1. ಈ ಹಿನ್ನೆಲೆಯಲ್ಲಿ ಆದಿಜಾಂಬವ ಸಂಘವು 1992ರಿಂದಲೂ ಎಲ್.ಜಿ. ಹಾವನೂರ್ ಆಯೋಗವು 1975ರಲ್ಲಿ ನೀಡಿದ್ದ ವರದಿಯನ್ವಯ ಪರಿಶಿಷ್ಟ ಜಾತಿಯ ಶೇ. 55.57ರಷ್ಟಿರುವ ಆದಿಜಾಂಬವ ಸಮುದಾಯಕ್ಕೆ ಮೀಸಲಾತಿಯಲ್ಲಿ ಜನಸಂಖ್ಯೆಗನುಗುಣವಾಗಿ, ಪ್ರತ್ಯೇಕ ಮೀಸಲಾತಿ ನೀಡಬೇಕೆಂಬ ಒತ್ತಾಯ ಮಾಡಿದ್ದು, ಭಾರತದ ಆಂದ್ರ, ಹರಿಯಾಣ, ಪಂಜಾಬ್, ತಮಿಳುನಾಡು, ಬಿಹಾರ, ಉತ್ತರಖಾಂಡ ಮುಂತಾದ ರಾಜ್ಯಗಳಲ್ಲಿಯೂ ಮೀಸಲಾತಿಯಲ್ಲಿ ವರ್ಗೀಕರಣ ಮಾಡಿದ್ದು, ಇದರನ್ವಯ ಘನ ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ 7 ಜನರ ಸಾಂವಿಧಾನಿಕ ಪೀಠವು, ಪರಿಶಿಷ್ಟ ಜಾತಿಯಲ್ಲಿ ಒಳಮೀಸಲಾತಿ ಮಾಡುವ ಹಕ್ಕು ಆಯಾ ರಾಜ್ಯ ಸರ್ಕಾರಗಳಿಗೆ ಇದೆ ಎಂದು 1/8/2024ರಲ್ಲಿ ತೀರ್ಪು ನೀಡಿರುತ್ತದೆ.

