ಉದಾಹರಣೆ : ಅಮೇರಿಕಾದಲ್ಲಿ 50 ಸಂಸ್ಥಾನಗಳಿವೆ ಎಂದು ಅಂದಾಜಿಸಲಾಗಿದೆ . ಸ್ವಲ್ಪ ಹೆಚ್ಚು ಕಡಿಮೆ ಜನಸಂಖ್ಯೆ ಪ್ರಮಾಣ ಒಂದೇ ಆಗಿರುತ್ತದೆ . ಈ ಯೋಜನೆಯನ್ನೇ ಮುಂದಿಟ್ಟುಕೊಂಡು ನಮ್ಮ ದೇಶದಲ್ಲಿ ಸ್ವಲ್ಪ ಹೆಚ್ಚು ಕಡಿಮೆ ಜನಸಂಖ್ಯಾ ಪ್ರಮಾಣ ಒಂದೇ ಪ್ರಮಾಣ ಇರುವಂತೆ ಮಾಡುವುದು ಎಲ್ಲಾ ದೃಷ್ಟಿಯಿಂದಲೂ ಸರಿ ಎನಿಸುತ್ತದೆ .
ಇಲ್ಲಿ ಭಾಷೆ ಒಂದನ್ನೇ ಮುಖ್ಯ ಗುರಿಯನ್ನಾಗಿ ಇಟ್ಟುಕೊಂಡು ಪ್ರಾಂತ ರಚನೆ ಸಲ್ಲದು , ದೇಶದ ಒಗ್ಗಟ್ಟು ಬಹಳ ಮುಖ್ಯ . ಆಡಳಿತವನ್ನು ಸಮರ್ಪಕವಾಗಿ ನಿರ್ವಹಿಸಲು ಸಾಧ್ಯ ಮತ್ತು ಭಾಷಾ ಗೊಂದಲವೂ ತಪ್ಪುತ್ತದೆ . ಈ ಎಲ್ಲಾ ಅಂಕಿ ಅಂಶಗಳನ್ನು ಗಮನಿಸಿ ನಮ್ಮ ದೇಶದಲ್ಲಿ ಆಡಳಿತಕ್ಕೆ ಅನುಕೂಲವಾಗುವಂತೆ ರಾಜ್ಯಗಳನ್ನು ರಚಿಸುವುದಿ ಸೂಕ್ತ . ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಆಂಧ್ರ ರಾಜ್ಯದವರು ತೆಲಂಗಾಣ ಪ್ರತ್ಯೇಕ ರಾಜ್ಯಕ್ಕೆ ಬೇಡಿಕೆ ಇಟ್ಟು ತಮ್ಮ ತೀವ್ರ ಹೋರಾಟ ಮುಂದುವರಿಸಿದ ಫಲವಾಗಿ ಆಂಧ್ರಪ್ರದೇಶ ರಾಜ್ಯವನ್ನು ವಿಭಜಿಸಿ ತೆಲಂಗಾಣ ಹೊಸ ರಾಜ್ಯ ಸ್ಥಾಪನೆ ಮಾಡಿರುವುದು ರಾಜ್ಯದ ಸಮಗ್ರ ಸಮತೋಲನ ಹಾಗೂ ಸರ್ವಾಂಗೀಣ ಅಭಿವೃದ್ಧಿ ದೃಷ್ಟಿಯಿಂದ ಸಮಂಜಸ ಎನ್ನುವುದರಲ್ಲಿ ಎರಡು ಮಾತಿಲ್ಲ . ಈಗಾಗಲೇ ಉತ್ತರಪ್ರದೇಶ ಸಹ ನಾಲ್ಕು ವಿಭಾಗಗಳಾಗಿ ವಿಂಗಡಿಸಲು ನಿರ್ಣಯಿಸುತ್ತಿರುವುದನ್ನು ಗಮನಿಸಬಹುದಾಗಿದೆ . ತೆಲಂಗಾಣ ಪ್ರತ್ಯೇಕ ರಾಜ್ಯ ಸ್ಥಾಪನೆಗೆ ಒತ್ತಾಯಿಸುತ್ತಿರುವವರ ಬೇಡಿಕೆ ಈಡೇರಿಸಿರುವುದು ನ್ಯಾಯ ಸಮ್ಮತವಾದುದು . ಕೇಂದ್ರ ಸರ್ಕಾರ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ತೀರ್ಮಾನ ಕೈಗೊಂಡಿರುವುದು ದೇಶದ ಅಭಿವೃದ್ಧಿ ದೃಷ್ಟಿಯಿಂದ ಒಳ್ಳೆಯ ನಿರ್ಧಾರ . ಇದೇ ರೀತಿ ಕರ್ನಾಟಕ ರಾಜ್ಯದಲ್ಲಿ ವಿಭಜನೆಯ ಕೂಗು ಉತ್ತರ ಕರ್ನಾಟಕದ ಜನನಾಯಕರಿಂದ ಅನೇಕ ವರ್ಷಗಳಿಂದ ಕೇಳಿ ಬರುತ್ತಿದೆ .
