ರಾಜ್ಯ ಸರ್ಕಾರ ಒಂದು ತಿಂಗಳೊಳಗೆ ಎಲ್ಲ ಇಲಾಖೆಗಳಲ್ಲೂ ಕನಿಷ್ಠ ಶೇ.50 ರಷ್ಟು ಬಾಕಿ ಮೊತ್ತವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲೇಬೇಕು.

ಸನ್ಮಾನ್ಯ ಶ್ರೀ ಸಿದ್ದರಾಮಯ್ಯ ಅವರ ನೇತೃತ್ವದ ಸರ್ಕಾರ ಅಸ್ತಿತ್ವಕ್ಕೆ ಬಂದ ನಂತರ ಗುತ್ತಿಗೆದಾರರ ಹಲವಾರು ಸಮಸ್ಯೆಗಳಾದ ಜಿ.ಎಸ್.ಟಿ. 12% ರಿಂದ 18%ರ ವರೆಗೆ ವ್ಯತ್ಯಾಸದ – ಮೊತ್ತವನ್ನು ಸರ್ಕಾರವೇ ಭರಿಸಲು ತೀರ್ಮಾನ ಕೈಗೊಂಡಿರುತ್ತದೆ. ಗಣಿ ಮತ್ತು ಭೂವಿಜ್ಞಾನ ಇಲಾಖೆಯ ಎಂ.ಡಿ.ಪಿ. ಮತ್ತು ಇತರೇ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸಲು ಸಚಿವರು ಮತ್ತು ಸರ್ಕಾರದ ಕಾರ್ಯದರ್ಶಿ ಮಟ್ಟದಲ್ಲಿ ಹಲವಾರು ಸಭೆಗಳನ್ನು ನಡೆಸಲಾಗಿರುತ್ತದೆ.

ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಮತ್ತು ಸಚಿವರುಗಳನ್ನು ಹಲವಾರು ಸಾರಿ ಭೇಟಿ ಮಾಡಿ ಗುತ್ತಿಗೆದಾರರ ವಿವಿಧ ಇಲಾಖೆಗಳಿಂದ ಬರಬೇಕಾದ ಬಾಕಿ ಮೊತ್ತ ಸುಮಾರು ರೂ. 31.000 ಸಾವಿರ ಕೋಟಿ ಮೊತ್ತವನ್ನು ಸುಮಾರು 2 ವರ್ಷಗಳಿಂದ ಬಾಕಿ ಉಳಿಸಿಕೊಂಡು ಬಂದಿರುವುದನ್ನು ಅವರ ಗಮನಕ್ಕೆ ತಂದಿರುತ್ತೇವೆ. ಆದರೆ ಇದುವರೆವಿಗೂ ಹಣವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿರುವುದಿಲ್ಲ.

ಈ ಮೊತ್ತವನ್ನು ಒಂದೇ ಬಾರಿಯಲ್ಲದಿದ್ದರೂ ಹಂತ ಹಂತವಾಗಿಯಾದರೂ ಬಿಡುಗಡೆ : ಮಾಡುವ ಪ್ರಾಮಾಣಿಕತೆಯನ್ನು ಸರ್ಕಾರ ತೋರಬೇಕಾಗಿತ್ತು. ಆದರೆ ಸರ್ಕಾರ ಗುತ್ತಿಗೆದಾರರನ್ನು ನಿರ್ಲಕ್ಷ್ಯ ಮಾಡುತ್ತಾ ಬಂದಿದೆ. ಗುತ್ತಿಗೆದಾರರು ಪ್ರಮುಖವಾಗಿ ಕೆಲಸ ನಿರ್ವಹಿಸುವ ಜಲಸಂಪನ್ಮೂಲ, ಸಣ್ಣ ನೀರಾವರಿ, ಲೋಕೋಪಯೋಗಿ ಮತ್ತು ಗ್ರಾಮೀಣಾಭಿವೃದ್ಧಿ ಮತ್ತು ಪಂಚಾಯತ್ ರಾಜ್ ಇಲಾಖೆಗಳೆಲ್ಲವೂ ಹೊಸ ಸಮಸ್ಯೆಗಳನ್ನು ಸೃಷ್ಟಿ ಮಾಡಿವೆ.

