Harassment of GST-Registered Small Traders by Municipal Bodies Sparks Concern: Traders’ Association Appeals to Chief Minister for Immediate Relief

Bengaluru – The Bangalore Wholesale Cloth Merchant’s Association has raised serious concerns over the continued harassment of GST-registered small and local traders across Karnataka by municipal bodies demanding separate trade licenses. The Association, in a formal letter addressed to Hon’ble Chief Minister Sri Siddaramaiah, has called for urgent intervention to protect the interests of small business owners who are facing repeated notices, penalties, and threats from local officials.

Prakash Pirgal, President of the Association, stated that despite full compliance with GST norms and regular tax payments, small traders are being forced to obtain additional trade licenses from local municipal corporations. This, he said, is leading to redundant documentation, duplicate fee payments, and unnecessary legal burdens on small enterprises, particularly in urban and semi-urban areas.

Key Concerns Highlighted:

GST registration already captures and shares business information with both State and Central tax departments.

Despite this integration, municipal bodies are insisting on a separate licensing system, creating a disjointed and duplicative compliance burden.

The sudden issuance of notices and penalties has created confusion and fear among small traders and shopkeepers.

Many small traders, lacking the legal and financial resources to navigate these challenges, are feeling harassed and vulnerable.

The move runs contrary to the government’s stated goals of ‘Ease of Doing Business’, ‘Digital Karnataka’, and support for small and micro enterprises.


Demands Submitted to the State Government:

1. Issue a clear Government Order or Circular exempting GST-registered traders from mandatory trade license requirements by municipal bodies.


2. Work towards implementing a ‘One Nation, One Registration’ system where GST registration alone is considered valid for operating a business.


3. Ensure that no penalties or harassment are imposed on compliant small businesses.


4. Establish a dedicated grievance redressal mechanism to assist small traders facing difficulties with municipal enforcement.



“Small traders form the backbone of Karnataka’s local economy and employment landscape. The current approach by municipal bodies is punitive and contrary to progressive governance. We appeal to the Chief Minister to intervene and provide immediate relief,” said Mr. Pirgal in his appeal.

The Association has expressed hope that the government will take swift action to streamline compliance requirements and ensure a more business-friendly environment for lakhs of traders across the state.

ಕನ್ನಡಿಗರ ಮೆಚ್ಚಿನ ಚಿನ್ನ ಖರೀದಿ ಸಂಸ್ಥೆಯಾಗಿರುವ ಬೆನಕ ಗೋಲ್ಡ್, ತನ್ನ ಹೊಸ ಉತ್ಪನ್ನ ಪರಿಚಯದೊಂದಿಗೆ ಹಾಗೂ ನೂತನ ಜಾಹಿರಾತು ರಾಯಭಾರಿಯ ಪರಿಚಯದ ಮೂಲಕ “ಬೆನಕ ಗೋಲ್ಡ್ ಅಭಿಯಾನ್” ಎಂಬ ಕ್ರಾಂತಿಕಾರಿ ಅಭಿಯಾನಕ್ಕೆ ಚಾಲನೆ ನೀಡಿದೆ. ಏಪ್ರಿಲ್ 21, 2025ರಂದು ನಡೆದ ವಿಶೇಷ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ, ಬೆಂಗಳೂರು ಅಡ್ವಕೇಟ್ ಅಸೋಸಿಯೇಶನ್ ಅಧ್ಯಕ್ಷರಾದ ಶ್ರೀ ವಿವೇಕ್ ಸುಬ್ಬಾರೆಡ್ಡಿ, ಕನ್ನಡ ಸಿನೆಮಾ ನಟರಾದ ಯೋಗೇಶ್, ಹಾಗೂ ಉದಯೋನ್ಮುಖ ನಟಿ ರೀಷ್ಮಾ ನಾಣಯ್ಯ ಅವರು ಉಪಸ್ಥಿತರಿದ್ದರು.

