ಬೆಂಗಳೂರು, ಜೂನ್ 20 –
ವಕೀಲರು ಮತ್ತು ಕಾನೂನು ವಿದ್ಯಾರ್ಥಿಗಳು ಎದುರಿಸುತ್ತಿರುವ ಹಲವು ಸಮಸ್ಯೆಗಳಿಗೆ ತ್ವರಿತ ಪರಿಹಾರ ಒದಗಿಸಲು ರಾಜ್ಯ ಸರ್ಕಾರ ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಅಖಿಲ ಭಾರತ ವಕೀಲರ ಒಕ್ಕೂಟ (AILU) ಆಗ್ರಹಿಸಿದೆ. ರಾಜ್ಯಾದ್ಯಂತ ವಕೀಲರ ಸಹಿ ಸಂಗ್ರಹ ಅಭಿಯಾನ ನಡೆಸಿ, ವಿವಿಧ ತಾಲೂಕು ಹಾಗೂ ಜಿಲ್ಲಾ ಕೇಂದ್ರಗಳಲ್ಲಿ ತಹಶೀಲ್ದಾರರು ಹಾಗೂ ಜಿಲ್ಲಾಧಿಕಾರಿಗಳ ಮೂಲಕ ಸರ್ಕಾರಕ್ಕೆ ಮನವಿ ಸಲ್ಲಿಸಲಾಗಿದೆ.

ಭಾರತದ ಸಂವಿಧಾನದಲ್ಲಿ ಪ್ರತಿಪಾದಿಸಿರುವ ಪ್ರಜಾಪ್ರಭುತ್ವ, ಸಮಾಜವಾದ, ಜಾತ್ಯಾತೀತತೆ ಹಾಗೂ ನ್ಯಾಯದ ಮೌಲ್ಯಗಳನ್ನು ಆಧಾರವನ್ನಾಗಿ ಮಾಡಿಕೊಂಡು 1982ರಲ್ಲಿ ಸ್ಥಾಪನೆಯಾದ AILU, ನ್ಯಾಯಾಂಗದ ಸ್ವಾತಂತ್ರ್ಯ ಹಾಗೂ ವಕೀಲರ ಹಕ್ಕುಗಳ ರಕ್ಷಣೆಗೆ ಬದ್ಧವಾಗಿದೆ. ಮಾಜಿ ನ್ಯಾಯಮೂರ್ತಿಗಳಾದ ಎ.ಆರ್. ಕೃಷ್ಣ ಆಯ್ಯರ್, ಹೆಚ್.ಆರ್. ಖನ್ನಾ, ಎ.ಸಿ. ಗುಪ್ತಾ, ಎ. ಗೋಪಾಲಗೌಡ ಹಾಗೂ ಹಿರಿಯ ವಕೀಲರುಗಳ ನೇತೃತ್ವದಲ್ಲಿ ಈ ಸಂಘಟನೆ ದುಡಿಯುತ್ತಿದೆ.

ರಾಜ್ಯದಲ್ಲಿ ನ್ಯಾಯದಾನ ವ್ಯವಸ್ಥೆ ವಿಳಂಬವಾಗಿದ್ದು, ವಕೀಲರು ಹಲವಾರು ಸವಾಲುಗಳನ್ನು ಎದುರಿಸುತ್ತಿದ್ದಾರೆ. ಮೂಲಭೂತ ಸೌಕರ್ಯಗಳ ಕೊರತೆ, ನ್ಯಾಯಾಲಯಗಳಲ್ಲಿ ಖಾಲಿ ಹುದ್ದೆಗಳ ಭರ್ತಿ ವಿಳಂಬ, ವಕೀಲರ ಮೇಲೆ ದೌರ್ಜನ್ಯ, ಕಿರಿಯ ವಕೀಲರಿಗೆ ನಿರ್ಧಿಷ್ಟ ಆದಾಯದ ಕೊರತೆ ಮುಂತಾದ ಅಂಶಗಳ ಬಗ್ಗೆ AILU ಗಂಭೀರವಾಗಿ ಗಮನ ಸೆಳೆಯುತ್ತಿದೆ.