ಕೆಲವು ಇಲಾಖೆಗಳಲ್ಲಿ ಕೇವಲ ಶೇ.7% ರಿಂದ 15% ರಷ್ಟು ಬಿಲ್ ಮೊತ್ತವನ್ನು ಪಾವತಿ ಮಾಡಲಾಗುತ್ತಿದೆ. ಕೆಲವು ಇಲಾಖೆಗಳಲ್ಲಿ ಒಳಗೊಳಗೆ ತಮಗೆ ಬೇಕಾದ ಪ್ರಭಾವಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಮಾತ್ರ ಬಾಕಿ ಮೊತ್ತ ಪಾವತಿಸುವ ಪರಿಪಾಠವನ್ನು ಬೆಳೆಸಿಕೊಂಡಿದೆ. ಈ ಸಂಬಂಧ ಪ್ರಶ್ನಿಸಿದರೆ ಸ್ಥಳಿಯ ಇಂಜಿನಿಯರ್ ಮತ್ತು ಅಧಿಕಾರಿಗಳಿಗೆ ಮಾಹಿತಿಯೇ ಇರುವುದಿಲ್ಲ. ಆದರೆ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರೂ ನಮಗೆ ಅಧಿಕಾರ ಇಲ್ಲ. ಸಚಿವರೊಂದಿಗೆ ಮಾತನಾಡಿ ಎಂದು ಹೇಳುತ್ತಾರೆ ಎಂದರೆ ನಾವು ಯಾರ ಬಳಿ ಕಷ್ಟವನ್ನು ತೋಡಿಕೊಳ್ಳಬೇಕು.

ಇನ್ನು ಮೂರು ಮತ್ತು ನಾಲ್ಕನೇ ದರ್ಜೆ ಗುತ್ತಿಗೆದಾರರು ಹಣವನ್ನೂ ಬ್ಯಾಂಕ್, ಖಾಸಗಿ ಲೇವಾದೇವಿಗಾರರು, ಮತ್ತು ಆಸ್ತಿ ಅಡವಿಟ್ಟು ಕಾಮಗಾರಿಗಳನ್ನು ಪೂರ್ಣಗೊಳಿಸಿರುತ್ತಾರೆ. ಅದೆಷ್ಟೋ ಗುತ್ತಿಗೆದಾರರು ಊರು ಬಿಟ್ಟಿದ್ದಾರೆ. ಮೊಬೈಲ್ ಸ್ವಿಚ್ ಆಫ್ ಮಾಡಿಕೊಂಡು ಓಡಾಡುತ್ತಿದ್ದಾರೆ.

ಕಲ್ಯಾಣ ಕರ್ನಾಟಕ ಭಾಗದ ಹಲವಾರು “ವಿಧಾನ ಸಭಾ ಸದಸ್ಯರು” (75%) “ಕರ್ನಾಟಕ ರೂರಲ್ ಇನ್‌ಫ್ರಾಸ್ಟ್ರಕ್ಟರ್ ಡೆವಲಪ್‌ಮೆಂಟ್ ಲಿಮಿಟೆಡ್” (KRIDL) ಸಂಸ್ಥೆಗೆ ಹೆಚ್ಚಿನ ಕಾಮಗಾರಿಗಳನ್ನು, ಅನುದಾನವನ್ನು ನೀಡುತ್ತಿದ್ದಾರೆ. ಇದರಿಂದ ಆ ಭಾಗದ ಸಣ್ಣ ಮತ್ತು ಮಧ್ಯಮ ಗುತ್ತಿಗೆದಾರರಿಗೆ ತುಂಬಾ ಅನ್ಯಾಯವಾಗುತ್ತಿದೆ.

ಯಾವುದೇ ಇಲಾಖೆಯಲ್ಲಿ ಜೇಷ್ಠತೆಯನ್ನು ಪಾಲಿಸುತ್ತಿಲ್ಲ. ನೂತನ ಮುಖ್ಯಮಂತ್ರಿಗಳು, ಉಪಮುಖ್ಯಮಂತ್ರಿಗಳನ್ನು ಮತ್ತು ವಿವಿಧ ಇಲಾಖೆಗಳ ಸಚಿವರನ್ನೂ ಎರಡು ಮೂರು ಬಾರಿ ಭೇಟಿ ಮಾಡಿ ಮನವಿ ಪತ್ರ ಸಲ್ಲಿಸಿದ್ದೇವೆ. ಗುತ್ತಿಗೆದಾರರ ಸಂಕಷ್ಟಗಳನ್ನು ಕುರಿತು ಮನವರಿಕೆ ಮಾಡಿಕೊಟ್ಟಿದ್ದೇವೆ.

ಆದರೂ ಸರಕಾರ ಉದಾಸೀನ ಮಾಡುತ್ತಿದೆ. ಗುತ್ತಿಗೆದಾರರು ಪ್ರಮುಖವಾಗಿ ಕಾಮಗಾರಿಗಳನ್ನು ನಿರ್ವಹಿಸುವ ಲೋಕೋಪಯೋಗಿ, ಜಲಸಂಪನ್ಮೂಲ, ಸಣ್ಣ ನೀರಾವರಿ, ಆ‌ರ್.ಡಿ.ಪಿ.ಆ‌ರ್. ಮತ್ತು ಬಿಬಿಎಂಪಿ ಉಸ್ತುವಾರಿ ವಹಿಸಿಕೊಂಡಿರುವ ಉಪಮುಖ್ಯಮಂತ್ರಿಗಳು, ಸಚಿವರು ಹಾಗೂ ಅಧಿಕಾರಿಗಳ ಸಭೆ ಕರೆದು ಕರ್ನಾಟಕ ರಾಜ್ಯ ಗುತ್ತಿಗೆದಾರರ ಸಂಘದ ಪದಾಧಿಕಾರಿಗಳೊಂದಿಗೆ ಚರ್ಚೆ ನಡೆಸಬೇಕೆಂದು ಹಲವಾರು ಮನವಿ ಮಾಡಿಕೊಂಡಿದ್ದೇವೆ.

ಆದರೂ ಸಭೆಯನ್ನು ಕರೆದು ಚರ್ಚೆ ನಡೆಸಲು ಸರಕಾರ ಹಿಂದೇಟು ಹಾಕುತ್ತಿದೆ. ಇತಿಹಾಸಲ್ಲಿ ಪ್ರಮುಖ ಹಬ್ಬಗಳಾದ ದಸರಾ, ದೀಪಾವಳಿ ಸಮಯದಲ್ಲಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಯಾವುದೇ ಸರ್ಕಾರವಾದರು ಬಾಕಿ ಹಣವನ್ನು ಬಿಡುಗಡೆ ಮಾಡುವ ಪರಿಪಾಠವನ್ನು ಬೆಳಸಿಕೊಂಡು ಬಂದಿರುತ್ತದೆ. ಆದರೆ ಇದುವರೆವಿಗೂ ಸರ್ಕಾರದಿಂದ ಯಾವುದೇ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಿರುವುದಿಲ್ಲ.

ಸರಕಾರ ಒಂದು ತಿಂಗಳೊಳಗೆ ಎಲ್ಲ ಇಲಾಖೆಗಳಲ್ಲೂ ಕನಿಷ್ಠ ಶೇ.50 ರಷ್ಟು ಬಾಕಿ ಮೊತ್ತವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಲೇಬೇಕು. ಯಾವುದೇ ಸಬೂಬುಗಳನ್ನು ಹೇಳಬಾರದು. ತನಿಖೆ, ಆಯೋಗದ ಹೆಸರಿನಲ್ಲಿ ಮುಂದೂಡಬಾರದು. ಇಲ್ಲವಾದಲ್ಲಿ ಬೆಂಗಳೂರು ಸೇರಿದಂತೆ ರಾಜ್ಯದ ಎಲ್ಲ ಜಿಲ್ಲಾ ಕೇಂದ್ರಗಳಲ್ಲಿ ಪ್ರತಿಭಟನೆ ನಡೆಸಲಾಗುವುದು ಎಂದು ಹೇಳಲು ಬಯಸುತ್ತೇವೆ ಎಂದು ಸಂಘದ ಪರವಾಗಿ ಜಗನ್ನಾಥ್‌ ಬಿ.ಶೇಗಜಿ ಅಧ್ಯಕ್ಷರು (ಪ್ರಭಾರ) ಹಾಗೂ ಜಿ.ಎಂ. ರವೀಂದ್ರ ಪ್ರಧಾನ ಕಾರ್ಯದರ್ಶಿ ಪ್ರೆಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರ್ ನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾ ಗೋಷ್ಠಿಯಲ್ಲಿ ತಿಳಿಸಿದರು.

ಬಂಗಾರಪ್ಪ ಅವರನ್ನು ಬಿಟ್ಟು ಕರ್ನಾಟಕ ರಾಜಕೀಯ ಚರಿತ್ರೆಯನ್ನು ಊಹಿಸಲು ಸಾಧ್ಯವಿಲ್ಲ, ಅಂತಹ ಚರಿತ್ರೆ ಕರ್ನಾಟಕ ರಾಜಕೀಯ ಚರಿತ್ರೆ ಆಗುವುದೂ ಇಲ್ಲ. ಈ ನಾಡಿನ ಶೋಷಿತ ಸಮುದಾಯಗಳ ಧ್ವನಿಯಾಗಿದ್ದ ಬಂಗಾರಪ್ಪನವರು ಕರ್ನಾಟಕ ಕಂಡ ಬಹುದೊಡ್ಡ ಸಮಾಜವಾದಿ ಚಿಂತಕರು ಮಾತ್ರವಲ್ಲ, ಸಾಂಸ್ಕೃತಿಕ ವಕ್ತಾರರು ಕೂಡ. ಮುಖ್ಯಮಂತ್ರಿಯಾಗಿ ಅವರು ರೂಪಿಸಿದ ನೂರಾರು ಯೋಜನೆಗಳು ಇಂದಿಗೂ ರಾಷ್ಟ್ರಕ್ಕೆ ಮಾದರಿಯಾಗಿವೆ. ಇಂದು ಬಂಗಾರಪ್ಪ ನಮ್ಮೊಂದಿಗೆ ದೈಹಿಕವಾಗಿ ಇಲ್ಲದಿದ್ದರೂ, ಅವರು ಬಿಟ್ಟು ಹೋದ ತತ್ವಾದರ್ಶಗಳು ಸದಾ ನಮ್ಮೊಂದಿಗಿವೆ.

Historic 51st All India Oriental Conference (AIOC) 2024 Set to Take Place in Udupi

The Bharatiya Vidvat Parishat is set to host the 51st session of the All India Oriental Conference (AIOC) in collaboration with Sri Puttige Matha and Central Sanskrit University.

With the blessings of 1008 Shri Sugunedra Theertha Swamiji of Puttige Matha, this prestigious event, that started in 1919, will bring together scholars from across India to engage in discussions spanning over 20 themes, including Vedic studies, Philosophy,

Linguistics, Yoga & Ayurveda, Indian knowledge systems and more.

Vedanta Bharathi, Shankara Tattava Prasara Abhiyana in Association with The Mythic Society is Organizing a Mass Chanting Stotras “Namah Sshivaya” as a part of the Suvarna Bharathi Programme a yearlong celebration to commemorate the Golden Jubilee of Sanyasa of Jagadguru Sri Sri Bharathitheertha Swamiji the Pontiff of Sringeri Sharadapeeth, Sringeri.

The Programme will see the participation of about two lakh people on 26th October 2024 from 10.30 AM at Palace Grounds, Bangalore. People from all sections of the society from across Karnataka and many states of the country will participate. Honorable Vice- president of India, Sri Jagdeep Dhankar will be the Chief Guest of the Event. Jagadguru sannidhanam Sri Sri Vidhushekara Bharathi Swamiji, the successor designate of Bharathitheertha Mahaswamiji will grace the occasion with his divine presence. Sri Sri Shankara Bharathi Mmahaswamiji the Pontiff of Yadathore Yopgananda sarswathimath KR Nagar, Mysore and his successor designate Sri Sri Bramhananda Bharathi Swamiji will also be present.

Sri Prahlad Joshi, Union Cabinet Minister, Sri D.K. Shivkumar, honorable deputy chief minister of Karnataka and Sri V Somanna, Union Minister have kindly consented to participate in the event as guests of honor.

Devotees will chant in Unison three stotras of Adishankaracharya in an event meant to spread universal brotherhood, harmony and peace in the society. The Volunteers of Vedantabharathi have in the past nine months made enormous effort in training all sections of the society in parayana of stotras.

All are request to participate in this divine event for which transport, food, medical, security and all other arrangements are in place.