2020ರ ಜೂನ್ 2ರಂದು ಕಂಪನಿಗಳ ಕಾಯ್ದೆ 2013ರ ಅಡಿಯಲ್ಲಿ ಕಾನೂನುಬದ್ಧವಾಗಿ ಸ್ಥಾಪಿತವಾದ ಬೆನಕ ಗೋಲ್ಡ್ ಕಂಪನಿ, ತನ್ನ ಮೊದಲ ಶಾಖೆಯನ್ನು ಬೆಂಗಳೂರಿನ ಬಸವನಗುಡಿಯ ನೆಟ್ಟಕಲ್ಲಪ್ಪ ಸರ್ಕಲ್‌ನಲ್ಲಿ ಆರಂಭಿಸಿತ್ತು. ಇಂದು ದಕ್ಷಿಣ ಭಾರತದ ನಾಲ್ಕು ಪ್ರಮುಖ ರಾಜ್ಯಗಳಲ್ಲಿ 35ಕ್ಕೂ ಅಧಿಕ ಶಾಖೆಗಳೊಂದಿಗೆ ಚಿನ್ನ ಖರೀದಿಯ ಕ್ಷೇತ್ರದಲ್ಲಿ ಮುಂದಾಳತ್ವ ವಹಿಸಿದೆ.

ಚಿನ್ನ ಖರೀದಿಯಲ್ಲಿ ನವೀನ ಸೇವಾ ತಂತ್ರಗಳು:

ಸ್ಟೋನ್ ವ್ಯಾಲ್ಯೂ ಯೋಜನೆ: ಚಿನ್ನದೊಂದಿಗೆ ಅದರಲ್ಲಿರುವ ಸ್ಟೋನ್‌ಗಳಿಗೆ ಸಹ ಮೌಲ್ಯ ನೀಡುವ ವಿಶಿಷ್ಟ ಸೇವೆ.

ರೆಂಟ್ ಫಾರ್ ಗೋಲ್ಡ್: ಗ್ರಾಹಕರು ತಮ್ಮ ಚಿನ್ನವನ್ನು ಸಂಸ್ಥೆಗೆ ನೀಡುವ ಮೂಲಕ ಮಾಸಿಕ ಲಾಭಾಂಶ ಪಡೆಯುವ ಯೋಜನೆ.

ಡೋರ್‌ಸ್ಟೆಪ್ ಸರ್ವೀಸ್: ಗ್ರಾಹಕರ ಮನೆ ಬಾಗಿಲಿಗೆ ತಜ್ಞರ ಮೂಲಕ ಚಿನ್ನದ ಖರೀದಿ ಸೇವೆ.

ಸೆಲ್ ಅಂಡ್ ಸೇವ್ ಯೋಜನೆ: ಗ್ರಾಹಕರು ಮಾರಾಟ ಮಾಡಿದ ಚಿನ್ನವನ್ನು 21 ದಿನಗಳೊಳಗೆ ಅಥವಾ ಕಂತುಗಳಲ್ಲಿ ಹಿಂದಿರುಗಿಸಬಹುದಾದ ವಿನೂತನ ಯೋಜನೆ.

ಸಂಸ್ಥಾಪಕರ ಸಾಧನೆ:

Silent Protest by Karnataka State Bar Council Condemning Attack on Senior Advocate

Bengaluru: The Karnataka State Bar Council, in association with the Bangalore Advocates’ Association, organized a silent protest march on April 21, 2025, condemning the brutal assault and attack on Senior Advocate and former President of the Bar Council of India, Shri Sadashiva Reddy, which took place at his office on April 16, 2025.

The protest march commenced at 11:00 AM from the premises of the Karnataka State Bar Council office and concluded at the City Civil Court complex. Hundreds of advocates participated in the march, wearing red bands on their right arms as a symbolic gesture of protest against the inhuman and deplorable act.