ಕರ್ನಾಟಕ ಅತಿದೊಡ್ಡ ರಾಜ್ಯವಾದ್ದರಿಂದ ಎಲ್ಲಾ ಪ್ರಾಂತಗಳ ಅಭಿವೃದ್ಧಿ , ಸರ್ವಾಂಗೀಣ ಹಾಗೂ ನಾಡಿನ ಸಮತೋಲನ ಆಡಳಿತ ದೃಷ್ಟಿಯಿಂದಸ ಏಕೀಕೃತ ಕರ್ನಾಟಕದಲ್ಲಿ 2 ಪ್ರತ್ಯೇಕ ರಾಜ್ಯಗಳನ್ನಾಗಿ ರಚಿಸತಕ್ಕದ್ದು ಸೂಕ್ತ . ಉಳಿದ ಕರ್ನಾಟಕ ಪ್ರದೇಶಗಳ ಅಭಿವೃದ್ಧಿಗೆ ಪ್ರತ್ಯೇಕ ಸಮಗ್ರ ಯೋಜನೆ ರೂಪಿಸಲು ಸಾಧ್ಯ . ಇದರಿಂದ ಮೇಲಿನ ಜಿಲ್ಲೆಗಳನ್ನು ಹೊರತುಪಡಿಸಿ , ಉಳಿದ 14 ದೊಡ್ಡ ಜಿಲ್ಲೆಗಳನ್ನೊಳಗೊಂಡ ಮತ್ತೊಂದು ರಾಜ್ಯ ರಚಿಸುವುದು ಸೂಕ್ತ . ಈ ದಿಶೆಯಲ್ಲಿ ಸರ್ಕಾರ , ಜನಪ್ತಿನಿಧಿಗಳು , ಪ್ರಜ್ಞಾವಂತರು , ಸಾಹಿತಿಗಳೆಲ್ಲರೂ ಚಿಂತಿಸಲು ಇದು ಸಕಾಲ , ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಹೊಸ ಮೈಸೂರು ರಾಜ್ಯ ರಚನೆಗೆ ಕೇಂದ್ರ ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸಲಾಗುತ್ತಿದೆ .

ಕರ್ನಾಟಕ ರಾಜ್ಯ ರೈತ ಸಂಘ ಹಾಗೂ ಹಸಿರು ಸೇನೆಯ ರಾಜ್ಯಾಧ್ಯಕ್ಷರಾದ ಶ್ರೀ ಕೋಡಿಹಳ್ಳಿ ಚಂದ್ರಶೇಖರ್ ರವರು ಕೃಷಿ ಇಲಾಖೆಯಲ್ಲಿ ಕೆಲಸ ನಿರ್ವಹಿಸುತ್ತಿರುವ ರೈತ ಅನುವುಗಾರರ ಕುರಿತು ಪತ್ರಿಕಾ ಗೋಷ್ಠಿ .
* ಕೃಷಿ ಇಲಾಖೆಯಲ್ಲಿ ರೈತ ಮಕ್ಕಳಾದ ಅನುವುಗಾರರನ್ನು ಕೈಬಿಟ್ಟು ಕೃಷಿ ಡಿಪ್ಲೋಮಾ ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ನೇಮಕಮಾಡಿಕೊಳ್ಳುವುದನ್ನು ವಿರೋಧಿಸಿ* .
