ಬೆಂಗಳೂರು – ಕಳೆದ ಎರಡು ವರ್ಷಗಳಿಂದ ಬೆನ್ಸನ್ ಟೌನ್ ಮತ್ತು ಶಿವಾಜಿನಗರದಲ್ಲಿರುವ ಜಮ್ಮಾ ಮಸೀದಿ ಆಡಳಿತ ಮಂಡಳಿಯ ಟ್ರಸ್ಟಿ ಉಸ್ಮಾನ್ ಷರೀಪ್ ಯಾವುದೇ ಅಭಿವೃದ್ಧಿ ಕಾರ್ಯಕ್ರಮಗಳನ್ನು ಮಾಡದೇ ಪ್ರತಿಯೊಂದಕ್ಕೂ ವಿರೋಧ ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದ್ದಾರೆ. ಶಿಕ್ಷಣ, ಉದ್ಯೋಗ, ಯೋಗಕ್ಷೇಮ, ರಸ್ತೆ ಅಭಿವೃದ್ಧಿಯಂತಹ ಎಲ್ಲ ಕಾರ್ಯಗಳಿಗೂ ಅಡ್ಡಿಯಾಗಿದ್ದಾರೆ ಎಂದು ಜಮ್ಮಾ ಮಸೀದಿ ಆಡಳಿತ ಮಂಡಳಿಯ ಮತ್ತೋರ್ವ ಟ್ರಸ್ಟಿ ಎಸ್.ಎಸ್. ಅಪ್ಸರ್ ಖಾದ್ರಿ ಆರೋಪಿಸಿದ್ದಾರೆ.

ಬೆಂಗಳೂರಿನಲ್ಲಿಂದು ನಡೆದ ಸುದ್ದಿಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು,ಟ್ರಸ್ಟಿಗಳಾದ ಉಸ್ಮಾನ್ ಷರೀಪ್ ಮತ್ತು ಫಯಜಾನ್ ವಿರುದ್ಧ ಶಿವಾಜಿನಗರದ ಕಮರ್ಷಿಯಲ್ ಠಾಣೆಯಲ್ಲಿ ದೂರು ದಾಖಲಿಸಲಾಗಿದೆ. ಕಳೆದ ನಾಲ್ಕು ತಿಂಗಳ ಹಿಂದೆ ಇವರ ಸದಸ್ಯತ್ವ ರದ್ದು ಪಡಿಸುವಂತೆ ಜಿಲ್ಲಾ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಮೊಕದ್ದಮೆ ಹೂಡಲಾಗಿದೆ. ಉಸ್ಮಾನ್ ಷರೀಫ್, ಎಸ್.ಎಸ್.ಎ. ಖಾದರ್ ಅಕಾನೂನಾತ್ಮಕವಾಗಿ ಇಬ್ಬರು ಟ್ರಸ್ಟಿಗಳನ್ನು ಸಮಿತಿಗೆ ಸೇರ್ಪಡೆಗೊಳಿಸಿದ್ದು. ಕೆಲ ನಿರ್ಧಾರಗಳನ್ನು ಕೈಗೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಉಳಿದ ಟ್ರಸ್ಟಿಗಳಾದ ಫಯಜಾನ್, ತಾಹೀರ್ ಇವರಿಗೆ ಯಾವುದೇ ಚೆಕ್‍ಗಳಿಗೆ ಸಹಿ ಮಾಡುವ ಅಧಿಕಾರ ಇಲ್ಲದಿದ್ದರೂ ದುರ್ಬಳಕೆ ಮಾಡಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ ಎಂದು ಹೇಳಿದರು.

