Bengaluru, 13 th Feb 2019: Nibedita hailing from Gateway of Odisha, brought laurels to our country by winning the Miss Elegant Asia Pacific 2018-19 Crown. The Contest was Organized by Zevents In& Gulf Uniue International LLC on Dec 14th to 17 th , at Muscat Oman.

Nibedita Biswal represented India in the pageant.
Nibedita Biswal would be shortly seen in the silver screen of Karnataka, on the movie B-Positive, directed by Venkatesh Kumar. The movie is expected to release
worldwide in the month of July. The Movie would be released in 4 Languages on the same day.
Ms. Nibedita, studied in M S Ramaiah College with IT background, was keen in Modelling & Acting. Have participated in Beauty Pageants worldwide and have several crowns to her credit. Her victory as Miss Elegant Asia Pacific and West India with a added title as Rising Star of 2019, is a step higher in her career. In the International pageant Miss Asia Pacific 2018-19. Organized by Zevents and Gulf Unique International LLC at Muscat Oman from Dec14th to 17th in which 12 participants hit the final ramp and Ms.Nibedita carried the crown with her to India. The contest took place at Panorama Mall Muscat with presence of dignitaries of Muscat.

Christians and Muslims of SC origin have been demanding the right to be included in Scheduled Caste list since 1950

Dichotomy in Rendering Social Justice

The Catholic Bishops’ Conference of India (CBCI) Office for SC/BC is deeply concerned about the dichotomy in rendering social justice in India. Both the houses of the Parliament passed the bill giving 10% reservation in education and employment for the Economically Weaker Section in India. Though there are various schemes, scholarships and programs available for the economically weaker section, the Government was keen and haste in passing the bill. It is a known fact that the Economically Weaker Section is not affected by the caste system in India. We also understand that the bill was introduced in the Parliament without a scientific study of the Economically Weaker Section.

We are sorry that the Government does not show the same kind of concern for the issue of Christians and Muslims of Scheduled Caste Origin, thus discriminating them in the name of religion.

Christians and Muslims of SC origin have been demanding the right to be included in Scheduled Caste list since 1950. Christians and Muslims of SC origin were born in untouchable communities and still experience exclusion and stigma of untouchability. They are educationally and economically backward as their counterpart Hindu Dalits.

Backward Class Commissions acknowledge the social and economic backwardness of Christians of Scheduled Caste Origin and recommend Scheduled Caste status to them. (Sri Kaka Kalelkar Backward Class Commission, Government of India, 1955, Nettur Commission Report, Government of Kerala, 1965, Backward Class Commission of Andhra Pradesh, 1970, Elayaperumal Commission, 1969 etc.)

National Commission for Religious and Linguistic Minorities (NCRLM), 2007, stated that non-inclusion of Christians and Muslims of Scheduled Caste Origin in the SC list is a discrimination based on religion and goes against the Constitution.

“Dalits in the Muslim and Christian Communities, A status Report on Current Social and Scientific Knowledge”, Prepared for the National Commission for Minorities, Government of India by Prof. Satish Deshpande clearly states, “There is no compelling evidence to justify denying SC status to Dalit Muslims and Dalit Christians.”

It is really a social injustice that in spite of all the recommendations of the Commissions and scientific studies, the Government denies justice to the Christians and Muslims of Scheduled Caste Origin.

Therefore we request the Hon. Prime Minister of India

To pass a bill to include Christians and Muslims of Scheduled Caste origin in the Scheduled Caste list.
To increase the reservation to SCs and STs, proportionate to their population.

ಭಾರತದಲ್ಲಿ ಸಾಮಾಜಿಕ ನ್ಯಾಯದ ಸಲ್ಲಿಕೆಯಲ್ಲ್ಲಿ ಆಗುತ್ತಿರುವ ಪಕ್ಷಪಾತಕ್ಕೆ ಭಾರತ ಕ್ಯಾಥಲಿಕ್ ಬಿಷಪ್ ಸಮ್ಮೇಳನ (ಸಿಬಿಸಿಐ) ಆತಂಕವನ್ನು ವ್ಯಕ್ತಪಡಿಸುತ್ತಿದೆ. ದೇಶದಲ್ಲಿ ಆರ್ಥಿಕವಾಗಿ ಹಿಂದುಳಿದ ವರ್ಗಗಳಿಗೆ ಶೇ.10 ಮೀಸಲಾತಿ ಕಲ್ಪಿಸುವ ಮಸೂದೆಗೆ ಸಂಸತ್ತಿನ ಉಭಯ ಸದನಗಳಲ್ಲಿ ಅನುಮೋದನೆ ದೊರೆತಿದೆ.

