ಅನಿವಾಸಿ ಕನ್ನಡಿಗರ ಸ್ವಾಗತ ಸಮಿತಿ, ಸೌದಿ ಅರೇಬಿಯಾ ಮತ್ತು ಹೃದಯವಾಹಿನಿ – ಕರ್ನಾಟಕ ಮಂಗಳೂರು ಇವರ ಸಂಯುಕ್ತ ಆಶ್ರಯದಲ್ಲಿ ಹಾಗೂ ಕರ್ನಾಟಕ ಸರಕಾರದ ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿ ಇಲಾಖೆಯ ಸಹಕಾರದೊಂದಿಗೆ.

17ನೇ ವಿಶ್ವಕನ್ನಡ ಸಂಸ್ಕೃತಿ ಸಮ್ಮೇಳನವು ಜನವರಿ 18 ಮತ್ತು 19, 2024ರಂದು ದಮಾಮ್ ನ ಸಫಾ ಸಭಾಂಣದಲ್ಲಿ 2 ದಿನಗಳ ಕಾಲ ಅದ್ಧೂರಿಯಾಗಿ ಹಮ್ಮಿಕೊಂಡಿರುತ್ತೇವೆ.

ಸಮ್ಮೇಳನದಲ್ಲಿ ಸಾಹಿತ್ಯಕ್ಕೆ ಸಂಬಂದಪಟ್ಟಂತೆ ಕವಿಗೋಷ್ಠಿ, ಹಾಸ್ಯಗೋಷ್ಠಿ, ಮಾಧ್ಯಮಗೋಷ್ಠಿ ಹಾಗೂ ಅನಿವಾಸಿ ಕನ್ನಡಿಗರ ಗೋಷ್ಠಿ ಜರಗಲಿವೆ.

ಸಾಂಸ್ಕೃತಿಕ ಕಾರ್ಯಕ್ರಮದ ಅಂಗವಾಗಿ ಭರತನಾಟ್ಯ, ಜಾನಪದ ನೃತ್ಯ, ನೃತ್ಯ ರೂಪ, ಪಟ್ಲ ಫೌಂಡೇಶನ್ ನ ಬಹರೇನ್ ಮತ್ತು ಸೌದಿ ಅರೇಬಿಯಾ ಘಟಕದ ಕಲಾವಿದರಿಂದ ಯಕ್ಷಗಾನ, ಡೊಳ್ಳು ಕುಣಿತ, ಮಂಗಳೂರಿನ ಬ್ಯಾರಿ ಜಾನಪದ ಕಲಾವಿದರಿಂದ ದಫ್, ಕರ್ನಾಟಕ ಜಾನಪದ ಕಲಾವಿದರ ಒಕ್ಕೂಟದಿಂದ ಜಾನಪದ ಸಂಭ್ರಮ ಮುಂತಾದ ಕಲೆಗಳು ಪ್ರದರ್ಶನಗೊಳ್ಳುವವು. ಕರ್ನಾಟಕದ ಕಲೆ, ಮತ್ತು ಸಂಸ್ಕೃತಿಗಳು ವಿದೇಶಿ ನೆಲವಾದ ದಮ್ಮಾಮ್ ನಲ್ಲಿ ಪ್ರತಿಬಿಂಬಿಸಲಿವೆ.

ಈ ಹಿಂದೆ 2004, 2012 ಮತ್ತು 2019ರಲ್ಲಿ ಅಬುಧಾಬಿ, 2005 ಮತ್ತು 2010ರಲ್ಲಿ ಸಿಂಗಾಪುರ, 2006 ಮತ್ತು 2011ರಲ್ಲಿ ಬಹರೇನ್, 2007ರಲ್ಲಿ ಕುವೈಟ್, 2008ರಲ್ಲಿ ಕತಾ‌ರ್, 2009ರಲ್ಲಿ ದುಬೈ ಮತ್ತು 2013ರಲ್ಲಿ ಆಫ್ರಿಕಾದ ಕೀನ್ಯಾ, 2014ರಲ್ಲಿ ಶಾರ್ಜಾ, 2017ರಲ್ಲಿ ಆಸ್ಟ್ರೇಲಿಯಾ, 2015 2018 ಕೆನಡಾ ಮತ್ತು 2021 ಮಸ್ಕಟ್ ಅನುಕ್ರಮವಾಗಿ 16 ಸಮ್ಮೇಳನಗಳು ಅದ್ಧೂರಿಯಾಗಿ ನಡಿದಿರುತ್ತವೆ.

