ಪಶುಸಂಗೋಪನೆ ಟೆಂಡರ್ ಅಕ್ರಮ: ₹50 ಕೋಟಿ ನಷ್ಟದ ಆರೋಪ

ಬೆಂಗಳೂರು: ರಾಜ್ಯ ಪಶುಸಂಗೋಪನೆ ಇಲಾಖೆಯ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಹೊರಗುತ್ತಿಗೆ ಆಧಾರದಲ್ಲಿ ಡಿ-ಗ್ರೂಪ್ ನೌಕರರನ್ನು ಒದಗಿಸುವ ಟೆಂಡರ್ ಪ್ರಕ್ರಿಯೆಯಲ್ಲಿ ಭಾರೀ ಅಕ್ರಮ ನಡೆದಿದೆ ಎಂಬ ಆರೋಪ ಕೇಳಿಬಂದಿದೆ. ಈ ಅಕ್ರಮದಿಂದ ರಾಜ್ಯ ಸರ್ಕಾರಕ್ಕೆ ಸುಮಾರು ₹50 ಕೋಟಿ ನಷ್ಟ ಉಂಟಾಗಿದೆ ಎಂದು ಒಕ್ಕೂಟದ ರಾಜ್ಯ ವಕ್ತಾರ ಎಂ.ಬಿ. ನಾಗಣ್ಣಗೌಡ ಆರೋಪಿಸಿದರು. ಈ ಕುರಿತು ಲೋಕಾಯುಕ್ತಕ್ಕೆ ದೂರು ಸಲ್ಲಿಸಿದರೂ, ಇಲಾಖೆಯ ಸಚಿವ ಕೆ. ವೆಂಕಟೇಶ್ ಯಾವುದೇ ಕ್ರಮ ಕೈಗೊಂಡಿಲ್ಲ ಎಂದು ಅವರು ಆಕ್ಷೇಪ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮಾತನಾಡಿದ ಅವರು, ರಾಜ್ಯದ ಪಶು ಚಿಕಿತ್ಸಾಲಯಗಳಲ್ಲಿ ಖಾಲಿ ಇರುವ 2,256 ಡಿ-ಗ್ರೂಪ್ ಹುದ್ದೆಗಳನ್ನು ಭರ್ತಿ ಮಾಡಲು 2015ರಲ್ಲಿ ಹೊರಗುತ್ತಿಗೆ ಆಧಾರದಲ್ಲಿ ಸೇವೆ ಪಡೆಯಲು ಅನುಮತಿ ನೀಡಲಾಗಿತ್ತು. ಆದರೆ, ನೇರ ನೇಮಕಾತಿ ನಡೆಯುವವರೆಗೆ ಮಾತ್ರ ಟೆಂಡರ್ ಮೂಲಕ ಸೇವೆ ಪಡೆಯಬೇಕೆಂಬ ನಿಯಮವನ್ನು ಇಲಾಖೆ ಅಧಿಕಾರಿಗಳು ಉಲ್ಲಂಘಿಸಿದ್ದಾರೆ ಎಂದು ಹೇಳಿದರು.

ಧಾರವಾಡ ಮೂಲದ ಮಾತಾ ಟೆಕ್ನಾಲಜೀಸ್ ಹಾಗೂ ಅಪ್ಟೆಕ್ಟ್ ಟೆಕ್ನಾಲಜೀಸ್ ಎಂಬ ಎರಡು ಏಜೆನ್ಸಿಗಳಿಗೆ ಕಳೆದ 11 ವರ್ಷಗಳಿಂದ ಯಾವುದೇ ಹೊಸ ಟೆಂಡರ್ ನಡೆಸದೆ ಗುತ್ತಿಗೆ ಮುಂದುವರಿಸಲಾಗಿದೆ. ಇದು ಕೆಟಿಟಿಪಿ ನಿಯಮಗಳ ಸ್ಪಷ್ಟ ಉಲ್ಲಂಘನೆಯಾಗಿದೆ. ಪ್ರತಿ ವರ್ಷ ಟೆಂಡರ್ ನಡೆಸಬೇಕಾದ ನಿಯಮವಿದ್ದರೂ, ಅದನ್ನು ಪಾಲಿಸಿಲ್ಲ ಎಂದು ಅವರು ಆರೋಪಿಸಿದರು.

