CAMPAIGN AGAINST HIGH-RISE BUILDING WATER TARIFF BY BWSSB

Bangalore, Karnataka, 30″ Aug 2021 The BWSSB since July 2013 introduced new tariff for High Rise Buildings – defined in the BWSSB Act as Buildings Having More than Four Floors – attracting Rs. 22/- per thousand litters. The tariff is about 200% hike in the Table Rates prescribed in the Act. For instance, if one consumes 15000 litres per month under Table Rates the chargeable amount is Rs. 133/- whereas the High-Rise Building Tariff is Rs.330/-.

Contrary to definition for High Rise Building Tariff, BWSSB is wrongly interpreting and applying the said Tariff for Buildings which are having FOUR FLOORS ONLY and below that mark. There is also discrimination in application of the Rules. This is affecting the middle-class consumers. Though the billing is made for High Rise Buildings, water supply is made to the ground level and the consumers are making their own arrangements for lifting the water to individual flats and maintain delivery pipelines.

On a brief comparison to other cities there is no tariff separately for High Rise Buildings. There is free water in Delhi. As per information available, in Mumbai it is Rs.3.50 per thousand litres. Kerala and Chennai charge Rs. 50/- and Rs.80/- per flat per month.

BBMP in their budget of FY 2020-21 have announced free water up-to 10000 litres and allocated Rs.43 crores for making payment to BWSSB. The shocking factor is if one consumes 10001 litres per month under the Table Rates chargeable amount is around Rs. 100/- and under the High – Rise Building Tariff it is Rs.242/-.

In our case, we reside in 4 floors and 3 floors only. We are fighting this draconian rise in water charges for the past 8 years and just to get a response to our objections we had to move a Writ Petition before the Karnataka High Court seeking directions to the Officials to respond. The speaking order passed by the Official was untenable and subsequently the Board Officials had many rounds of discussions to solve the issue of definition of High Rise Building thereby making the Speaking Order redundant.

1 , ಕ್ರಿಯಾಶೀಲ ಮುಖ್ಯಮಂತ್ರಿ ಗಳು ಮತ್ತು ವಿಶೇಷ ಆಲೋಚನೆ ಇರುವ ಶಿಕ್ಷಣ ಮಂತ್ರಿಗಳು ನಮ್ಮ ಸಮಸ್ಯೆಗಳನ್ನು ಬಗೆಹರಿಸುವ ವಿಶ್ವಾಸದೊಂದಿಗೆ , ದಿನಾಂಕ 30-08-2021 ರಂದು ಬೆಳಗ್ಗೆ 11 ಗಂಟೆಗೆ ಸನ್ಮಾನ್ಯ ಶಿಕ್ಷಣ ಸಚಿವರು ತಾಂತ್ರಿಕ ಸಲಹಾ ಸಮಿತಿಯ ಸಭೆಯನ್ನು ಅನೇಕ ತಜ್ಞರ ಸಲಹೆಯಂತೆ ಮತ್ತು ಈಗಾಗಲೇ 9 ರಿಂದ 12 ನೇ ತರಗತಿಯವರಿಗೆ ಶಾಲೆಗಳು ಕಳೆದ ಒಂದು ವಾರದಿಂದ ನಡೆಯುತ್ತಿದ್ದು , ಯಾವುದೇ ಅನಾಹುತಗಳಾಗಲಿ ಅಥವಾ ಮತ್ತಿತರ ಕೋವಿಡ್ ಸಮಸ್ಯೆಗಳಾಗಲಿ ಕಂಡುಬಂದಿಲ್ಲ . ಅದ್ದರಿಂದ ಕೂಡಲೇ 1 ರಿಂದ 8 ನೇ ತರಗತಿಯವರಿಗೂ ಶಾಲೆಗಳು ನಡೆಸಲು ಅನುಮತಿ ನೀಡಬೇಕಾಗಿ ರುಪ್ಪ ಕರ್ನಾಟಕ ಆಗ್ರಹಿಸುತ್ತದೆ . 2. ಕೋವಿಡ್ ನಿಂದ ಆರ್ಥಿಕವಾಗಿ ಖಾಸಗಿ ಶಾಲೆಗಳು ಸಾಕಷ್ಟು ಸಮಸ್ಯೆಗಳನ್ನು ಅನುಭವಿಸುತ್ತಿರುವುದು ತಮಗೆ ತಿಳಿದಿರುವ ವಿಚಾರ . ಸರ್ಕಾರಕ್ಕೆ ಮತ್ತು ಇಲಾಖೆಗೆ ಈಗಾಗಲೇ ಸಾಕಷ್ಟು ಬಾರಿ ಮನವಿ ಮಾಡಿದ್ದರು ಶಾಲೆಗಳಿಗೆ 2020-21ನೇ ಸಾಲಿನ ಆರ್.ಟಿ.ಈ.ಹಣ ಬಿಡುಗಡೆ ಮಾಡಿರುವುದಿಲ್ಲ ಅದರಿಂದ ಕೂಡಲೇ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಬೇಕಾಗಿ ವಿನಂತಿ .