AILU ಮಂಡಿಸಿರುವ ಪ್ರಮುಖ ಬೇಡಿಕೆಗಳು:

1. ವಕೀಲರ ರಕ್ಷಣೆ ಕಾಯ್ದೆ ತಿದ್ದುಪಡಿ (2024) – ಪೊಲೀಸರು ವಕೀಲರ ವಿರುದ್ಧ ತೋರುತ್ತಿರುವ ಏಕಪಕ್ಷೀಯ ನಡೆಗೆ ವಿರೋಧಿಸಿ ಸೂಕ್ತ ಕಾಯ್ದೆಯ ತಿದ್ದುಪಡಿ ಮತ್ತು ನ್ಯಾಯಾಲಯದ ಮಾರ್ಗಸೂಚಿಗಳ ಅನುಸರಣೆ.


2. ಕಿರಿಯ ವಕೀಲರಿಗೆ ಮಾಸಿಕ ರೂ.10,000/- ಸ್ಟೈಫಂಡ್ (2 ವರ್ಷಗಳವರೆಗೆ).


3. ತಾಲ್ಲೂಕು ವಕೀಲರ ಸಂಘಗಳಿಗೆ ರೂ.5 ಲಕ್ಷ ಮತ್ತು ಜಿಲ್ಲಾ ಸಂಘಗಳಿಗೆ ರೂ.10 ಲಕ್ಷ ಅನುದಾನ.


4. ವಕೀಲರಿಗೆ ವೈದ್ಯಕೀಯ ಹಾಗೂ ಜೀವ ವಿಮಾ ಯೋಜನೆ ಕಡ್ಡಾಯಗೊಳಿಸುವುದು.


5. ಪ್ರತಿ ಜಿಲ್ಲೆಗೆ ಸರ್ಕಾರಿ ಕಾನೂನು ಕಾಲೇಜು ಸ್ಥಾಪನೆ, ಖಾಸಗಿ/ಅನುದಾನಿತ ಕಾಲೇಜುಗಳ ಶುಲ್ಕ ನಿಯಂತ್ರಣೆ ಹಾಗೂ ಇರುವ ಸರ್ಕಾರಿ ಕಾಲೇಜುಗಳಿಗೆ ಮೂಲ ಸೌಕರ್ಯ.


6. ಜಿಲ್ಲಾ ನ್ಯಾಯಾಲಯಗಳಲ್ಲಿ ವಕೀಲರ ತರಬೇತಿ ಆಕಾಡೆಮಿಗಳ ಸ್ಥಾಪನೆ.


7. ಹೆಚ್ಚುವರಿ ನ್ಯಾಯಾಲಯಗಳ ಸ್ಥಾಪನೆ ಹಾಗೂ ಈಗಿರುವ ನ್ಯಾಯಾಲಯಗಳಿಗೆ ಅಗತ್ಯ ಮೂಲಸೌಕರ್ಯ.


8. ವಕೀಲರಿಗೆ ನ್ಯಾಯಾಲಯ ಆವರಣಗಳಲ್ಲಿ ಚೇಂಬರ್‌ಗಳ ವ್ಯವಸ್ಥೆ.


9. ಕಂದಾಯ ಪ್ರಕರಣಗಳನ್ನು ಸಿವಿಲ್ ನ್ಯಾಯಾಲಯಗಳಿಗೆ ವರ್ಗಾಯಿಸುವ ಕ್ರಮ.


10. ಅಖಿಲ ಭಾರತ ಬಾರ್ ಪರೀಕ್ಷೆ (AIBE) ರದ್ದತಿ.


11. ವಕೀಲರಿಗೆ ಟೋಲ್‌ ಫೀ免 ಮಾಡಬೇಕು.


12. ವಕೀಲರ ಪರಿಷತ್ತಿನ ಕಛೇರಿಗಳನ್ನು ವಿಭಾಗೀಯ ಮಟ್ಟದಲ್ಲಿ ಸ್ಥಾಪನೆ.


13. ಮಹಿಳಾ ವಕೀಲರಿಗೆ 33% ಮೀಸಲಾತಿ, ಮತ್ತು ಇತರ ಹಿಂದುಳಿದ ವರ್ಗ, ಎಸ್‌ಸಿ/ಎಸ್‌ಟಿ, ಅಲ್ಪಸಂಖ್ಯಾತರಿಗೆ ಪ್ರಾತಿನಿಧ್ಯ.



