ಕರ್ನಾಟಕ ರಾಜ್ಯ ಸರ್ಕಾರಿ ನೌಕರರ ಸಂಘದ 2024-2029 ನೇ ಅವಧಿಗೆ ದಿನಾಂಕ 27-12-2024 ರಂದು ರಾಜ್ಯಾಧ್ಯಕ್ಷ ಮತ್ತು ಖಜಾಂಚಿ ಸ್ಥಾನಗಳಿಗೆ ಚುನಾವಣೆ ನಡೆಯುತ್ತಿದೆ.

ರಾಜ್ಯದ ವಿವಿಧ ವೃಂದ ಸಂಘಗಳು ಮತ್ತು ರಾಜ್ಯ ಸರ್ಕಾರಿ NPS ನೌಕರರ ಸಂಘ ಹಾಗೂ ಹಿರಿಯ ಮುಖಂಡರುಗಳು ಜಿಲ್ಲಾ ಹಾಗೂ ತಾಲೂಕು ಮುಖಂಡರುಗಳ ಒತ್ತಾಸೆಯ ಮೇರೆಗೆ ಪ್ರಜಾಸತ್ತಾತ್ಮಕ ನೌಕರರ ವೇದಿಕೆಯ ವತಿಯಿಂದ ಅಧ್ಯಕ್ಷ ಅಭ್ಯರ್ಥಿಯಾಗಿ ಶ್ರೀ ಕೃಷ್ಣಮೂರ್ತಿಯವರನ್ನು ಹಾಗೂ ಖಜಾಂಚಿಯಾಗಿ ಶ್ರೀ ವಿವಿ ಶಿವರುದ್ರಯ್ಯ ಇವರನ್ನು ಸ್ಪರ್ಧಾಳುಗಳನ್ನಾಗಿ ಆಯ್ಕೆ ಮಾಡಲಾಗಿದೆ.

ಸಮಾನತೆ, ಸಶಕ್ತ, ಸದೃಢ ಸಂಘಟನೆ ಹಾಗೂ ರಾಜಿರಹಿತ ಹೋರಾಟ ಸ್ವಾವಲಂಬನೆಯ ವೈಜ್ಞಾನಿಕ ನಿಲುವುಗಳಿಗೆ ಬದ್ಧರಾಗಿ ನೌಕರರ ಆಶೋತ್ತರಗಳಿಗೆ ಸ್ಪಂದಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ನಮ್ಮ ತಂಡ ಈ ಚುನಾವಣೆಯಲ್ಲಿ ಸ್ಪರ್ಧಿಸುತ್ತಿದೆ.

ಪ್ರಸ್ತುತ ಇರುವ ಸಂಘಟನೆಯ ನಾಯಕರು ಅವಕಾಶವಾದಿ ಮನೋಭಾವನೆ ತಳೆದಿದ್ದು ಕಳೆದ ಐದು ವರ್ಷ ತಮ್ಮ ಅನುಕೂಲಕ್ಕೆ ತಕ್ಕ ನಿಲುವುಗಳಿಗೆ ಸಂಘಟನೆಯನ್ನ ದುರುಪಯೋಗ ಮಾಡಿಕೊಂಡು ಸರ್ಕಾರಿ ನೌಕರರ ಆಶಯಗಳಿಗೆ ವಿರುದ್ಧವಾಗಿ ಸರ್ಕಾರಿ ನೌಕರರ ಸಂಘವನ್ನು ಬಳಸಿಕೊಳ್ಳಲಾಗಿದೆ

2019-24 ನೇ ಅವಧಿಯಲ್ಲಿ ಸರ್ಕಾರಿ ನೌಕರ ಸಂಘದ ವತಿಯಿಂದ ಯಾವುದೇ ಸಮಸ್ಯೆಗಳ ವಿರುದ್ಧ ಹೋರಾಟಗಳು ರಚನಾತ್ಮಕವಾಗಿ ನಡೆಯದಿರುವುದರಿಂದ ನೂತನ ಪಿಂಚಣಿ ಯೋಜನೆ (NPS) ಇಲ್ಲಿಯವರೆಗೆ ರಾಗದೇ ಇರುವುದು, ಹಳೆ ಪಿಂಚಣಿ ಯೋಜನೆ, (OPS) ಮರು ಜಾರಿಗೊಳಿಸುವುದು ಗಗನ ಕುಸುಮವಾಗಿಯೇ ಉಳಿದಿದೆ.