ಹೆಚ್ಚುವರಿ ಆರೋಪವಾಗಿ, ಶೇ.2ರ ಸೇವಾಶುಲ್ಕದಲ್ಲಿ ಸೇವೆ ನೀಡಲು ಹಲವು ಏಜೆನ್ಸಿಗಳು ಸಿದ್ಧವಿದ್ದರೂ, ಶೇ.11.5ರಷ್ಟು ಹೆಚ್ಚಿನ ಶುಲ್ಕದಲ್ಲಿ ಈ ಏಜೆನ್ಸಿಗಳನ್ನು ಮುಂದುವರಿಸಲಾಗಿದೆ. ಇದರಿಂದ ವರ್ಷಕ್ಕೆ ಸುಮಾರು ₹5 ಕೋಟಿ, ಒಟ್ಟು ₹50 ಕೋಟಿ ನಷ್ಟ ಸರ್ಕಾರಕ್ಕೆ ಉಂಟಾಗಿದೆ ಎಂದು ಹೇಳಿದರು.

ಈ ಬಗ್ಗೆ ಸಚಿವ ವೆಂಕಟೇಶ್ ಅವರಿಗೆ ಮನವಿ ಸಲ್ಲಿಸಿದರೂ ಯಾವುದೇ ಸ್ಪಂದನೆ ದೊರಕಿಲ್ಲ. ಸಚಿವರು ಸಹ ಈ ಅಕ್ರಮದಲ್ಲಿ ಭಾಗಿಯಾಗಿರುವ ಶಂಕೆ ವ್ಯಕ್ತವಾಗಿದೆ ಎಂದು ನಾಗಣ್ಣಗೌಡ ಹೇಳಿದರು.

ಲೋಕಾಯುಕ್ತದಲ್ಲಿ ದೂರು ದಾಖಲಾದ ನಂತರ, ಸಂಬಂಧಿತ ಏಜೆನ್ಸಿಗಳ ಮೂಲಕ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ದಾವೆ ಹೂಡಿಸಿ, ಬಾಕಿ ಹಣಕ್ಕೆ ಬಡ್ಡಿ ನೀಡುವಂತೆ ಮತ್ತು ಟೆಂಡರ್ ರದ್ದುಪಡಿಸದಂತೆ ಕ್ರಮ ಕೈಗೊಳ್ಳಲಾಗಿದೆ. ಇದರಿಂದ ಪ್ರಕರಣ ನ್ಯಾಯಾಲಯದಲ್ಲಿದೆ ಎಂಬ ನೆಪದಲ್ಲಿ ಸರ್ಕಾರ ಕ್ರಮ ಕೈಗೊಳ್ಳಲು ಹಿಂದೇಟು ಹಾಕುತ್ತಿದೆ ಎಂದು ಅವರು ಆರೋಪಿಸಿದರು.ನ್ಯಾಯಾಲಯ ಯಾವುದೇ ಮಧ್ಯಂತರ ತಡೆ ಆದೇಶ ನೀಡದಿದ್ದರೂ, ಅದನ್ನು ಕಾರಣವನ್ನಾಗಿ ಮಾಡಿಕೊಂಡು ಗುತ್ತಿಗೆ ಮುಂದುವರಿಸಲಾಗುತ್ತಿದೆ. ಇದರಿಂದ ಸರ್ಕಾರಕ್ಕೆ ಮತ್ತಷ್ಟು ನಷ್ಟವಾಗುತ್ತಿದೆ ಎಂದು ಹೇಳಿದರು.