ಟ್ರಸ್ಟಿಗಳಾಗಿರುವ ಉಸ್ಮಾನ್ ಷರೀಪ್ ಜಮ್ಮಾ ಮಸೀದಿಯಲ್ಲಿ ಸ್ವತ ಬಾಡಿಗೆದಾರರಾಗಿದ್ದು, 200 ರೂಪಾಯಿ ಬಾಡಿಗೆಯಲ್ಲಿ ಮಳಿಗೆಗಳನ್ನು ಹೊಂದಿದ್ದು. ಬೇರೆಯವರಿಂದ ಎಂಟು ಸಾವಿರ ರೂಪಾಯಿ ಬಾಡಿಗೆ ವಸೂಲಿ ಮಾಡುತ್ತಿದ್ದಾರೆ. ಆದರೆ ಉಸ್ಮಾನ್ ಷರೀಪ್ ತಾವು ನೀಡಬೇಕಾದ 15 ತಿಂಗಳ ಬಾಡಿಗೆಯನ್ನು ನೀಡದೇ ಟ್ರಸ್ಟಿ ನಿಯಮಗಳಿಗೆ ವಿರುದ್ದವಾಗಿ ನಡೆದುಕೊಂಡಿದ್ದಾರೆ ಎಂದು ದೂರಿದರು.

ಉಸ್ಮಾನ್ ಷರೀಪ್ ಪ್ರತಿ ವರ್ಷ ಸುನ್ನಿ ಜಮುಯುತ್ತಲ್ಲಾ ಉಲೇಮಾ ಮಿಲಾದ್ ನಡೆಸುತ್ತಿದ್ದು. ಇದರಿಂದ ನಾಲ್ಕು ಲಕ್ಷ ರೂಪಾಯಿ ವಸೂಲಿ ಮಾಡುತ್ತಿದ್ದಾರೆ.ಟ್ರಸ್ಟಿ ಉಸ್ಮಾನ್ ಷರೀಪ್ ಚುನಾವಣೆ ನಡೆಸದೇ ತಾವೇ ಕಾರ್ಯದರ್ಶಿ ಎಂದು ಸ್ವಯಂವಾಗಿ ಘೋಷಿಸಿಕೊಂಡು ಅವ್ಯವಹಾರ ನಡೆಸುತ್ತಿದ್ದಾರೆ.ನ್ಯಾಯಾಲಯದಿಂದ ಟ್ರಸ್ಟ್ ಗೆ ಸ್ವತಂತ್ರ ಲೆಕ್ಕ ಪರಿಶೋಧಕರನ್ನು ನೇಮಕ ಮಾಡಿಕೊಳ್ಳಬೇಕು ಎಂಬ ಆದೇಶ ವಿದ್ದರೂ. ತಮಗೆ ಬೇಕಾದ ಲೆಕ್ಕ ಪರಿಶೋಧಕರನ್ನು ನೇಮಕ ಮಾಡಿಕೊಂಡು ಹಣಕಾಸು ವ್ಯವಹಾರವನ್ಬು ದುರ್ಬಳಕೆ ಮಾಡಿಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ ಎಂದು ತಿಳಿಸಿದರು.

ಎಸ್.ಎಸ್.ಎ.ಖಾದರ್, ಉಸ್ಮಾನ್ ಷರೀಪ್ ಇಬ್ಬರು ಮುಸ್ಲಿಂ ನಿಕಾಗಳಿಗೆ ಮದುವೆಗಳಿಗೆ ನೀಡಬೇಕಾಗಿರುವ ಒಂದು ಸಾವಿರ ರೂಪಾಯಿ ಶುಲ್ಕವನ್ನು ಎರಡು ಸಾವಿರ ರೂಗಳಿಗೆ ಹೆಚ್ಚಿಸಿದ್ದಾರೆ. ಶವ ಸಂಸ್ಕಾರ ಶುಲ್ಕವನ್ನು ಎರಡು ಸಾವಿರ ರೂಪಾಯಿನಿಂದ ಐದು ಸಾವಿರ ರೂಪಾಯಿವರಗೆ ಏರಿಕೆ ಮಾಡಿದ್ದು ಇದಕ್ಕೆ ತಮ್ಮ ಬಡ ಮುಸ್ಲಿಂರ ತೀವ್ರ ವಿರೋದವಿದೆ ಎಂದರು.

