Experts Call for More Stem Cell Donor Registrations to Tackle this Burden
NATIONAL, July 19, 2024: With over 70,000 annual deaths stemming from blood cancer, India experiences a huge burden of mortality rates from this disease. As per the Globocan 2022 report, the country is also currently seeing a surge in the number of blood cancer cases getting diagnosed which tolls at a whopping 1,20,000+ in contrast to the previous report which showed an incidence rate of 1,00,000. The main challenge being faced by these patients in the lack of potential blood stem cell donors in India.
Blood cancers and disorders constitute conditions impacting the blood, bone marrow, or lymphatic system. Common blood cancers such as leukemia, lymphoma, and multiple myeloma involve abnormal cell growth in blood or lymph tissues. Leukemia, which is the most common type of blood cancer in India, tops the charts of incidence rates with 49883 annual cases, followed closely by Non-Hodgkin Lymphoma which affects 39736 Indians annually, while 9611 cases are accounted for Hodgkin Lymphoma every year. Out of the total cases of blood cancers in India, 30,000 are those seen in children. To increase the chances for more patients to find a matching donor for the stem cell transplant, it is indisputable for more people to come forward and register themselves as blood stem cell donors.
Patrick Paul, CEO, DKMS BMST Foundation India says, “Only 0.09% of the Indian population is registered as potential stem cell donors out of whom over 1,30,000 are registered with DKMS. This statistic strikes quite a contrast to the global one where over 42 Million people are registered as blood stem cell donors worldwide. Over 70% of the patients diagnosed with blood cancer or blood disorder in India are unable to find a match within their families and urgently need a matching unrelated donor. DKMS has a mission to give such patients a second chance at life by registering potential stem cell donors from across India and it has helped 1,15,000 donors worldwide to donate their blood stem cells and save those in need, while this number stands at just 130 with India.”
Despite advancements in medical science improving outcomes for blood cancer and blood disorder patients, a significant challenge persists the availability of Human Leukocyte Antigen or tissue type (HLA)-matched stem cell donors. An HLA match is vital for a successful stem cell transplant, and the best chances of finding a match are among individuals of the same ethnicity. However, the current pool of potential stem cell donors is inadequate to meet the needs of all patients, disproportionately impacting Indian patients due to limited donor diversity.
Dr. Sunil Bhat, Director & Clinical Lead, Pediatric Hematology, Oncology and Blood & Marrow Transplantation, Narayana Health says, “A bigger pool of Indian-origin donors in registries means more patients battling blood cancer and blood disorders like Thalassemia and Aplastic Anemia can be helped by stem cell transplants. Finding a well-matched donor significantly improves the transplant outcome. Success rates can vary depending on individual factors like the patient’s health and the specifics of their disease, but if the transplant is performed at the optimal time, there’s a 60-70% chance of a complete cure. This means many patients can return to near-normal lives just a year after the transplant.”

೩. ನಿಗಮದ ಲೆಕ್ಕ ಪರಿಶೋಧನೆ ಮಾಡಿಸಿಲ್ಲದಿದ್ದರೂ ಅನಗತ್ಯವಾಗಿ ಒಂದು ಕೋಟಿ ಹಣವನ್ನು ಬೇರೆಯವರಿಗೆ ಪಾವತಿಸಲಾಗಿದೆ.
೪. ಲಂಬಾಣಿ ಕಸೂತಿ ತರಬೇತಿಗಾಗಿ ಕೇಂದ್ರ ಸರ್ಕಾರದ ಎರಡು ಕೋಟಿ ಅನುದಾನವನ್ನು ಅನ್ಯ ಉದ್ದೇಶಕ್ಕೆ ಬಳಸಲಾಗಿದೆ. ಕಸೂತಿ ತರಬೇತಿದಾರರು ಮತ್ತು ವಸ್ತು, ಬಟ್ಟೆ ಮತ್ತಿತರ ಯಾವುದೇ ಮಾಹಿತಿಗಳು ನಿಗಮದಲ್ಲಿ ಇಲ್ಲ. ಈ ಅನುದಾನ ದುರುಪಯೋಗವಾಗಿದೆ. ಈ ಬಗ್ಗೆ ಸರ್ಕಾರಕ್ಕೆ ತಪ್ಪು ಮಾಹಿತಿ ಸಲ್ಲಿಸಲಾಗಿದೆ.