ಕರ್ನಾಟಕದಲ್ಲಿ, ಆದಿಜಾಂಬವ ಸಂಘ ಮತ್ತು ಇತರೆ ಮಾದಿಗ ಸಂಘಟನೆಗಳ ಹೋರಾಟದ ಫಲವಾಗಿ, ನ್ಯಾಯಮೂರ್ತಿ ಎ.ಜೆ. ಸದಾಶಿವ ಏಕ ಸದಸ್ಯ ಆಯೋಗವು 6 ವರ್ಷಗಳಿಗೂ ಅಧಿಕ ಕಾಲ ರಾಜ್ಯದ ಪರಿಶಿಷ್ಟ ಜಾತಿ ಪಟ್ಟಿಯಲ್ಲಿರುವ 101 ಉಪಜಾತಿಯವರ, ಔದ್ಯೋಗಿಕ, ರಾಜಕೀಯ, ಸಾಮಾಜಿಕ, ಶೈಕ್ಷಣಿಕ ಸಮೀಕ್ಷೆ ನಡೆಸಿ, ಇವರ ಅಭಿವೃದ್ಧಿಯ ಬಗ್ಗೆ ಮಾಡಿದ ಅಧ್ಯಯನದ ಮೇರೆಗೆ ಇದರಲ್ಲಿ ಅಸ್ಪೃಶ್ಯ ಸಮುದಾಯದ ಬಹುಸಂಖ್ಯಾತ ಆದಿಜಾಂಬವ (ಮಾದಿಗ ಸಮ್ಮಂಧಿತ) ಕೋಮಿಗೆ ಶೇ.6, ಛಲವಾದಿ (ಹೊಲೆಯ ಸಮ್ಮಂಧಿತ) ಕೋಮಿಗೆ ಶೇ.5, ಸೃಷ್ಟ ಸಮುದಾಯಕ್ಕೆ ಸೇರಿದ ಭೋವಿ, ಲಂಬಾಣಿ ಮತ್ತು ಕೊರಮ-ಕೊರಚ ಉಪಜಾತಿಯವರಿಗೆ ಶೇ.3 ಮತ್ತು ಇತರೆ ಉಪಜಾತಿಯವರಿಗೆ ಶೇ.1ರಷ್ಟು ಒಳ ಮೀಸಲಾತಿಯನ್ನು ನೀಡಬಹುದೆಂದು ಶಿಫಾರಸ್ಸು ಮಾಡಿ ಜೂನ್ 2012ರಲ್ಲಿ ತಮ್ಮ ವರದಿಯನ್ನು ಸರ್ಕಾರಕ್ಕೆ ಸಲ್ಲಿಸಿರುತ್ತಾರೆ. ಅಲ್ಲದೆ, 2023ರಲ್ಲಿ ಮುಖ್ಯಮಂತ್ರಿ ಬಸವರಾಜ ಬೊಮ್ಮಾಯಿ ಸರ್ಕಾರದಲ್ಲಿ ನ್ಯಾ: ನಾಗಮೋಹನದಾಸ್ ವರದಿಯನ್ವಯ ಪರಿಶಿಷ್ಟ ಜಾಳೆಯ ಮೀಸಲಾತಿಯನ್ನು ಶೇ. 2 ರಷ್ಟು ಏರಿಕೆ ಮಾಡಿದ್ದು, ಈ ಮೀಸಲಾತಿಯಲ್ಲಿ, ಆದಿಜಾಂಬವ ಸಮುದಾಯಕ್ಕೆ ಶೇ. 0.75 ರಷ್ಟು ಅಧಿಕ ಮೀಸಲಾತಿ ನೀಡಬೇಕಾಗಿದ್ದು, ಒಟ್ಟಾರೆ ಮಾದಿಗೆ ಮತ್ತು ಮಾದಿಗ ಸಮ್ಮಂಧಿತ ಸಮುದಾಯಕ್ಕೆ ಶೇ. 6.75 ರಷ್ಟು ಮೀಸಲಾತಿ ನೀಡಬೇಕಾಗಿರುತ್ತದೆ. ಈಗ, ರಾಜ್ಯ ಸರ್ಕಾರವು ಒಳಮೀಸಲಾತಿ ಜಾರಿಗೆ ತರಲು ಇದ್ದ ಎಲ್ಲಾ ಅಡಚಣೆಗಳೂ ತೆರವಾಗಿದ್ದು, ಈ ಕೂಡಲೇ ರಾಜ್ಯ ಸರ್ಕಾರವು ಮಾದಿಗೆ ಸಮ್ಮಂಧಿತ ಸಮುದಾಯಕ್ಕೆ ಶೇ. 6.75ರ ಮೀಸಲಾತಿಯನ್ನು ತಕ್ಷಣ ಜಾರಿ ಮಾಡಬೇಕೆಂದು ಸಂಘವು ಒತ್ತಾಯಿಸುತ್ತದೆ.

2.ರಾಜ್ಯದಲ್ಲಿ ಕಳೆದ ಹಲವಾರು ತಿಂಗಳುಗಳಲ್ಲಿ ಕರ್ನಾಟಕ ಲೋಕಸೇವಾ ಆಯೋಗವು ಹಲವಾರು ಹುದ್ದೆಗಳಿಗೆ ಪ್ರಕಟಣೆ ಮಾಡಿ, ಈ ಹುದ್ದೆಗಳಿಗೆ ಲಿಖಿತ ಪರೀಕ್ಷೆ ಮತ್ತು ಮೌಖಿಕ ಸಂದರ್ಶನ ನಡೆಸಿದ್ದು, ಇವುಗಳ ಫಲಿತಾಂಶ ನೀಡಬೇಕಾಗಿದ್ದು, ಈ ಫಲಿತಾಂಶವನ್ನು ತಡೆಹಿಡಿದು. ಈ ಹುದ್ದೆಗಳಿಗೆ ಒಳಮೀಸಲಾತಿ ಜಾರಿಗೆ ತಂದು ಈ ಫಲಿತಾಂಶ ನೀಡಬೇಕೆಂದು ತಮ್ಮಲ್ಲಿ ಸಂಘವು ಮನವಿ ಮಾಡಿಕೊಳ್ಳುತ್ತದೆ.