ಸ್ವತಃ ಉಸ್ಮಾನ್ ಷರೀಪ್ ಅವರು ಖಬರ್ ಸ್ತಾನ್ ಶವ ಸಂಸ್ಕಾರ ಶವಗಾರ ಸಿಬ್ಬಂದಿಗಳನ್ನು ಜತೆಗೂಡಿಸಿಕೊಂಡು ಟ್ರಸ್ಟಿ ವಿರುದ್ದ ಪ್ರತಿಭಟನೆ ನಡೆಸಿ ಶುಲ್ಕ ಏರಿಕೆಗೆ ಆಗ್ರಹಿಸಿದ್ದು ಟ್ರಸ್ಟಿ ನಿಯಮಗಳಿಗೆ ವಿರುದ್ಧವಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.

ಜಮ್ಮಾ ಮಸೀದಿ ಟ್ರಸ್ಟ್ 150 ವರ್ಷದ ಇತಿಹಾಸ ಹೊಂದಿದ್ದು, ಇದರಡಿಯಲ್ಲಿ ಜಮ್ಮಾ ಮಸೀದಿ ಒಬಿಹೆಚ್ ರಸ್ತೆ, ಖಾದ್ರಿಯಾ ಮಸೀದಿ, ಖುದ್ ಸಾಬ್ ಈದ್ಗಾ, ಖುದಾಸ್ ಸಾಹೇಬ್ ಬರಿಯಾಲ್ ಮೈದಾನ.150 ಅಂಗಡಿ ಮಳಿಗೆಗಳು ಬರಲಿದ್ದು, 60ಕ್ಕೂ ಹೆಚ್ಚು ಉದ್ಯೋಗಿಗಳು ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿದ್ದಾರೆ.ಜಮ್ಮಾ ಮಸೀದಿ ಟ್ರಸ್ಟ್ ಆರೋಗ್ಯ. ಶಿಕ್ಷಣ, ಉದ್ಯೋಗ ವಿವಿಧ ಸಮಾಜಿಕ ಕಾರ್ಯಗಳನ್ನು ನಡೆಸಿಕೊಂಡು ಬರುತ್ತಿದೆ.ಸೆಪ್ಟೆಂಬರ್ 2019ರಲ್ಲಿ ಜಿಲ್ಲಾ ನ್ಯಾಯಾಲಯ ಆದೇಶದಂತೆ ಐದು ಜನರನ್ನು ಒಳಗೊಂಡ ಟ್ರಸ್ಟಿ ಸಮಿತಿ ರಚನೆ ಮಾಡಲಾಗಿದ್ದು, ನಿವೃತ್ತ ನ್ಯಾಯಾಧೀಶ ನಯಾಜ್ ಅಹಮದ್ ದಪೇದಾರ್, ಹಿರಿಯ ವಕೀಲ ಮುಸ್ತಕ್ ಅಹಮದ್, ಎಸ್. ಎಸ್.ಎ. ಖಾದರ್, ಎಸ್.ಎಸ್ ಅಪ್ಸರ್ ಖಾದ್ರಿ, ಉಸ್ಮಾನ್ ಷರೀಪ್, ಅವರನ್ನು ಟಸ್ಟಿಗಳಾಗಿ ನೇಮಕ ಮಾಡಲಾಗಿದೆ. ಪ್ರಸ್ತುತ ಟ್ರಸ್ಟಿಗಳಾದ ಎಸ್. ಎಸ್ ಖಾದರ್ ಮರಣ ಹೊಂದಿದ್ದು. ಮತ್ತೋರ್ವ ಟ್ರಸ್ಟಿಗಳಾದ ನಯಾಜ್ ಅಹಮದ್ ದಪೇದಾರ್ ರಾಜೀನಾಮೆ ನೀಡಿದ್ದು ಆದರೆ ಇವರ ರಾಜೀನಾಮೆಯನ್ನು ನ್ಯಾಯಾಲಯ ಸ್ವೀಕರಿಸಿಲ್ಲ. ಪ್ರಸ್ತುತ ನಾಲ್ಕು ಮಂದಿ ಟ್ರಸ್ಟಿಗಳು ಇದ್ದಾರೆ ಎಂದು ವಿವರಿಸಿದರು,