೫. ತಾಂಡ ನಿಗಮದ ಕಾಮಗಾರಿಗಳಿಗೆ ಆಡಳಿತಾತ್ಮಕ ಅನುಮೋದನೆ ನೀಡುವಾಗ ನಿಯಮ ಪಾಲಿಸಿಲ್ಲ. ಅಪೂರ್ಣ ಕಾಮಗಾರಿಗಳಿಗೆ ಹಣ ಬಿಡುಗಡೆ ಮಾಡದೆ ಹೊಸ ಕಾಮಗಾರಿಗಳಿಗೆ ಮಂಜೂರಾತಿ ನೀಡಲಾಗಿದೆ.
೬. ತಾಂಡ ನಿಗಮದ ಕಚೇರಿಯನ್ನು ಸ್ಥಳಾಂತರ ಮಾಡುವಾಗಲೂ ನಿಯಮಾನುಸಾರ ಟೆಂಡರ್ ನಡೆಸದೇ ಬೃಹತ್ ಕಾಮಗಾರಿಗಳಿಗೆ ಮಂಜೂರು ನೀಡಲಾಗಿದೆ.
೬. ಮೈಸೂರು ನಗರದಲ್ಲಿ ಜಿಲ್ಲಾ ಬಂಜಾರ ಭವನ ನಿರ್ಮಾಣದ ಕಾಮಗಾರಿಯನ್ನು ಟೆಂಡರ್ ಕರೆಯದೆ ಒಂದೇ ದಿನದಲ್ಲಿ ಹಣ ಬಿಡುಗಡೆ ಪ್ರಕ್ರಿಯೆ ಪೂರೈಸಲಾಗಿದೆ. ನಿಯಮ ಮೀರಿ ಗುತ್ತಿಗೆದಾರರಿಗೆ ಅನುಕೂಲ ಮಾಡಿಕೊಡಲಾಗಿದೆ.
೮. ವಿಜಯಪುರ ಜಿಲ್ಲೆಯ ಖಂಡಸಾರಿ ತಾಂಡದಲ್ಲಿ ಕೃಷ್ಣಭಾಗ್ಯ ಜನ ನಿಗಮದಿಂದ ನಿರ್ಮಿಸಲಾಗಿರುವ ಸಮುದಾಯ ಭವನಕ್ಕೆ ಸೇವಾಲಾಲ್ ಸಮುದಾಯ ಭವನ ಎಂದು ಬಣ್ಣ ಬಳಿದು 12 ಲಕ್ಷ ಬಿಲ್ ಮಾಡಲಾಗಿದೆ.
೯. ತಾಂಡ ನಿಗಮದಲ್ಲಿ ನಡೆದಿರಬಹುದಾದ ಭ್ರಷ್ಟಾಚಾರ ಮಾಹಿತಿಗಳು ಸೋರಿಕೆ ಹೋಗಬಾರದು ಎಂಬ ಕಾರಣ ನೀಡಿ ನಿಗಮದ ಹೊರಮೂಲ ನೌಕರರು ಸ್ಮಾರ್ಟ್ ಪೋನ್ ಗಳನ್ನು ಕಚೇರಿ ಅವರಣದಲ್ಲಿ ತರದಂತೆ ಆದೇಶ ಮಾಡಲಾಗಿದೆ.