ಈಗಿರುವ ಸರಕಾರಿ ನೌಕರ ಸಂಘದ ಆಡಳಿತ ಮಂಡಳಿಯು ಕೇಂದ್ರಕ್ಕೆ ಸರಿಸಮಾನವಾದ ವೇತನ ಕೊಡಿಸುತ್ತೇವೆ ಎಂದು ಹುಸಿ ಭರವಸೆಗಳನ್ನು ಬಿತ್ತಿ 1-7-2022 ರಿಂದ ಜಾರಿಯಾಗಬೇಕಿದ್ದ 7ನೇ ವೇತನ ‘ಆಯೋಗದ ಶಿಫಾರಸುಗಳನ್ನು 1-8-2024 ರಿಂದ ಜಾರಿಗೊಳಿಸುವ ಮೂಲಕ ಎರಡು ವರ್ಷಗಳ ಕಾಲ ವಿಳಂಬ ಮಾಡಿ ವೇತನ ಆಯೋಗ ಜಾರಿಯಾಗಿದೆ.

ಪ್ರಸ್ತುತ ಆಡಳಿತ ಮಂಡಳಿಯು ಪ್ರತಿ ತಾಲೂಕು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಮಿಸ್ಟ್ರಿ ಕ್ಯಾಂಟೀನ್ ತೆರೆಯುತ್ತೇವೆ ಎಂದು ಸುಳ್ಳು ಹೇಳಿರುವುದಲ್ಲದೆ ಕೋವಿಡ್ ಸಮಯದಲ್ಲಿ ತಡೆಹಿಡಿದ ತುಟ್ಟಿಭತ್ಯೆಗಳ ಆರ್ಥಿಕ ಸೌಲಭ್ಯಗಳನ್ನು ನೌಕರರಿಗೆ ಮರು ನೀಡದೆ ವಂಚಿಸಲಾಗಿದೆ.

ಈಗಿರುವ ಸರಕಾರಿ ನೌಕರ ಸಂಘದ ಆಡಳಿತ ಮಂಡಳಿಯು ಕೇಂದ್ರಕ್ಕೆ ಸರಿಸಮಾನವಾದ ವೇತನ ಕೊಡಿಸುತ್ತೇವೆ ಎಂದು ಹುಸಿ ಭರವಸೆಗಳನ್ನು ಬಿತ್ತಿ 1-7-2022 ರಿಂದ ಜಾರಿಯಾಗಬೇಕಿದ್ದ 7ನೇ ವೇತನ ಆಯೋಗದ ಶಿಫಾರಸುಗಳನ್ನು 1-8-2024 ರಿಂದ ಜಾರಿಗೊಳಿಸುವ ಮೂಲಕ ಎರಡು ವರ್ಷಗಳ ಕಾಲ ವಿಳಂಬ ಮಾಡಿ ವೇತನ ಆಯೋಗ ಜಾರಿಯಾಗಿದೆ.

ಪ್ರಸ್ತುತ ಆಡಳಿತ ಮಂಡಳಿಯು ಪ್ರತಿ ತಾಲೂಕು ಜಿಲ್ಲೆಗಳಲ್ಲಿ ಮಿಲ್ಫ್ ಕ್ಯಾಂಟೀನ್ ತೆರೆಯುತ್ತೇವೆ ಎಂದು ಸುಳ್ಳು ಹೇಳಿರುವುದಲ್ಲದೆ ಕೋವಿಡ್ ಸಮಯದಲ್ಲಿ ತಡೆಹಿಡಿದ ಡಿಎಗಳ ಆರ್ಥಿಕ ಸೌಲಭ್ಯಗಳನ್ನು ನೌಕರರಿಗೆ ಮರು ನೀಡದೆ ವಂಚಿಸಲಾಗಿದೆ.

ತಾಲೂಕು ಚುನಾಯಿತ ಪ್ರತಿನಿಧಿಗಳಿಗೆ ರಾಜ್ಯ ಸಂಘಕ್ಕೆ ಚುನಾವಣೆಗೆ ಸ್ಪರ್ಧಿಸಲು ಅವಕಾಶ ನೀಡದೇ ಇರುವುದು ಕೂಡ ಸರ್ಕಾರಿ ನೌಕರರಿ ಇಷ್ಟು ವರ್ಷಗಳ ಕಾಲ ಇದ್ದ ಪ್ರತಿನಿಧಿಗಳ ಹಕ್ಕುಗಳನ್ನು ಮೊಟಕುಗೊಳಿಸಿದ್ದಾರೆ.

ಪ್ರಸ್ತುತ ನಮ್ಮ ತಂಡವು ಸರ್ಕಾರಿ ನೌಕರರು ಅನುಭವಿಸುತ್ತಿರುವ ವರ್ಗಾವಣೆ ಸಮಸ್ಯೆ, ಬಡ್ತಿ, ಖಾಲಿ ಹುದ್ದೆಗಳ ಭರ್ತಿ, ಎನ್‌ಪಿಎಸ್ ರದ್ದತಿಯಂತಹ ಅನೇಕ ನೌಕರರ ಸಮಸ್ಯೆಗಳಿಗೆ ಧ್ವನಿ ಆಗಲಿದ್ದೇವೆ.

ಸರ್ಕಾರಿ ನೌಕರರ ಸಂಘದಲ್ಲಿ ಸಾಮೂಹಿಕ ನಾಯಕತ್ವ ಹಗೂ ಪ್ರಜಾಪ್ರಭುತ್ವ ಮರುಸ್ಥಾಪನೆ ನಮ್ಮ ತಂಡದ ಉದ್ದೇಶವಾಗಿದೆ’