Online Classes and Increased Screen Time Leading to Myopia in Kids

* Long-term use of digital screens can cause dryness of eyes, near-sightedness, squint and allergies
* More and more children are now presenting themselves with symptoms and eye conditions which used to be largely seen in adults

Bengaluru / August 25, 2021:  Amid increased screen time in the ongoing pandemic due to online classes, the onset and progression of myopia (‘near-sightedness’) and ‘squint eye’ among school-going children has seen a two-fold increase, if the numbers at the paediatrics department of the nationwide eye hospital chain, Dr. Agarwals Eye Hospital, are any indication.

Said Dr. Rakesh Seenappa, Consultant Ophthalmologist, Dr. Agarwal’s Eye Hospital, Bengaluru: “We have seen almost doubling of cases of myopia among children of 8-16 years of age compared to pre-pandemic times There is also a significant rise in squint-eye cases among kids due to excessive use of digital screens for near-work activities like online classes, watching videos or playing video games on small screen. Long-term use of digital screens can cause dryness of eyes, near-sightedness, squint and allergies. It promotes faster tear evaporation, which leads to dryness in eyes, making patients rub them constantly. This causes changes in the corneal curvature and, in a few months, an increase in glass power. Dryness can also trigger eye allergies, which makes children rub their eyes even more. This is a downward spiral that leads to a myopic shift in the eyes as the child grows, leading to high myopia at an early age.”

He added: “Over the last one year, we have seen lot of school-going children and college teens coming to us with complaints of burning sensation in the eyes, blurring of vision and, sometimes, double vision and headaches. We have also found a few patients as young as 6 years suffering from myopia. This is mainly due to prevalence of online classes. Children who are in the front of a bright screen for more than four hours per day are most at risk of myopia and squint eye, especially those who don’t take frequent breaks. Risk factors are increased duration of screen time, playing video games on small screens and parents having myopia.”

According to the doctor, more and more children are presenting themselves with symptoms and eye conditions which used to be largely seen in adults till now. This is all a result of their adaption to the pandemic times. Said Dr. Rakesh Seenappa: “The ocular conditions we are seeing during the pandemics times in children include the dry eyes syndrome, allergic and infective conjunctivitis (pink eyes), styes (a red, sore lump near the edge of the eyelid) and stress headaches. The severity varies from mild to severe, depending on whether the parents recognize the symptoms at earlier stages or not.”

Myopia as a condition, though not reversible, is curable with prescription glasses. “We do have treatment options to prevent excessive progression of myopia. Squint is curable with glasses as well as through surgery. Sometimes it can be reversed through appropriate exercises and prescription glasses,” Dr. Rakesh Seenappa said.

To prevent the onset of eye conditions among children, one needs to limit their screen exposure time, encourage them to do more outdoor activities, take them for regular screening with an ophthalmologist, and discourage them from rubbing eyes frequently, the doctor added.

Near work refers to activities such as reading and writing with the distance between the object of focus (books, for instance) and eyes being less than 33 cm. During the lockdown period, near-work involves computers, laptops, mobile phones and tablets, taken up without frequent breaks and increased screen time for academic or other purposes. This visual stress could lead to squinting and has an accelerating effect on myopia progression. Myopia is an emerging public health problem in both urban and rural school-going children in India, requiring urgent efforts.

The Karnataka Prevention of Slaughter and Preservation of Cattle Act, 2020 fails to take into account the serious adverse economic, social and nutritional consequences.

We demand the withdrawal of the Act.