ಮೇಲ್ಕಂಡ ವಿಷಯಕ್ಕೆ ಸಂಬಂಧಿಸಿದಂತೆ 2008-09ನೇ ಸಾಲಿನ ಮಾನ್ಯ ಮುಖ್ಯಮಂತ್ರಿಗಳಾದ ಸನ್ಮಾನ್ಯ ಶ್ರೀ ಬಿ.ಎಸ್.ಯಡಿಯೂರಪ್ಪನವರು ರೂಪಿಸಿದ ಭೂಚೇತನ ಎಂಬ ರೈತ ಸ್ನೇಹಿ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ರೈತ ಅನುವುಗಾರರನ್ನು ಸುಮಾರು 9657 ಜನ ಅನುವುಗಾರರನ್ನು ನೇಮಿಸಿಕೊಂಡಿದ್ದರು . 10 ವರ್ಷಗಳ ಭೂಚೇತನ ಅವಧಿಯಲ್ಲಿ ಅನುವುಗಾರರಿಗೆ ಕೇವಲ ರೂ .5000 / – ಗೌರವ ಧನವನ್ನು ನೀಡಿ ದುಡುಸಿಕೊಂಡರು . ಎರಡು ನಂತರದ ಅವಧಿಯಲ್ಲಿ ರಾಜ್ಯ ಸರ್ಕಾರ ಕೃಷಿ ಇಲಾಖೆಯಲ್ಲಿ ಕೆಲಸ ನಿರ್ವಹಿಸುತ್ತಿರುವ ಅನುವುಗಾರರನ್ನು ರದ್ದುಪಡಿಸಿ ಅನುವುಗಾರರ ಹೆಸರಿಗೆ ಬದಲಾಗಿ ತಾಂತ್ರಿಕ ಉತ್ತೇಜಕರೆಂದು ನಾಮಕರಣ ಮಾಡಿ ಅನುವುಗಾರರ ಸಂಖ್ಯೆಯನ್ನು ಕಡಿತಗೊಳಿಸಿ ಪಂಚಾಯ್ತಿಯೊಬ್ಬರಂತೆ ನೇಮಕ ಮಾಡಿ ಗೌರವಧನದ ಬದಲು ಹೆಕ್ಟರ್ ವಂತಿಕೆಯನ್ನು ಜಾರಿ ಮಾಡಿ ನಂತರ ಇಲಾಖೆಯ ಎಲ್ಲಾ ಯೋಜನೆಗಳಲ್ಲಿ ಚಟುವಟಿಕೆಗಳ ಬಗ್ಗೆ ರೈತರಿಗೆ ಮಾಹಿತಿ
ನೀಡಿ ರೈತರ ಬೆಳೆಯಲ್ಲಿ ಆರ್ಥಿಕವಾಗಿ ಘಣನೀಯವಾಗಿ ಏರಿಕೆ ಮಾಡಿಸಿ ರೈತರ ಜೊತೆಗೆ ಪಾಲ್ಗೊಂಡು 52 ಲಕ್ಷ ಹೆಕ್ಟೇರ್ಗಿಂತ ಹೆಚ್ಚಿನ ಬಿತ್ತನೆ ಮಾಡಿಸಿ ಶೇ .20 % ಮಾಡಿಸಿ ಕೇಂದ್ರ ಸರ್ಕಾರದಿಂದ ಕರ್ನಾಟಕ ಸರ್ಕಾರಕ್ಕೆ ಒಂದು ಕೋಟಿ ರೂಪಾಯಿ ಬಹುಮಾನವನ್ನು ಬರುವಂತೆ ಮಾಡಲು ಸಹಕರಿಸಿದ ಅನುವುಗಾರರನ್ನು ಈಗ ಪೂರ್ತಿ ಪ್ರಮಾಣದಲ್ಲಿ ರದ್ದುಪಡಿಸಿ ಅವರ ಬದಲಾಗಿ ಕೃಷಿ ಡಿಪ್ಲೋಮಾದವರನ್ನು ನೇಮಿಸಿಕೊಳ್ಳುತ್ತೇವೆ ಎಂದು ಸರ್ಕಾರ ತೀರ್ಮಾನಿಸಿರುವುದು ಅನುವುಗಾರರಿಗೆ ತುಂಬಲಾಗದ ನಷ್ಟ ಉಂಟಾಗಿದೆ . ಸುಮಾರು 12 ವರ್ಷಗಳಿಂದ ಕೃಷಿ ಇಲಾಖೆಯಲ್ಲಿ ಪರಿಣಿತ ಹೊಂದಿದ ನಮ್ಮಗಿಂತ ಕೇವಲ 2 ವರ್ಷ ಡಿಪ್ಲೋಮಾ ಮಾಡಿದವರಿಗೆ ಅನುಭವ ಇರುವುದಿಲ್ಲ . ಈಗ ರೈತರಿಗೆ ನೇರವಾಗಿ ಯಾವ ಸವಲತ್ತುಗಳು ಸಹ ಸಿಗುತ್ತಿಲ್ಲ . ಈಗಾಗಲೇ ಇಲಾಖೆಯಲ್ಲಿ ಅನುವುಗಾರರಿಗೆ ತರಬೇತಿ ನೀಡಿರುತ್ತದೆ . ಆದ್ದರಿಂದ ರೈತ ಮಿತ್ರರ ನೇಮಕಾತಿಯನ್ನು ಕೈಬಿಟ್ಟು ಈಗಿರುವ ಸುಮಾರು 10-12 ವರ್ಷಗಳಿಂದ ಕನಿಷ್ಠ ವೇತನಕ್ಕಿಂತ ಕಡಿಮೆ ವೇತನದಲ್ಲಿ ದುಡಿಯುತ್ತಿರುವ ಹಾಗೂ ಅನುಭವ ಹೊಂದಿರುವ ರೈತ ಅನುವುಗಾರರನ್ನು ನೇಮಕಾತಿ ಮಾಡಿ ಮುಂದುವರೆಸಿ ಎಂದು ಈ ಮೂಲಕ ಸರ್ಕಾರಕ್ಕೆ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದೇವೆ .
