ಹಳಿಯಾಳ ತಾಲೂಕಿನಲ್ಲಿ ಛತ್ರಪತಿ ಶಿವಾಜಿ ಮಹಾರಾಜರ ಸಮಾಜದ ಹೆಸರಿನಲ್ಲಿ ವಿವಿಧ ಸಂಘಟನೆಗಳನ್ನು ಹುಟ್ಟು ಹಾಕಿ ಸಮುದಾಯ ಭವನ ಕಟ್ಟುತ್ತಿರುವುದಾಗಿ ಹೇಳಿ ಸರ್ಕಾರದ ಹಿಂದುಳಿದ ವರ್ಗಗಳ ಕಲ್ಯಾಣ ಇಲಾಖೆಯ ವತಿಯಿಂದ ಅನುವಾನ ಮಂಜೂರಿ ಮಾಡಿಕೊಂಡು ದುರುಪಯೋಗ ಆಗುತ್ತಿರುವ ಬಗ್ಗೆ ಸಂಶಯ ವ್ಯಕ್ತಪಡಿಸಿ ನಾನು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ದಿನಾಂಕ : 02-01-2019ರಂದು ದೂರು ಸಲ್ಲಿಸಿದ್ದೆ . ನನ್ನ ದೂರಿನ ಪ್ರಕಾರ ಮಾನ್ಯ ಜಿಲ್ಲಾಧಿಕಾರಿ , ಕಾರವಾರರವರು ತನಿಖಾಧಿಕಾರಿಗಳನ್ನಾಗಿ ಉಪವಿಭಾಗಾಧಿಕಾರಿ , ಕಾರವಾರವರು ನೇಮಿಸಿ ವರದಿಯನ್ನು ಪಡೆದುಕೊಂಡ ಪ್ರಕಾರ ನನ್ನ ದೂರಿನಲ್ಲಿ ನಿಜಾಂಶವಿರುವುದಾಗಿ ಹಾಗು ಅನುದಾನ ದುರ್ಬಳಕೆ ಆಗುತ್ತಿರುವುದಾಗಿ ವಿಸ್ತ್ರತ ವರದಿ ನೀಡಿರುತ್ತಾರೆ . ವರದಿ ಆಧಾರದಲ್ಲಿ ನಾನು ದಿನಾಂಕ : 14-03-2019 ರಂದು ಮಾನ್ಯ ಲೋಕಾಯುಕ್ತರು ಬೆಂಗಳೂರುರವರಿಗೆ ದೂರನ್ನು ಸಲ್ಲಿಸಿದ್ದೆ . ಸದರಿ ದೂರನ್ನು ಸೂಪರಿಂಟೆಂಡಟ್ ಆಫ್ ಪೋಲಿಸ್ ( ಎಸ್.ಪಿ. ) ಕಾರವಾರರವರು ಕೂಲಂಕೂಷ ತನಿಖೆ ಕೈಗೊಂಡು ಮಾನ್ಯ ಲೋಕಾಯುಕ್ತರಿಗೆ ತನಿಖಾ ವರದಿಯನ್ನು ಸಲ್ಲಿಸಿದ ಪ್ರಕಾರ ವಿಚಾರಣೆಗಾಗಿ ಮಾನ್ಯ ಲೋಕಾಯುಕ್ತರು ಎದುರುದಾರ ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಎಸ್.ಎಲ್ . ಘೋಟೋಕರ ಹಾಗೂ ಶ್ರೀ ರಾಯಣ್ಣ ಅರಸಿನಗೇರಿ , ಅಧ್ಯಕ್ಷರು , ಶ್ರೀ ಶಿವಾಜಿ ಎಜ್ಯುಕೇಷನ್ ಹಾಗೂ ಸ ೦ ಬ ೦ ಧಪಟ್ಟ ಅಧಿಕಾರಿಗಳಿಗೆ ನೋಟಿಸ್ ವಿಚಾರಣೆಗೊಳಪಡಿಸಿ ವಾದ ವಿವಾದ ಆಲಿಸಿದ ನಂತರ ಸದರಿ ಪ್ರಕರಣದಲ್ಲಿ ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಎಸ್.ಎಲ್ . ಘೋಟೇಕರ ಮತ್ತು ರಾಯಣ್ಣ ಅರಶಿಣಗೇರಿ , ಅಧ್ಯಕ್ಷರು ಶ್ರೀ ಶಿವಾಜಿ ಎಜುಕೇಷನ್ ಟ್ರಸ್ಟ ಹಾಗೂ ಈ ಪ್ರಕರಣದಲ್ಲಿ ಕೆಲವು ಅಧಿಕಾರಿಗಳು ತಪ್ಪಿತಸ್ಥರೆಂದು ತೀರ್ಮಾನಿಸಿ ಸರಕಾರಕ್ಕೆ ಮತ್ತು ಸಂಬಂಧಪಟ್ಟ ಇಲಾಖೆಯವರಿಗೆ ಲೋಕಾಯುಕ್ತ ಕಾಯ್ದೆಯ ಸೆಕ್ಷನ್ 12 ( 1 ) ಮತ್ತು 12 ( 3 ) ಪ್ರಕಾರ ವರದಿಯನ್ನು ನೀಡಿರುತ್ತಾರೆ . ಮಾನ್ಯ ಲೋಕಾಯುಕ್ತರ ವರದಿಯ ಪ್ರಕಾರ ( 1 ) , ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಎಸ್.