಸ್ ಎಳೆದುತಂದಿದ್ದಾರೆ. ಇದು ಅವರ ರಾಜಕೀಯ ಎಡಬಿಡಂಗಿತನವನ್ನು ತೋರಿಸುತ್ತದೆ. ಕಾಂಗ್ರೆಸ್ ನಲ್ಲಿ ಅವರಿಗೆ ಇಕ್ಕಟ್ಟಾಗುತ್ತಿದೆ. ಮಹತ್ವ ಕಳೆದುಕೊಂಡು ಉಸಿರುಗಟ್ಟುತ್ತಿದೆ. ಹೀಗಾಗಿ ಇಂತಹ ಮಾತುಗಳನ್ನು ಆಡುತ್ತಿದ್ದಾರೆ. ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ತಮ್ಮನ್ನು ಸೋಲಿಸಿದ್ದು ಗೊತ್ತಿದ್ದರೂ ಅದನ್ನು ಬಲವಂತವಾಗಿ ಮರೆಯುವ ಪ್ರಯತ್ನ ಮಾಡುತ್ತ, ಅವರಿಗೆ ರಾಜಕೀಯ ಎದುರೇಟು ಕೊಡಲು ಶಕ್ತಿ ಇಲ್ಲದೆ ಸ್ವಾಭಿಮಾನ, ಹಠ, ಛಲವನ್ನು ಮರೆತು ಅವರ ಮುಂದೆ ಶರಣಾಗುತ್ತಿದ್ದಾರೆ. ಖರ್ಗೆ ಅವರೇ ಡಾ.ಬಿ.ಆರ್. ಅಂಬೇಡ್ಕರ್ ಅವರು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷ ಉರಿಯುವ ಮನೆ ಅದನ್ನು ಬಿಟ್ಟು ಹೊರ ಬನ್ನಿ. ಇಲ್ಲದಿದ್ದರೆ ಸುಟ್ಟು ಭಸ್ಮ ವಾಗುತ್ತೀರಿ ಎಂದಿದ್ದರು. ಅದೇ ರೀತಿ ನಿಮಗೆ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದಲ್ಲಿ ಆಗಿದೆ. ಈಗ ಶರಣಾಗತಿ ಹಂತ ಮುಟ್ಟಿದ್ದೀರಿ. ನಿಮಗೆ ನಿಜಕ್ಕೂ ಸ್ವಾಭಿಮಾನ ಇದ್ದರೆ ಈಗಲಾದರೂ ಬಾಬಾ ಸಾಹೇಬರ ಮಾತಿನ ಮೇಲೆ ಗೌರವ ಬಂದಿದ್ದರೆ ಕೂಡಲೇ ಕಾಂಗ್ರೆಸ್ ತ್ಯಜಿಸಿ ಹೊರ ಬನ್ನಿ. ಕೊನೆಗಾಲದಲ್ಲಿ ಪಾಪ ಪ್ರಾಯಶ್ಚಿತ್ತ ಮಾಡಿಕೊಳ್ಳಿ. ಆರೆಸ್ಸೆಸ್ ವಿರುದ್ಧ ನೀವು ನೀಡಿರುವ ಹೇಳಿಕೆಗೆ ಕ್ಷಮೆ ಕೇಳಿ. ನಮ್ಮ ಕೇಂದ್ರ ನಾಯಕರೊಂದಿಗೆ ಮಾತನಾಡಿ ಮನವೊಲಿಸಿ ನಾನು ನಿಮ್ಮನ್ನು ಬಿಜೆಪಿಗೆ ಸೇರಿಸಿಕೊಳ್ಳುವ ವ್ಯವಸ್ಥೆ ಮಾಡುತ್ತೇನೆ. ಆತ್ಮಸಾಕ್ಷಿಗೆ ವಿರುದ್ಧವಾಗಿ ಮಾತನಾಡುತ್ತ ವರ್ತಿಸುತ್ತ ಬಾಳುವುದು ಈ ವಯಸ್ಸಿನಲ್ಲಿ ನಿಮಗೆ ಶೋಭೆ ತರುವುದಿಲ್ಲ. ರಾಜಕೀಯಕ್ಕೆ ಬಂದಾಗಿನಿಂದ ಮೀಸಲು ಕ್ಷೇತ್ರಗಳಿಗೆ ಅಂಟಿಕೊಂಡು ಬದುಕಿರುವ ನೀವು ಅದೆಷ್ಟು ದಲಿತ ನಾಯಕರ ಅವಕಾಶಗಳನ್ನು ತಪ್ಪಿಸಿದ್ದೀರಿ ಅನ್ನುವುದನ್ನು ಸ್ಮರಿಸಿಕೊಳ್ಳಿ. ಎಷ್ಟು ದುರಾಸೆ, ಅಧಿಕಾರ ಲಾಲಸೆ ನಿಮ್ಮದು. ನೀವು ದೇಶ, ವಿದೇಶದಲ್ಲಿ ಚಂದಾ ಎತ್ತಿ ಕಲಬುರಗಿಯಲ್ಲಿ ಕಟ್ಟಿರುವ ಬೌದ್ಧ ವಿಹಾರವನ್ನೂ ನಿಮ್ಮದೇ ಕುಟುಂಬದ ಸ್ವತ್ತು ಮಾಡಿಕೊಂಡಿದ್ದೀರಿ. ಬೆಂಗಳೂರಿನಲ್ಲಿ ಡಾ. ಅಂಬೇಡ್ಕರ್ ಹೆಸರಿನ ವೈದ್ಯಕೀಯ ಕಾಲೇಜನ್ನೂ ನೀವು ಮತ್ತು ನಿಮ್ಮ ಕುಟುಂಬ ಸೇರಿ ಹಾಳು ಮಾಡಿದ್ದೀರಿ. ದಲಿತರ ಸವಲತ್ತುಗಳನ್ನು ಎಲ್ಲಾ ತರದ್ದಲ್ಲೂ ಎರಡು ಕೈಗಳಿಂದ ಬಾಚಿ ತಿನ್ನುತ್ತಲೇ ಇದ್ದೀರಿ. ಇದನ್ನು ಮರೆಮಾಚಲು ವಿವಿಧ ವೇಷ ಧರಿಸುತ್ತೀರಿ. ಈಗ ಆರೆಸ್ಸೆಸ್ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತಿದ್ದೀರಿ. ಈ ನಾಟಕವನ್ನು ಬಿಡಿ. ನೀವು ಆಡಿದ ಮಾತನ್ನು ಸಾಬೀತು ಪಡಿಸಿ ಬನ್ನಿ. ಇದು ನಿಮಗೆ ನನ್ನ ನೇರ ಸವಾಲು.

Over the years, India has seen a shift in the reasons of child blindness from cornea-related causes to whole-globe problems
In urban India, retinopathy of prematurity (ROP) has emerged as an important cause of child blindness
BENGALURU / October 7, 2021: Childhood blindness is a significant public health concern in India, with one out of every 1,000 children in the country suffering from blindness, and a child becoming bilaterally blind every minute. Unlike adults among whom 80% of causes of blindness are avoidable, in children this figure is only 50%, according to Dr. Bindiya Hapani, Consultant Ophthalmologist, Dr. Agarwals Eye Hospital, Bengaluru.
There are around 1.5 million blind children around the world and an additional 18 million children suffer from moderate to severe visual impairment. Almost three-quarters of these live in low to middle income countries where the prevalence is as high as 1.5 per 1,000 children, in contrast to high-income countries where the prevalence is just 0.3 per 1,000 children.