೧೧. ವಿಜಯಪುರ ಜಿಲ್ಲೆಯ ಅರ್ಲಾಪುರ ತಾಂಡದ ವಾರ್ಡ್ ನಲ್ಲಿ ನಡೆದ ಕಾಮಗಾರಿ ಸೇರಿದಂತೆ ವಿವಿಧ ತಾಂಡಗಳ ಕಾಮಗಾರಿ ಮಂಜೂರು ಪ್ರಕ್ರಿಯೆ ಸಂಬಂಧಿಸಿದಂತೆ ನಿಗಮದ ಎಂಡಿ ಲಂಚ ಪಡೆದಿದ್ದಾರೆ ಎಂಬ ಅಡಿಯೋ ಸಾಮಾಜಿಕ ಜಾಲತಾಣಗಳಲ್ಲಿ ಹರಿದಾಡುತ್ತಿದೆ.
೧೨. ಸ್ವಯಂ ಉದ್ಯೋಗ, ನೇರ ಸೌಲಭ್ಯಗಳ ವಿತರಣೆಯಲ್ಲಿ ಪಾರದರ್ಶಕತೆ ಕಾಪಾಡಿಕೊಂಡಿಲ್ಲ ಮತ್ತು ಪಲಾನುಭವಿಗಳಿಗೆ ಕಿರುಕುಳ. ಕೆಲವರಿಂದ ಹಣ ವಸೂಲಿ ನಡೆದಿದೆ ಎಂಬುದು ತಿಳಿದು ಬಂದಿದೆ.
೧೩. ರಾಷ್ಟ್ರೀಯ ಸ್ವಯಂ ಸೇವಕ ಸಂಘದ ಸಹಭಾಗಿತ್ವದಲ್ಲಿ ಉತ್ತರ ಕನ್ನಡ ಜಿಲ್ಲೆಯಲ್ಲಿ ಕಾರ್ಯಾಗಾರ ಮಾಡಲು ನಿಗಮದ ಹಣ ದುರುಪಯೋಗ ಪಡಿಸಿಕೊಳ್ಳಲಾಗಿದೆ.
೧೪. ಮಹಾರಾಷ್ಟ್ರದಲ್ಲಿ ಸಂಘ ಪರಿವಾರದ ಅಂಗ ಸಂಸ್ಥೆಗಳು ಆಯೋಜಿಸಿದ್ದ ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ನಿಯಮ ಮೀರಿ ಕರ್ನಾಟಕ ತಾಂಡ ಅಭಿವೃದ್ಧಿ ನಿಗಮದಿಂದ ಹಣ ಬಿಡುಗಡೆ ಮಾಡಲಾಗಿದೆ.
15. ನೀತಿ ಸಂಹಿತೆ ಜಾರಿಯಲ್ಲಿದ್ದರೂ ನಿಗಮದ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕರು ಸುಮಾರು 15 ಕೋಟಿಗಳಷ್ಟು ಹಣವನ್ನು ಹಳೆಯ ದಿನಾಂಕವನ್ನು ನಮೂದಿಸಿ ಯಾವುದೇ ಟೆಂಡರ್ ಕರೆಯದೇ 15 ರಿಂದ 17 ಕೋಟಿ ಅನುದಾನವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿರುತ್ತಾರೆ.
16. ನಿಗಮದ ಕಷೇರಿಯನ್ನು ಸ್ಥಳಾಂತರಿಸಲು ಮೂವರ್ಸ್ ಪ್ಯಾಕರ್ಸ ಮೂಲಕ ದಸ್ತಾವೇಜುಗಳನ್ನು ಸರಬರಾಜು ಮಾಡಲು ಸುಮಾರು 60.000 ರೂ ವ್ಯಯಿಸಲಾಗಿದ್ದರೂ ಕೂಡ, ಅದರ ಖರ್ಚನ್ನು ಸುಮಾರು 50 ಲಕ್ಷಕ್ಕೆ ಏರಿಸಿ ನಿಗಮದ ಹಣವನ್ನು ಕೊಳ್ಳೆ ಹೊಡೆದಿರುತ್ತಾರೆ.