ಸಮ್ಮೇಳನ ನಡೆಯಲಿರುವ ಸಭಾಂಗಣದ ಹೊರವಲಯದಲ್ಲಿ ವಸ್ತು ಪ್ರದರ್ಶನ ಏರ್ಪಡಿಸಲಾಗುವುದು. ಸೌದಿ ಅರೇಬಿಯಾದಲ್ಲಿ 40,000ಕ್ಕೂ ಹೆಚ್ಚು ಕನ್ನಡಿಗರಿದ್ದಾರೆ. ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಕನ್ನಡಿಗರು  ಸಮ್ಮೇಳನದಲ್ಲಿ ಭಾಗವಹಿಸುವಂತೆ ಪ್ರಚಾರ ನೀಡಲಾಗುವುದು. ಗಲ್ಫ್ ರಾಷ್ಟ್ರಗಳಾದ, ಬಹರೇನ್, ಅಬು ಧಾಬಿ, ಕುವೈತ್, ಕತಾರ್, ಶಾರ್ಜಾ, ಮತ್ತು ದುಬೈನಲ್ಲಿ ನೆಲೆಸಿರುವ ಕನ್ನಡಿಗರು ಸಮ್ಮೇಳನದಲ್ಲಿ ಪಾಲ್ಗೊಳ್ಳುವಂತೆ ಆಮಂತ್ರಿಸಲಾಗುವುದು.

ಈ ನೀತಿಯ ಆಶಯದಂತೆ 4 ಹಂತಗಳ ವಿನ್ಯಾಸವನ್ನು ರೂಪಿಸಿದ್ದು, 1. ಭೂನಾದಿ ಸಾಮರ್ಥ್ಯ 2. ಪೂರ್ವ ಪ್ರಾಥಮಿಕ 3. ಮಾಧ್ಯಮಿಕ ಹಾಗೂ 4. ಪ್ರೌಢಶಾಲಾ ಹಂತ ಇದರ ವಿನ್ಯಾಸದಂತೆ 5+3+3+4 ರ ಮರು ಕಲ್ಪನೆಯನ್ನು ಸಮಸ್ತ ಸಾರ್ವಜನಿಕರ ಒಪ್ಪಿಗೆಯ ಮೇರೆಗೆ ಶಾಸನಬದ್ಧವಾಗಿ ಶಿಕ್ಷಣ ನೀತಿಯನ್ನು ರೂಪಿಸಲಾಗಿದೆ.