Said Dr. Bindiya Hapani: “Common causes of childhood blindness in India include untreated refractive errors, corneal opacities due to measles, Vitamin A deficiency, eye infections like Ophthalmia neonatorum or toxicity of traditional eye remedies, congenital cataracts, congenital Glaucoma and ROP. There has been a shift in the causes of child blindness over the years. In studies conducted between 1999 to 2007, cornea-related causes were among the major factors for childhood blindness in India. However, studies between 2007 to 2018 have shown a shifting trend towards whole-globe problems like Microphthalmos (small eye), anophthalmos (absence of eye) and retinopathy of prematurity (ROP).”
She added: “Whole-globe problems as a cause of child blindness are due to genetic abnormalities caused by consanguineous marriages, use of alcohol by mother and her exposure to fertilizers and pesticides during pregnancy. In urban India, retinopathy of prematurity has emerged as an important cause of child blindness due to better availability of neonatal care services, due to which more babies of low birth weight survive. In rural India, in contrast, low birth-weight neonate mortality rate is much higher than in cities.”
Said Dr. Bindiya Hapani: “A shift in the causes of childhood blindness over the years shows the success of healthcare and immunization programmes by the Government and increasing socio-economic development in the country. Yet, challenges in preventing child blindness remain. Availability of good primary healthcare is essential for control of child blindness. Also important are good nutrition, maternal and child care facilities, immunization and proper diagnosis and treatment of common conditions of the eye. In rural areas, availability of tertiary care facilities with well-trained eye specialists remains a big challenge.”
She added: “Paediatric eye care facilities are inadequate and not uniformly distributed across the country. Better ratios are observed in Southern and Western India, compared to Northern and Eastern India. Though paediatric ophthalmology is now developing as a distinct sub-speciality in the country, the number of paediatric ophthalmologists is quite less compared to the child population. However, most paediatric eye conditions can be diagnosed and treated by general ophthalmologists. Paediatric ophthalmologists are needed for complex conditions like congenital cataracts, squint and retinopathy of prematurity.”
Talking about how parents can know if their child may be headed towards blindness, Dr. Bindiya Hapani said that children are born with an immature visual system. If timely treatment is not provided for ocular conditions in a child, it can lead to failure of normal visual maturation (Amblyopia), which cannot be treated in adult life.
She added: “If a child is developing squinting in either the eye or white reflex is seen from the pupil ( Leukocoria), one should consult an ophthalmologist immediately. A major cause of visual impairment in children is refractive error. Therefore, it is important to have a pre-school eye examination of the child. Blindness can severely restrict the academic, emotional, psychological and social development of kids. Severe visual impairment can also delay their developmental milestones and increase the risk of hospitalisation.”