ಅವರಿಗಾಗಿ ವಿವಿಧ ಯೋಜನೆಗಳು, ವಿದ್ಯಾರ್ಥಿ ವೇತನಗಳು ಇದ್ದರೂ ಸಹ ಸರ್ಕಾರ ಈ ಮಸೂದೆಯ ಕುರಿತು ವಿಶೇಷ ಆಸ್ಥೆ ವಹಿಸಿದೆ. ಆರ್ಥಿಕವಾಗಿ ಹಿಂದುಳಿದ ವರ್ಗಗಳು ದೇಶದಲ್ಲಿನ ಜಾತಿ ವ್ಯವಸ್ಥೆಯಿಂದ ಪ್ರಭಾವಿತವಾಗಿಲ್ಲ ಎಂಬುದು ಎಲ್ಲರಿಗೂ ತಿಳಿದ ಸಂಗತಿಯಾಗಿದೆ. ನಮಗೆ ತಿಳಿದಂತೆ ಯಾವುದೇ ವೈಜ್ಞಾನಿಕ ಅಧ್ಯಯನ ಮಾಡದೆ ಈ ಮಸೂದೆಯನ್ನು ಸಂಸತ್ತಿನಲ್ಲಿ ಮಂಡಿಸಲಾಗಿದೆ.

ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೂಲದ ಕ್ರೈಸ್ತ ಮತ್ತು ಮುಸ್ಲಿಮರ ಕುರಿತು ಸರ್ಕಾರ ಅದೇ ರೀತಿಯ ಕಾಳಜಿಯನ್ನು ತೋರದಿರುವುದು ನಮ್ಮ ಆತಂಕಕ್ಕೆ ಕಾರಣವಾಗಿದ್ದು, ಧರ್ಮದ ಹೆಸರಿನಲ್ಲಿ ಅವರ ಬಗ್ಗೆ ಪಕ್ಷಪಾತ ತೋರುತ್ತಿದೆ ಎಂದು ಅನಿಸುತ್ತದೆ.

ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೂಲದ ಕ್ರೈಸ್ತ ಮತ್ತು ಮುಸ್ಲಿಮರು 1950 ರಿಂದಲೂ ತಮ್ಮನ್ನು ಪರಿಶಿಷ್ಟ ಜಾತಿ ಪಟ್ಟಿಗೆ ಸೇರಿಸುವಂತದ ಒತ್ತಾಯಿಸುತ್ತಿದ್ದಾರೆ. ಅವರು ಅಸ್ಪೃಶ್ಯ ಸಮುದಾಯಗಳಲ್ಲಿ ಜನಿಸಿದವರಾಗಿದ್ದು ಈಗಲೂ ಅದರ ನೋವನ್ನು ಅನುಭವಿಸುತ್ತಿದ್ದಾರೆ. ಅವರು ತಮ್ಮ ಸಹೋದರರಾದ ಹಿಂದೂ ದಲಿತರಂತೆ ಶೈಕ್ಷಣಿಕವಾಗಿ ಮತ್ತು ಆರ್ಥಿಕವಾಗಿ ಬಹಳ ಹಿಂದುಳಿದಿದ್ದಾರೆ.

ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೂಲದ ಕೈಸ್ತ ಮತ್ತು ಮುಸ್ಲಿಮರು ಶೈಕ್ಷಣಿಕವಾಗಿ ಮತ್ತು ಆರ್ಥಿಕವಾಗಿ ಹಿಂದುಳಿದಿರುವುದನ್ನು ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗಗಳು ಗುರ್ತಿಸಿದ್ದು ಅವರಿಗೆ ಪರಿಶಿಷ್ಟ ಜಾತಿಯ ಸ್ಥಾನಮಾನ ನೀಡುವಂತೆ ಶಿಫಾರಸು ಮಾಡಿವೆ. ( ಕಾಕಾ ಕಾಳೇಕರ್ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗ, ಭಾರತ ಸರ್ಕಾರ, 1955, ನೆಟ್ಟೂರು ಆಯೋಗದ ವರದಿ, ಕೇರಳ ಸರ್ಕಾರ, 1965, ಆಂಧ್ರಪ್ರದೇಶ ಸರ್ಕಾರದ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಆಯೋಗ, 1970, ಇಲಯಪೆರುಮಾಳ್ ಆಯೋಗ, 1969 ॒ಮುಂತಾದವು).