3.ರಾಜ್ಯದಲ್ಲಿ ಕಳೆದ ಹತ್ತು ವರ್ಷಗಳಿಂದಲೂ ಪರಿಶಿಷ್ಟ ಜಾತಿ/ವರ್ಗಕ್ಕೆ ಸೇರಿದ ಸಾವಿರಾರು ಹುದ್ದೆಗಳು ಹಿಂಬಾಕಿಯಾಗಿ (ಬ್ಯಾಕ್‌ಲಾಗ್ ಹುದ್ದೆಗಳು) ಉಳಿದಿದ್ದು, ರಾಜ್ಯದಲ್ಲಿ ಲಕ್ಷಾಂತರ ನಿರುದ್ಯೋಗಿಗಳು ಉದ್ಯೋಕ್ಕಾಗಿ ಕಾಯ್ದಿದ್ದು, ಇವರ ವಯೋಮೀತಿ ಮೀರುತ್ತಿದ್ದು, ಅವುಗಳಿಗೂ ಒಳಮೀಸಲಾತಿ ಜಾರಿಗೊಳಿಸಿ ಈ ಹುದ್ದೆಗಳನ್ನು ಸ್ಪೆಷಲ್ ಡ್ರೈವ್ ನೇಮಕಾತಿ ಮೂಲಕ ತ್ವರಿತವಾಗಿ ತುಂಬಿ ಜಾರಿಗೊಳಿಸಬೇಕೆಂದು ತಮ್ಮಲ್ಲಿ ಸಂಘವು ಮನವಿ ಮಾಡುತ್ತದೆ.

4.ಪರಿಶಿಷ್ಟ ಜಾತಿ/ವರ್ಗದವರಿಗೆ ಸರ್ಕಾರ ವಿವಿಧ ಯೋಜನೆಗಳಲ್ಲಿ ಮಂಜೂರು ಮಾಡಿರುವ ಜಮೀನುಗಳು ಹಾಗೂ ಕೆಲ ಜಮೀನುಗಳ (ತೋಟಿ ಇನಾಂ, ನೀರಗಂಟಿ, ಜಿಎಂಎಫ್ ಮುಂತಾದ) ಜಮೀನುಗಳನ್ನು ಒಳಗೊಂಡಂತೆ, 1978ರ ಪಿಟಿಸಿಎಲ್ ಕಾಯಿದೆಗೆ ಸಮಗ್ರ ತಿದ್ದುಪಡಿ ಮಾಡುವಂತೆ ಒತ್ತಾಯಿಸುತ್ತದೆ.

5. ಶಿಕ್ಷಣ ಹಕ್ಕು ಕಾಯಿದೆ: ಕೇಂದ್ರ ಸರ್ಕಾರವು 2010ರಲ್ಲಿ ರಾಷ್ಟ್ರದಲ್ಲಿ ಶಿಕ್ಷಣ ಹಕ್ಕು ಕಾಯಿದೆಯನ್ನು ಜಾರಿ ಮಾಡಿದ್ದು, ಇದರನ್ವಯ ದುರ್ಬಲ ವರ್ಗದ ಶಾಲಾ ಮಕ್ಕಳಿಗೆ ತಮ್ಮ ವಾಸ ಸ್ಥಳದ 3 ಕಿ.ಮೀ. ವ್ಯಾಪ್ತಿಯಲ್ಲಿ 5 ಖಾಸಗೀ ಶಾಲೆಗಳಲ್ಲಿ ಉಚಿತ ಪ್ರವೇಶ ಪಡೆಯಲು ಅವಕಾಶ ಮಾಡಿಕೊಟ್ಟಿದ್ದು, ಕರ್ನಾಟಕದಲ್ಲಿ ಸರ್ಕಾರವು ಖಾಸಗೀ ಶಾಲೆಗಳ ಒತ್ತಡಕ್ಕೆ ಮಣಿದು, ಸರ್ಕಾರಿ ಶಾಲೆಗಳಲ್ಲಿ ಮಾತ್ರ ಉಚಿತ ಪ್ರವೇಶಕ್ಕೆ ಅನುವು ಮಾಡಿಕೊಟ್ಟಿದ್ದು, ಇದು ಜನ ವಿರೋಧಿ ನೀತಿಯಾಗಿರುತ್ತದೆ. ಆದುದರಿಂದ, ರಾಜ್ಯ ಸರ್ಕಾರವು ಈ ಕೂಡಲೆ, ಶಿಕ್ಷಣ ನೀತಿಗೆ ತಿದ್ದುಪಡಿ ಮಾಡಿ, ಮರ್ಬಲ ವರ್ಗದ ಮಕ್ಕಳಿಗೆ ಎಲ್ಲಾ ಖಾಸಗೀ ಸಂಸ್ಥೆಗಳಲ್ಲೂ ಉಚಿತ ಪ್ರವೇಶ ದೊರಕಿಸಿಕೊಡುವಂತೆ ಸರ್ಕಾರವನ್ನು ಸಂಘವು ಒತ್ತಾಯಿಸುತ್ತದೆ.

