ಭಾರತದ ಜನಸಂಖ್ಯೆಯ ಶೇ.2ರಷ್ಟಿರುವ ವೈಕಲ್ಯವುಳ್ಳ ವಿಶೇಷ ಅಗತ್ಯಗಳ ಜನರನ್ನು ಉದ್ಧರಿಸಲು ದೇಶದ ಇತರೆ ಪ್ರದೇಶಗಳಿಗೆ ಕರ್ನಾಟಕ ದಾರಿದೀಪವಾಗಿ ಹೊರಹೊಮ್ಮುವುದಕ್ಕೆ ಸಹಾಯ ಮಾಡಲು ಚರ್ಚೆಗಳನ್ನು ದಿ ಅಸೋಸಿಯೇಷನ್ ಆಫ್ ಮೆಂಟಲಿ ಚಾಲೆಂಜ್ಡ್(ಎಎಂಸಿ) ಆರಂಭಿಸಿದೆ.
ಆರ್ವಿ ವಿಶ್ವವಿದ್ಯಾಲಯ ಉಪಕುಲಪತಿ ಪ್ರೊಫೆಸರ್ ವೈ.ಎಸ್.ಆರ್. ಮೂರ್ತಿ ಅವರು ವೈಕಲ್ಯವುಳ್ಳ ಜನರ ಹಕ್ಕುಗಳನ್ನು ಪಡೆದುಕೊಳ್ಳುವುದಕ್ಕಾಗಿ ಕಾನೂನುಗಳ ಕಟ್ಟುನಿಟ್ಟಿನ ಅನುಷ್ಠಾನದ ಪ್ರಾಮುಖ್ಯತೆಯನ್ನು ಒತ್ತಿ ಹೇಳಿದರು.
ಬೆಂಗಳೂರು, 03, ಡಿಸೆಂಬರ್ 2022 :- ವೈಕಲ್ಯವುಳ್ಳ ಜನರ ಅಂತಾರಾಷ್ಟ್ರೀಯ ದಿನದ ಸಂದರ್ಭದಲ್ಲಿ ದಿ ಅಸೋಸಿಯೇಷನ್ ಫಾರ್ ಮೆಂಟಲಿ ಚಾಲೆಂಜ್ಡ್(ಎಎಂಸಿ), `ಎಲ್ಲಾ ವೈಕಲ್ಯಗಳು ಕಾಣುವುದಿಲ್ಲ: ಐಡಿಡಿ ಇರುವ ಜನರಿಗೆ ನೂತನ ಮಾರ್ಗಗಳನ್ನು ವಿಕಾಸಗೊಳಿಸುವುದು’ ಕುರಿತ ವಿಚಾರ ಸಂಕಿರಣವನ್ನು ಆಯೋಜಿಸಿತ್ತು. ಇಂತಹ ಜನರಿಗೆ ಆರೈಕೆ ನೀಡುವವರು ಮತ್ತು ಅವರ ಕುಟುಂಬಗಳಿಗೆ ಬೆಂಬಲ ನೀಡಲು ನೂತನ ಮಾರ್ಗಗಳನ್ನು ಕುರಿತು ಚರ್ಚಿಸಲು ಈ ಕಾರ್ಯಕ್ರಮ ಆಯೋಜಿಸಲಾಗಿತ್ತು. ಬೌದ್ಧಿಕ ವೈಕಲ್ಯತೆಯುಳ್ಳ ವ್ಯಕ್ತಿಗಳನ್ನು ಬೆಳೆಸುವಲ್ಲಿ ಧೈರ್ಯದೊಂದಿಗೆ ಸವಾಲುಗಳನ್ನು ಈ ಜನರು ಎದುರಿಸುತ್ತಾರೆ. ಕಾರ್ಯಕ್ರಮದ ಮುಖ್ಯ ಅತಿಥಿಯಾಗಿದ್ದ ಆರ್ವಿ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಸ್ಥಾಪಕ ಉಪಕುಲಪತಿಗಳಾದ ವೈ.ಎಸ್.ಆರ್. ಮೂರ್ತಿ ಅವರು ಸಮ್ಮೇಳನದಲ್ಲಿ ಹಾಜರಿದ್ದ ಪ್ರೇಕ್ಷಕರು, ರಾಜ್ಯ ಸರ್ಕಾರ, ಸ್ವಯಂ ಸೇವಾ ಸಂಸ್ಥೆಗಳ ಪ್ರತಿನಿಧಿಗಳು, ದಾನಿಗಳು ಮತ್ತು ವಿಶೇಷ ಅಗತ್ಯಗಳನ್ನು ಹೊಂದಿರುವ ಮಕ್ಕಳ ಪೋಷಕರನ್ನು ಉದ್ದೇಶಿಸಿ ಮಾತನಾಡಿದರು. ಆರ್ವಿ ವಿಶ್ವವಿದ್ಯಾಲಯದ ಸ್ಥಾಪಕ ಉಪಕುಲಪತಿ ಪ್ರೊಫೆಸರ್ ವೈ.ಎಸ್.ಆರ್. ಮೂರ್ತಿ ಅವರು ಮಾತನಾಡಿ, ವೈಕಲ್ಯವುಳ್ಳ ಜನರ ಹಕ್ಕುಗಳನ್ನು ಪಡೆದುಕೊಳ್ಳಲು ಕಾನೂನುಗಳ ಕಟ್ಟುನಿಟ್ಟಿನ ಅನುಷ್ಠಾನದ ಪ್ರಾಮುಖ್ಯತೆಯನ್ನು ಒತ್ತಿ ಹೇಳಿದರು. ಜೊತೆಗೆ ವೈಕಲ್ಯತೆಯ ಕಾರ್ಡ್ಗಳ ವಿತರಣೆಯಲ್ಲಿ ಅವರ ಸಾರ್ವತ್ರಿಕ ವ್ಯಾಪ್ತಿ ಮತ್ತು ಸೂಕ್ತ ರೀತಿಯಲ್ಲಿ ವಿವರಗಳ ಸಂಗ್ರಹಣೆಗಳನ್ನು ನೀತಿ ರೂಪಿಸಲು ಮತ್ತು ಜಾಗೃತಿ ಹರಡಲು ಸಂಗ್ರಹಿಸಬೇಕು ಎಂದರು.