ಈ ನೀತಿಯನ್ನು ನಮ್ಮ ರಾಜ್ಯಮಟ್ಟದ ಶಿಕ್ಷಕರ ಸಂಘಟನೆ ಸಂಪೂರ್ಣವಾಗಿ ಅರಿತು ಅದರ ಮಹತ್ವವನ್ನು ಒಪ್ಪಿ ಇಡೀ ರಾಜ್ಯದ ಎಲ್ಲಾ CBSE, ICSE ಹಾಗೂ ರಾಜ್ಯಪಠ್ಯ ಕ್ರಮದಲ್ಲಿ ನೀತಿಗೆ ಪೂರಕವಾಗಿ ಶಾಲಾ ಶಿಕ್ಷಣ ಮತ್ತು ಸಾಕ್ಷರತಾ ಇಲಾಖೆ ಎಂಬ ಬದಲಾವಣೆಗೊಂಡ ಹೆಸರಿನೊಂದಿಗೆ ಅಲ್ಲದೆ ಶಿಕ್ಷಣವನ್ನು ಸಮವರ್ತಿಪಟ್ಟಿಯಲ್ಲಿ ಇರಿಸಿಕೊಂಡು ಅದರ ಹೊಣೆಯಂತೆ ಕೇಂದ್ರ ಸರಕಾರ ತನ್ನ ಜವಾಬ್ದಾರಿಯನ್ನು ಅರಿತಿರುವಂತೆ ಹಲವಾರು ಶೈಕ್ಷಣಿಕ ಚಟುವಟಿಕೆಗಳನ್ನು (DIKSHA, PARAKHA) ಕೈಗೆತ್ತಿಕೊಂಡು ರಾಜ್ಯದ ಶೈಕ್ಷಣಿಕ ಚಟುವಟಿಕೆಗಳ ಮೌಲ್ಯಮಾಪನವನ್ನು 3, 6 ಮತ್ತು 9ನೇ ತರಗತಿಗಳಿಗೆ ಈಗಾಗಲೇ ನಡೆಸಲಾಗಿದೆ.

ಅಲ್ಲದೆ ಕರ್ನಾಟಕ ರಾಜ್ಯದಿಂದ ಮೇಲೆ ಕಾಣಿಸಿದ ಮೂರು ವಿಭಾಗಗಳಿಗೆ 36 ತಿಂಗಳು ತುಂಬಿದ ಸುಮಾರು 16 ಲಕ್ಷ ಮಕ್ಕಳು ವಿದ್ಯಾರ್ಜನೆಗೆ ಒಳಪಡುತ್ತಿದ್ದು, ಭೂನಾದಿ ಸಾಮರ್ಥ್ಯವನ್ನು ಮಗು ತನ್ನ ಮಾತೃಭಾಷೆಯೊಂದಿಗೆ ಆಯಾಯ

ರಾಜ್ಯದ ಭಾಷೆಯ ಮೂಲಕವೇ 5ನೇ ತರಗತಿಯವರೆಗೆ ಪಡೆಯಬೇಕೆಂಬ ಆಶಯವನ್ನು ವ್ಯಕ್ತಪಡಿಸಿದ್ದು, ಆ ಹಂತದಲ್ಲಿ ವಿಶ್ವ ಅಧ್ಯಯನದ ವರದಿಯ ಆಧಾರದಂತೆ ಮಗುವೊಂದು ಶೇಕಡಾ 85 ರಷ್ಟು ತನ್ನ ಮೆದುಳಿನಸಾಮಾರ್ಥ್ಯದೊಂದಿಗೆ ಸಂಪೂರ್ಣವಾಗಿ ತನ್ನ ಮಾತೃಭಾಷೆಯಲ್ಲಿಯೇ ಆ ಭಾಷೆಯ ಸಾಹಿತ್ಯದವರೆಗೆ ಅರ್ಜಿಸುವ ಸಾಮರ್ಥ್ಯವನ್ನು ಹೊಂದಿದ್ದು, ನಂತರ ಅರ್ಜಿಸಿದ ವಿಷಯವನ್ನು ವಿಶ್ವದ ಯಾವುದೇ ಭಾಷೆಗೆ ಸಂವಹನ ಭಾಷೆಯಾಗಿ ಬಳಸಿಕೊಳ್ಳಲು ಮಗು ಸಮರ್ಥವಾಗುತ್ತದೆ ಎನ್ನುವುದನ್ನು ತಿಳಿಸುತ್ತದೆ.