ಈ ವಿಷಯವನ್ನು ರಾಜ್ಯದ 224 ಶಾಸಕರು ಹಾಗೂ ವಿಧಾನಪರಿಷತ್ ಸದಸ್ಯರ ಗಮನಕ್ಕೆ ತರಲು ದಾಖಲೆಗಳೊಂದಿಗೆ ಮಾಹಿತಿ ನೀಡಲಾಗುವುದು. ಹಣಕಾಸು ಸಚಿವ ಸಿದ್ದರಾಮಯ್ಯ ಅವರು ಈ ಪ್ರಕರಣವನ್ನು ಗಂಭೀರವಾಗಿ ಪರಿಗಣಿಸಿ, ಸಂಬಂಧಿತ ಸಚಿವರು ಹಾಗೂ ಅಧಿಕಾರಿಗಳ ವಿರುದ್ಧ ಕ್ರಮ ಕೈಗೊಂಡು ಟೆಂಡರ್ ರದ್ದುಪಡಿಸಿ ನಷ್ಟವನ್ನು ವಸೂಲಿಸಬೇಕು ಎಂದು ಅವರು ಆಗ್ರಹಿಸಿದರು.
ಈ ಸಂದರ್ಭದಲ್ಲಿ ಒಕ್ಕೂಟದ ಇತರೆ ಮುಖಂಡರು ಉಪಸ್ಥಿತರಿದ್ದರು.

ಬೆಂಗಳೂರು, ಮಾ.18 — ನಗರದಲ್ಲಿ ಭಕ್ತರಿಗೆ ಆಧ್ಯಾತ್ಮಿಕ ಮಾರ್ಗದರ್ಶನ ನೀಡುವ ಉದ್ದೇಶದಿಂದ ಜಗದ್ಗುರು ರಾಮಾನಂದಾಚಾರ್ಯ ನರೇಂದ್ರಾಚಾರ್ಯ (ದಕ್ಷಿಣಪೀಠ, ನಾಣಿಜಧಾಮ, ರತ್ನಾಗಿರಿ) ಅವರ ಉಪಸ್ಥಿತಿಯಲ್ಲಿ ವಿಶೇಷ ‘ಸಮಸ್ಯೆ ಮಾರ್ಗದರ್ಶನ ಹಾಗೂ ದರ್ಶನ’ ಕಾರ್ಯಕ್ರಮವನ್ನು ಆಯೋಜಿಸಲಾಗಿದೆ.
ಶಂಕರಪುರದ ನ್ಯಾಷನಲ್ ಕಾಲೇಜು ಮೆಟ್ರೋ ನಿಲ್ದಾಣದ ಸಮೀಪದಲ್ಲಿರುವ ಶ್ರೀ ಚಂದ್ರಶೇಖರ ಭಾರತೀ ಕಲ್ಯಾಣ ಮಂಟಪದಲ್ಲಿ ಬೆಳಿಗ್ಗೆ 9 ಗಂಟೆಯಿಂದ ಕಾರ್ಯಕ್ರಮ ನಡೆಯಲಿದೆ. “ನೀವು ಬಾಳಿರಿ, ಇತರರನ್ನು ಬಾಳಿಸಿರಿ” ಎಂಬ ಸಂದೇಶದೊಂದಿಗೆ ನಡೆಯುವ ಈ ಕಾರ್ಯಕ್ರಮದಲ್ಲಿ ಭಕ್ತರ ವೈಯಕ್ತಿಕ ಹಾಗೂ ಸಾಮಾಜಿಕ ಸಮಸ್ಯೆಗಳಿಗೆ ಗುರುಗಳು ಮಾರ್ಗದರ್ಶನ ನೀಡಲಿದ್ದಾರೆ.

ಸಂಸ್ಥೆಯು ಸಾಮಾಜಿಕ ಸೇವೆಯಲ್ಲಿ ಸಕ್ರಿಯವಾಗಿ ತೊಡಗಿಕೊಂಡಿದ್ದು, ಗ್ರಾಮ ಸ್ವಚ್ಛತಾ ಅಭಿಯಾನ, ಉಚಿತ ಇಂಗ್ಲಿಷ್ ಮಾಧ್ಯಮ ಶಾಲೆಗಳು, ವೇದಪಾಠ ಶಾಲೆಗಳು, ರಕ್ತದಾನ ಶಿಬಿರಗಳು ಮತ್ತು ಉಚಿತ ಚಿಕಿತ್ಸಾಲಯಗಳ ಮೂಲಕ ಸೇವೆ ಸಲ್ಲಿಸುತ್ತಿದೆ. ಇದಲ್ಲದೆ, 185 ಮರಣೋತ್ತರ ದೇಹದಾನ ಹಾಗೂ 143 ಅಂಗಾಂಗ ದಾನಗಳನ್ನು ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಒದಗಿಸಿರುವುದು ಗಮನಾರ್ಹ. ರಾಷ್ಟ್ರೀಯ ಹೆದ್ದಾರಿಗಳಲ್ಲಿ 53 ಆಂಬ್ಯುಲೆನ್ಸ್‌ಗಳ ಮೂಲಕ 24 ಗಂಟೆಗಳ ತುರ್ತು ಸೇವೆಯನ್ನೂ ನೀಡಲಾಗುತ್ತಿದೆ.