ಈ ಬೇಡಿಕೆಗಳ ಕುರಿತು ಬೆಂಗಳೂರಿನ ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ರಾಜ್ಯಾಧ್ಯಕ್ಷ ಎಚ್.ಕೆ. ಹರೀಂದ್ರ, ಕಾರ್ಯದರ್ಶಿ ಶ್ರೀನಿವಾಸಕುಮಾರ್, ಖಜಾಂಚಿ ರಾಮಚಂದ್ರ ರೆಡ್ಡಿ, ಜಿಲ್ಲಾ ಅಧ್ಯಕ್ಷ ಕೆ.ಆರ್. ವೆಂಕಟೇಗೌಡ, ಜಿಲ್ಲಾ ಕಾರ್ಯದರ್ಶಿ ಟಿ.ಎನ್. ಶಿವಾರೆಡ್ಡಿ ಮತ್ತು ಹಿರಿಯ ವಕೀಲರು ಮಾಹಿತಿ ನೀಡಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಒಳಮೀಸಲಾತಿ (ಇಂಟರ್ನಲ್ ರಿಸರ್ವೇಶನ್) ಜಾರಿಗೆ ಸರ್ಕಾರ ತಕ್ಷಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು ಎಂದು ಪರಿಶಿಷ್ಟ ಜಾತಿಗಳ ಒಕ್ಕೂಟ ಒತ್ತಾಯಿಸಿದೆ. ಸಮೀಕ್ಷೆಯ ಅವಧಿ ಮತ್ತೆ ವಿಸ್ತರಿಸಬೇಕೆಂಬ ಪ್ರಸ್ತಾವನೆಗಳು ಕೇಳಿಬರುತ್ತಿರುವ ಸಂದರ್ಭದಲ್ಲಿ, “ಇನ್ನಷ್ಟು ವಿಳಂಬ ಸಮಾಜಿಕ ನ್ಯಾಯಕ್ಕೆ ಅಹಿತ” ಎಂದು ಒಕ್ಕೂಟದ ಮುಖಂಡರು ಎಚ್ಚರಿಸಿದ್ದಾರೆ.

2024ರ ಆಗಸ್ಟ್ 1ರಂದು ಮಾನ್ಯ ಸರ್ವೋಚ್ಚ ನ್ಯಾಯಾಲಯವು ರಾಜ್ಯ ಸರ್ಕಾರಗಳಿಗೆ ಒಳಮೀಸಲಾತಿ ಜಾರಿಗೆ ಅಧಿಕಾರ ನೀಡಿದ್ದು, ದತ್ತಾಂಶ ಆಧಾರಿತ ಕ್ರಮಗಳನ್ನು ಕೈಗೊಳ್ಳುವಂತೆ ಸೂಚಿಸಿತ್ತು. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ, ಕರ್ನಾಟಕ ಸರ್ಕಾರ ನಿವೃತ್ತ ನ್ಯಾಯಮೂರ್ತಿ ನಾಗಮೋಹನ್ ದಾಸ್ ಅವರ ನೇತೃತ್ವದಲ್ಲಿ ಏಕಸದಸ್ಯ ಆಯೋಗ ರಚಿಸಿತ್ತು.

ಆಯೋಗವು ಮೇ 5ರಿಂದ ಜಿಪಿಎಸ್ ತಂತ್ರಜ್ಞಾನ ನೆರವಿನಿಂದ ವೈಜ್ಞಾನಿಕ ಸಮೀಕ್ಷೆ ಆರಂಭಿಸಿತು. ಈಗಾಗಲೇ ಶೇ. 91-92ರಷ್ಟು ಸಮೀಕ್ಷೆ ಪೂರ್ಣಗೊಂಡಿದ್ದು, ಕೆಲವು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಶೇಕಡಾ 100ರಷ್ಟು ಮಾಹಿತಿಯ ಸಂಗ್ರಹವಾಗಿದೆ. ಇಂತಹ ಸಂದರ್ಭದಲ್ಲಿ ಅವಧಿ ವಿಸ್ತರಣೆ ಮಾಡುವುದು ನ್ಯಾಯಯುತವಲ್ಲ ಎಂದು ಒಕ್ಕೂಟದ ಮುಖಂಡರು ಹೇಳಿದರು.