17.ಬಂಜಾರ ಪರಂಪರೆಯ ಸಿದ್ದ ಉಡುಪುಗಳ ತಯಾರಿಕೆಗೆ ಖಾಸಗಿ ಸಂಸ್ಥೆಗಳೊಂದಿಗೆ ವ್ಯವಹಾರ ಕುದುರಿಸಿಕೊಂಡು 2021-22 ರ ಅವಧಿಯಲ್ಲಿ ಸುಮಾರು 2ಕೋಟಿ ರಷ್ಟು ತಗುಲುವ ವೆಚ್ಚಕ್ಕೆ ಸುಮಾರು 5 ಕೋಟಿಗೂ ಅಧಿಕ ವೆಚ್ಚವನ್ನು ಬಿಡುಗಡೆ ಮಾಡಿ ಹಿಂದಿನ ಬಾಗಿಲಿನಿಂದ ನಿಗಮದ ಹಣವನ್ನು ಲೂಟಿ ಮಾಡಲಾಗಿರುತ್ತದೆ.
18. 2023-24 ರ ಅವಧಿಯ ಸೂರಗೊಂಡನಕೊಪ್ಪದ ಸಂತ ಸೇವಾಲಾಲ್ ಜಯಂತಿಯ ಸಂಧರ್ಭದಲ್ಲಿ ಯಾವುದೇ ಟೆಮಡರ್ ಕರೆಯದೇ ಶಾಶ್ವತವಾದ ಸುಸಜ್ಜಿತ ವಾಯ್ಲೆಟ್ ನಿರ್ಮಿಸಲು ಸುಮಾರು 1 ಕೋಟಿ ಮೊತ್ತವನ್ನು ಹ್ಯಾಬಿಟೇಟ್ ಸಂಸ್ಥೆಯ ಮೂಲಕ ನಿರ್ವಹಿಸಲು ಅನುಮೋದನೆ ನೀಡಿ, ಕಾಮಗಾರಿ ನಿರ್ವಹಿಸಲಾಗಿರುತ್ತದೆ. ಇದರಲ್ಲಿ ಬಳಸಿದ ಸರಂಜಾಮುಗಳು ಕಳಪೆ ಗುಣಮಟ್ಟ ಹೊಂದಿವೆ ಎಂದು ಸ್ಥಳೀಯ ಸಮೀತಿಯ ಅಧಧ್ಯಕ್ಷರು ನಿಗಮಕ್ಕೆ ಪತ್ರ ಬರೆದು ಸುಮಾರು 60 ಲಕ್ಷ ಹಣ ಸದರಿ ಕಾಮಗಾರಿಯಲ್ಲಿ ಲೂಟಿ ಮಾಡಲಾಗಿದೆ. ಕಾಮಗಾರಿ ನಿರ್ವಹಿಸಿದ ವಿವರಗಳನ್ನು ನೀಡಿ ಎಂದು ಅರ್ಜಿ ಸಲ್ಲಿಸಿದ್ದರು. ಅದಕ್ಕೆ ಪ್ರತಿಯಾಗಿ ನಿಗಮದ ವದಯವಸ್ಥಾಪಕರು ಸ್ಥಳೀಯ ಸಂಸ್ಥೆಗೆ 5 ಲಕ್ಷ ವಿಶೇಷ ಅನುದಾನ ನೀಡಿ ಈ ಪ್ರಕರಣವನ್ನು ಮುಚ್ಚಿಹಾಕಿರುತ್ತಾರೆ.”