3 . ಇಂದಿನ ಶಿಕ್ಷಣ ಸಚಿವರು ಕೊಟ್ಟ ಭರವಸೆಯಂತೆ 2000 ವರೆಗೆ ಕನ್ನಡ ಮಾಧ್ಯಮ ಶಾಲೆಗಳಿಗೆ ಅನುದಾನ ಬಿಡುಗಡೆ ಮಾಡಲು ಒಪ್ಪಿದ್ದರು ಆದ್ದರಿಂದ ಅದನ್ನು ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಈ ಮೂಲಕ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದೇವೆ 4 ರಾಜ್ಯದ ಅನೇಕ ಬಿ.ಇ.ಓಗಳು ಖಾಸಗಿ ಶಾಲೆಗಳ ಟಿ.ಸಿ.ಯನ್ನು ಅನಧಿಕೃತವಾಗಿ ನಿಡುತ್ತಿದ್ದು , ತತ್ತಕ್ಷಣ ಅಂತವರ ವಿರುದ್ಧ ಕಠಿಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು . ಖಾಸಗಿ ಶಾಲಾ ವಿಚಾರದಲ್ಲಿ ಇಲಾಖೆಯ ಅಸ್ತಕ್ಷೇಪ ಹೆಚ್ಚಾಗಿದ್ದು ಕೂಡಲೇ ಖಾಸಗಿ ಶಾಲಾ ಸಂಘಟನೆಗಳ ಮುಖ್ಯಸ್ಥರನ್ನು ಒಳಗಂಡಂತೆ ಪ್ರತ್ಯೇಕ ಪ್ರಾಧಿಕಾರ ರಚಿಸಬೇಕು . 5. ಶಿಕ್ಷಕರ ದಿನಚಾರಣೆ ಅಂಗವಾಗಿ ರಾಜ್ಯ ಉತ್ತಮ ಶಿಕ್ಷಕರ ಪ್ರಶಸ್ತಿ ಯನ್ನು ಖಾಸಗಿ ಶಾಲೆಗಳಿಗೂ ವಿಸ್ತರಿಸಬೇಕು . 6. ಸರ್ಕಾರ ಘೋಷಿಸಿದಂತೆ ಶಿಕ್ಷಕರ ಪ್ಯಾಕೇಜ್ ಐದು ಸಾವಿರ ರೂಗಳನ್ನು ಕೇವಲ 172000 ಬಿಡುಗಡೆ ಶಿಕ್ಷಕರಿಗೆ ಬಿಡುಗಡೆ ಮಾಡುತ್ತಿದೆ ಉಳಿದ ಸಾವಿರಾರು ಶಿಕ್ಷಕರ ಹಣ ಯಾವಾಗ ಪಾವತಿ ಮಾಡುವುದು ತಕ್ಷಣ ಕ್ರಮ ಕೈಗೊಳ್ಳಿ .

The first commercial batch of COVAXIN® made in Ankleshwar, Gujarat, is launched by Union Minister of Health and Family Welfare of India.

* With specialised bio safety containment facilities in Hyderabad, Malur, Ankleshwar, and Pune, Bharat Biotech steadily moves towards its aim of ~ 1 billion doses of annualised capacity.
* Product manufactured from Ankleshwar facilities will be available for supplies starting September 2021,

Hyderabad, Sunday, August 29, 2021: Bharat Biotech, a global leader in vaccine development and innovation, today announced the commercial launch of the first batch of COVAXIN® from its Chiron Behring Vaccines facility in Ankleshwar, Gujarat. Hon’ble Union Health Minister Mansukh Mandaviya inaugurated the COVAXIN® batches. Dr. Krishna Ella, Chairman & Managing Director, Bharat Biotech and Mrs. Suchitra Ella, Joint Managing Director, Bharat Biotech were also present at the launch.

The company has already deployed multiple production lines at its Hyderabad, Malur, Bengaluru, and Pune campuses, and the addition of Chiron Behring, Ankleshwar will further augment its COVAXIN® production capacity. A new filing facility constructed during 2020 is now being utilized for the production of COVAXIN®. The COVAXIN® production had begun in early June, before which the team had executed engineering batches to study the equipment functionality at the facility. Chiron Behring Vaccines is a wholly owned subsidiary of Bharat Biotech.

Shri. Mansukh Mandaviya, Union Minister of Health and Family Welfare, said, “India is focused on slowing the spread of COVID-19 in the country, and the key to achieving this lies in the swift and efficient administration of vaccines. We want to ensure equitable access of the vaccine to every Indian citizen, and the expansion of COVAXIN® production facilities by Bharat Biotech will take us closer to this goal.”
