ರಾಷ್ಟ್ರೀಯ ಗರೀಮ ಅಭಿಯಾನ ವತಿಯಿಂದ ಮಕ್ಕಳು ಮತ್ತು ಮಹಿಳೆಯರ ಮೇಲಾಗುವ ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯವನ್ನು ಕೊನೆಗೊಳಿಸಲು, ಅತ್ಯಾಚಾರ ಮತ್ತು ಲೈಂಗಿಕ ಶೋಷಣೆಯ ವಿರುದ್ಧ ಹೋರಾಡಿದವರು ಭಾಗವಹಿಸಿರುವ ‘ಡಿಗ್ನಿಟಿ ಮಾರ್ಚ್’ ಇಂದು ಬೆಂಗಳೂರಿಗೆ ಬಂದಿದೆ. ಈ ಯಾತ್ರೆಯು,

– 65 ದಿನಗಳಲ್ಲಿ ಒಟ್ಟು 24 ರಾಜ್ಯಗಳು, 200 ಜಿಲ್ಲೆಗಳು ಸೇರಿದಂತೆ, 10000 ಕೀ.ಮೀ ಪ್ರಯಾಣಿಸುತ್ತದೆ.
– ಲೈಂಗಿಕ ಅತ್ಯಾಚಾರದಿಂದ ನೊಂದವರ ಬಗೆಗಿರುವ ಪೂರ್ವಾಗ್ರಹಗಳನ್ನು ಬದಲಾಯಿಸಲು ಯತ್ನಿಸುತ್ತದೆ.