6. ಬಿಬಿಎಂಪಿ ಮತ್ತು ರಾಜ್ಯದ ಪುರಸಭೆ/ಪಾಲಿಕೆಗಳಲ್ಲಿ ಗುತ್ತಿಗೆ/ನೇರಪಾವತಿಯಲ್ಲಿ ಕಾರ್ಯನಿರ್ವಹಿಸುತ್ತಿರುವ ಪೌರಕಾರ್ಮಿಕರು, ಲೋರ್ಡ ಮತ್ತು ಚಾಲಕರನ್ನು ಖಾಯಂ ಗೊಳಿಸುವಂತೆ ಸಂಘವು ಸರ್ಕಾರವನ್ನು ಆಗ್ರಹಪಡಿಸುತ್ತದೆ.

7.ರಾಜ್ಯದಲ್ಲಿ ಸರ್ಕಾರದ ಸಾಲ ಸೌಲಭ್ಯ, ಆಶ್ರಯ ಯೋಜನೆ ಮುಂತಾದ ಯೋಜನೆಗಳಲ್ಲಿ ಫಲಾನುಭವಿಗಳನ್ನು ಆಯಾ ವಿಧಾನಸಭಾ ಕ್ಷೇತ್ರದ ಶಾಸಕರು ತಮ್ಮ ಪಕ್ಷದ ಹಿಂಬಾಲಕರನ್ನು ಆಯ್ಕೆ ಮಾಡುತ್ತಿದ್ದು, ಇದರಿಂದ ಆಯಾ ಸಮುದಾಯದ ಸದಸ್ಯರಿಗೆ ಸರ್ಕಾರದ ಸೌಲಭ್ಯಗಳು ಸಿಗದೆ ವಂಚಿತರಾಗುತ್ತಿದ್ದು, ಇದನ್ನು ತಪ್ಪಿಸಲು ಆಯಾ ಸಮುದಾಯದ ಸಂಘಗಳು ಆಯ್ಕೆ ಮಾಡಿ ನೀಡುವ ಶೇ. 25 ರಷ್ಟು ಫಲಾನುಭವಿಗಳಿಗೆ ಸಮ್ಮಂಧಿತ ಯೋಜನೆಗಳಲ್ಲಿ ಆಯ್ಕೆ ಮಾಡುವಂತೆ ಒಕ್ಕೂಟವು ಸರ್ಕಾರವನ್ನು ಒತ್ತಾಯಿಸುತ್ತದೆ ಎಂದು  ಜಂಬೂದ್ವೀಪ ಸಿದ್ದರಾಜು-ಕಾರ್ಯಾಧ್ಯಕ್ಷರು,ಆಲ್ನೋಡ್ ಹನುಮಂತಪ್ಪ-ಮಾಜಿ ಸಚಿವರು ರಾಜ್ಯಾಧ್ಯಕ್ಷರು, ಸಿ.ವಿ. ರಮೇಶ್ ಕುಮಾರ್ -ಪ್ರ.ಕಾರ್ಯದರ್ಶಿ ಹಾಗೂ ಒಕ್ಕೂಟದ ಮುಖಂಡರುಗಳು ಪ್ರೆಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರ್ ನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾ ಗೋಷ್ಠಿ ಯಲ್ಲಿ ತಿಳಿಸಿದರು.

CII’s Digital Saksham Initiative Drives Digital Revolution In Karnataka’s MSMEs

The Digital Saksham Project has achieved a significant milestone in Karnataka’s MSME sector digitalization journey. The ambitious project of Confederation of Indian Industry in partnership with Mastercard Center for Inclusive Growth, is a groundbreaking initiative which has successfully reached 36,874 MSMEs across Mysuru, Tumkur & Bengaluru, with 6,143 businesses completing comprehensive digital training and 4,328 enterprises actively implementing digital solutions.
Mr. M Ponnuswami, Co-Chairman, CII National MSME Council, highlighted the program’s impact: “Digital Saksham Project has emerged as a game-changer for Karnataka’s MSME ecosystem. The enthusiastic adoption by local businesses reflects their readiness to embrace digital transformation. Our collaboration with Mastercard Centre for Inclusive Growth targets 300,000 MSMEs across 55 cities in eight states over three years. In Karnataka, we’re specifically focused on facilitating digital payment adoption, streamlining Udyam registrations, simplifying tax e-filing processes, enabling website development, and expanding digital trade horizons. A key milestone achieved is now micro-enterprises enrolled under Digital Saksham Project are selling their products on GeM Protal.”
The program’s transformative impact is exemplified through remarkable success stories. In Mysuru, Mrs. Kavya Kumar, a 34-year-old widow, revolutionized her small business through Digital Saksham’s interventions.