The Karnataka Government passed the Karnataka Prevention of Slaughter and Preservation of Cattle Act in 2020 which legalizes a complete ban on the slaughter of cows, bulls, bullocks, male and female buffaloes below the age of 13 years. It has also introduced a definition of beef as flesh of cattle in any form, where cattle means cow, calf of cow, bull, bullock and he or she buffalo below the age of 13 years. The penalties and punishments have been steeply enhanced, withthe ar parent aim to preserve cattle of indigenous breed.

A Cabinet note (obtained through RTI) justifies the Act stating that it will prevent illegal slaughter and illegal transportation, that livestock in the state is decreasing and the Bill will be instrumental in stopping the decline. It is claimed that the Act will prevent farmer suicides and will conserve the Indian breed.

The State government must surely be aware that many vulnerable communities in Karnataka – Dalit, Adivasi, Muslim and other minorities are already in a terrible situation because of the Covid19 pandemic and lockdown. The law that has been passed has taken away the livelihood and essential nutrition of these communities which now face both acute and chronic hunger as well as several nutritional deficiencies along with loss of livelihoods. There are also several instances of these same communities being targeted by communal and casteist forces leading to physical, social and psychological stress. Karnataka has already had several such incidents of communal violence and instead of making all efforts to protect the vulnerable citizens, the government has instead brought a law that further victimizes the same communițies and makes them economically very vulnerable while enabling lynch mobs and self-appointed vigilante groups. This does not create faith in the government.

The law has led to adverse physical, social and psychological consequences for farmers, transporters, slaughter house workers, tannery workers, loaders/unloaders, cleaners, sanitation workers, butchers, small and large eateries, street vendors as well as a whole gamut of services associated with these.

Beef is the cultural food of these same communities and Article 29 assures us of protection of our distinct culture. The diverse food culture of Karnataka is evident and bringing this ban will take away from the rich and nutritious diet eating culture of the State. The right to consume meat of cattle is protected by Article 29(1).

The claim that consuming beef will reduce the indigenous cattle population and lead to illegal slaughter/transportation or farmer suicides is not borne out by facts. In fact in states which do not have stringent cattle slaughter bans, the indigenous cattle have thrived. Not only that, criminalizing a normal, essential activity is what will lead it to go underground and illegal rather than the other way round. So in fact the law itself will lead to a rise in illegal activities. As a farmer leader said “This law is making criminals of all of us who have been in the cattle economy for generations. We get targeted, fined and punished for doing the activity which has contributed to the thriving dairy economy of the State.” The same farmer leader also said that there is a genuine risk of more farmers committing suicide if they are unable to sell their unproductive cattle and buy younger more productive ones.

The groups affected by the ban have categorically said that they respect the Hindu sentiments of the cow, but bringing a blanket ban to cover ox, bulls and buffaloes shows that targeting minorities and Dalits seem to be the bigger agenda.

That apart, beef has several nutritional benefits and is also consumed by several communities in the State. Karnataka has very poor nutrition indicators (see Annexure 1), which is expected to have increased considerably following the prolonged lockdown, Mid day meals and anganwadi meals and rations have not been provided to the children either in the adequate quantity or quality. In this dismal scenario, further taking away a cheap nutritious food such as beef is not scientific. Beef, especially organ meat, is a nutrient dense food that can go a long way in addressing anemia, Vitamin A, B complex, zinc and protein deficiencies see Annexure 2).

We therefore demand that the elected Government take cognizance of the enormous damage to livelihood, nutrition and mental health that this poorly thought out Act has caused and we demand immediate withdrawal. Further we demand that a statement be issued that no person attached to the cattle business will be harassed or threatened or abused for their occupation, cultural or nutritional choices.

We also demand that those citizens of Karnataka who have been devastated by this Act be compensated at the earliest in the interest of justice and due process.