The silent protest saw the participation of several dignitaries, including the President of the State Bar Council, Shri Mittalkod S.S., Vice President Shri Vinay B. Mangalekar, and Members Shri Muniyappa, K.B. Naidu, G.M. Anil Kumar, L. Srinivas Babu, H.L. Vishal Raghu, R. Rajanna, B.V. Srinivas, Gowtham Chand S.F., Asif Ali S.H., N. Shivakumar, and N. Madhusudhan.

Office bearers of the Bangalore Advocates’ Association also actively participated, including President Shri Vivek S. Reddy, Secretary Shri Praveen Gowda, Vice President Shri Girish Kumar, and other key members.

Speaking on behalf of the Bar Council, President Shri Mittalkod S.S. expressed deep anguish and strong condemnation of the incident, stating, “The attack on Shri Sadashiva Reddy is absolutely unacceptable. The Council strongly denounces this inhuman act and has submitted a formal representation to the Home Minister and concerned police authorities, demanding strict action against the perpetrators. We have also urged a judicial inquiry to ensure a thorough, impartial investigation and swift justice to prevent recurrence of such incidents.”

The State Bar Council has extended heartfelt gratitude and appreciation to the Presidents, Vice Presidents, Secretaries, and office bearers of all Bar Associations across the state for their support and participation in the silent protest.

ಬೆಂಗಳೂರು: ಹಿರಿಯ ವಕೀಲ ಹಾಗೂ ಭಾರತೀಯ ವಕೀಲರ ಪರಿಷತ್ತಿನ ಮಾಜಿ ಅಧ್ಯಕ್ಷರಾಗಿರುವ ಶ್ರೀ ಸದಾಶಿವ ರೆಡ್ಡಿಯವರ ಮೇಲೆ ದಿನಾಂಕ 16 ಏಪ್ರಿಲ್ 2025ರಂದು ಅವರ ಕಚೇರಿಯಲ್ಲಿ ನಡೆದ ಭೀಕರ ಹಲ್ಲೆ ಮತ್ತು ದಾಳಿಗೆ ಖಂಡನೆ ವ್ಯಕ್ತಪಡಿಸಲು, ಕರ್ನಾಟಕ ರಾಜ್ಯ ವಕೀಲರ ಪರಿಷತ್ತು ಬೆಂಗಳೂರು ವಕೀಲರ ಸಂಘದ ಸಹಯೋಗದೊಂದಿಗೆ ದಿನಾಂಕ 21 ಏಪ್ರಿಲ್ 2025ರಂದು ಮೌನ ಪ್ರತಿಭಟನಾ ಮೆರವಣಿಗೆಯನ್ನು ಹಮ್ಮಿಕೊಂಡಿತು.

ಈ ಮೆರವಣಿಗೆ ಬೆಳಿಗ್ಗೆ 11.00 ಗಂಟೆಗೆ ರಾಜ್ಯ ವಕೀಲರ ಪರಿಷತ್ತಿನ ಕಚೇರಿಯಿಂದ ಪ್ರಾರಂಭಗೊಂಡು ಸಿಟಿ ಸಿವಿಲ್ ನ್ಯಾಯಾಲಯದ ಆವರಣದಲ್ಲಿ ಅಂತ್ಯವಾಯಿತು. ಮೆರವಣಿಗೆಯಲ್ಲಿ ಭಾಗವಹಿಸಿದ ನೂರಾರು ವಕೀಲರು ತಮ್ಮ ಬಲಗೈ ತೋಳಿಗೆ ಕೆಂಪು ಪಟ್ಟಿಯನ್ನು ಧರಿಸಿ, ಶಾಂತಿಯುತವಾಗಿ ಈ ಅಮಾನವೀಯ ದಾಳಿಯ ವಿರುದ್ಧ ತೀವ್ರ ಖಂಡನೆ ವ್ಯಕ್ತಪಡಿಸಿದರು.