ಸುಮಾರು 5000 ಕ್ಕೂ ಹೆಚ್ಚು ಅತ್ಯಾಚಾರ ಮತ್ತು ಶೋಷಣೆಗೆ ಒಳಗೊಂಡವರು ಮತ್ತು ಅವರ ಕುಟುಂಬದವರು, ಹಲವಾರು ಸಮಾನ ಮನಸ್ಕ ಸಂಸ್ಥೆಗಳು ಮತ್ತು ರಾಷ್ಟ್ರೀಯ ಗರೀಮ ಅಭಿಯಾನ ಸೇರಿ ಆರಂಭಿಸಿದ ಈ ಡಿಗ್ನಿಟಿ ಮಾರ್ಚ್ ಮುಂಬಯಿಯಲ್ಲಿ ಶುರುವಾಯಿತು. ಟಿಸ್ಕ ಚೋಪ್ರ, ಅರ್ಶದ್ ವಾರ್ಸಿ, ಸುಧಾ ಚಂದ್ರನ್, ಲಕ್ಮ್ಷೀ ಅಗರ್ವಾಲ್ (ಸ್ಟಾಪ್ ಆಸಿಡ್ ಅಟ್ಯಾಕ್), ಭನ್ವಾರಿ ದೇವಿ (ಕಾರ್ಯಕರ್ತೆ ಮತ್ತು ಸಾಮೂಹಿಕ ಅತ್ಯಚಾರಕ್ಕೆ ಒಳಗಾದವರು) ಸೇರಿದಂತೆ ಹಲವಾರು ಜನರು ಈ ಯಾತ್ರೆಯಲ್ಲಿ ಭಾಗವಹಿಸಿದ್ದಾರೆ. ಫೆಬ್ರವರಿ 22, 2019ರಂದು ಈ ಯಾತ್ರೆ ನವದೆಹಲಿಯಲ್ಲಿ ಅಂತ್ಯಗೊಳ್ಳುತ್ತದೆ.
ಈ ಯಾತ್ರೆಯ ಉದ್ದೇಶಗಳನ್ನು ರಾಷ್ಟ್ರೀಯ ಗರೀಮ ಅಭಿಯಾನದ ನಿರ್ದೇಶಕ ಆಶಿಫ್ ಶೇಖ್ ಹಂಚಿಕೊಂಡರು:
1. ಅತ್ಯಾಚಾರ ಮತ್ತು ಲೈಂಗಿಕ ಶೋಷಣೆಯಿಂದ ನೊಂದವರ ಮೇಲೆ ಅವಮಾನ ಮತ್ತು ಆಕ್ಷೇಪ ಹೊರಸುವುದನ್ನು ನಿಲ್ಲಿಸುವುದು.
2. ಕುಟುಂಬದಲ್ಲಿ, ಸಮುದಾಯದಲ್ಲಿ, ಸಮಾಜದಲ್ಲಿ ಲೈಂಗಿಕ ಶೋಷಣೆಯ ಬಗೆಗಿರುವ ಮನೋವೃತ್ತಿಯನ್ನು ಬದಲಾಯಿಸುವುದು.
3. ಲೈಂಗಿಕ ಅಪರಾಧಗಳಿಗೆ ದಾರಿ ಮಾಡಿಕೊಡುವ ನ್ಯಾಯಾಂಗ, ವೈದ್ಯಕೀಯ ಮತ್ತು ಪೊಲೀಸ್ ಅಧಿಕಾರಿಗಳನ್ನು ಜವಾಬ್ದಾರಿಯುತರನ್ನಾಗಿಸುವುದು.
4. ಅತ್ಯಾಚಾರಿಗಳ ವಿರುದ್ಧ ದೂರು ದಾಖಲಿಸುವಂತೆ ಲೈಂಗಿಕ ದೌರ್ಜನ್ಯಕ್ಕೆ ಒಳಗಾದ ಮಹಿಳೆಯರು ಮತ್ತು ಇತರರನ್ನು ಹುರಿದುಂಬಿಸುವುದು.
ಈ ಯಾತ್ರೆಯು ರಾಷ್ಟ್ರೀಯ ಗರೀಮ ಅಭಿಯಾನ ನಡೆಸಿದ ‘Sಠಿeಚಿಞ ಔuಣ’ ಎಂಬ ರಾಷ್ಟ್ರೀಯ ಆನ್ಲೈನ್ ಸಮೀಕ್ಷೆಯಲ್ಲಿ ಬೇರೂರಿದೆ. ಮಹಿಳೆಯರು ಮತ್ತು ಮಕ್ಕಳ ವಿರುದ್ಧದ ಲೈಂಗಿಕ ಶೋಷಣೆಯ ತೀವ್ರತೆಯನ್ನು ನಿರ್ಧರಿಸಲು ಮತ್ತು ಬದುಕುಳಿದವರ ಧ್ವನಿಯನ್ನು ಎತ್ತಿ ಹಿಡಿಯಲು ಈ ಸಮೀಕ್ಷೆಯನ್ನು ನಡೆಸಲಾಯಿತು. ಪ್ರಮುಖವಾಗಿ ಕಂಡುಬಂದ ಶೋಧನೆಗಳೆಂದರೆ:
– 95% ರಷ್ಟು ಮಹಿಳೆಯರು ಮತ್ತು ಮಕ್ಕಳ ವಿರುದ್ಧದ ಲೈಂಗಿಕ ಅತ್ಯಾಚಾರದ ಘಟನೆಗಳು ದಾಖಲಾಗಿಲ್ಲ.
– ಕೇವಲ 2% ಕೇಸುಗಳು ಪೊಲೀಸರ ಬಳಿ ದಾಖಲಾಗಿವೆ.
‘ನಮ್ಮ ಸುತ್ತಮುತ್ತಲಿನ ಘಟನೆಗಳಿಗೆ ಡಿಗ್ನಿಟಿ ಮಾರ್ಚ್ ನಮ್ಮ ಉತ್ತರವಾಗಿದೆ. ಕಾನೂನು ಮತ್ತು ಕಾನೂನು ಜಾರಿ ಸಂಸ್ಥೆಗಳು ಕೇವಲ ದೂರು ದಾಖಲಿಸಿದವರ ಸಹಾಯ ಮಾಡುತ್ತವೆ, ಅದರೆ ಸಾವಿರಾರು ಜನರು ದೂರು ದಾಖಲಿಸುವುದಕ್ಕೇ ಹೆದರುತ್ತಾರೆ. ಧ್ವನಿಯೆತ್ತುವ ಸಮಯ ಬಂದಿದೆ, ನೊಂದವರನ್ನು ದೂಷಿಸುವುದನ್ನು ನಿಲ್ಲಿಸಿ, ಅತ್ಯಾಚಾರಿಗಳು, ರಾಜ್ಯ ಮತ್ತು ಸಮಾಜದ ಮೇಲೆ ಜವಾಬ್ದಾರಿ ಹೇರಿಸಿ.’ ಎಂದು ಆಶಿಫ್ ಶೇಖ್ ಮಾತನಾಡಿದ್ದಾರೆ.
‘ಅತ್ಯಾಚಾರದ ಪರಿಣಾಮಕ್ಕಿಂತ ಜನರ ದೂಷಣೆಯಿಂದ ನಾನು ಹೆಚ್ಚು ನಲುಗಿದೆ. 5-6 ಗ್ರಾಮಗಳನ್ನು ಈ ದೂಷಣೆಯಿಂದಲೇ ಬಿಟ್ಟು ಬಂದಿದ್ದೇನೆ. ನಮ್ಮ ಸೋದರಿಯರನ್ನು, ಮಕ್ಕಳನ್ನು ಅತ್ಯಾಚಾರದಿಂದ ರಕ್ಷಿಸುವುದು ನಮ್ಮ ಕರ್ತವ್ಯ. ಈ ನ್ಯಾಯಕ್ಕಾಗಿ ನಡೆಯುವ ಹೋರಾಟದಲ್ಲಿ ಭಾಗವಹಿಸುವಂತೆ, ಘನತೆಯನ್ನು ಹಿಂಪಡೆಯುವಂತೆ, ಧ್ವನಿಯೇರಿಸುವಂತೆ ನಮ್ಮ ಸೋದರಿಯರಲ್ಲಿ ನಾವು ವಿನಂತಿಸುತ್ತೇವೆ.’ ಎಂದು ಕಾರ್ಯಕರ್ತೆ ಭನ್ವಾರಿ ದೇವಿ ತಮ್ಮ ಹೋರಾಟದ ಬಗ್ಗೆ ಮಾತನಾಡಿದರು. ಜಾನಕಿ ಬಾಯಿ ಮತ್ತು ಮಮತ ತವಾರ್ ಕೂಡ ಅವರಿಗಾದ ಅತ್ಯಾಚಾರದ ಬಗ್ಗೆ ಮತ್ತು ಪೊಲೀಸ್ ಮತ್ತು ಉಳಿದ ರಾಜ್ಯದ ಸಿಬ್ಬಂದಿಗಳಿಂದಾದ ಅವಮಾನದ ಬಗ್ಗೆ ಮಾತನಾಡಿದರು.