ಆ ಕಾರಣದಿಂದ ಕೇಂದ್ರ ಸರಕಾರದ ಹಿಡಿತದಲ್ಲಿರುವ CBSE, ICSE ಗಳನ್ನು ಕೂಡ ಇಂಗ್ಲಿಷ್‌ನ್ನೇ ಮಾಧ್ಯಮವಾಗಿ ಬಳಸಿಕೊಂಡಿದ್ದರೂ ಸಹ ಆ ಸಂಸ್ಥೆಗೆ ಸೇರ್ಪಡೆಗೊಳ್ಳುವಾಗ ಮಾತೃ ಭಾಷೆ mother tongue ಕಾಲಂನಲ್ಲಿ ನಮೂದಿಸಿದ ಭಾಷೆಯನ್ನೇ ಮಾತೃ ಭಾಷೆಯೆಂದು ಪರಿಗಣಿಸಿದ್ದರಿಂದ ಅದರ ನಿರ್ವಹಣೆ ಅತ್ಯಂತ ಪರಿಣಾಮಕಾರಿಯಾಗಿ ಅಳವಡಿಸಿಕೊಳ್ಳುವಂತೆ ಮಾಡುವುದು ಕೇಂದ್ರ ಸರಕಾರದ ಪ್ರಮುಖ ಜವಾಬ್ದಾರಿಯಾಗಿರುತ್ತದೆ. ಹಾಗಾಗಿ ಸ್ವತಃ ಕೇಂದ್ರ ಸರಕಾರವೇ ಒಂದು (Task force) “ಜಂಟಿ ಕಾರ್ಯಾಚರಣಾ ತಂಡ” ರಚಿಸುವ ನಿರ್ಣಯವನ್ನು “ರಾಷ್ಟ್ರೀಯ ಶಿಕ್ಷಣ ನೀತಿ 2020” ರಲ್ಲಿ ತೆಗೆದುಕೊಳ್ಳಲು ಅವಕಾಶ ಕಲ್ಪಿಸಿದ್ದು, ಅದು ಇನ್ನೆನು ತನ್ನ ಕಾರ್ಯಾಚರಣೆಯನ್ನು ನಡೆಸಲು ಪ್ರಾರಂಭಿಸಲಿದೆ.

ಈ ಕಾರಣದಿಂದ ನಮ್ಮ ದೇಶದಲ್ಲಿ ಶಿಕ್ಷಣವು ಸಮವರ್ತಿಪಟ್ಟಿಯಲ್ಲಿ ಗುರುತಿಸಿಕೊಂಡಿದ್ದು ಈ ಹಿಂದಿನ ಎಲ್ಲಾ ನೀತಿಗಳನ್ನು ಕೇಂದ್ರ ಸರಕಾರವೇ ರೂಪಿಸಿದ್ದು ಅದರ ಸಂಪೂರ್ಣ ಜವಾಬ್ದಾರಿಯನ್ನು NCERT ಮತ್ತು DSERT ಯ ಮೂಲಕ ನಡೆಯುವುತ್ತಿದ್ದು, ಪ್ರಸ್ತುತ್ತವು ಕೂಡ ನಮ್ಮ ಸಂಘಟನೆಗೆ ತಿಳಿದಂತೆ ರಾಜ್ಯದಲ್ಲಿ NEP 2020 ಇದರ ಆಶಯಗಳು ಸಂಪನ್ನಗೊಳ್ಳುತ್ತಿದೆ.