ಆರ್ಥಿಕವಾಗಿ ಹಿಂದುಳಿದವರ ಪುನರ್ವಸತಿ, ಮಹಿಳಾ ಸಬಲೀಕರಣಕ್ಕಾಗಿ ಉಚಿತ ಹೊಲಿಗೆ ಯಂತ್ರ ವಿತರಣೆ, ಕಾನೂನು ಸಾಕ್ಷರತಾ ಶಿಬಿರಗಳು ಮತ್ತು ತುರ್ತು ನೆರವು ಕಾರ್ಯಗಳನ್ನು ಸಂಸ್ಥೆ ಕೈಗೊಂಡಿದೆ. ಈ ವರ್ಷ ಜನವರಿಯಲ್ಲಿ ನಡೆದ ರಕ್ತದಾನ ಅಭಿಯಾನದಲ್ಲಿ ಕೇವಲ 15 ದಿನಗಳಲ್ಲಿ 1,71,150 ರಕ್ತದ ಬಾಟಲಿಗಳನ್ನು ಸರ್ಕಾರಿ ಆಸ್ಪತ್ರೆಗಳಿಗೆ ಒದಗಿಸಲಾಗಿದೆ. ‘ಬ್ಲಡ್ ಇನ್ ನೀಡ್’ ಮತ್ತು ‘ಏಕ್ ಪೇಡ್ ಮಾಁ ಕೆ ನಾಮ್’ ಯೋಜನೆಯಡಿ 1,11,426 ಮರಗಳನ್ನು ನೆಡುವ ಕಾರ್ಯವೂ ನಡೆದಿದೆ.

ಕಾರ್ಯಕ್ರಮಕ್ಕೆ ಆಗಮಿಸುವ ಭಕ್ತರಿಗೆ ಮಹಾಪ್ರಸಾದದ ವ್ಯವಸ್ಥೆ ಮಾಡಲಾಗಿದೆ. ಕುಟುಂಬದವರೊಂದಿಗೆ ಭಾಗವಹಿಸಿ ಗುರುಗಳ ಧರ್ಮೋಪದೇಶ ಮತ್ತು ಮಾರ್ಗದರ್ಶನದ ಪ್ರಯೋಜನ ಪಡೆಯುವಂತೆ ಬೆಂಗಳೂರು ಪೀಠದ ಪ್ರಮುಖರಾದ ಅಭಿಜಿತ್ ಅವಸರೆ, ಮಹೇಂದ್ರ ನಿಕಮ್, ಯೋಗೇಶ್ ಗೌಡ, ಬಾಳಾಸಾಹೇಟ್ ಪೊಳ್ ಹಾಗೂ ಜಗದೀಶ್ ಭೋಜೇ ಅವರು ಪ್ರೆಸ್ ಕ್ಲಬ್‌ನಲ್ಲಿ ನಡೆದ ಪತ್ರಿಕಾಗೋಷ್ಠಿಯಲ್ಲಿ ಮನವಿ ಮಾಡಿದರು.

ICC hosts ‘Humans First – AI Forward Forum’ in Bengaluru

Bengaluru, March 18: The Indian Chamber of Commerce (ICC) on Wednesday organised the ‘Humans First – AI Forward Forum’ summit in the city, bringing together stakeholders from industry, academia, government, and the startup ecosystem to deliberate on building a human-centric roadmap for Karnataka’s artificial intelligence (AI) future.

Held under the theme “Human First, AI Forward – Building Karnataka’s Human-Centric Skills Blueprint,” the summit focused on aligning technological advancement with ethical, inclusive, and future-ready workforce development.

In his welcome address, Amitabh Ray, Chairman of the ICC National Expert Committee on Technology and Innovation, said the future of work would depend on effective collaboration between humans and AI. While automation could impact certain routine roles, he observed that a human-first approach could ensure that job creation keeps pace with displacement, thereby strengthening productivity and economic resilience.