19. ಸರ್ಕಾರದ ಯೋಜನೆಗಳಾಗಿರುವ ಭೂ ಒಡೆತನ, ಗಂಗಾ ಕಲ್ಯಾಣ. ಸ್ವಯಂ ಉದ್ಯೋಗ ಐ.ಎಸ್.ಟಿ ಸಾಲಕ್ಕೆ ಅರ್ಜಿ ಸಲ್ಲಿಸಿರುವ ಫಲಾನುಭವಿಗಳನ್ನು ನಿಗಮದ ಎಫ್.ಡಿ.ಎ ಆಗಿರುವ ಎಲ್.ಬಿ.ನಾಯ್ಕ ಮೂಲಕ ಸಂಪರ್ಕಿಸಿ, ಸದರಿ ಫಲಾನುಭವಿಗಳಿಂದ ಹಣ ಒಸೂಲಿ ಮಾಡಿಕೊಂಡು ಪಲಾಣುಭವಿಗಳಿಗೆ ಯೋಜನೆಯನ್ನು ಮುಟ್ಟಿಸಿರುತ್ತಾರೆ.
20. ರಾಜ್ಯ ಸರ್ಕಾರದ ಯಾವುದೇ ಲಿಖಿತ ಆದೇಶ ಇರದೇ ಇದ್ದರೂ ಕೂಡ ನಿಗಮದಿಂದ, ಅಲೆಮಾರಿ ಅಭೀವೃದ್ಧಿ ನಿಗಮಕ್ಕೆ ಸುಮಾರು 3 ಕೋಟಿ ಹಣವನ್ನು ವರ್ಗಾಯಿಸಲಾಗಿರುತ್ತದೆ.
ಮೇಲ್ನೋಟಕ್ಕೆ ಈ ಪ್ರಕರಣಗಳು ಕಂಡು ಬಂದಿವೆಯಾದರೂ ಇನ್ನೂ ಹಲವಾರು ಅಕ್ರಮಗಳು ನಡೆದಿರುವ ಸಾದ್ಯತೆಗಳಿವೆ. ಹಾಗಾಗಿ ಕಳೆದ ಐದು ವರ್ಷಗಳಿಂದ ಕರ್ನಾಟಕ ತಾಂಡ ಅಭಿವೃದ್ಧಿ ನಿಗಮದ ಹಣಕಾಸು ವ್ಯವಹಾರ ತಪಾಸಣೆ, ಅವ್ಯವಹಾರಗಳನ್ನು ತನಿಖೆ ಮಾಡಲು ಸೂಕ್ತ ಸಮಿತಿಯನ್ನು ರಚಿಸಿ ತನಿಖೆ ಮಾಡಬೇಕು. ಈ ಅವ್ಯವಹಾರಗಳಿಗೆ ನೇರವಾಗಿ ಕಾರಣವಾಗಿರುವ ವ್ಯವಸ್ಥಾಪಕ ನಿರ್ದೇಶಕ ಶಿವಶಂಕರ್ ನಾಯ್ಕ ಮತ್ತಿತರನ್ನು ತಕ್ಷಣದಿಂದಲೇ ಅವರ ಹುದ್ದೆಯಿಂದ ವಜಾಗೊಳಿಸಿ. ನಿಗಮದಲ್ಲಿ ಆಗಿರುವ ಅಕ್ರಮಗಳ ತನಿಖೆಗೆ ಸಿಐಡಿ ಸಂರ್ಸತೆಯ ಮೂಲಕ ತನಿಖೆಗೆ ಆದೇಶಿಸಬೇಕೆಂದು ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಈ ಮೂಲಕ ಒತ್ತಾಯಿಸುತ್ತೇವೆ. ಹಾಗೆಯೇ ಇನ್ನು ಮುಂದೆ ಕರ್ನಾಟಕ ತಾಂಡ ಅಭಿವೃದ್ದಿ ನಿಗಮದ ಹಣ ಪಾರದರ್ಶಕವಾಗಿ ನೇರವಾಗಿ ಸಮಾಜದ ಅಭಿವೃದ್ದಿಗಾಗಿ ಬಳಕೆಯಾಗುವಂತೆ ಕ್ರಮವಹಿಸಲು ವಿಠ್ಠಲ್ ನಾಯಕ್ ಪ್ರಧಾನ ಕಾರ್ಯಧರ್ಶಿ ಗಳು ಸಂಘದ ವತಿಯಿಂದ ಪ್ರೆಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರ್ ನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾ ಗೋಷ್ಠಿಯ ಮೂಲಕ ಮನವಿ ಮಾಡಿದರು.