ಎಲ್ . ಘೋಟೇಕರ ಹಾಗೂ ಶ್ರೀ ರಾಯಣ್ಣ ಅರಸಿಣಗೇರಿ , ಅಧ್ಯಕ್ಷರು , ಶ್ರೀ ಶಿವಾಜಿ ಎಜುಕೇಷನ್ ಟ್ರಸ್ಟ್ , ರವರ ವಿರುದ್ಧ 5.00 ಲಕ್ಷ ಹಾಗೂ 36.25 ಲಕ್ಷ ರೂಪಾಯಿಗಳನ ಅವರು ಯಾವ ದಿನಾಂಕ ಪಡೆದಿದ್ದಾರೆ ಅಲ್ಲಿಂದ 10 % ಬಡ್ಡಿ ಸೇರಿಸಿ ವಸೂಲಿ ಮಾಡಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಬೇಕು .
( 2 ) ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಎಸ್.ಎಲ್ . ಘೋಟೇಕರ ಹಾಗೂ ಶ್ರೀ ರಾಯಣ್ಣ ಅರಸಿಣಗೇರಿ , ಅಧ್ಯಕ್ಷರು , ಶ್ರೀ ಶಿವಾಜಿ ಎಜುಕೇಷನ್ ಟ್ರಸ್ಟ್ , ರವರ ವಿರುದ್ಧ ಭಾರತ ದಂಡ ಸಂಹಿತೆ ಸೆಕ್ಷನ್ 120 ಬಿ , 403 406 ಹಾಗೂ ಭ್ರಷ್ಟಾಚಾರ ನಿಗ್ರಹ ಕಾಯ್ದೆ 1988 ರ ಸೆಕ್ಷನ್ 13 ( 1 ) ( ಎ ) ಅಡಿಯಲ್ಲಿ ಕ್ರಿಮಿನಲ್ ಮೊಕದ್ದಮೆಯನ್ನು ಹೂಡಲು ಕ್ರಮಕೈಗೊಳ್ಳಬೇಕು . ( 3 ) ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯ ಎಸ್.ಎಲ್ . ಘಟೇಕರರವರು ಪ್ರತಿನಿಧಿಸುವ ಯಾವುದೇ ಸಂಘ ಹಾಗೂ ಶ್ರೀ ಶಿವಾಜಿ ಎಜ್ಯುಕೇಷನ್ ಟ್ರಸ್ಟಿಗೆ ಅವರು ದುರುಪಯೋಗ ಪಡಿಸಿಕೊಂಡ ಅನುದಾನ ವಾಪಸ ಭರಣಾ ಮಾಡಿದ ದಿನಾಂಕದಿಂದ 5 ವರ್ಷಗಳ ಅವಧಿಗೆ ಯಾವುದೇ ಸರಕಾರದ ಅನುದಾನ ನೀಡದಿರಲು ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ತಿಳಿದ್ದಾರೆ , ಕಳೆದ 12 ವರ್ಷಗಳಿಂದ 2 ಅವಧಿಗೆ ವಿಧಾನ ಪರಿಷತ್ ಸದಸ್ಯರಾಗಿ ಸುದೀರ್ಘ ಅವಧಿಗೆ ಇದ್ದರೂ ಒಂದು ನೈಯಾಪೈಸೆ ಅವರು ಪ್ರತಿನಿಧಿಸುವ ಸಮಾಜಕ್ಕೆ ನೀಡದ ಇವರು ಸಮಾಜದ ಅಭಿವೃದ್ಧಿಗೆ ಸರಕಾರದಿಂದ ಬಂದಂತಹ ಹಣವನ್ನು ತಾವು ಹುಟ್ಟುಹಾಕಿರುವ ಶ್ರೀ ಶಿವಾಜಿ ಎಜುಕೇಷನ್ ಟ್ರಸ್ಟ್ನ ಎಸ್.ಎಲ್ . ಘೋಟೆಕರ್ , ಆಂಗ್ಲ ಮಾಧ್ಯಮಿಕ ಶಾಲೆ , ಬಳಸಿರುವುದು ಅಕ್ಷಮ್ಯ ಅಪರಾಧ ಇದನ್ನು ನಾವು ಖಂಡಿಸುತ್ತೇವೆ . ದಿನಾಂಕ : 02-01-2019ರಂದು ನಾನು ಜಿಲ್ಲಾಧಿಕಾರಿಗಳಿಗೆ ದೂರು ನೀಡಿದ ನಂತರ ಸದರಿ ಎಸ್.ಎಸ್ . ಫೋಟೆಕರ ತವರು ನಾನು ಯಾವುದೇ ಅನುದಾನವನ್ನು ದುರುಪಯೋಗಪಡಿಸಿಕೊಂಡಿಲ್ಲ . ಒಂದು ವೇಳೆ ಸಾಬೀತಾದರ ರಾಜಕೀಯ ನಿವೃತ್ತಿ ಪಡೆಯುತ್ತೇನೆಂದು ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಪ್ರಕಟಿಸಿದ್ದರು . ಅದರಂತೆ ಅವರು ತಮ್ಮ ರಾಜಕೀಯ ನಿವೃತ್ತಿಯನ್ನು ಘೋಷಿಸಬೇಕೆಂದು ನನ್ನ ಸವಾಲು ,

Bengaluru: While the world is increasingly moving towards digitalization because of the Covid-19 pandemic, Bengaluru-based ARTIST for Her (Asian Research and Training Institute for Skill Transfer), led by its CEO Dr. Hema Divakar, a renowned healthcare leader, pioneered the concept of digital transfer of skills, knowledge and training to healthcare providers and caregivers much before the deadly coronavirus impacted humanity.
Taking into consideration the challenges faced by the healthcare sector in a vast country like India, Dr. Hema Divakar, five years ago, had envisioned the role of digitalization in strengthening the system by imparting necessary skills and training through remote learning and training methods. It was found most effective in the capacity building of healthcare workers in the maternal and child healthcare sectors.
What began as an earnest effort by ARTIST for Her to prevent the deaths of babies in remote and inaccessible parts of the country and ensure that women’s health is the nation’s wealth through digital skills, knowledge transfer and training, today, digitalization has encapsulated the healthcare sector. “The disruption brought about by digitalization is inevitable today because of the pandemic. We are delighted because we had an early mover advantage in this; ARTIST for Her has built a fantastic, reliable and proven digital skill transfer platform that benefits a wide variety of stakeholders, behind healthcare workers,” said Dr. Hema Divakar, CEO, ARTIST for Her.