Anuj Vaid, Vice President of Kyndryl India, in his special address, emphasised the importance of embedding inclusion, diversity, and equity in organisational practices. He cautioned against adopting AI as a trend, urging companies instead to focus on its practical utility. According to him, diverse teams tend to foster stronger innovation and deliver better outcomes.

Delivering the keynote, Chenraj Roychand, President of Jain University, highlighted the need to prepare a generation of adaptable and ethically grounded talent capable of navigating an AI-driven economy. He stressed that human capital development must evolve rapidly in response to technological acceleration.

Sanjeev Kumar Gupta, CEO of the Karnataka Digital Economy Mission, who attended as Guest of Honour, pointed to the State’s growing leadership in digital innovation. He underlined the need to ensure that AI-led growth remains inclusive and socially relevant.

The summit also marked the launch of the ICC Karnataka IT Committee and the release of a knowledge report titled “Humans & AI: The Journey Together,” which outlines opportunities and challenges in adopting responsible, people-centric AI across sectors.

Subash Venkitaraman, Chair of the ICC Karnataka State Chapter Expert Committee on Technology and Innovation and CFO of Kyndryl India, summarised the inaugural session and delivered the vote of thanks.
The event featured panel discussions on future skills, the role of Global Capability Centres (GCCs) in shaping business outcomes, and emerging opportunities for startups. Participants discussed the intersection of technology and creativity, evolving academic frameworks, and the need for industry-aligned skill development.

Concluding the summit, Mr. Ray reiterated ICC’s commitment to fostering a balanced ecosystem where human potential and AI can progress together to support sustainable growth in Karnataka and beyond.

ಬೆಂಗಳೂರು, ಮಾ.17: ಆಟೋಗಳಿಗೆ ಅಗತ್ಯವಾದ ಅನಿಲ ಸಿಲಿಂಡರ್‌ಗಳ ತೀವ್ರ ಕೊರತೆ ಉಂಟಾಗಿರುವುದನ್ನು ಖಂಡಿಸಿ ವಿವಿಧ ಚಾಲಕರ ಸಂಘಟನೆಗಳು ಮಂಗಳವಾರ ಫ್ರೀಡಂ ಪಾರ್ಕ್‌ನಲ್ಲಿ ಬೃಹತ್ ಪ್ರತಿಭಟನೆ ನಡೆಸಿದವು.

ಇಂಡಿಯನ್ ವೆಹಿಕಲ್ ಡ್ರೈವರ್ಸ್ ಟ್ರೇಡ್ ಯೂನಿಯನ್, ಸಂಚಾರಿ ಚಾಲಕರ ಸೇವಾ ಟ್ರಸ್ಟ್ ಹಾಗೂ ಸ್ನೇಹಜೀವಿ ಚಾಲಕರ ಸಂಘಗಳ ಸಂಯುಕ್ತ ಆಶ್ರಯದಲ್ಲಿ ನಡೆದ ಈ ಪ್ರತಿಭಟನೆಯಲ್ಲಿ ಚಾಲಕರು ವಿಭಿನ್ನ ರೀತಿಯಲ್ಲಿ ಆಕ್ರೋಶ ವ್ಯಕ್ತಪಡಿಸಿದರು. ಫ್ರೀಡಂ ಪಾರ್ಕ್ ಮುಂಭಾಗ ಆಟೋಗಳಿಗೆ ಹಗ್ಗ ಕಟ್ಟಿ ಎಳೆಯುವ ಮೂಲಕ ಸಂಕಷ್ಟದ ಸಂಕೇತ ನೀಡಿದ ಅವರು, ಖಾಲಿ ಅಡುಗೆ ಅನಿಲ ಸಿಲಿಂಡರ್‌ಗಳನ್ನು ಪ್ರದರ್ಶಿಸಿ ಸರ್ಕಾರದ ಗಮನ ಸೆಳೆಯಲು ಪ್ರಯತ್ನಿಸಿದರು. ಕೇಂದ್ರ ಸರ್ಕಾರದ ವಿರುದ್ಧ ಘೋಷಣೆಗಳನ್ನು ಕೂಗಿ ತೀವ್ರ ಅಸಮಾಧಾನ ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಪ್ರತಿಭಟನೆ ವೇಳೆ ಮಾತನಾಡಿದ ಇಂಡಿಯನ್ ವೆಹಿಕಲ್ ಡ್ರೈವರ್ಸ್ ಟ್ರೇಡ್ ಯೂನಿಯನ್ ಅಧ್ಯಕ್ಷ ಗಂಡಸಿ ಸದಾನಂದ ಸ್ವಾಮಿ, ಆಟೋ ಚಾಲಕರು ಎದುರಿಸುತ್ತಿರುವ ಸಂಕಷ್ಟವನ್ನು ವಿವರಿಸಿದರು. “ಕೇಂದ್ರ ಸರ್ಕಾರದ ನೀತಿಗಳಿಂದ ಆಟೋ ಚಾಲಕರಿಗೆ ಅನ್ಯಾಯವಾಗುತ್ತಿದೆ. ಅನಿಲದ ಕೊರತೆಯಿಂದ ದಿನನಿತ್ಯದ ಆದಾಯವೇ ಕುಂಠಿತವಾಗಿದ್ದು, ಜೀವನ ಸಾಗಿಸುವುದೇ ಕಷ್ಟಕರವಾಗಿದೆ. ಪ್ರತಿಯೊಬ್ಬ ಆಟೋ ಚಾಲಕರ ಕುಟುಂಬಕ್ಕೂ ತಕ್ಷಣ ಹತ್ತು ಸಾವಿರ ರೂ. ಪರಿಹಾರ ನೀಡಬೇಕು,” ಎಂದು ಅವರು ಆಗ್ರಹಿಸಿದರು.

ಅದೇ ವೇಳೆ, ಅಡುಗೆ ಅನಿಲ ಸಿಲಿಂಡರ್‌ಗಳ ಕೊರತೆ ಮನೆಮನೆಗಳಲ್ಲಿ ಸಂಕಷ್ಟ ಉಂಟುಮಾಡಿದೆ. ಆಟೋಗಳಿಗೆ ಅಗತ್ಯವಾದ ಅನಿಲವೂ ಬಂಕ್‌ಗಳಲ್ಲಿ ಸಿಗದಿರುವುದರಿಂದ ಚಾಲಕರು ದ್ವಂದ್ವ ಸಮಸ್ಯೆಗೆ ಸಿಲುಕಿದ್ದಾರೆ ಎಂದು ಅವರು ಹೇಳಿದರು.

“Airbound–Narayana Health Plan Citywide Medical Drone Network”

Bengaluru, March 17, 2026: In a significant step toward transforming urban healthcare logistics, Narayana Health and Airbound have successfully completed a large-scale drone-based medical delivery pilot in the city, demonstrating faster and more reliable transport of diagnostic samples.

The pilot, operational since January, connected Narayana Health’s Chandapura clinic with its central laboratory at Narayana Health City via a 4-km aerial corridor. The route, completed in just 10 minutes per trip, significantly reduced transit time compared to conventional road transport often delayed by Bengaluru’s traffic.

Over 54 consecutive days, the initiative recorded more than 700 drone flights, each carrying up to 40 diagnostic samples, with zero delivery failures. The system supported up to 20 flights daily, replacing the earlier model of three to four batch-based road transfers. Within weeks, road transport was phased out entirely, enabling continuous sample flow to laboratories and quicker diagnostic turnaround for patients.

According to Dr. Devi Prasad Shetty, the initiative highlights how technology can reduce healthcare costs while improving efficiency. By overcoming logistical barriers, the model supports centralised diagnostics, allowing hospitals to deliver faster and more accessible care.

Encouraged by the results, the partners are now planning an expanded drone corridor linking Electronic City with Banashankari, subject to regulatory approvals. The upcoming hospital in Banashankari is expected to play a key role in the next phase.

Airbound CEO Naman Pushp noted that the pilot proves aerial logistics is already viable in dense urban environments. The companies aim to scale operations across Bengaluru and eventually to other cities, including Kolkata.
The initiative also opens doors for smaller clinics to access advanced diagnostic infrastructure without heavy investment, potentially reshaping healthcare delivery across urban India.