RESPONDING TO THE CALL OF TASK FORCE ON HALLMARKING, JEWELLERS TO GO ON TOKEN STRIKE ON Monday, 23 D AUGUST 2021 New hallmarking process (HUID) for jewellery hallmarking is NOT customer-friendly & against trade, MSME jewellers tell BIS & Govt. of India Customers buying jewellery being tracked through HUID, which jewellers oppose BANGALORE 23 August 2021: Jewellers will go on a token strike on Monday, 23″ August 2021 to protest against the arbitrarily implemented mandatory hallmarking process in the country by the Bureau of Indian Standards (BIS). Mr. TA SHARAVANA President KARANATAKA JEWELLERS ASSOCIATION(R) said, “We welcome Hallmarking but not HUID (Hallmarking Unique ID). HUID is a ‘destructive process’ that the current mandatory hallmarking process offers NOO safety of jewellery. The element of cancellation of registration, penal provisions, search & seizure will ultimately bring “Inspector Raaj’ in the industry. The token strike is our peaceful protest against arbitrarily implementation of HUID, which is impractical and unimplementable. HUID is against customer interest and against the principle of ease of doing business. HUID is cumbersome and shall lead to harassment for customers and MSME jewellers. It is also illegal as per laws of land as this process interferes with data privacy and business secrecy of individual citizens. Jewellers feel, by registering with BIS, they have signed their death warrant in terms of losses and loss of livelihood.” Mr.BR PRAKASH SECRETAR KARANATAKA JEWELLERS ASSOCIATION(R) said, “Hallmarking has been made mandatory in 256 districts from 16″ June 2021 and it is estimated that yearly almost 10-12 crore pieces are manufactured in India. In addition, existing stock of almost 6- 7 cr. pieces are yet to be hallmarked. This takes the total count of pieces to be hallmarked in a year to almost 16 – 18 cr. pieces. Current speed/capacity of hallmarking centres is about 2 lac pieces/ day, at this speed it will take almost 800 – 900 days or equivalent to 3 -4 years to mark this years’ production. Currently the new marking system i.e., HUID is taking almost 5 to 10 days to hallmark the products, resulting into complete bottleneck and the industry is on standstill. Further, the higher turnaround period of a manufacturer will result into loss of employment and poor ROI, resulting into increasing cost of jewellery to the consumers. Tonnes of jewellery is lying idle due to delays in the existing hallmarking process and BIS is simply adding fire to our anxiety instead of resolving issues.”

Jewellers have welcomed the hallmarking and the growth in registration has gone to almost 250% from 34,000 to 88000 jewellers, which shows the jewellers commitment towards the consumers. However, the Hallmarking centres have been reduced, as 83 centres has been either suspended or cancelled. The new Hallmarking processes (HUID) involves cutting, melting and scraping of jewellery, which is intended to sell. The entire process of hallmarking is defeated when a jewellery has been damaged. Further, this process eliminates the Instant consumer friendly services, which is the biggest USP of this sector. Removal of jeweller’s name, from the jewellery will be detrimental to the interest of consumers when they wish to sell or exchange for want of identity of jeweller. Hallmarking should be based on point of sale as proposed by jewellers, while all other applications of storage, display, transit, exhibit to sale, manufacture etc, except sell be removed from the BIS Act and Regulation. Not only the consumers are at the receiving end, the 1 crore dependents on the G&J Industry’s livelihood will be at stake due to unimplementable compliances in the new marking process of hallmarking (HUID). The penal & criminal consequences on the jeweller, who has not manufactured or hallmarked the jewellery and sold it like a trader, will eventually result into winding up of businesses in fear of Inspector Raaj which has already begun. The draconian provisions of cancellation of registration for a civil offense is imposed on this trade, where just by a stroke of BIS officer, resulting into loss of livelihood of millions of employees, karigars and their dependents. Indian jewellery is an art form, and they are not homogenous, therefore industry has recommended to increase the Standard. example, for 22kt – 916 to 918. This is the industry’s commitment to offer quality jewellery to the consumers. Despite the jewellery Industry’s continuous demand to consider Niti Aayog’s report on Hallmarking to be a benchmark while framing the BlS Act, which has not been taken into consideration.