ಕರ್ನಾಟಕದಲ್ಲಿ ಮಹಿಳೆಯರ ವಿರುದ್ಧ ಅಪರಾಧಗಳು 2012 ರಲ್ಲಿ 10,366 ರಿಂದ 2016 ರಲ್ಲಿ 14,131 ಕ್ಕೆ ಏರಿದೆ; ಮಕ್ಕಳ ವಿರುದ್ಧದ ಅಪರಾಧಗಳು 2012 ರಲ್ಲಿ 875 ರಿಂದ 2016 ರಲ್ಲಿ 4455 ಕ್ಕೆ ಏರಿದೆ. 14-59ರ ವಯಸ್ಸಿನ ಮಹಿಳೆಯರಲ್ಲಿ, ಐವರಲ್ಲಿ ಒಬ್ಬರು ತಮ್ಮ ಸಂಗಾತಿಯಿಂದಲೇ ಹಿಂಸೆಗೊಳಗಾಗುತ್ತಾರೆ ಎಂದು ತಿಳಿದು ಬಂದಿದೆ.

೨೦೧೮ ವಿಧಾನ ಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಅನೇಕ ಸಚಿವರುಗಳು ಸೋತಿರುವ ಸಂದರ್ಭದಲ್ಲೂ ಸಹ ರಾಮಲಿಂಗಾ ರೆಡ್ಡಿಯವರು ತಮ್ಮ ಅಪಾರ ಜನಪ್ರಿಯತೆಯಿಂದಾಗಿ ಅಭೂತಪೂರ್ವ ಯಶಸ್ಸಿನೊಂದಿಗೆ ಜಯಶೀಲಾಗಿದ್ದಾರೆ. ಇಂತಹ ಸರಳ, ಸಜ್ಜನಿಕೆಯ ಹಿರಿಯ ರಾಜಕಾರಣಿಯಾದ ರಾಮಲಿಂಗಾ ರೆಡ್ಡಿಯವರಿಗೆ ಸಚಿವ ಸ್ಥಾನ ಕೈ ತಪ್ಪಿರುವುದು ರಾಜ್ಯದಲ್ಲಿರುವ 50 ಲಕ್ಷ ರೆಡ್ಡಿ ಸಮುದಾಯಕ್ಕೆ ಅಘಾತವನ್ನು ಉಂಟುಮಾಡಿದೆ ಎಂದು ಅಸಮದಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಮುಂದೆ ನಡೆಯುವ ಲೋಕಸಭಾ ಚುನಾವಣೆಯಲ್ಲಿ ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷಕ್ಕೆ ಜಯಗಳಿಸುವ ದೃಷ್ಟಿಯಿಂದ ರಾಮಲಿಂಗಾ ರೆಡ್ಡಿಯವರಿಗೆ ಸಚಿವ ಸ್ಥಾನ ನೀಡುವುದು ಅನಿವಾರ್ಯವಾಗಿರುತ್ತದೆ. ಕೂಡಲೆ ಸಚಿವ ಸ್ಥಾನವನ್ನು ನೀಡುವಂತೆ ಒತ್ತಾಯಿಸಿ ರಾಜ್ಯದ ರೆಡ್ಡಿ ಸಮುದಾಯದ ಪರವಾಗಿ ಕರ್ನಾಟಕ ರೆಡ್ಡಿಜನ ಸಂಘ ಒತ್ತಾಯಿಸುತ್ತಿದೆ ಎಂದು ಅವರು ತಿಳಿಸಿದರು.

ರಾಜ್ಯದಲ್ಲಿ ಹಾಗೂ ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ ಪಕ್ಷ ಸಂಘಟನೆ ದೃಷ್ಟಿಯಿಂದ ರಾಮಲಿಂಗಾ ರೆಡ್ಡಿ ಅವರಿಗೆ ಸಚಿವ ಸ್ಥಾನವನ್ನು ನೀಡುವುದು ಒಳಿತೆಂದು ಕಾಂಗ್ರೆಸ್ ಪಕ್ಷದ ಮುಖಂಡರುಗಳು ಮನಗಣಬೇಕೆಂದು ರೆಡ್ಡಿ ಸಂಘ ಆಗ್ರಹಿಸುಲಿದೆ ಎಂದರು.