ಅಲ್ಲದೇ ಅತ್ಯಂತ ಸಮಪರ್ಕವಾದ ಆಶಯಗಳನ್ನು ಮರುವಿನ್ಯಾಸದೊಂದಿಗೆ ರೂಪುಗೊಂಡಿದ್ದು ಛಾವಿ ಭಾರತದ ಮಾನವ ಸಂಪತ್ತನ್ನು ಸಮೃದ್ಧವಾಗಿ ಬಳಸಿಕೊಳ್ಳುವ ತನ್ಮೂಲಕ ಶಿಕ್ಷಣದ ಮೂಲಕವೇ ಉದ್ಯೋಗಧಾತನಾಗಿ ಹೊರತರುವ ಎಲ್ಲಾ ಭರವಸೆಗಳನ್ನು ಮೂಡಿಸುವ ಈ ವ್ಯವಸ್ಥೆಯನ್ನು ಮಾನ್ಯ ಘನ ರಾಜ್ಯ ಸರಕಾರವು, ನೀತಿ ಆಶಯದಂತೆ ತನ್ನ ವ್ಯಾಪ್ತಿಯಲ್ಲಿ ಬದಲಾಯಿಸುವ ಅವಕಾಶಗಳನ್ನು ಇಟ್ಟುಕೊಂಡು, ಇನ್ನು ಉಳಿದಂತೆ ಯತಾವತ್ತಾಗಿ ನೀತಿ ಆಶಯಕ್ಕೆ ಪೂರಕವಾಗಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲು ಮುಂದಾಗಬೇಕು ಜೊತೆಗೆ ದೇಶದಲ್ಲೇ ಪ್ರಥಮವಾಗಿ ಈ ನೀತಿಯನ್ನು ಅಳವಡಿಸಿಕೊಳ್ಳಲು ಅವಕಾಶ ಕಲ್ಪಿಸಿದವರಿಗೆ ಕನ್ನಡಿಗರಾದ ನಮ್ಮ ಹೆಮ್ಮೆಯ ಕೊಡುಗೆಯನ್ನು ದೇಶಕ್ಕೆ ನೀಡುವಂತೆ ತಾವು ಪಾತ್ರರಾಗಬೇಕೆಂದು ಈ ಮೂಲಕ ತಮ್ಮಲ್ಲಿ ಸಮನ್ವಯತೆಯನ್ನು ಸಾಧಿಸಬೇಕೆಂಬ ಉದ್ದೇಶವನ್ನು ಹೊಂದಿರುವ ರಾಜ್ಯದ ನಮ್ಮ ಹೆಮ್ಮೆಯ ಬೃಹತ್ ಶಿಕ್ಷಕರ ಸಂಘಟನೆ ರಾಜ್ಯ ಉಪಾಧ್ಯಕ್ಷರಾದ ಜಯಶೀಲ ಶೆಟ್ಟಿ ಕುಂದಾಪುರ, ಕರ್ನಾಟಕ ರಾಜ್ಯ ಶಿಕ್ಷಣ ಸಂಸ್ಥೆಗಳ ನೌಕರರ ಸಂಘ (ರಿ), ಬೆಂಗಳೂರು, ಪ್ರೆಸ್ಸ್ ಕ್ಲಬ್ ಆಫ್ ಬೆಂಗಳೂರಿನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾ ಗೋಷ್ಠಿಯಲ್ಲಿ  ತಿಳಿಸಿದರು.