ಧಾರ್ಮಿಕ ಮತ್ತು ಭಾಷಾ ಅಲ್ಪಸಂಖ್ಯಾತರ ರಾಷ್ಟ್ರೀಯ ಆಯೋಗ (NCRLM).2007 ರಲ್ಲಿ ಹೇಳಿರುವಂತೆ, ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೂಲದ ಕ್ರೈಸ್ತ ಮತ್ತು ಮುಸ್ಲಿಮರನ್ನು ಪರಿಶಿಷ್ಟ ಜಾತಿ ಪಟ್ಟಿಗೆ ಸೇರ್ಪಡೆ ಮಾಡದಿರುವುದು ಧರ್ಮದ ಆಧಾರದ ಮೇಲೆ ಪಕ್ಷಪಾತ ಮಾಡಿದಂತೆ ಆಗುತ್ತದೆ ಮತ್ತು ಅದು ಸಂವಿಧಾನಕ್ಕೆ ವಿರೋಧವಾಗಿರುತ್ತದೆ.

ಭಾರತ ಸರ್ಕಾರದ ಅಲ್ಪಸಂಖ್ಯಾತರ ರಾಷ್ಟ್ರೀಯ ಆಯೋಗಕ್ಕಾಗಿ ಪ್ರೊ. ಸತೀಶ್ ದೇಶಪಾಂಡೆಯವರು ಸಿದ್ದಪಡಿಸಿದ ಮುಸ್ಲಿಂ ಮತ್ತು ಕ್ರೈಸ್ತ ಸಮುದಾಯಗಳಲ್ಲಿ ದಲಿತರು, ಪ್ರಸಕ್ತ ಸಾಮಾಜಿಕ ಮತ್ತು ವೈಜ್ಞಾನಿಕ ಜ್ಞಾನದ ಸ್ಥಿತಿಗತಿಯ ವರದಿ ಸ್ಪಷ್ಟವಾಗಿ ಹೇಳಿರುವಂತೆ, ದಲಿತ ಮುಸ್ಲಿಮರು ಮತ್ತು ದಲಿತ ಕ್ರೈಸ್ತರಿಗೆ ಪರಿಶಿಷ್ಟ ಜಾತಿಯ ಸ್ಥಾನಮಾನ ನೀಡುವುದನ್ನು ನಿರಾಕರಿಸುವುದಕ್ಕೆ ಯಾವುದೇ ಸೂಕ್ತ ಸಾಕ್ಷ್ಯಾಧಾರವಿಲ್ಲ.

ಆಯೋಗಗಳು ಮತ್ತು ವೈಜ್ಞಾನಿಕ ಅಧ್ಯಯನಗಳ ಶಿಫಾರಸುಗಳಿದ್ದರೂ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೂಲದ ಕ್ರೈಸ್ತರು ಮತ್ತು ಮುಸ್ಲಿಮರಿಗೆ ನ್ಯಾಯವನ್ನು ಸರ್ಕಾರ ನಿರಾಕರಿಸುವುದು ನಿಜವಾದ ಸಾಮಾಜಿಕ ಅನ್ಯಾಯವಾಗಿದೆ.

ಹಾಗಾಗಿ ನಾವು ಮಾನ್ಯ ಭಾರತ ಪ್ರಧಾನ ಮಂತ್ರಿಗಳನ್ನು ವಿನಂತಿಸಿಕೊಳ್ಳುವುದೇನೆಂದರೆ, ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮೂಲದ ಕ್ರೈಸ್ತರು ಮತ್ತು ಮುಸ್ಲಿಮರನ್ನು ಪರಿಶಿಷ್ಟ ಜಾತಿ ಪಟ್ಟಿಗೆ ಸೇರ್ಪಡೆಗೊಳಿಸುವ ಮಸೂದೆಯನ್ನು ಅನುಮೋದಿಸಬೇಕು ಮತ್ತು ಜನಸಂಖ್ಯೆಗೆ ಅನುಗುಣವಾಗಿ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಮತ್ತು ಪರಿಶಿಷ್ಟ ಪಂಗಡಗಳಿಗೆ ಮೀಸಲಾತಿಯನ್ನು ಹೆಚ್ಚಿಸಬೇಕು.