ರಾಜ್ಯ ಸರ್ಕಾರದ ಹಲವಾರು ಇಲಾಖೆಗಳಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸಿ, ಸಹಕಾರ ಇಲಾಖೆಯ ಕಾರ್ಯದರ್ಶಿಯಾಗಿ ನಿವೃತ್ತನಾದ ನನಗೆ ಆಡಳಿತ ಅವಧಿಯಲ್ಲಿ ನನ್ನ ಆಡಳಿತ ನಿರ್ವಹಣೆಯಲ್ಲಿ ಮತ್ತು ಮಾನವೀಯ ಸಂಬಂಧಗಳಲ್ಲಿ ಮಾರ್ಗದರ್ಶನ ನೀಡಿದ್ದು ದಾರ್ಶನಿಕರ ವಚನ ಸಾಹಿತ್ಯ, ದಾಸ ಸಾಹಿತ್ಯ ಮತ್ತು ಜಾನಪದ ಸಾಹಿತ್ಯ. ವಿಶೇಷವಾಗಿ ಆಡಳಿತ ಅವಧಿಯಲ್ಲಿ ನಾನು ಹೆಚ್ಚು ಪ್ರಭಾವಿತನಾಗಿದ್ದು ವಚನ ಸಾಹಿತ್ಯದ ಆದರ್ಶ ಮೌಲ್ಯಗಳಿಂದ. ಈಗಾಗಲೇ ಕಳೆದ 28 ವರ್ಷಗಳ ಹಿಂದೆ ಬಸವ ವೇದಿಕೆಯನ್ನು ಸ್ಥಾಪಿಸಿ ಈ ಸಂಸ್ಥೆಯ ಆಶ್ರಯದಲ್ಲಿ ಶರಣರ ಆದರ್ಶ ಮೌಲ್ಯಗಳನ್ನು ತಮ್ಮ ಬದುಕಿನಲ್ಲಿ ಅಳವಡಿಸಿಕೊಂಡು ಸಮಾಜದ ವಿವಿಧ ಕ್ಷೇತ್ರಗಳಲ್ಲಿ ಜನಮುಖಿ ಸೇವೆ ಸಲ್ಲಿಸಿದ ಹಿರಿಯ ಸಾಧಕರುಗಳಿಗೆ ಪ್ರತಿಷ್ಠಿತ ಬಸವಶ್ರೀ ಮತ್ತು ವಚನ ಸಾಹಿತ್ಯಶ್ರೀ ಪ್ರಶಸ್ತಿಗಳನ್ನು ನೀಡುತ್ತಾ ಬರಲಾಗಿದೆ. ಇದರೊಂದಿಗೆ ಕನ್ನಡ ಸಾಹಿತ್ಯದ ವಿವಿಧ ಪ್ರಕಾರಗಳಲ್ಲಿ ಮಹತ್ವದ ಸಾಧನೆಯನ್ನು ಮಾಡಿದ ಹಿರಿಯರನ್ನು ಗುರುತಿಸಿ ಗೌರವಿಸಬೇಕೆಂಬುದು ನನ್ನ ಬಹು ಕಾಲದ ಆಶಯವಾಗಿತ್ತು. ಈ ದಿಸೆಯಲ್ಲಿ ನನ್ನ ಸೇವಾ ನಿವೃತ್ತಿಯ ನಂತರ ನಾನು ಮತ್ತು ನನ್ನ ಪತ್ನಿ ಶ್ರೀಮತಿ. ಸರ್ವಮಂಗಳ ಜೊತೆಗೂಡಿ ಒಂದು ಸಾಹಿತ್ಯ ಸೇವಾ ಪ್ರತಿಷ್ಠಾನ ಪ್ರಾರಂಭಿಸಬೇಕೆಂಬ ಆಶಯ 2015ರಲ್ಲಿ ಸಾಕಾರಗೊಂಡಿದೆ. ನನ್ನ ಆಡಳಿತ ಅವಧಿಯಲ್ಲಿ ಮೊದಲಿನಿಂದಲೂ ಸಂಸ್ಕೃತಿ ಹಾಗೂ ಪ್ರಗತಿ ಒಂದು ನಾಣ್ಯದ ಎರಡು ಮುಖಗಳು ಎಂಬುದು ನನ್ನ ನಂಬಿಕೆಯಾಗಿದೆ. ಹಲವಾರು ಸೃಜನಶೀಲ ಸಾಹಿತ್ಯ ಮತ್ತು ಸಾಂಸ್ಕೃತಿಕ ಯೋಜನೆಗಳನ್ನು ಈ ಪ್ರತಿಷ್ಠಾನದ ಮೂಲಕ ಅನುಷ್ಠಾನಗೊಳಿಸಬೇಕೆಂಬ ಹಂಬಲ ನಮ್ಮದಾಗಿದೆ.

ಇಂತಹ ಸಂಸ್ಕೃತಿ ಪರವಾದ ಉತ್ತಮ ಧೈಯೋದ್ದೇಶಗಳನ್ನು ಹೊಂದಿರುವ ಈ ಪ್ರತಿಷ್ಠಾನದ ಉದ್ಘಾಟನೆಯು

ಈ ಸಮಾರಂಭಕ್ಕೆ ಮುನ್ನ ಬೆಳಗ್ಗೆ 10 ಗಂಟೆಗೆ ಪ್ರಖ್ಯಾತ ಹಿಂದುಸ್ತಾನಿ ಗಾಯಕಿಯಾದ ಡಾ. ಜಯದೇವಿ ಜಂಗಮಶೆಟ್ಟಿ ಅವರಿಂದ ವಚನ ಗಾಯನ ಕಾರ್ಯಕ್ರಮ ನಡೆಯಲಿದೆ..