“ಸಮೀಕ್ಷೆ ಸಾಕಷ್ಟು ಮಟ್ಟಿಗೆ ಮುಗಿದಿದೆ. ಈಗಾಗಲೇ ಒಂದು ವರ್ಷ ಕಳೆದಿದೆ. ಇನ್ನುಳಿದ ದತ್ತಾಂಶಗಳನ್ನು ಸರ್ಕಾರ ತ್ವರಿತವಾಗಿ ಸಂಗ್ರಹಿಸಿ, ಶೀಘ್ರದಲ್ಲೇ 101 ಜಾತಿಗಳಿಗೆ ಜನಸಂಖ್ಯೆ ಆಧಾರದ ಮೇಲೆ ಒಳಮೀಸಲಾತಿ ಜಾರಿಗೆ ತರಬೇಕು” ಎಂದು ಬಸವರಾಜ್ ಕೌತಾಳ್, ಚಂದ್ರು ತರಹುಣಿಸೆ ಮತ್ತು ವೇಣುಗೋಪಾಲ್ ಮೌರ್ಯ ರವರು ಪತ್ರಕರ್ತರೊಂದಿಗೆ ಮಾತನಾಡುತ್ತಾ ತಿಳಿಸಿದರು.

ಅವರು ಮುಂದುವರಿದು, “ಸಮಾಜದ ಹಿಂದಿನವರ್ಗಗಳಿಗೆ ನ್ಯಾಯ ನೀಡುವ ಈ ಸಂಧರ್ಭದಲ್ಲಿ ವಿಳಂಬ ಅಪರಾಧದ ಸಮಾನ. ಸರ್ಕಾರ ಈ ವಿಷಯದಲ್ಲಿ ನಿರ್ಧಾರಾತ್ಮಕ ನಡೆ ತೆಗೆದುಕೊಳ್ಳಬೇಕು” ಎಂದು ಆಗ್ರಹಿಸಿದರು.

“Only in Karnataka? – BESCOM’s OC Rule Sparks Consumer Outrage”

A recent directive issued by the BESCOM central office, citing a Supreme Court guideline, has ignited widespread anger among consumers. The circular mandates that permanent electricity connections be granted only to buildings that possess a valid Occupancy Certificate (OC).

This move has come as a shock to numerous consumers, especially those who have been living with temporary connections for the past two years. Many have already paid all required charges for permanent connections but are now being denied service due to the absence of an OC — a document that certifies a building is fit for occupation.

Frustrated consumers argue that the Supreme Court has not explicitly barred power connections to completed residential structures without an OC, and they claim BESCOM is misusing the court’s observation to withhold service. Adding to their ire, they say no such rule is being enforced in other Indian states, where authorities are offering more practical solutions for ongoing constructions or OC delays.

“Our homes are nearly complete, and we’ve complied with BESCOM’s payment norms. Still, permanent power is being withheld unjustly,” said a consumer from Subdivision S7.

To make matters worse, temporary connections are billed at a significantly higher rate. Many residents — already burdened with home loans and rent while living in alternate accommodations — now face a financial crunch.

“It’s becoming unaffordable. We’re paying EMIs, rent, and inflated electricity bills — all because of an arbitrary policy,” complained another resident.

In response, affected residents have rallied under the Karnataka Electricity Consumers’ Forum, launching a signature campaign demanding an immediate resolution. They are urging BESCOM and government authorities to review the policy and offer interim or alternative solutions for genuine consumers facing bureaucratic delays in acquiring OCs.

Congress Leaders Mark Rahul Gandhi’s Birthday by Distributing Sweets at Orphanage

To mark the birthday of National Congress leader Shri Rahul Gandhi, a special outreach program was organized by Shri Khallel, President, and Shri Anwar Pasha, Vice President of the Street Vendors Cell, Bangalore Central District Congress Committee. As part of the celebration, sweets were distributed to underprivileged children at an orphanage located near Hasnath College on Dickinson Road.

The event was attended by several prominent leaders from the Karnataka Pradesh Congress Committee (KPCC). Chief guests included Dr. Yoonas Jones, Vice President of KPCC Human Resource Development Cell; Smt. Asma Khanam, General Secretary of KPCC Mahila Congress; Shri Guna Shekar, Media Incharge of the SC/ST Wing, KPCC; Pastor Raju; Shri Inayath, DSS Leader; and Smt. Iman Taj.

The orphanage management and several local dignitaries were also present on the occasion. The initiative reflected the Congress party’s continued commitment to social welfare and community engagement, especially on occasions of significance to its leadership.