Sri Guru Raghavendra Sahakara Bank (Ni) was placed under restriction on 10th Jan 2020 U/S 35A of the Banking Act 1949 AACS read with Section 56. Since last 4 and half years we are deprived of our money that is kept in the bank for no fault of ours. Our Shareholders & Depositors have been put to extremely tormented for last few as most of them are Senior Citizens, Retired persons, some with pension and many without any pensions. Victims of Sri Guru Raghavendra Sahakara Bank (Ni) are the only one who are suffering but all those who are the reason for this heist are living happily enjoying the luxuries acquired from ill-gotten money.
Institutions mentioned below constitute the genesis of this scam and unfortunately these institutions are Constitutional bodies to protect common man from Scams anda subterfuge that have been inflicted on our Depositors.
1. RESERVE BANK OF INDIA: – This is the an independent statutory body that came into existence on 1st April 1935 in accordance to the provisions of Reserve Bank of India Act 1934, with Preamble
“To regulate the issue of Bank notes and keeping of reserves with a view to securing monetary stability in India and generally to operate the currency and credit system of the country to its advantage; to have a modern monetary policy framework to meet the challenge of an increasingly complex economy, to maintain price stability while keeping in mind the objective of growth.”
However, RBI has utterly failed at policy level, implementation and execution levels, thus leading our bank to its debacle. Bank started in 1999 after obtaining licence from RBI, inspected by RBI as per Banking Act 1949 AACS however it failed to detect ongoing scam right under its nose and only after it received some inside information about the bunco that was happening in the Bank only then a proper inspection happened and all skullduggery was unearthed before this fiasco that happened in 2019 September-October our Bank received accolades and awards from RBI and other prestigious institutions which in turn misguided Depositors falling into the a web of deceit of this Bank Management. Had RBI played its role properly in safeguarding the interest of common depositors Shareholders and Depositors of this Bank would have been saved froma undergoing this trauma of pauperdom. What is even more stressful is that RBI’s own admission in their 2019 Inspection Report that this bank is indulging in chicanery from 2001 onwards but in Inspection Report of 2017 & 2015 nothing of that sort was detected inferring that RBI was oblivious to all the misdemeanours of the Bank Management and Staff since 2001 till 2019.
2. REGISTRAR OF COOPERATIVE SOCIETY & MINISTRY OF COOPERATION GOVT OF KARNATAKA: – This is another Constitutional Body that failed, Our Bank being a Cooperative Bank is under dual control of RBI for its Banking activities and Registrar of Cooperative Societies (RCS) control Governing body of this Bank and RCS has on its part failed completely despite having access to all the activities and documents of our bank, RCS had done annual Auditing of this Bank since inception and just put its approval to all its Audit Reports and Balance without verifying the – reports.
3. Criminal Investigation of this entire scam was first done by CID however, this entire investigation was in a shoddy way, as manifested in Charge-Sheet still not being filed. All perpetrators of this scam got bail uncontested in Court resulting in all accused free in open enjoying their life with ill-gotten money. New Govt gave hopes of free and fair investigation by handing it over to CBI in November 2023 however till date more than 6 months passed but Investigation Officer not yet appointed for our case.
In addition BJP was in rule both in Central Government under PM Modi’s leadership and in Karnataka State Government under CM Basavaraj Bommai’s leadership. This bank situated in Basavanagudi Assembly Constituency Represented by Sri Ravi Subramanya from BJP and Bangalore South Parliamentary Constituency represented by Sri Tejaswi Surya of the BJP. However, none of them helped in getting our hard-earned money back. Except for promises nothing has fructified resulting in agony to the Share holders and Depositors.
Under the circumstances our Vedike has decided to give a call to all the depositors and stakeholders to unite and join our fight in getting Justice to all the depositors said HARISH.V Gen. Secretary at press meet held at Press club of Bangalore.