ಅಂಗವೈಕಲ್ಯ ದಿನದ ಅಂಗವಾಗಿ ಅಸೋಸಿಯೇಷನ್ ಫಾರ್ ಮೆಂಟಲಿ ಚಾಲೆಂಜ್ಡ್ ಆಯೋಜಿಸಿದ್ದ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಮುಖ್ಯ ಅತಿಥಿಯಾಗಿದ್ದ ಪ್ರೊಫೆಸರ್ ಮೂರ್ತಿ ಅವರು ವಿಕಲತೆ ಹೊಂದಿರುವ ಜನರು ಇತರರೊಂದಿಗೆ ಸಮನಾಗಿ ತಮ್ಮ ಸಂಪೂರ್ಣ ಹಕ್ಕುಗಳನ್ನು ಆನಂದಿಸುವ ಅರ್ಹತೆ ಹೊಂದಿರುತ್ತಾರೆ ಎಂದು ಸೂಚಿಸಿದರಲ್ಲದೆ, ಶಿಕ್ಷಣ, ಆರೋಗ್ಯ, ಕೆಲಸ ಮತ್ತು ಸಾಮಾಜಿಕ ಭದ್ರತೆಯ ವಿಷಯಗಳಲ್ಲಿ ಸಾಮಾನ್ಯ ಜನರು ಮತ್ತು ಈ ವಿಕಲತೆಯುಳ್ಳ ಜನರ ನಡುವಿನ ಅಂತರವನ್ನು ಕುರಿತು ಗಂಭೀರವಾದ ಕಾಳಜಿ ಅಭಿವ್ಯಕ್ತಿಸಿದರು.

ದಿನ ಬೆಳಿಗ್ಗೆ 6.00 ಗಂಟೆಯಿಂದ ವಿವಿಧ ಸಾಂಸ್ಕೃತಿಕ, ದೇವತಾ ಕಾರ್ಯಗಳು ಹಾಗೂ ವಿಶೇಷ ಅಭಿಷೇಕ, ಹೋಮ-ಹವನ ಹಾಗೂ ಪೂಜಾ ಕೈಂಕರ್ಯಗಳು ನಡೆಯಲಿವೆ.

“INTERNATIONAL DAY OF PEOPLE WITH DISABILITIES.”
A one-of-its-kind conference/seminar with the theme, “NOT ALL DISABILITIES ARE VISIBLE: EVOLVING NEW APPROACHES FOR PERSONS WITH IDD”, is organised on Saturday, December 3rd, 2022. Representatives of the state government, voluntary organisations , philanthropists and parents of children with special needs have deliberate on accelerating the momentum/catalysing new approaches for improving the quality of life of persons with developmental needs and their parents/legal guardians.
Dr Y.S.R. Murthy, Founding Vice Chancellor, R.V. University have inaugurated this conference/seminar
The outcome of the day’s discussions have helped Karnataka emerge as the beacon for the rest of the country in terms of uplifting persons with special needs who constitute two per cent of India’s population.
The Association for the Mentally Challenged (AMC), Bengaluru, have organised this conference/ seminar to mark the “INTERNATIONAL DAY OF PEOPLE WITH DISABILITIES.”
AMC has the unique distinction of leading voluntary organisations in launching innovations for the care of persons with developmental disabilities and their families/ legal guardians. ENRICH (Empowering families to fulfil their needs and rebuild families through information and caregiving skills for families’ holistic development) is in tune with the leadership position of AMC/ novel methods introduced by AMC.
The Association for the Mentally Challenged, Bengaluru, is India’s second oldest special needs organisation. Prof. D. L. N. Murthy Rao, Mental Hospital, Bangalore, established AMC in 1962. He authored some of the country’s first scientific papers on special needs.