Digital skills transfer is today one of the cornerstones of ARTIST for Her, which has conducted several regional, national and international conferences, training modules, symposia, consultations, and capacity building programs in the virtual world. Crucial among them were Manyata, a quality improvement and certification initiative offered by Federation of Obstetric and Gynaecological Societies of India (FOGSI) for private facilities providing maternal care. ARTIST For Her piloted the program and further provided the necessary training through the digital format.
Likewise, for ORIGYN (Oasis of Recognized & Innovative Practices in Gynaecology), which rewrote women’s healthcare protocols for India and other low and middle healthcare countries, ARTIST for Her was the advocacy partner managing the mega virtual skill building platform. Pregnancy, Obesity and Nutrition Initiative (PONI) declaration and agenda implementation of Pregnancy & Non-Communicable Diseases Committee by International Federation of Gynaecology & Obstetrics also greatly benefited from digitalization at the international level. Digitalization has also helped the healthcare sector at the grassroots level. ARTIST for Her’s pilot project – “Hemmaragala Model Health & Wellness Village” in Nanjangud constituency in Karnataka is a PPP model, which shows the way forward for a new rural low-dose high-impact preventive healthcare delivery system that can be implemented across the state. “A continuum of this initiative will be through the digital platform in the next few months to empower the providers to be confident and competent to offer preventive healthcare through skill transfer. This will help them use their discretion to identify problems early and refer,” pointed out Dr. Hema.
The launch of another novel initiative of JANANI HELPLINE will connect the girls and women with the specialists for consultations in India. Through 1,000 frontline healthcare providers, the number of beneficiaries will be close to one lakh women in the entire constituency of Nanjangud. Data documentation and impact report of the initiative will generate evidence for trends in improvement in nutrition and anemia, diabetes status and enhanced use of contraception as a parameter of wellness will be produced as a part of FIGO Well Woman Healthcare Committee, where Dr. Hema Divakar holds the prestigious position of the Chair of the committee.
“The Hemmaragala model delivered digitally could be the future of healthcare, where health experts are taken to the doorstep of villagers by a people’s representative, in collaboration with private players to ensure delivery of quality healthcare,” added Dr. Hema.
While digitalization is now pervasive, ARTIST for Her demonstrated that it was ahead of its time in taking the virtual route to benefit the entire healthcare ecosystem. Recently ARTIST for Her received FICCI A for Excellence in Capacity Building.

Davanagere: The 31st Annual Conference of the Karnataka State Obstetrics & Gynecology Association (KSOGA) was inaugurated today in Davanagere, Karnataka. The three-day hybrid conference will see doctors from all over Karnataka participate physically and virtually in several scientific sessions that will keep the OBG community updated in their sphere of practice.
The academic wing of KASOGA – The Karnataka College of Obstetrics and Gynecology (KCOG) – also hosted its first convocation during this conference. The KCOG has been set up on the lines of the national body ICOG and international RCOG in London. Karnataka is the first State in India to establish such a college to focus on knowledge dissemination, skill transfer, research activities, and is the focus academic wing of KSOGA.
Dr Hema Divakar, Dean, KCOG, delivering the convocation address, said: “I’m truly privileged to be nominated as the Dean of the newly established KCOG. As Covid19 has brought digital platforms into focus, we assure that KCOG will connect to all frontline healthcare providers online through structured channels to ensure their competencies, and reach every woman and girl in Karnataka with our quality obstetrics & gynecology care services. The fellowship programmes, the training courses – both basic and advanced levels – will go a long way in improving the excellence in practice in the ObGyn community. We will have at least two international speaker programmes through the year so that the East and the West can exchange their best experiences and knowledge.” She reassured the medical community that this College will be a role model for other States to follow.
Dr Hema is supported at KCOG by Dr Muralidhar Pai the Chairman, patron of KSOGA Dr M.G. Hiremath, President of KSOGA Dr Basavaraj Sajjan. The Convocation witnessed the enrolment of the new fellows of the College.