ಎಲುವಹಳ್ಳಿ ಮಾಲೂರು ತಾಲೂಕು, ಕೊಲಾರಜಿಲ್ಲೆಯ ಮೊರಾರ್ಜಿ ದೇಸಾಯಿ ವಸತಿ ಶಾಲೆಯಲ್ಲಿರುವ ಶೌಚಾಲಯಗಳನ್ನು ಮತ್ತು ಶೌಚಲಯ ಗುಂಡಿಗಳನ್ನು ವಿದ್ಯಾರ್ಥಿಗಳಿಂದ ಶುಚಿತ್ವಗೊಳಿಸಿರುವ ವಿಚಾರ ಮಾದ್ಯಮಗಳಲ್ಲಿ ಬಿತ್ತಾರಗೊಂಡಿತ್ತು, ತದನಂತರ ಬೆಂಗಳೂರಿನ ಆಂದ್ರ ಹಳ್ಳಿಯಲ್ಲಿರುವ ಸರಕಾರಿಶಾಲೆ ಮತ್ತು ಶಿವಮೊಗ್ಗ ಜಿಲ್ಲೆಯ ಗುಡ್ಡದ ನೇರಳ ಕೆರೆ ಸರಕಾರಿ ಶಾಲೆಯ ವಿದಾರ್ಥಿಗಳಿಂದ ಶೌಚಾಲಯವನ್ನು ಶುಚಿತ್ವ ಗೊಳಿಸಿರುವ ಅಮಾನುಷ ಕೃತ್ಯವು ತಿಳಿದು ಬಂದಿರುವುದರಿಂದ ಈ ಹೀನ ಕೃತ್ಯದ ವಿರುದ್ಧ ಬೆಂಗಳೂರಿನ ಕಾಡುಗೊಡಿ ನಿವಾಸಿ ಸಾಮಾಜಿಕ ಕಾರ್ಯಕರ್ತ ಶ್ರೀ ಪರಮೇಶ್.ವಿ ಎಂಬುವವರು ಸಾರ್ವಜನಿಕ ಹಿತಾಸಕ್ತಿ ರಿಟ್ ಅರ್ಜಿಯನ್ನು ತನ್ನ ವಕೀಲರಾದ ಧರ್ಮಪಾಲ ರವರ ಮೂಲಕ ಕರ್ನಾಟಕ ಉಚ್ಚ ನ್ಯಾಯಲಯದಲ್ಲಿ ಸಲ್ಲಿಸಿದರು. ಆ ರೀಟ್ ಅರ್ಜಿ ಸಂಖ್ಯೆ 29294/2023. ಇದರಲ್ಲಿ ಕರ್ನಾಟಕ ಸರಕಾರದ ಮುಖ್ಯ ಕಾರ್ಯದರ್ಶಿ ಮತ್ತು ಇತರನ್ನು ಪ್ರತಿವಾದಿಗಳನ್ನಾಗಿ ಮಾಡಿರುತ್ತಾರೆ. ಈ ಕೃತ್ಯಕ್ಕೆ ಸಂಬಂದಪಟ್ಟವರ ವಿರುದ್ಧ ಸೂಕ್ತ ಕ್ರಮಕೈಗೊಳಲು ಪ್ರಕರಣವನ್ನು ಸಿ ಐ ಡಿ ಗೆ ಹಸ್ತಾಂತರಿಸಿ, ಈ ಪ್ರಕರಣದ ಬಗ್ಗೆ ಒಂದು ಸೂಕ್ತ ಕಮಿಟಿ ರಚನೆ ಮಾಡಿ ಸರಕಾರಕ್ಕೆ ವರದಿ ಸಲ್ಲಿಸಬೇಕು ಅಲ್ಲದೆ 10 ವರ್ಷಗಳಿಂದ ಇಲ್ಲಿಯ ತನಕ ಇಂತಹ ಎಷ್ಟು ಪ್ರಕರಣ ಬೆಳಕಿಗೆ ಬಂದಿದೆ ಎಂಬ ವರದಿ ನ್ಯಾಯಲಕ್ಕೆ ಸಲ್ಲಿಸಬೇಕೆಂಬ ಮನವಿಯನ್ನು ಪಿರ್ಯಾದುದಾರರು ತನ್ನ

ಅರ್ಜಿಯಲ್ಲಿ ಕೇಳಿಕೊಂಡಿದ್ದಾರೆ ಸದ್ರಿರಿಟ್ ಅರ್ಜಿ ತಾ. 28-12-2623 ರಂದು ನ್ಯಾ. ನಟರಾಜ ಮತ್ತು ನ್ಯಾ ಕೆ.ವಿ ಅರವಿಂದ ಅವರಿದ್ದ ವಿಭಾಗಿಯ ಪೀಠದಲ್ಲಿ ವಿಚಾರಣೆಗೆ ಬಂದು ಎಲ್ಲಾ ಪ್ರತಿವಾದಿಗಳಿಗೆ ನೋಟಿಸು ಜಾರಿ ಮಾಡಿ ಆದೇಶಿಸಿದ್ದಾರೆ. ಸದರಿ ಅದೇಶ ಪ್ರತಿ ಮತ್ತು ರಿಟ್ ಅರ್ಜಿಯ ಪ್ರತಿಗಳನ್ನು ಇಲ್ಲಿ ಲಗತ್ತಿಸಿದೆ ಎಂದು ಧರ್ಮಪಾಲ ವಕೀಲರು ಪತ್ರಿಕಾ ಗೋಷ್ಠಿಯಲ್ಲಿ ತಿಳಿಸಿದರು
